I guess I want to ask one question about 2670. I was just asking here. So for those of you who have seen my house, just clarifying that this house, and I know maybe I should have done the garage, the three-foot forward, three-foot front. So basically my house could never be built again based on this. Is that what this is saying? I mean, you've seen my house, right?

I've seen your house. I'm certainly not an expert. I would not want to comment about whether or not your house can be built.

So it's like my garage is here, and then you'd walk around the garage to the front door. But it doesn't stick out that far. But it basically is my house is no longer, right? And I know we've gone through three readings of this. I guess my question is, what's the justification, I guess, is my question, for this particular one where the garage, is that so the garage is not the focus of the house? moving forward that's the idea I think my house is beautiful but that's okay I'm just kidding right there will be a number of non-conforming yeah I have to tear it down Austin

from conversations with lynn about what led to the proposal this amendment that is exactly behind this proposal that it is not like the current language says it shall be three feet in front of the main mass of the house

or it's that's what i'm trying i'd have to look it up again but give me a second here all right so shall not extend beyond the nearest front building wall so it can't be so the garage can't be even one foot past not less than three feet from the nearest front that's taken out that's crossed out that's crossed yeah so this will be that they shouldn't extend so the garage has to be behind the front of the building or equal to the front of the house correct it can't stick out in front at all yes

I mean, I know this is, I know that this is, you know, I was just thinking about this.

I'll give it my best go. So that's exactly right. To not have the garage be the prominent feature of a home. So, for example, in my house, my garage is side loading. So my garage actually is technically in front of the primary facade. but it looks more uniform because you have to drive in through the side. That is allowed. But having your actual driveway to drive in, that part can't be the prominent feature. So you're not the massing. It's really just to have the scale and scope and the aesthetics just be much more in line with what would be viewed as aesthetically preferred. with that being said that was politically correct considering my house is not conforming i love what you did so you wouldn't you wouldn't be able to um you if something happened to your home and you wanted to rebuild it then but yes correct you wouldn't you would not but you are grandfathered in at this point of course um but but yes moving forward it would be for that exact reason there is um we have seen some plans come through that with a very prominent front loading garage and you've all seen examples of that that are It's all you see, and then you have to go all the way around to see the front door. That is exactly what we wanted to eliminate moving forward. that being said we're quite built out here in twinsburg we don't see this another ethan's green being a development that we bring into the table but um but for the houses that would potentially go in that that would qualify for that so we're basically just taking out three foot because currently it's three foot correct because mine's further than three foot but correct right yeah and many are even further than that so right and we've seen other examples in other communities but three i mean three okay

More than half of their houses have the garage in front of them. not flush um plus you know we have a many neighborhoods of existing homes that are already built that way i i'm not feeling the desire that you're asking just sharing it yeah i mean three feet is like from you know here to here i think that you know many houses are looking for that aesthetically different as opposed to just you know

Good evening. uh we have a new website that is from waste management but it is specifically for the residents of twinsburg so what you have in front of your screenshots from that website that i'm just going to give you a very brief run through for those of your residents like myself that prefer to do things digitally you don't want to have to call somebody they can do everything that they need right through this website that includes things like uh know requesting bulk pickups or if you have questions about service limits it's all going to be in here holidays so all of these are just screenshots right from the web from the website the website i've printed at the top right there you can also just google twinsburg waste management or twinsburg garbage and it comes up in the search results first page is just the entry page lets you know you're at the right location When you scroll down the second page, the five icons that are there, those are clickable links that you've used to OPA for different purposes. I have X'd out the trashcan request for your guys, as you guys have a completely different process. Residents can use it, but it would just delay the process versus how they've always done it, just contacting your public works department. So if any of your residents ask, just advise them to follow the same process they've always used.

I wonder if that could be a notation under there, like call them.

The icon to request trash cans, containers. is x'd out because they just could call here and ask for or the service department the city maintains their own can inventory and has their own process for it so so but if this is for our residents it would be nice if there was a notation to instead of this that they can call the service department so they're not left like what do i do right that's all okay but if they did use it it would work like i said it would just be delayed because it would have to go through our process before it actually made it over to your city Thank you.

You scroll down at the bottom of the page. It has general service guide instructions, how things work, set out times. You can review different things, trash, recycle, yard waste, bulk. It'll give you information on limitations, general safety information for our drivers, like how much things can weigh, things like that. It's just a general information page. I'm sure it wouldn't cover every single question they could ever have, but it'll get 90% of them. Now those links that I was talking about earlier, if you were to click on the pickup or ETA, the people could actually go in and they could just punch in their address. Like say you've got a new resident that doesn't know when trash day is, they can just type in their address. It'll tell them exactly what their day is going to be. If a resident believes that their trash was missed, for example, they could go in there and there would be an option for them to request a missed pickup. one oh yeah you can see the pages i put in there it just gave me screenshots of what it looks like so i punched at a random address it came up and told them that their trash pickup is going to be today and the second example let's say they put it in the day after trash pickup then it gave them the option to have the missed pickup all right next one you can actually look up holiday schedules now we get a lot of questions from residents about whether or not we're open or closed on certain holidays Most people would assume that we're going to be closed on, say, Christmas. Some people aren't sure if we're going to be closed on Martin Luther King, Juneteenth, some of the other holidays. So they can actually just go in there, put in their address, and it'll just give them a straight answer, yes or no, that they're going to be open. So if someone's not sure on July 2nd if we're going to be open on July 4th, they can just punch it in there and it'll tell them.

