PUBLIC COMMUNICATIONS

In compliance with Government Code Section 54954.3, Public Communications is the portion of Planning Commission meetings set aside for members of the public to address the Planning Commission on matters related to City business that are not on the scheduled agenda. The Planning Commission cannot take action on items not listed on the agenda. Comments must pertain to subjects within the Planning Commission's jurisdiction and are limited to three (3) minutes per speaker. Per City Council Protocols, if there are ten (10) or fewer speakers, each will have three (3) minutes to speak; if there are more than ten (10) speakers, each will have two (2) minutes. Speakers may not transfer or cede their time to another individual.

Housing Element Annual Progress Report

The purpose of this item is to provide the Planning Commission with the most recent Annual Progress Report. The State of California Department of Housing and Community Development (HCD) requires that all local governments adequately plan for the housing needs for their community regardless of socioeconomic status. Local governments meet this requirement by adopting Housing Elements as part of their General Plan. Housing Elements are required to be approved by their local jurisdiction and certified by HCD. Annual Progress Reports (APR) are required to report on the jurisdiction's status of implementing its Housing Element, and to track a jurisdiction's progress on meeting its Regional Housing Needs Allocation (RHNA) number. The APR is required to be submitted to HCD every year by April 1st, covering the previous calendar year. The City of Ventura's APR was approved by HCD on April 16, 2026.

PROJ-26-1105 Tree Protection Ordinance (Citywide)

Ordinance Amendment amending San Buenaventura Municipal Code (SBMC) Title 20, "Public Parks, Beaches and Street Trees," by replacing the existing Chapter 20.155, "Emergency Tree Ordinance," with a new Chapter 20.155, "Tree Protection Ordinance," and amending sections in SBMC Title 24, "Zoning Regulations," Division 4, "Development Regulations and Standards," as authorized by SBMC Section 24.540, "Zoning Ordinance Amendment Procedure," to regulate tree trimming and removal of trees within the City of San Buenaventura.

PLANNING COMMISSION COMMUNICATIONS

Per Government Code Section 54954.2(a)(3), the Planning Commission Communications section of the agenda provides the Planning Commissioners the opportunity to ask a question for clarification, provide a reference to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of business on a future agenda.
