Planning Commission - Regular Meeting

be Friday night she so I got house all right at 6:30 I'm going to go ahead and call the Planning Commission for February of February 24 2025 to order uh Chief re would you do the prayer for us everybody please stand most gracious heavly father thank you for allowing us all to get together tonight pray for our community and one that works for the city and citizens theard all this we ask in your name all right let's do the pledge I

pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and justice for all all right thank you uh our beloved secretary Britney is six so Helen's sitting in for her and she's going to do the roll call Jack Bulls here Alex wowski here I don't know if I said it right sorry you good job but but price here art Brooks terara Chandler here Aon Mixon here and then myself all are present okay let's move on to approval of the prior minute meeting minutes does anyone have any questions or concerns about or changes they think need if not I'll entertain a motion to pass as written move to accept second okay all those in favor say I I any opposed motion passes we don't have any old business so let's go ahead and move into new business we have a reone request for public hearing R1 to PUD 770 moonroad Nick Hester I'll Stand Up you want me do go ahead and tell what you want to do so what I want to do is I want to take we've got 33 and A2 approximately Acres on Moon Road that we want to take from R1 to a a planned Urban Development basically just get that restriction we want to stay in the residential single family we just want to okay we want to um stay in the the single family residential but we just want to you know ease the uh the constraints a little bit on the road system so that we can get larger Lots

bigger homes that kind of a thing so maybe get some some green areas out there for you know Parks stuff like that so what I've seen all the lots are one plus acre yes ma'am so that'll be that'll be appealing to a lot of people um so this is just a request to have a public hearing next month yes we'll go ahead and schedule that for March 24 I'm sorry 24th it's the 24th as well okay March 24th at 6 PM 630 6:30 okay we'll schedule commission okay and then we'll have Planning Commission to immediately follow the public caring all right thank you Mr Hester I'll try in on this too okay uh this is very good very good project you'll see that um they've already got whoops we go back other the way um phase one has already been brought to us part of this are all one acre lots and then the rest of it will be 1.5 2 acre lots correct and um that proposed road is just where I put it I don't know what they're going to put it but there's two roads to be on this each side of another little subdivision that you're going to hear about in just a few minutes so haven't said all that oops you think I know how to operate this thing there we go there's what you need to so I needed approval for the do we need to take a vote on that yes I'd like to go ahead and uh take roll call on that for you need a motion in a second oh motion and a second for the public hearing so all those in favor say I I any opposed okay we'll go ahead and have that then okay we'll schedule it out and um it's already been announced once we have to sign on the door to postpone it

but we'll take care all right and get it all posted out just we'll do okay very good the we run on the fifth all right we're good okay great okay moving on to the next thing we have a Thomas long moonroad Edition by lemons engineering and they have a preliminary plat and then requesting a final plat as well don't laugh I'm sorry it's either that or you give me a bucket to stand on one or the other um if you notice right before the meeting I was Hing out new copies let me explain to you how that all came about this morning I got a call from uh Gary Meadows and he said hey uh did you know there's a road going in on the north and south side of these lots and I'm like no he said well that's going to add a 25-ft building setback on the north side of lot one and on the south side of lot six I believe it is so knowing that that would really potentially create some problems for us on those Corner Lots cuz there were only only around 69 ft wide uh ran up here met with Gary the owner came up here met with the mayor uh Bruce was there as well and Mike and uh over the course of the next few minutes we figured out a way to make everything copesthetic so what we're doing is we're making the interior Lots 65 foot and the ones on the north and south are going to be 70 foot Lots but by doing that we're going to be able to accommodate the 25-ft building setback for the future roads that Mr Hester May built so therefore and the 65 foot lot sizes are within our code we're good okay great so that is the only change from what we had submitted on the preliminary