is there a way for me to figure out who my driver is drivers are certainly okay because sometimes they come really early which is a beautiful thing but you don't get to say thank you or because sometimes there's some things that are might not be uniform and they still take care of things so they do an outstanding job in my neighborhood I know we have no complaints especially this time of year when people are cleaning stuff out I know we're exceeding some of these requirements somewhat what you guys willing to do and I just like to have some of these guys recognized so if I sent you an email could you tell me who has my rots for both the absolutely thank you very much I'll do that thank you

Bulk trash pickup. The city of Twinsburg, we do ask that residents give us some sort of notice. That way we can make sure that we send the appropriate truck to pick up their bulk. Smaller items can go in the regular truck, chairs, small couches, things like that. But if you've got an electric recliner couch that weighs several hundred pounds, if we have an advance notice, it's really helpful for us. Then we know that we need to send a different style of truck with a team of guys to pick it up. So now they can actually just put in these requests online. uh i actually did it a few times in the office takes less than a minute simple as punching in your address once they pull up the address it gives you some just brief information about bulk right there just some stuff that people typically ask us they put in their own information it does require them to put in all this information we've had issues with people putting in bulk requests blank no information and they would put in requests for things that that weren't even on the list like they were just manually typing these in we had no way of contacting them so we do request that or do require them to actually put their information in there once you do that uh in the section where it says items to pick up now you can just type what you're putting in there you know sofa comma table comma chair then hit the little upward arrow and it'll find it for them and then it'll make a list for them and they can actually put in their exact quantity and that's it and it sends it over to us so that's it we tried keeping it really short and simple so that way it's just generally easy to use if you guys have any feedback on it by all means please let us know

And if somebody's getting rid of a toilet, it needs to be in a garbage bag or it needs to be closed separate. And if somebody's doing a mattress, it needs to have the mattress cover over it.

Yep. Actually, if you look at the very last page, I put in sofa and I put table, and it gave you very exact instructions on the safest way and best way to prepare those for us.

Briefly, a month ago the clerk sent out an overview of standards of counsel. There are currently 10 of standards that are on the 2018 i'm proposing that we add two that were left off in the 2008 version the first one would be the council's considered a body rather than individuals councilmen request information from the clerk uh clerks notified all the council members and make sure they get the uh information that's that's provided to all Second was if there's a task or a project that a council person would like the clerk to do, that the council president would need to approve that to make sure that it's worthwhile for the body. So those are the two things that I'm proposing. The clerk will be sending out an updated version of this with these two added, highlighted so you can see them. Those are the only two items I'm asking to consolidate from the 2008 that were accidentally left off. And the next step on this would be to take the current council rules and work with the clerk and a small committee to come up with a council person's handbook that has the rules, the guidelines, and standards of council are basically the expectation of what the council as a body would like, how they would like the clerk to react to these requests and share information. You'll get another copy. If there's any questions, we'll discuss it at the next meeting. Thank you. Mr. President? Yeah.

I am here tonight to request consideration of a narrow amendment to the honeybee provisions within section 1109.01 of the Twinsburg ordinances. Excuse me. Specifically, I am requesting a modification to the language governing where honeybee colonies may be located so that managed beehives may also be permitted at the city's community garden under appropriate conditions. I am not asking the city to change the existing hive limits, management requirements, or safety standards currently contained within the ordinance. Instead, I am requesting that the ordinance be amended to allow honeybee colonies on city-owned properties specifically approved by the city, including the Twinsburg Community Garden. Currently, honeybee colonies are permitted only within residential zoning districts. My request is simply to expand the locations where managed honeybee colonies may be permitted while maintaining all existing requirements and safeguards. The proposed location would be near the community garden entrance, but outside of the fenced garden area. This location would allow the beekeeper access throughout the year, including when the garden is closed, while keeping the colonies away from gardening activities and routine foot traffic. The city would incur no costs. I am not requesting funding, equipment, maintenance, or staff support. All responsibilities associated with the colonies would remain with the beekeeper. Those responsibilities would include regular hive inspections, varroa mite monitoring and treatment, swarm prevention and population management, providing and maintaining a water source, compliance with Ohio Department of Agriculture registration requirements, and ongoing maintenance and management of the colonies. I would also support the city's authority to require relocation or removal of the colonies if they become a nuisance or if the city determines the location is no longer appropriate. Honeybees provide valuable pollination services that support food production and biodiversity. While honeybees are not the only pollinators, managed colonies can contribute to the pollination of fruits, vegetables, flowers, and other plants in and around the community garden. This concept is not unique to Twinsburg. Nearby communities have successfully incorporated managed honeybee colonies into community garden and pollinator education spaces. Richfield's Eastwood Preserve is one local example where beekeeping and community gardening coexist successfully under responsible management. Beyond pollination benefits, an apiary at the community garden would provide educational opportunities for residents, students, gardeners, and community members interested in pollinators, local food production, and environmental stewardship. My request tonight is not for immediate approval of beehives. Rather, I respectfully ask council to refer this matter to the appropriate committee and direct the law director to review language that would allow managed honeybee colonies on city-owned property approved by the city, including the community garden, under the same standards currently applied to residential beekeeping. Questions I thought you may have. Why do the bees need to be at the community garden? The community garden benefits from pollination and the location provides an opportunity for education while supporting local food production and environmental awareness. Will this cost the city anything? No. The beekeeper would provide the hives, equipment, maintenance, inspections, and management at no cost to the city. Who is responsible for the bees? The beekeeper would be solely responsible for colony management, mite treatment, swarm prevention, registration requirements, and ongoing maintenance. What about swarms? Swarming is a natural reproductive process, but responsible beekeepers actively manage colonies to reduce swarm risk through inspections, population control, and seasonal management. What about stings and public safety? The proposed location would be away from primary pedestrian traffic. Honeybees are generally focused on foraging and are not aggressive when properly managed. The beekeeper would monitor colony temperament and address any concerns. What happens if there are complaints? The city could retain the authority to require corrective action, relocation, or removal of the colonies. What happens if the community garden changes in the future? The city would retain full authority over the property and could discontinue the arrangement if necessary. So the specific ordinance language that I am requesting is I would like the ordinance to be amended so that honeybee colonies may be permitted on residential properties and on city-owned properties specifically approved by the city for apiary use, including the community garden, subject to all other requirements of the honeybee ordinance. thank you very much I applaud how well spoken that was and clearly you know this stuff and you've done your research so thank you very much I sincerely appreciate that if you could please send that request to the clerk of council and you can see city council on it as well I'll just speak for myself I don't know the first thing I know that bees are dying, and we don't have enough bees, and I understand that they're important. My concern, and you referenced a couple of them, is what happens if somebody don't like bees, and what happens if somebody gets, you know, those kind of things. So I'm certainly not the person to speak to those things, but I have no problem doing that research to see if that's something that we might be able to.

