2:06 – 8:08Speaker 7

Good evening. Good evening, counsel, mayor, law director, ladies. Sue Clark, 9845 Crestwood. I was coming here tonight to let you guys know we have created a PowerPoint. We are going to go ahead and start doing this at the library and surrounding communities. However, I got to say, I'm just a tad bit confused. Over my 12 years of coming here, I have heard not to believe what you hear out there in public, not to believe social media. I came here begging to engage with my policymakers, you, and my administration, which Sam, thank you, because I know you did say you would help. This was a time, because I said again, it's bigger than the residents. It's bigger than you, council. It's bigger than you, administration. This is an ever-changing, real situation. And as I respect Madam President, that she wants to hear from people in the industry, I am in the technology industry. By no means am I an expert, and I'm not going to say I am. But we were told to come here and engage with you guys to get your information. I want to say that I don't know everything. And I can learn from you as a body. I can learn from you as the administration. I tried to get my facts. I tried to get them from the administration. And I'm not trying to be mean. But if we know all, maybe somebody when I sit down can tell me what PJM is. Because I know I'm learning every day on the subject. I am. What I'm disappointed in is we come here to engage. I want to engage with you. I want to hear what you have to say. I respect that we want policymakers. I want them from both sides, pros and cons. I don't want just the pros. I want the residents to have a say who comes in here before we pick somebody, and not all of you were here, but we pick a law firm where the person that we've gotten the degree against was a partner. We come here begging to be involved with you. I've got the message loud and clear. I know that you guys don't think you need it. That's fine. However, I'm going to go back. We have one. It got here somehow. Nobody will tell us how, where it broke down, where the communication went awry, how we got that. But it's here. You can go to every website and see it clearly. It's called out on Erin Brockovich's website. one it's called out in the record courier today is one so I'm trying to be proactive and say okay look somewhere down the line we derailed we can only be as good of a community as we are we learn from our mistakes I'm gonna tell you guys in my career my biggest learning lessons have come from my mistakes They have. I'm disappointed to hear that you guys don't think that the residents should come here. So when we take this, am I going to see on We Together Twinsburg or your social media page or any of your individual pages that we're wrong without talking to us? Do you see where I'm saying this? For 12 years, you have said, come here. Come to us. Get the information from us. I'm begging. I've been involved in committees. I tried to do a great job. I'm going to say it because we have to lean on experts. That's what we're hearing here. On districting, I knew zero. I got guidance from Mrs. Collins, and I researched my butt off. And I think I did a great job leading that committee. I left proud with my work. But now today I stand here before you, and I'm being told we care, we want to hear you, but we don't. Go educate the residents. I hate to say this. I can learn from Mr. Castillo. I can learn from Mrs. Walker. I can learn from Mrs. Levy, Mr. Bell, Mr. Fury, and Mr. Post. I can learn from every one of you. Something that I don't know. Because I don't know everything. I can learn from Mrs. Ziegler. I can learn from Mr. Scafidi and Mr. Vazana. He guided me through the districting. I can learn. I'm teachable. We are much stronger as a community. We are much stronger if we band together and learn the pros and cons together. It's really disheartening that I'm standing here saying this again to you guys. I really, I don't know. You know, you go to other areas. Mr. Provanek, I helped him with a sober home. He welcomed me. I don't understand. And I don't, this is not a slam. You as a council, sorry, Shannon, I'm going to take one second. You as a council do not need the administration to tell you you're allowed to participate with us. Sam doesn't ask you when he wants to participate with me. He walks me out there and we have a great conversation. I'm not looking to come here to get permission. You are my policymakers. I'm coming here to you. You pulled me aside in a meeting and said you were going to look into it. I welcomed that. I don't know. I'm confused as to what you want the residents to do. So as we're talking about it, please give us a clear agenda. Because as we go out there, I would much rather you know what we're saying than not. Thank you.