plat okay and is that also reflected on the final plat that you submitted okay and did you add the sidewalks and everything that the that was re on the preliminary and the final both yes great sir I have two copies of the same print there difference there's a difference well I'm trying to find it yeah this is the preliminary oh there it is yeah the final [Applause] plan and I I do want to special thank you to Gary and everybody involved in that meeting today that uh we avoided not having to table this for a month and so I really appreciate him bringing that to our attention and we were able to meet and get it all worked out I really appreciate their help anyone else have any questions about the preliminary plot make a motion to accept Okay do I have a second second okay all those in favor any opposed all right preliminary plat passes thank you let's move move on to the final plot seeing as there are no changes between the preliminary and final does anyone have any issue with the final plot and if not I'll entertain a motion to approve okay I just note we can't we can't fully approve the final until the sewer infrastructure is put in place um and tested and I think Tim was possibly going to request a a contingency yeah we we we could do it as a conting or we can just the city not sign off on the final until that sewer Line's in they've got to run approximately 340t of 2 in line which

will probably take day and a half to two days at the most to put in so we're hoping that if we can get that done this week then we'll be ready to rock and roll with the final so I ask for an approval on the final and you either put it in the motion or not that it will not be signed until the sewer is in and tested however you want to do it well doesn't that have to go to council and they won't be able to hear it until next month correct right because it won't be done by tomorrow so oh okay unfortunately if you wanted to You' approve the final with a contion like he said that way you can go ahead and go for for councel and if it's not approve if not done then it won't it'll be Ted right okay that'll work all right that works okay yeah I don't think we can get it in before tomorrow night right okay so does anyone want to make a motion to approve the final plot with Ence that uh all the sewer infrastructures in place before the next council meeting in March I motion that we approve that and when the sewers installed before okay the council meeting in March all those in favor say I any opposed all right thank you thank you okay let's uh move on to announcements we had on here a couple of public hearings for the Udo but there's some legislative things that are happening with the state that yes may I've sent out the email to yall if you had a chance to look at it there's several different uh bills that have been filed that's going to change potentially dramatically all the Udo so I think it'd be fruitless for us to go ahead and have a public hearings when we are probably going to change them afterwards so I want to do is just postpone the public hearing so we get through this latest session and see what actually transcribes and then we'll go from there so do we need a motion on that or I'm just going to tell you I'm GNA okay's I'm I'm G to postpone them okay let you know

that we're g yeah so maybe may make Mo if You' like I mean do you think it'll be May or how how long do you think that'll take for them to work through that uh it'll be at least yeah probably May before we get back to it okay as soon as I we have to say there's five different uh bills that have been passed and there's rumors of a bunch of others and basically what they're doing is is there's some very big push to get government out of planning so much and part of it is to take our Authority away from planning outside our jurisdiction uh making the permitting process on some cities are faville in particular they cited as you have to have a permit or have to have a meeting to to ask for a permit to have a meeting to ask for whatever whatever and permits and meetings on top of meetings and they want to get away from that so much so they have one build it's a home improvement um I think no house Improvement Home Improvement District anyway no matter what it's called but the city could actually designate an areas this Home Improvement area hire a contractor to build housing for say the homeless with no permits and we don't inspect it if we did that way the contractor would be Lock Stock and Barrel and charge everything here's our plans take care of it it can be done in record time so to speak that's what they're looking at and there's a lot of electrical issues and the uh you know state boards they're not for it but legislature sometimes doesn't listen to everybody as we know so we're looking at that and there's just a lot of things are going on and I think if we went and had public hearing and things changed we're going to have more public hearing so say what they they change so I'm just going to postpone okay uh we have a council meeting that was postponed due to weather and it'll be tomorrow night for February but the March uh city council meeting will be on the 18th at 6:30 and then our next meeting will be on the

24th at 6:30 we'll start with our public hearing that we decide to schedule tonight and we'll go immediately into the meeting afterwards uh I don't think there's anything else does anybody else have anything they want to add if not I'll entertain a motion to close the meeting move second all those in favor okay
