d morning and welcome to the January 28th, 2026 City Council meeting. We're going to begin with the invocation from Councilman Curtis, followed by the pledge. If you'll please stand. Please pray with me. Lord, we thank you for this day, for the opportunity to gather here together. We ask that the decisions we make today will lead to the continued improvement of the City of Tyler. Lord, we're especially grateful today for our community that we avoided a major loss of power and damage due to Winter storm Fern. But we also recognize that there are many others in our country that are suffering stress due to storm damage. And we pray that their distress will be relieved and resolved as soon as possible. We pray for protection for our first responders and our city employees as they go about their duties today. And we pray for health and well-being for our mayor, our county judge, our governor and president. We ask all these things in Jesus name. Amen. Amen. Amen. I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands. One nation under God, indivisible, with liberty and justice for all. These nine people represent 230 years of service to the city of College. And when you think of 230 years, that's before title was even formed. So I just want to thank you all for your service, for your leadership, for being good examples for our younger employees. About every month we go and we welcome new employees, and we give them a pen to the city and just welcome them to the city. And that's their first day. And so to see you guys here with 20, 25, 30 years worth of experience, I just thank you for that. So here we go. First we have Ralph Buckingham, police officer 30 years of service.