8:09 – 12:30Speaker 3

Mr. Post. I do want to respond to that. I know that the caucus is more informal. My response to that is this. When You say that the council says, come talk to us, come talk to us, come talk to us. And now you're saying we don't want to talk with you. I respectfully disagree because for the last year, we have been engaging for the last year. And for the last year, you have stated your case. You have probably changed a lot of minds on this podium up here. We have had the conversations. We have been engaged. You have engaged us for the last six, eight months. And we heard you. And we are now all on the same team. When you say it's, you know, we can learn from you, you can learn from us, we have learned from you. And you have helped us to make our decisions. But my point is... But my point is... It's like you're... Is it overselling something you've already sold? And I guess to learn more information, sure, we can always learn more in an ever-changing scenario. I don't want to ever have a data center here, right? So we could speak to the past. We've already talked about this from 10 years ago. It's already here, whatever, blah, blah, blah. None of us were here. But I think we have... all had conversation, and we've had conversation in caucus, and we've had dialogue, and that is why we are all on the same page to do whatever it takes. And getting all this new information is not going to change your policymaker's mind, as you call us the policymakers. We all want to make the policy correct with agreeing with you. I mean, I agree with you. So I'm not saying that we don't want you to speak to us. I'm saying I'm not sure that 30 minutes is the right form at a council meeting. You've heard other council members say that, that this is not the right place for that. It's not putting down your level of expertise. You have researched it more than anybody and you have worked together. I would imagine you know more about it than every single person in this room. And I will not deny that. You probably know 10 times more than I do. But I already know what I'm going to decide on this. You've already sold it. I've got it. We're here. So that's why I'm saying, is it education for us that we need to hear? Or is it education that you want the residents to hear? If it's for us, I'm sold. You already got me because of our last year of dialogue. No, no. We have all expressed our opinions about this. We've all expressed our opinions about this to the point where we heard what you said that Mayor Scafidi went ahead and did a moratorium. I mean, we did that because we listened to you guys. That was for you guys because it's like, you're right, this is moving so fast, we need to slow down. The point of that moratorium is so we don't have to rush into a meeting to hear another presentation. Let's wait, we have a year. They said three to four months. Well, like Bill said earlier, let's wait to hear what they say. Maybe they're gonna come back and go, yes, we agree, let's do a vote. The first line of the zoning code right here highlighted says, Any use not expressly set forth in defining this code shall be deemed to be prohibited. That is line one in our zoning code right here. And so your argument is going to be, well, how do we have Verizon? I can't speak to that. I wasn't here. We weren't here. There were a lot of people not here. I can't speak to that, but that's also not a primary use data center. But we've heard everything you've said. We have listened. It hurts me to think that we're not on the same team, that we're not listening. Because we are. We've heard you. You've done a great job with all your research, and your research has helped me to shape my mind. So thank you.

12:30Speaker 10

Thank you, Mr. Post.

12:31 – 13:35Speaker 1

Mr. Bell, may I say something? Sir. Thank you. I'll just make it quick. I think we agree. We're all rolling forward, making it. But I think my watching this for the past couple months, the back and forth, I think what I'm understanding the residents to say is they want to have a dialogue with council. And what happens is they come to the podium and they give their speech, for lack of better terms. And then we respond to that speech versus the actual topic or You know, a conversation on what a data center size might be. So the frustration continues between. So I understand. For months we've had the same conversation. I can see the other side of the residents where it's like repeat. We're on repeat. However, what I would say is I would encourage the residents who are interested in holding some sort of a meeting, get it on the calendar. Please invite us to it. I believe everybody here is rowing in the right direction. Days or times may not work, but please let us know so we can attend. Nobody has ever called me to have a conversation about it.

13:36Speaker 3

Not one resident has ever called me to have a conversation about it.

13:40Speaker 1

Yeah, well, no resident has called, but they've stood here, and they want to have a conversation. We've talked at them, and they've talked at us. Gentlemen, okay.

13:47 – 14:42Speaker 10

So, Mrs. Clark, please don't have anything happen. If you would be willing to send that presentation to Shannon and to Council, I would love to read it. One point about the dialogue, and then we're going to move forward because we do have an agenda. I think I hear what everybody's saying. I think part of the problem is a council meeting or a caucus meeting is not necessarily the time for that type of dialogue, which I'm hearing that you want. So I did listen to the caucus earlier this evening. I was hung away, but I did listen to it. I agree. If you want that dialogue, outside of a caucus or a council meeting is the spot to have that dialogue. Okay. Shannon, any other audience participation this evening? There is none. Okay. Thank you. All right. Moving on to council communications and committee reports this evening. We'll start with Mr. Post. Good evening. I have nothing. Thank you. Thank you, sir. Mr. Fury.

14:43 – 15:13Speaker 5

There was no finance committee meeting this evening. The next meeting is proposed for 630 on June 30th, and I would like to congratulate Joe Zasny and the VFW for another fantastic job on the Memorial Day Parade and their ceremony. They do a fantastic job every year. Thank you to our veterans, especially Marines, Semper Fi. Thank you.

15:13 – 15:30Speaker 10

And the next meeting of the Safety Committee will be on Tuesday, July 14th at 6 p.m. also here in Chambers. Mrs. Levy, good evening.