OK. Moving on this evening to pending legislation. Ordinance 202670 through 74. are ordinances that amend sections of the zoning code that do not constitute a map amendment, do not authorize a use change in any zoning district, and do not modify regulations related to height, density, percentage of locked occupancy, building setback lines, area dimensions of yards, or open space requirements, and therefore do not need electorate approval prior to going into effect in accordance with Charter Section 7A01. Specifically, Ordinance 70 amends 1109.01 regarding orientation of residential garages. Ordinance 71 amends 1109.02 regarding the fence opacity requirements. Ordinance 72 regarding the signage in the commercial area within the PUD zone. Ordinance 73 amends 1116.06 regarding the removal of signs placed on public property or in the public right of way without notice and allows for commercial service of notice for removal of nuisance signs. And ordinance 74 amends 1128.03 corrects the definition of cemetery. These will all be on their third and final reading this evening. There was a public hearing earlier this evening on these ordinances, and we did have some discussion. Is there any further discussion about any of these ordinances this evening? Yeah.

Mr. Post. You know, I brought up the public hearing, and I know it is the bottom of the ninth with this, and we've had three meetings, but it's never too late to bring up the thought. And my question was, so I have a little clarification. The idea is that current at least three feet. The change was to make it so it can be flush. Flush or behind, but not in front. And my question is, seeing so many houses being built, so many of them have garages in front, but I understand the concern that you don't want houses that are garages completely in front. I guess my question is knowing that there are lots of designs out there that have garages a little bit in front. I think of my house as just a little bit in front, but that allows for a family room behind the garage. I know that my neighbor's is just a little bit out that allows for the kitchen behind. I think that I would just love at least, if nothing else, to say let's hold off on the vote tonight and maybe do a fourth reading next time and move, you know, and just hold off one more time just so we can have a little conversation to figure out the justification for this and or maybe just amend it to say that, you know, a garage can go in front but maybe put a limitation on how far, you know, based on what blueprints are out there and whatnot. That's what I would like to do as opposed to voting on it tonight. I confirm that it's not going to affect anything if we don't vote on it tonight. And so if people are okay with that, that's what I'd like to do. Thank you.

Yeah, first and foremost, the three reading rule is a minimum of three readings before you take action. And secondly, as the mayor said, I know Ms. Lynn Muter put a lot of time into working through these amendments and worked them through the planning commission process. So I do think that that is a good idea, that we can give her an opportunity to know put together all her notes and maybe some of her previous memos she may have been able to put together and she can address some of the questions that you brought up tonight awesome and then we can uh consider it again at the fourth reading okay that's fine so unless anybody has a problem we're going to pass over 70 this evening we will vote on 71 through 74. i appreciate that thank you for your consideration thank you

All right, next up is Resolution 202675, is to enter into an agreement to purchase real property located at 2573 East Aurora Road from the CIC. This was approved by the CIC at their May 6th meeting. This will be on its second reading this evening. Any conversation? Resolution 202676 is to enter into an agreement to purchase real property located at 2593 East Aurora Road from the CIC. This address includes two parcels. This was approved by the CIC at their May 6th meeting, and this also will be on its second reading. Any discussion? Resolution 2026-77. This resolution is to continue certain CRA agreements. The Tax Incentive Review Committee held their annual review meeting on May 20th. This meeting is to monitor the status of job creation, wage commitments, capital improvements, and to document income tax receipts from which grants are made. The committee agreed that the following companies are in compliance with their requirements and therefore were in favor of continuing the agreements. Those companies are O'Reilly Auto Enterprises, Vistar PFG Building Edition, and Western Reserve Wire Products, known as WRWP. This will be on its second reading this evening. Any conversation about this one? Resolution 2026-78. This resolution is to extend the various top agreements. Tax Incentive Review Committee also approved to continue these agreements at their meeting on May the 20th. These agreements monitor the status of job creation, wage commitments, and to document income tax receipts from which grants are made. The companies will continue to agreements will be Airgas USA LLC, Saffron Power USA LLC, 48-hour books, and Sifron. This will be on its second reading this evening. Any discussion on Resolution 2026-78? Ordinance 2026-82. This ordinance is for the city's insurance for next year. The new plan starts on June 1st. Council is being asked to suspend the three reading rules and place this on an emergency so that changes can be made as soon as possible. Ms. Conway, anything to add this evening?

