Thank you. July 13th yesterday was the 18th anniversary of the tragic loss of Josh McCarrion from our police department. I'd like to start our meeting with a moment of silence. Thank you. Oh God, from whom all power comes, by whose divine will all, we all must abide. We thank you for the civil liberties and freedoms, for the opportunities and our privileges. We beg of you to bless, assist, enlighten this council and representatives of the city of Twinsburg. May we prove worthy of the confidence placed in us by our fellow citizens. May we be just, upright in their thinking, honest in their actions, and ever guided by true conscience in the legislation we propose to vote upon tonight. Amen.

No. All right. Moving on to Council Communications and Committee Reports. Mr. Costello, we'll start with you, sir.

I just wanted to thank Mr. Bonacci for attending the BZA meeting last month for me. It was a moving target, so I appreciate you jumping in for me when we finally landed on the date. Our next BZA meeting takes place July 27th. If there's items on the agenda, it'll move forward. If not, it'll conclude. additionally just want to let you know that we are continuing our work on the board's committees and commissions and as we dove into it there seems to be more down that rabbit hole that we keep going at so we have a uh i think we've got six or eight meetings left over the summer during recess and we're going through that process now um and shannon should be back so i think our next meeting is on the 21st and at that meeting we plan on giving

a little bit of an update of where we're at to council other than that i'm gonna keep it short tonight so i appreciate everybody being here and i know we're going towards summer so thank you great thank you mrs walker good evening everyone i did have a jedi meeting but most of them did not attend so i'm going to start it all over again so sometime next week I'm just going to grab them and say, we're going to have the Jedi meeting. They're not going to do anything to me. So anyway, that's all I have. I mean, it's a good group of people, but they will just, you know, when the weather gets warmer, they're going to want to sit inside the house. So I'm going to see what we do the next time we meet. Good evening. Thank you. I attended the Special Planning Commission meeting on June 25th. The meeting detailed the post road map amendment from PF Zone. to r3 the commission agreed to send it up to council for vote which our legislation ordinance is 20 26 93 94 will be right for the second time um and the focus um of us it will be the focus of special meeting on july 21st of council in order to place it the rezoning on the november ballot This rezoning is in my ward. It is for the best family who own the highly recommended garage drawer service business in town who I can first-handedly vouch for for superior service. The next meeting of Planning Commission is August 17th at 6.30. On Friday the 26th, I sat with the Jedi Committee members at the Jedi booth for Twinsburg's 250th Celebrate in America celebration, the celebration that featured stilt walkers, magicians, chalk drawers and a cake to mention a few things. It was a great success thanks to Jen Bentenson and the Parks and Rec Department. I then went over to the Pops concert with David, Bill, and Chuck. It was just a lovely evening. The weather was perfect. The crowd was huge and all in good spirits. And it was just a great experience. family event for everyone in Twinsburg. So I do appreciate that from Parks and Rec. The next Jedi meeting is Monday, September 14th at 6 o'clock. And that's all for me today. Thank you.

Thank you, Mrs. Labby. Good evening, everyone. On July 10th, I was honored to play at the Josh Victoria Memorial Golf Outing. It was a wonderful event, and I would like to thank Lieutenant Donato and everybody who made that event happen. I would also like to congratulate Mr. Fury and his team on winning that event. Wow. He had a ringer. He did, yeah. He has a ringer every year. That's true, that's true.

I have three ringers, and we donate the money back to the fund.

I do want to take a moment tonight on a solemn note. I want to recognize a longtime Twinsburg resident and Ward 5 resident, Roy Meyer. Roy was biking, as he always did, in Hudson on the 21st of June, and he was struck and he was killed by a car. Roy was a veteran. He served in the Navy. He was an avid cyclist. He was a trustee of the Twinsburg Historical Society. I wanted to just read this one quote from his obituary. It said, Roy's greatest legacy is not found in the miles he rode, the books he read, the chess sets he collected, or the places he traveled. It is found in the people he loved, the laughter he shared, the kindness he showed, and the reminder he gave all of us to slow down, appreciate one another, and remember that life is good. Mr. Meyer would never hesitate to reach out to me with questions about Twinsburg or Ward 5, and while he didn't always agree with everything that I told him, he was always very respectful and very nice, and he will be missed. Mr. Fury, good evening.

