Juan started his career at Riverside Golf Course in 1991. Over the years, Juan's reliability and solid work ethic made him the only person on whom managers and colleagues could count. Juan developed an expertise in the use and repair of equipment, the programming and repair of irrigation, personnel planning and, above all, team leadership. Juan has always been recognized for being reliable, consistent and fair, both in the attribution of responsibilities and in the requirement of the same standards, raised for all. Juan's experience and leadership will play an important role in the positioning of the Riverside Golf Course for future improvements. In his new role as Deputy Superintendent, Juan will help with daily operations, team coordination, course maintenance activities and support for the global objectives of the maintenance team. John started his career with the City of Victoria in 2011, as a Park Service Park Maintenance Officer. Before starting my presentation, I just wanted to remind the Council that we mentioned this subject last month and that there is currently no demand or pressure on data centers. We simply wanted to be very proactive to ensure that our unified development ordinance was ready in case potential data centers were looking to implant in Victoria. You will notice that the text in green corresponds to the modifications made to the first proposal. In our first order project, we added that a low-frequency noise should not cause tonal, pulsating or repetitive disturbances exceeding the ambient sound levels of more than 5 dB, at the limit of any residential property. I of course highlighted the distance of 500 feet and I have a few maps to show you so that the Council can visualize what it represents in our community and make a final decision on this figure. We then clarified things and carried out some research on water consumption and we found that many recent regulations require water management plans and acoustic plans. We have therefore added that before the delivery of a building permit or an occupation certificate for a data center or a cryptocurrency mining farm, the applicant must submit an acoustic analysis prepared by a qualified engineer, demonstrating compliance with this section as well as an independent acoustic compliance report 90 days after the delivery of the provisional occupation certificate. Similarly, a water management plan showing effective use of water, identifying all sources of supply proposed and achieving an efficiency value of water use, not exceeding 0.5 liters per kilowatt-hour in the next three years. This scale, this value and this efficiency formula of water use becomes an industrial standard to measure water consumption.