So there is an increase from last year of 14%. However, the majority of that is included in property. We had the fire truck was an additional, um, add to it. We finished the pool pack over at the fitness center. So all of those things, um, total up.

Okay. Um, fair to say then that this will be retroactive to June 1st. Correct. Thank you. Anything else? Okay. Ordinance 2026 83. This ordinance is for the city's cybersecurity insurance. This plan also started on June 1st. Council is being asked to suspend the three reading rules and place this on an emergency so that changes can be made as soon as possible, and I would imagine also go into effect retroactively to June 1st. Any further discussion? Ordinance 2026-84. This ordinance is for the tax budget for 2026, which is done annually. This will be read three times with an emergency clause on the last reading so that it can be sent to the county by the deadline. Any questions about Ordinance 2026-84? Ms. Conway, anything to add?

Just to give a brief overview, there's a lot of pages included, so what the county asks that we do, we determine based on our property tax assessment how much we anticipate getting in property tax revenue. We only receive money for police pension, fire pension, and the voted police and fire levy fund, so we're anticipating about $2.3 million between all three of those funds next year. They do ask that any funds that you receive property tax as well as your general fund that you do a Extended breakdown of where you see your balances and they also require you to do a breakdown of all of your anticipated Expenditures and revenues for all of your other funds as well as you can see all of our different debt payments that are listed most of those are Ohio Public Works funds, but we do have the golf course clubhouse bond and clubhouse bond and the pool pack note are both on there so they just require you to list all those so that they can take a an assessment of where you stand on your financials and whether they agree with um your tax rate or not okay great thank you any other discussion on ordinance 2026 84. okay

Ordinances 2026-85 through 88 are ordinances that amend sections of the building code. Specifically, 85 is to make changes to Chapter 1365 regarding point-of-sale exterior inspection. 86 is to make changes to Section 1367.08 regarding fee for registering abandoned residential property. 87 is to make changes to chapter 1323 regarding permits and fees and 88 is to make changes to 1321 regarding enforcement architectural review board these will all be on their first reading this evening dale is there anything you would like to add to any of these this evening

Yes. Thank you, Mr. President. Good evening council and mayor Scafidi. Um, I have four ordinances that I'd like to bring before you this evening for their first reading ordinance 202,608 five, the amendment to chapter 1365 regarding the point of sale, exterior inspection program, primary changes to that, our definition or language changes to properly define what we issue for the point of sale program, which is a certificate of transfer. It also relocates the fees to the new fee schedule. and basically just gets rid of the certificate of occupancy, which is a building code term. The second ordinance, 20-26-086, is the section for abandoned residential property. The only change to that ordinance is the change its cleanup work to 13-67-08 fees, which will relocate the fees to the proper fee schedule. Um, ordinance 20 26087 is the permits and fees schedule the permits and fees for the city of Twinsburg. Um, building department and some of our zoning fees have not been updated in a long time. The fees that I've presented are a long time of work, months of work comparing the fees to surrounding communities. primarily Summit County and some other communities. There's a few language changes in there that I'd like to bring to council's attention. 13-2302 specifically basically changes language that states that the building official shall not issue a building permit to start work until any and all other required approvals are Maintained or obtained and that's just basically to strengthen our relationship with community development and so planning and zoning Fire wastewater any other permits that or any other approvals we have to have we want to make sure we have before we issue them a permit to work and the last ordinance 2026 088 is the ordinance that adopts the the building code to remove the requirement that the architecture review board consider all proposals to amend any part of Section 13 of our building code. In talking with the Architectural Review Board, their role is clearly defined. We know what we need to take in front of them and what we don't. Anything that we usually would change to the section would just have to do with cleaning up language so that we're in an alliance with what the state codes say. And then outside of that, you know, any fees. So this in the future would allow, would allow us to bring forth changes to chapter 13 without taking it to the architectural review board.

Yeah, I would just like to thank Dale for this. This was a lot of work for him. that he put together and he took this on. And any other department head that helped him out with this, I want to thank them all for collaborating together and getting this done. I think it was long overdue needed. Dale, can I just have a question? Removing the occupancy permit, do you think it will cause confusion with people because it's been that way for so long to make a transfer instead of,

what you had i mean i was confused just reading it so when it comes to the certificate of occupancy or the use of a structure the building code states that if you want a certificate of occupancy for your structure i have to inspect it and that includes the inside of the structure our point of sale program is exterior only We like it that way. We feel it fits the needs of the community. It keeps our housing stock well maintained. And I could issue a certificate of occupancy and a copy. So all of our homes have an existing certificate of occupancy, basically says they're single family dwelling or duplex. So the certificate of transfer mostly is how the title companies refer to it, because that basically outlines that the property can't transfer. It's free from violations, which basically would mean building code and or like housing, like the point of sale program is a housing program. So the certificate of transfer works. If there was any confusion in the actual occupancy, I could give them a copy of the occupancy on file.

Okay. So Dale and I spoke a little bit about this as well. And to add the certificate of occupancy would imply that the house is up to code. If the existing structure had worked, that wasn't permitted, there's been a lot of work this is something else that we've chatted about where unregistered contractors are doing work in the city or folks having work done that's not inspected afterwards the occupancy permit basically puts the city in risk saying it's safe at that moment in time and up to code where there might have been improvements in the house that are no longer up to code where what they're doing is just looking at the exterior to so the transfer language makes a little bit more sense to the occupancy language of mine. Did I restate what we kind of?