Mr. Meyer called me several times to discuss the traffic on 91 and bike pass. So he'll be missed. I attended a safety meeting this evening with most of council. The CIC has three different things going, and Rebecca Ziegler is going to talk about them in depth lately. But we have the streetscape where we have it. The plan to beautify the area is going to the Planning Commission for a review. We have the downtown grant program to try to improve the look of buildings around the square. I think there are three properties that are in discussions on preliminary applications at this time. And then we're still going through the process with the old school, and hopefully we'll have something in the near future. Next Finance Committee meeting will be on August 25th at 6.30. I did attend the Josh McTierian outing. I want to thank Brian Donato. They've raised over $12,000 for the scholarship fund. They give scholarships both to Twinsburg students as well as Talmadge students because that's where Josh went. And this year was kind of cool. His daughter, Thea, who was eight months old when he was killed, has just graduated from Hoban and played golf there. So she put a little golf team together, and they finished under par. And it was fun to watch her hit on the range and out of there. And she came to the ceremony on Monday as well. But you're used to seeing Holly. You didn't always see Thea around there. So it was pretty cool. But that's really nice that we've come so far that she's playing in the tournament. Again, really appreciate Brian Donato. I think it's the best run tournament that I play in throughout the year. Mrs. Labby talked a little bit about the 250th celebration. Again, I want to thank Jennifer Benson, Desmond Wade, Kelly, Laura Sigler. They took a lot of work to organize all the people they had underneath them. I've never seen so many people on stilts for so long, I mean, they were everywhere. It was kind of creepy at times, but it was three or four hours walking on stilts was pretty cool. VFW was there. The library was there. There were lots of inflatables. The only thing that didn't work out well was a couple food trucks that were contracted that were supposed to be there didn't show up. I think we'll work on that better. at future outings like this but we're talking about making this possibly an annual event where it's a family event there's three there's we the three of us mr post and mr bonacci and i served over 600 pieces of cake there were balloons there were fireworks the crowd was fantastic and we even got handouts that were pretty cool. If you're too close to Mrs. Labby at a concert, this can be detrimental to your eyes. Anyway, it was a great night. Very much appreciate the Park and Rec's department. Also, I got to meet Tyler Kinzer, who runs the pool. He had a really cool event called the Water Balloon Bonanza. last Friday, or a week ago Friday, from 430 to 6, where they had all kinds of games and balloon hunts, and you could pay some money and throw balloons at lifeguards. But we had 150 people there. There were door prizes. It was just a really fun time for the families. Kids next door went, and they thought it was one of the most fun times they had. So anyway, thank you to the Park and Rec Department and Tyler Kayser. That's all I have right now. Thank you very much. Thank you. Mr. Bonacci.

Since our last meeting, as Mr. Costello mentioned, I did attend the Board of Building Zoning and Appeals, and there were two appeals heard, one for 9927 Joanne Place for a detached garage and the other one for an accessible building on 2458 Edison Boulevard. All variances were approved for attended the July 2nd Architectural Review Board where we heard a case of for Creekside Drive Kiddie Academy. The case was relatively simple. They had a sign installed. It didn't 100% match the sign that they submitted for initial approval, so their sign was reaffirmed as correct. Didn't know that that's something the Architectural Review Board had a capability of doing. And we also, as we discussed in caucus, the Review Board discussed the legislation before us for the changes of building permitting and building code. The next ARB meeting will be July 16th. Earlier this evening, I attended the safety committee meeting where we heard from our police and fire about things that are happening in our community, responses to things and proactive things. So proactively, e-bike registrations, there's 40 e-bikes registered in our community and active enforcement of six citations. But there's also... evidence-based seen improvement of better behavior on the e-bikes. So hopefully that continues. These things could be dangerous, especially if modified. Street parking is going pretty well. Our police officers are involved in opportunities with veg. We have two new canines. We have a new drone. We have safety forces night scheduled and coming up in October. And then we had an amazing report from our fire chief about two fire calls where mutual aid was rendered from neighboring communities and Once life and safety was secured in that immediate area, our fire department and the mutual aid departments were able to put the fires out without any injuries on their behalf as well, which is really amazing when you start to dive into fire service. So good job for our fire service and the support that they had from the neighboring communities. The fleet's up and running. There are some challenges with the Warning systems and the fire chief recommends that we all turn on our notifications on our phone for emergencies, given the challenges with the warning system. Next month, August 16th, that's Sunday, I'm going to have a ward meeting at Moraine Park in Twinsville. at the park off of Bell Meadow. I'd love to see residents out there for that, and that concludes my report to see that.

