City Council - Regular Meeting

Excuse me. Call to order this regular session of the Vienna City Council. Having taken roll and having quorum, we will proceed. Did you sign up for the public forum or are you just here? No. All right. Just want to make sure. We did not have anybody sign up for the public forum this evening. Moving on, the minutes from the regular council meeting on August 27, 2026 have been printed, posted, and circulated. Are there any corrections to the minutes? If not, let the minutes stand as submitted. It is the first of the month, so Councilman Sasson, if you'll give us a treasurer's report.

Yeah. I review the reconciliation of funds dated September 3rd, 2026, and the short budget report at a high level compared to the previous month. The councilor ordered the city of Yannick to pay its bills. That's number one. number two because we didn't have a budget finance meeting this month because last week i was out on business and rodney's out this week so we will have the next budget finance meeting on october 6th at 4 p.m in council chambers and we got information from the freedom festival City paid out public works was a total of $19,144.32. The overtime only for that was $2,356.56. And the total officers worked various shifts for a total of 189.45 hours. Total paid out was $8,267.58. That was overtime only. That's it. Are there any questions to the Treasurer's report?

If not, the report stands as submitted. Before we move on to unfinished business, we actually have a proclamation that Mrs. Skogstad will read for Constitution.

Whereas September 17, 2026 marks the 239th anniversary of the drafting of the Constitution of the United States of America by the Constitutional Convention, and whereas it is fitting and proper to accord official recognition to this magnificent document and its memorable anniversary, and to the patriotic celebration which will commemorate the occasion, and whereas Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States designating September 17, and the state of West Virginia do hereby proclaim the week of September 17th through 23rd as Constitution Week, and ask our citizens to reaffirm the ideals of the framers of the Constitution Act in 1787 by vigilantly protecting freedoms guaranteed to us through this guardian of our liberties.

Yes. Moving on to unfinished business, we have the second reading of an ordinance amending and adopting changes to our Vienna employee personnel maintenance. Mr. Sculls.

As I went over last time, this deals with changing our regular vacation leave carryover, creating special administrative and essentially makes it a full day many replacing our existing firearms weapons provisions whether to put in more compliance with state code or at least and well I went over that in detail last time drafting or generating a parental leave policy and then updating the FMLA policy to reflect The paid parental leave policy and updating our FMLA policy to reflect those changes and then the changes in languages occur over the last 10 years. And I think that's essentially it. If anybody has any questions, we can go. I stumbled through them.

I have a question. Go ahead. Compared to other cities, how do we compare on the amount of vacation?

It's very comparable on what we have. We do have a very beneficial program when it comes to that you see on this new addition that kind of frames that in a little more manageably. Then when it comes to the parental leave, I don't know of another municipality that offers parental leave. However, I do very strongly that it is an important aspect to offer not on current but future employees of the city of Vienna. Any other comment or discussion?