Yeah, that is correct. Again, if you want, if you if I need to issue a certificate of occupancy and we run the certificate certificate of occupancy permit on the commercial side and we do it that way because they do apply for occupancy and then we do an inspection of the entire property on the inside with the fire department so with the fact that we're not going into these houses if i'm issuing a new occupancy i'm issuing it without following the rules of the board and the code i was never in the house So if they put an illegal fireplace or an illegal gas line or they did something that we don't have record of, I'm kind of saying, yeah, this is great. Where we're really doing the outside for property maintenance violations. So we're basically just want to say your property can transfer. There's no property maintenance violations. We want to definitely keep it separate from the building code or the term occupancy.

So kind of getting rid of the loophole, I mean.

Yeah, I mean, but again, I mean, at any point in time, like if you, Any resident can call me up and say, can I have a copy of the certificate of occupancy, like on file? And if you really were to call me and say, I want a new certificate of occupancy for my house, I don't know why you'd want one. But if you did, we would then charge the appropriate fee, and I could do that. But I'd have to do the appropriate inspection. I'd have to send certified inspectors through the house to make sure. that we can issue there's no evidence of getting rid of a redundancy because of the occupancy is already there exactly the occupancy already exists and under ohio existing building law once you have a certificate occupancy you're never required to to update that certificate unless you change the use of the building or square footage or which we handle through the building permit process great thank you very much thanks dale thank you

All right. Ordinance 202689. This is to enter into the collective bargaining agreement with the IAFF. Council is being asked to suspend the three-rating rule and place this on an emergency so the agreement can be entered into as soon as possible. Mr. Vazana, anything you'd like to add this evening?

Yes. Thank you. First off, I think I may have mentioned this in the past, but the city administration has been negotiating with the IAFF a union together here. And we concluded those negotiations recently. And as I like to do, I want to thank everybody that was involved. It was a lot of work, a lot of bargaining sessions. But, you know, from the city side, we had Mayor Sam Scafidi, Tammy Kalale, our Human Resources Director, Christina Conway, our Finance Director, and myself. And then on the IFF side, we had John DeVault, Matt Hayes, Joe Sugar, Kevin Rott, and their NOF representative, Tony. And we spent a lot of time together, and ultimately we came to a CBA that the mayor is in support of and the administration is in support of. And the highlights of the proposed CBA are that we would have 3% year over year, so it's a contract for 2026 through 2028 so 3% increases in each of those years $750 payment in the first year that wouldn't be a part of that compounding with that 3% and then we did a couple things that we think will really continue to demonstrate the value that is being a member within Twinsburg Fire and the service that they do, the exemplary high-level service that they provide for our community. And those two things that I want to draw attention to are one, Currently, there are seven different levels that you must go through before you top out in the pay scale. We agreed to a four-level scale to top out. So that, as you may remember, we've introduced laterals. So it helps us continue to recruit top talent and then also reward talent that starts right from the beginning here, right in their first year of being a firefighter medic. And then also, as a recognition to the extremely hard work that the members of the fire prevention unit do, and you see a little bit when I think about what Dale does, all the commercial entities within the city that continue to have to be inspected, we're recommending that they receive a 5% payment premium over the base salary relative to their rank and years of experience. Other than that, I'm happy to answer any questions, but I do believe it is a very fair deal that really rewards the firefighters in certain areas that are due to those firefighters. And at that, we will now begin to meet with our fire captains unit. I think we have our first meeting come up this week. So yeah, we do, as an administration, we do hope that council supports this. And finally, the Firefighters Union has approved it. So should you approve it tonight, as it is presented as an emergency, then the mayor will be able to execute the contract, and Ms. Conway will then be able to begin paying the firefighter medics and our lieutenant firefighter medics at the newly negotiated levels.

This resolution is to grant two easements to the Summit County Commissioners for reconstruction of the Glenwood Bridge crossing Tinkers Creek. The Summit County Engineer's Office has received funding to replace the bridge in 2028. The city is partnering with them to undertake this replacement project. The easements are necessary to proceed with the construction. This will be read three times with the emergency clause being added for the third and final reading. So this is the second year the Environmental Commission has presented the Good Neighbor Award and I'm entirely thrilled for this year's recipient, Kathy Umo. When she was nominated, the nominator spoke highly of her beekeeping and her passion for it. But what really stood out to me and the other commissioners was how that passion extends far beyond her backyard. It really is an educational experience, how she comes to council meetings, to the Arbor Day Earth Day event, how she is at county and state events and functions to educate others on the importance of the bees. And we wouldn't be here without the bees. And so it really did speak to me and the other commissioners. And I really do have to say congratulations to Kathy Uma being the 2026 Good Neighbor Award recipient. I just have this award and thank you to Mayor Scafidi and Council for allowing me to present this, but this is the Good Neighbor Award, proudly presented on June 9th to Kathy Uma on behalf of the City of Twinsburg Environmental Commission and everybody else up here. So congratulations very, very much. I'm incredibly proud to be able to present this to you.

Thank you for allowing the date to be changed. I was grafting queens in May, and I was actually making queens and making baby bee families so that more people could get bees. And because we are allowed to have bees in Twinsburg, I have collected seven swarms in the past three weeks. I have given four of them away, and two of them have gone to somebody in Twinsburg who is also a beekeeper. So he has not successfully overwintered. He will this year. We're going to get him through the winter. And my nail tech at Polished now has bees. So there are bees throughout Swingsburg because you allow us to have bees. So thank you very much. since i last attended a meeting i i did go to the june 4th arb meeting there were three agenda items all approved unanimously so there's going to be a new roof and a porch on sun view uh signs on highland road at a coca-cola a new coca-cola building and then journey church on ravenna road's getting a new sign but Mayor, I rocked the park this week, past weekend, top notch again, and registering the e-bikes. It's a painless process, like less than five minutes, and in and out, fill out a form, get your bike looked at, and you're on your way. So please consider doing that if you have an e-bike.