Thank you. Mr. Post. Thank you, Mr. Bell. So, a couple things. First off, I want to give a huge shout-out to Jim Betts, and I know you guys have already communicated how wonderful the celebration was, the 250. I don't need to go into that more. I do want to just acknowledge all the efforts from Jen and Desmond, all those guys. But it's not just Jen. It's the whole department did an amazing job. Parks and Rec met actually the night of the fire. And so speaking of Jen Bettinson, she could not be at the last Parks and Rec meeting because she was working the cool zone, which is the truck, the vehicle, van that just keeps air conditioning going for anyone who needs it which i thought was great that she volunteered to do that all night so that was great for her to do that she didn't miss the meeting at the meeting we finally got to swear in aaron haught so he is now a member as well what parks and rec is working on is they're working on questionnaires and over the next couple years they're going to have some different questionnaires out so you might see questionnaires along trails um, in the fitness center with QR codes, short questionnaires because they don't want, you know, they don't want it to be overbearing, but they just want to get a pulse of what the community feels, uh, is important, not important, what's used, what's not used. Um, so they're just trying to do their job of reach out to the communicate and get what they can with that. So, uh, that's going to be happening. Uh, they had a trail clean up last Saturday, which is great. Uh, 14 people showed up. I She said that 14 people showed up. On a positive note, there wasn't a lot of garbage at this particular trail they went to. And the first trail cleanup they did, also they went down through some parks and it also was really well maintained. And so I want to give a shout out to our service department because I think our service department does a really good job of keeping all areas of Twinsburg really, really clean and nice. And this is proof that It is nice. They cleared out a bunch of the trails with sticks and some stuff, but overall it was really, really clean. The last one, last trail cleanup, if you want to go to it, is going to be on August 1st. It's from 10 to 12, and you can start at the Idlewood parking lot over there off Glenwood by Idlewood, the parking lot there, that little parking lot. A couple things about the rotary. There is still going on the collection for the where the fire happened for those families. Uh, if you want, you can go to the, uh, the rotary is, um, as partner with the city because the city cannot collect funds and disperse them. So the city has partnered with the rotary and the collection goes from July 1st to July 15th. Although if on July 16th, you wanted to give, I'm sure you could figure out a way to do it. Uh, just perhaps not through the rotary. That's the rotary site will close. There's been a lot of, generosity in this community it's amazing how much people step up when the community needs it and i'm really proud to be part of a community that does that so you technically if you want if you haven't yet you want to donate you can go to the twinsburg flags website you can just google twinsburg flags it'll take you right there and you could donate that way And the other thing that's going on is the Twinsburg Rotary has the kayak run going right now. And if you've not done that, it's absolutely an awesome event. A lot of good times. And so it runs for a couple Sundays. If you want, you can go to the Square site, the Twinsburg Square site. You can just Google Twinsburg Rotary Square. Square is the place you actually pay. And you can sign up to do the kayak runs, which run through July on Sundays. That's it. That's all I have. Oh, excuse me. I guess this settles it. Mayors do take vacations every once in a while. So the mayor has asked me to read a report to council. On June 23rd, the mayor had the honor of performing the ceremonial swearing-in of the city's new fire chief, Earl Wilson. At the same time, the mayor and the fire chief recognized the new hires in the fire department. On June 26th, the mayor attended the 250th celebration of the United States of America, combined with a Rock the Park concert with the Cleveland Pops Orchestra. The evening ended with a spectacular fireworks display. The mayor would like to give a special shout-out to Jen, Desmond, and the entire Parks and Rec staff for planning a fantastic evening of fun for all ages to enjoy. He said he believes everyone had a wonderful and great time. And then finally, and to piggyback a little bit on what Mr. Post mentioned, as everyone in the community knows, there was an unfortunate home explosion in Twinsburg Township recently. Mayor Sam would like to commend our fire, police, and service departments for the excellent service that they provided during the catastrophic incident in our neighboring community. City has currently put a pause on all boring and drilling in Twinsburg Public Lays while the matter can be investigated. And related to that, the mayor had a meeting last week with the city engineer, the service director, and fire personnel to discuss safeguards that the city can put in place to tighten up control on these types of boring activities so as to help prevent this type of situation from happening again. And a little related footnote that I added here when he handed me this. The mayor has asked me to review the legality of a list of things that were identified as possible regulatory actions that we can take. Specifically, just whether or not there are things we can legally implement as a chartered municipality. So that is something I'm personally working on to assist in this endeavor. Finally, the mayor felt compelled to spearhead an aid initiative for the residents directly affected by this terrible tragedy that we've been talking about. The mayor reached out to the Twinsburg Rotary and the Chamber of Commerce. And those entities have agreed to collaborate with the city to collect money for those impacted by this recent explosion. With an eye towards making sure that the community's generosity best serves the needs of all those individuals who've been displaced from their homes. The city, chamber, and Rotary believe that monetary gifts will really address the most immediate needs of those that have been impacted by this tragedy. And finally, excitingly, two days through the collaborative efforts of the city, the Rotary, and the chamber, and most importantly, the kind generosity of all those that donated, $30,000 has been raised. And that number, Mr. Post, you might have a more current number or someone else might have a more current number. That number was current as of Friday when I received this. So it could be more today, which is just, you know, truly exciting and wonderful. And, you know, it's just really an amazing moment for this community. So to reiterate, the collection, the Rotary collection, will end July 15th. Anyone wishing to donate can do so at TwinsburgFlags.com. And a big thank you on behalf of the mayor to all those who have opened up their pockets to help all their neighbors in need. So, thank you.