That's what I was doing. All right. I'll tell you, I've talked with Matt Mosley. He's a city councilman. He's also on the Northeast Ohio Council. He's the chairman of the Northeast Ohio City Council in Cuyahoga Falls, or excuse me, in Cuyahoga County, out of Brooklyn. He contacted me, as well as Matt Reel, who's a councilman in Stowe, to ask me about our e-bike. legislation in our process and the things that have gone through that because other communities are having the same challenges that we had and you know they they were very impressed with the depth of what uh our police department put together and what our city passed I'm saying this is not a problem that's been isolated to Twinsburg. Again, we'd like to thank Lieutenant Waltz for all the work that he put into that to put it together and the six months that we did from last fall to here to get it in place. And I'm glad it's in place before the summer break and that we used the schools and the resource officers to help promote it. But other communities are looking at what we did and saying thank you, and they're learning from it. Been in touch with Heidi Workman. She is a state rep, the district south of us, Brittstown is where she lives, but she sits on the data center group or the committee for the state rep are studying data centers for the state of Ohio to see what legislation they might come up with. And they don't have anything yet. About 70% against. Some people have four. But we're trying to do the same thing here. and get some experts to come in and talk to us or have them brought to the city. There's a lot of information there, and it seems to be conflicting. So I hope that we can work to get some sort of a consultant to come in here and give us pros and cons. I know it's a very emotional thing. I don't see, as Mr. Post's pointed out, I don't see data centers. Do I want a data center in Twinsburg? No, I don't. But I also don't want to inhibit Rockwell. or Cleveland Clinic. the schools or the cities from having servers in their buildings and some people have more than one server so we need to be careful that we don't hurt our our business community and there's got to be a balance there i don't know what that balance is yet but and i don't think anybody's got it today because there's just a lot of moving parts but i'll stay in touch with them and find out what they're coming up with and let you know as well as the other information that comes across pretty much on a daily basis police are having the mcterian golf outing on july 10th if you're interested in supporting it yard signs sponsoring the breakfast the lunch uh contact brian donato at 216-224-4308 um just call the police department and it's a friday july 10th uh eight o'clock check-in 9 30 shotgun start and the twinsburg Fire Department is also having a golf outing, and theirs is on August 21st, a month later. They also have a 930 shotgun. These are all at Glen Eagles, by the way. If you're interested in that, you can just go on the website, the firefighters' 3630 website or contact the fire department. Same thing. They've got all sorts of sponsorships and things. Part of the money from the fire goes to Nice, the sheriff that was killed in a motorcycle accident. You know, his dad's a firefighter, former firefighter for the Pittsburgh, and I had him on my baseball team for a couple years. So he was a good kid, great drummer. Fantastic. He's been, I think, four years now. That's crazy. Yeah, it is. So anyway, please consider those. And finally, I would like to congratulate Sam Scafidi, Mayor Sam. He's got three beautiful children. I've known them all. I've known them all since they were about five. But my favorite one of your children is Nicole. Nicole, world traveler everywhere, jumps out of airplanes at 10,000 feet, wanted to go to Beirut and preach when people were shooting everybody there. That was a weird summer.

The next meeting of the finance committee will be on Tuesday, June 23rd at 6.30 p.m. here in Chambers. And the next meeting of the safety committee will be on Tuesday, July 14th at 6 p.m. here in Chambers. The only other thing that I wanted to bring up this evening, I've gotten several emails and phone calls about utility work around the city of Twinsburg. specifically kinetic and they're installing fiber and these kind of things and I just want to tell the residents that Patrick and his crew they are on it. He is very responsive anytime we email him or you know call him. So thank you very much. I sincerely do appreciate it. Some of the vendors that we've been working with have not been great in terms of signage or advance notice or those kind of things so Um, we do hear you and we have Patrick there responding to us and I know he's putting a lot of pressure on our vendors to, to do better. They're a utility all their own, and they're allowed in there right away, and that's what they're doing. They're not telling us anything. We don't know a whole lot about it. So when people call us, we refer them. But if you go on Together Twinsburg, you can look at, and all the phone numbers are listed there for the vendors that are working, so they can call them direct. and express their either happiness or their dismay over it. But that's where they can do that. But also feel free to call us, and we can transfer that information to them as well.

Good evening. Thank you. Last night I attended the JEDI committee meeting. Dr. Walker and I usually attend, and she was under the weather. So I went at it by myself. And it was probably one of the most vibrant meetings I had attended. for JEDI, we had public participation from Arianna and Elise, from Tanisha Taylor Coaching, and then we had a wonderful presentation from Tanya Johnson, who has led the Black History Club at the high school since 2007. And she had three students come in, help her with the presentation, and they were very well-spoken, And we just learned a lot. And the committee decided, like in the future, to do some collaboration with the students. And they left, I think, pretty excited about getting the two together for certain things. And one of the things they talked about was a Juneteenth celebration next year. Because Tanya is an elected official in the township. And she was mentioning maybe getting something in the center of town for Juneteenth between Remindville, Twinsburg, and Township. So that's definitely something that they were excited about and maybe looking forward to in the future. So I thank them for being there for that. And the next meeting with JEDI will be September 14th at 6 o'clock. The next planning commission meeting will be June 15th at 6.30. And... Congratulations, Kathy. I have to say, I don't know anyone more deserving than you. You're a great neighbor to all of the residents and all our gardens as well. So much appreciated. I think it's a great award. And as was mentioned earlier, our public support committee meeting was canceled. Our next meeting is scheduled for October 13th. The June BZA meeting will be rescheduled from our date for next week, June 22nd. We don't have a date yet. We will share that as soon as we do. And I'm adding our capital improvements board as it's coming up in August. August 25th is our first meeting. So mark down your calendars. Community highlight, I think it's been mentioned by our colleagues here tonight and Mayor. A lot of great feedback on the e-bikes. So kudos to the police officers, the administration that put it together. It was good to see the news coverage. that we had and of course a lot of feedback Mr. Fury received from other council members so that's great that they're using us as a model. So thank you again for that policy and hopefully it comes into good play during the summer. This weekend I just want to highlight a few of our events that are coming up. Who's Bad, the Michael Jackson tribute concert is going to be at Rock the Park. We can all try out our moonwalking together. but uh but looking forward to that and i think this is also something uh noteworthy the parks and recreation commission is hosting a trail cleanup at center valley trail at 10 a.m this saturday residents can meet at east islewood shelter so feel free to come on out pick up the trash and keep our trails clean Finally, I just want to thank the mayor today. He was the steamiest day of the year so far. And he spent about an hour and a half with me. We were outside at the service garage walking around all the way. We thought we were going to be kidnapped in the back, but it all worked out well. So he shared with me plans, his vision, and I got an opportunity to actually walk through and see areas that uh even once about i don't think the mayor had been too but uh right yeah but we got to see that together so anyway i appreciate you taking the time i i i'm thankful for that um and then lastly mr fury my daughter's birthday was sunday so i'm adding her to your list claire turned six happy birthday thank you uh so uh we're excited to have her she's a joy and uh i appreciate that thank you

Mayor, good evening. Good evening. Thank you. Yeah, I just have a couple of things. First thing I want to mention is last week I had the, you know, we have a captain here called Captain Earl Wilson. And I believe everybody knows Captain Wilson. He's been around quite a few years here in the city of Twinsburg. But he went from captain to interim chief. And last week, I had the pleasure of swearing him in officially as our new fire chief. So everybody, here he is, our fire chief. Thank you for all that you do. Thank you for all that you've done. You've earned that position. And I really look forward to working with you for many years to come. So thanks again. I appreciate it. Yeah, at the last Rock the Park, I'll repeat what Mr. Bonacci said. Fleetwood Mac was there that night, and it was a beautiful night, beautiful weather. We had a great crowd, and it just did, for our first one, our first kickoff, it turned out really well. I know Mrs. Labby was there. Outstanding. I didn't get to see her, but I saw your look. She was the one dancing. But yeah, they did a great job, and we've got great concert events coming up this year, so. You know, I want to bring up one thing that was brought to my attention. There was a post put in on social media, and I believe it was on the roundtable. And it was from, I'm assuming, a resident with regards to signage and signs that they put in their yard. And this was the most probably vulgar post I've seen with verbiage and things like that in there. It was on the school site. And calling out our zoning inspector. tina when i read this you know tina is um she's a good gal she does our zoning she does a really good job at it and it's not fair that somebody like that and especially in this administration because i take pride in all of the administrators we have here all of our workers that are here they work very hard to keep the city of twinsburg in in good shape and keep it running the way that they do And when this was brought to my attention, it just, it really got to me. And I had to say something because, you know, it says that she did things that she didn't do. There were, just real quickly, there were, I guess, three signs in his yard. And two of them were in the right of way, which we all know that they're not allowed in the right of way. So she went there and she took them out of the right of way and put them in his yard. Typically, that's not our standard. When they're in the right-of-way, we take those signs and we bring them back here to the building department, and if they want to come and get them, they can do that. But she was nice enough to go ahead and pick them up and put them back in his yard. At the same time, there was another sign there that she took out that did, because you're allowed two signs. As you guys know, it's been part of our zoning code, and it's been, and council passed the sign ordinance just not too, last year, I believe it was, just not too long ago. We all know what the ordinances and the laws are with regards to signs. And so when she was pulling that sign out, somebody pulled in, and it was one of the kids of this family. And she said, do you live here? And he said, yeah. And she says, well, here, I'm going to put this sign over here. And she put her name and her phone number on it that if he had any questions or anybody had any questions, please call me, and I'll be happy to answer the questions and let you know why I moved that sign and I put it against the house. She took nothing from this guy's property. But if you read this post, I'm telling you, it was vulgar. It was something that I can't believe that one of the residents here in Twinsburg could write. And, you know, I know that we can all do better. You know, we all try to work together. We all want to be one here. We all want to be friends with one another. And to see something like this put out on social media and call her out by name when she – truthfully after she did it she never received a call from the resident he never called her she left her phone number and said call me if you want to discuss this or talk about it i'll tell you why i did what i did but it's just it was um i don't know i i know that we here in the city of twinsburg are better than that all of us are and it's unfortunate that people like this have to resort to putting posts out on social media and then calling out employees i just You know, it's not fair. And Tina, shout out to you. She's only doing her job. She's doing the job with regards to the code and with regards to the ordinances that council passes. That's what she did. And she even went over and above. She didn't take the signs. They were still there. And, you know, he's able to do whatever he wants. There were graduation signs for his kids. He had a couple of kids graduating and then one's going off to a college. But he had one for each kid. It doesn't even say their name on it. He could have really had one sign and then one for the college that they're going to. But that's all beside the point. I'm not here to talk about that. I'm here to just say that, you know, come on, Twinsburg. I know that we're better than that. And I know this is the exception and not the rule. People aren't usually like that. But this was just something that I just, I don't know, I didn't like to see. I just wanted to say that I want to get that off my chest and really defend and say something about Tina and the work that she does. And she does a great job at going out there and she talks with people. She works with people. You know, we've got, you know, people are coming in there with fences. They want to put in right away and so on and so forth. She brings them in. She brings them to me. She'll bring them to the building department. She'll bring them to whoever she has to, to try to get a proper answer for them. So she works very hard at what she does. And this kind of post is just not acceptable. And again, I know we can do better here in Twinsburg. So that's all I want to say about that. I'm going to get off that grandstand. I do want to make one mention. I understand that I saw today we have a resident here that's been a long-time resident in the city of Twinsburg. Her name is Sally Gaydash, and today is her 97th birthday. I just want to come and give you guys an update on our construction projects. We're hitting summertime here. Got a lot going on. Waterfront pond dredging project. The landscaping up there is complete. We're getting all the grass growing in there. Our annual road program, pairing asphalt, still progressing through the city with concrete sidewalk, curb, catch basin repairs. We should be getting into asphalt resurfacing. here within the next week. McTierian Parkway and Presidential would be the first couple of streets that we're looking at doing on the list here. Our striping program is getting ready to get started here. We have a pre-construction meeting with Arrowmark coming up later this week. Our Four Corners intersection, Ravenna, Richmond, Broadway, Shepherd, was just recently substantially completed. The striping, the asphalt, everything is down over there. It's looking really nice. We've got one pedestrian signal head that we need to get up here that is still waiting to be shipped here, should be installed in July. The other week we completed a stabilization project on Cannon Hill, Cannon Road Hill on the west side of the hill there to stabilize the banks up there so that we can prevent material from washing out onto the road and causing issues with traffic over there. Shepherd Road resurfacing is being done in conjunction with the city of Macedonia from State Route 82 to the 480 Bridge. And milling is supposed to begin on that work. Milling work is supposed to begin on that road tomorrow by Ronyak Paving. There's a bunch of signs up. So if you're able to avoid the area there tomorrow, they're going to have a lot of trucks and mill going through there. Liberty Road multi-purpose trail is having materials delivered out there. We're starting to stockpile some soil and some pipe out there. I'm sure a lot of you guys have seen it driving by. And we're looking at a mid to late June start date for Northeast Ohio trenching to start work on that trail.