So a couple of exciting things happening. Mr. Peerik had already touched on them a little bit, but I can elaborate a little. So you all received an email from me today, as well as Planning Commission did, that the Street scape design guidelines draft is live for a full review We still of course are going to be doing the fine-tuning of spell check and etc But I encourage you all in residence everyone to take a look at that during summer break a little homework for you Because we do plan Hopefully to take that to Planning Commission for their August 17th review. So We welcome all feedback everything from the color of the pavers to the Church Street Commons is a concept that's been proposed in there as well. So take a look. If you have any questions, you have a summer to reach out to me. And again, we hope the residents will comment as well. They can either email me directly. All the contact information is on the Together Twinsburg page. They can also comment directly on the Together Twinsburg page as well if they just want to leave a comment. Twins Crossing, the downtown redevelopment site, we do have confirmed... school board support, which is a huge milestone for us, huge, huge milestone. So we are finalizing some of those documents with the attorneys and hope to have something for you all. I don't mean to sound too ambitious, but September would be something we would like to bring to you all. They will need to face the project, most likely. That's kind of what we're working through right now. Things are not great in the Middle East in terms of tariffs and The cost of everything just keeps going up and it's not gonna get better, but we think it's still a viable project and something that we should all be very, very excited about. So I should have more to share with you all at that time. That would include development agreements, that would be the TIF incentive, purchase and sale agreements. It's a lot, this is a lot of stuff, but this is the moment in time when things start to move a little bit quicker, hopefully. What else? The facade and permit grant for the CIC. Yes, we have three, I don't want to say pending, but three very, very, very interested property owners. They haven't formally submitted an application yet, but they will hopefully do that within the next 45 days. One of the buildings hopes to close at the end of this month. The second building would close at the end of August. One, actually, the bank building on the corner has already sold. They would like to take advantage of that. You will be seeing that there is a sign for co-working space for that building. I spoke in depth and in length with the new property owner because we would like to see a restaurant, we would like to see a brewery, we would like to see something more activated there, and they have assured me that is I don't want to say a placeholder, but it is a temporary placeholder. It's something to activate the space. It's a very quick remodel that they can do on the interior because they have their eyes set on other buildings along the square that they hope to do a much bigger project. So I just don't want you all to see that sign go up and be like, oh, Rebecca had mentioned to us a restaurant. What happened with that? That's still in the pipe. We also will be doing, the CIC will be doing economic impact reports. So when we do, when, I say when, give these grants out for these facade improvement grants, we do want to be tracking the leverage and what types of jobs they're creating, how long are those jobs creating, because we no longer receive the bed tax funding. When I say we, I'm wearing the CIC hat right now. So if this is a program that is successful, you might be seeing some board members from the CIC come to some council meetings or finance meetings to advocate for continuing funding for their program, potentially, just letting you know. Let's see. As of July 24th, the CIC will no longer own any property in Twinsburg.

They've all been turned over, so this is the new agenda for them that they're pursuing.

The mayor has asked Lynn Buhner and I to review and update. Mr. Post, you'll be very happy to hear about this. And this has been brought up before. Architectural design standards for the downtown. We do have a lot of movement. And what is this all going to look like? If the bank does one thing and then other properties on the square do another thing, the downtown redevelopment, what does that look like? We do have materials standards, but we're thinking it's not enough. So we're doing a conditions assessment of what's currently there. along the square, and we'll be reporting that back to you in the fall as well, because we think we need to button that up. Don't worry, Dale, I'll keep you in the loop. Pelican Snowball is officially opening next Thursday. Is there ribbon cutting? So I encourage you all to go around there as well. I thought they were already open. I'm sorry?

It is. Can I just add one thing? Yeah, please. Heritage Coffee Shop is opening in the old Joe Coffee space July 30th. What is? Heritage Coffee. Location is in Solon. And there will be a second location here.

Good evening again, Council President, Council. The building department is obviously extremely active. It's the middle of summer. Last year, Council Mayor supported our software upgrade. The software upgrade went live in November of last year. Since we've gone live, the software has been incredibly helpful for my department. The feedback from community development is that the software is extremely helpful. The community assistant feature that is rolled out to our community is Over 400 questions a month. So we have people going to the website all hours of the day, all hours of the night. We got people asking questions about decks, fences, buildings. So they're getting a lot of the answers that they need to find out what requires permitting or not. Got over 420 currently building projects alone. We have 420 active projects right now. People put money in their houses this year, so that trend continues. We see a lot of money put money into the houses. And then our commercial customers are busy as well. Rockwell Automation is upgrading their facility with all new racking, sprinkler systems, electronic picking, that type of stuff. Conducted roughly over, so far this year we've conducted about 1,850 inspections, field inspections for that work. So with that, any questions on the building department? No. Thank you, Dale.