Patrick, when would the complete date be estimated?

On the Liberty Road trail? Yes, please. We're looking to have that done August, September this year. Thank you. Glenwood sanitary laterals. I know there's a few houses there that have been anxiously awaiting some restoration out there. Once the contractor was done with replacing sanitary laterals that had roots in it, we had a camera in through there and identified some areas that still had root issues. So we're working on getting the contractor back there to complete those so that we can get all that put back together. Glenwood Drive resurfacing is coming up later this mid-July. Going to be resurfacing Glenwood from Ravenna to State Route 91. That's a project where we're getting 90% funding from the state. In July, we'll get that formal. uh money awarded and we can get the contractor started there hawkins um drive storm sewer lining uh you guys just recently uh passed that on a on a few readings here uh i believe a last meeting or two uh so we'll be looking at getting the contractor out there and uh i believe it's september to to do the work on the the lining to line the storm sewer over there And then last but not least, the kinetic fiber that you guys mentioned. The private utility company there is making their way through a number of the neighborhoods here. They've recently completed some installations in Parker Lakes, Lake Plata, Heather Lane, Pine Tree Lane. They still have work coming up in Whispering Woods. ethan's green they're currently under construction and heritage estates and tinkered woods are supposed to begin soon so we've been working back and forth with uh trying to take care of a lot of the issues that residents have had and trying to bring these to kinetic and their contractor and get them taken care of for everybody so we're happy to do that happy to pass on the information try and do what we can for everybody you guys have any questions on any additional projects coming up this summer does connect have a bond with us they have uh where i'm going with this is yep i've already had people complain they have uh they have insurance uh registered with the with the building department the registered contractor with the building department i believe they do have a construction bond associated with that contractor registration so you do have some leverage to make them clean up the yards and things that they're working in thank you

just wanted to thank you for the four corners project i mean that has been a project that it looks really good it drives really really well i come through there every day 15 years yeah that is a project that has been going on longer than my time on council which is nine years at this point so thank you very much it is it's outstanding so thank you anybody else

So the anticipation would be that we would be bringing it in August to planning commission. But we would be sharing it on Together Twinsburg with the residents, with you all as well. We know that summer recess is coming, so please look at it. But that should be hitting your inboxes by the end of this week. Again, I haven't looked at it, so I just want to double check before we send that out. will be on together twinsburg so we will appreciate any feedback from the residents and then um you know fingers crossed that things go well and planning commission votes to move it to you all um at their august meeting which means we would start doing readings end of august middle of september-ish time frame so just want to give you an update on that great thank you all right anybody else no okay all right moving on to legislation ordinance 2026-70

So it's going to be a lot of heavy lifting. that i had with her that was awesome she had a resident on uh where edgewood and west title would come together and uh some debris in the woods that were behind the apartment complex so i went to the portal to issue a alert a concern and so the portal entry was done late on may 11th by may 14th it was entered and Recorded by May 14th, she had inspected it, and will follow up on around the week of June 15th for a second inspection. There's a lot of negative neds, but we have a great employee, and thanks for alerting us to when an employee was besmirched. It takes a lot as a leader to stand up and say our people are good.