15:30 – 15:55Speaker 6

Good evening. Thank you. I attended the Planning Commission meeting on May 18th. The Commission approved a lot split and consolidation meeting. at 9010 Ravenna Road. Also on the agenda was zoning text amendment, which they all approved to bring up to recommend to council. The next meeting will be June 15th. And the next JEDI meeting will be June 8th at 6 o'clock. And that's all for me tonight. Thank you.

15:55Speaker 10

Thank you. Mrs. Walker.

15:57 – 16:48Speaker 4

Thank you. Good evening, everyone. Just to talk about the Jedi Committee, I was talking to, I'm sure, most of us, well, I'll just say maybe a few of us, know Tanya Lardell. She works for the Twinsburg Township, and she's really excited about coming to our Jedi meeting to see what it's all about, how she can work with the Jedi, with the township, And she needs our help here. So she wants, you know, I will be making an appointment with Mrs. Labby, the mayor, myself, and Tanya Lardell because she really wants to get this thing moving. She's really excited about it. She's heard a lot about the city of Twinsburg and the Jedi Committee. She just wants what we have. I'll just put it like that. Thank you. That's all I have.

16:49 – 17:33Speaker 1

Thank you. Mr. Costello, good evening, sir. Good evening. Thank you. As of this date, none of my committees have met thus far. I do want to commend the VFW for a great parade, nice turnout from our city and surrounding areas. Very thankful to be there. And the weather was very nice as well, which I think is more pleasant. uh the last thing i just would like to say tonight is congrats to the twinsburg graduates who uh just maybe a short time ago were walking across the street so congratulations as they begin their journey uh and uh that they represent us well out in the community thank you mr mayor good evening good evening thank you a couple things um i want to start out with uh muffins with the mayor on the 14th we had another successful muffins with the mayor with our seniors

17:34 – 22:38Speaker 2

Um, it's always enlightening to be with them this year, this week, this month, I switched it up a little bit, not only did I give them information, but then we had, um, we had our, uh, our, uh, one of our police officers there to talk about the e-bikes. We gave the presentation there at the muffins with the mayor. because that's a subject that's come up at those meetings as well. They wanted to see what was going on, and they have concerns about it, so we thought we'd present it to them. And then after that, I switched it up a little bit. We did a little bit of Twinsburg trivia. We started a contest with them, and we had questions come up on the screen, and they were all true and false questions. There were about 23 of them, and they got to answer questions and see what they really knew about Twinsburg. Anything ranging from who were the first two settlers here to what restaurant was in this spot and so on and so forth. We went through the whole gamut. And Mark really helped out a lot with that. And I really appreciate Mark Katowski's help putting that together. And then we gave them the answers. And we gave them all in their honor. They had to score themselves. And so it came down to we had one winner. who got a gift card from Meyers, the new Meyers store. Not on city funds. I took care of that myself, so I didn't expend city funds there. And then the second place winner got a historic book that Mark had put together some years ago. That was the second place winner because it did come down to a tie. So it worked out really well. I think they enjoyed it, and then they had their questions and answers, and it turned out to be a really good meeting, and I appreciate, again, being with them. Then on the 19th, talking about, you know, I always talk about this full staffing, and we met our goal. We swore in Matthew Dunn and Declan Allen, two new firefighter paramedics that were sworn in that brought us to full staffing on each shift in our fire department. And, again, just proud that the chiefs and I had really set this goal, and we achieved our goal finally to be able to, in both departments, go ahead and bring this up to full staff. Just to repeat a little bit what everybody said, the Memorial Day Parade went off great. Actually, it was really nice weather for once. Bill, you and I have been up there on scorching hot days when the sun was beating on us, and that wasn't the case this year. It was overcast, but it wasn't cold and it wasn't hot. It seemed to be just kind of perfect. So thank you to Joe Jasny and everybody there at the VFW for what they do. Finally, today was a really exciting day. We had a check presentation at Chamberlain Park, and our Congresswoman, Amelia Sykes, came in and presented us with the passing of the check for $850,000 that we received today. Yeah, I know. Really, she went over and above here. And it was nice. We had it right at the park. And, you know, she did a great job. This came through her office. And she, you know, she really advocates for us, for her district and for the city of Twinsburg. And I'm really proud of that. Um, what we've, what we're going to do with that, this is really going to finish off that park that we started a few years back. We got another grant way back when, uh, in with the past administration. So, um, but we're going to have replaced the nature walkway over there. They'll bridge, uh, two new shelters are going to be going in the, uh, the picnic shelters. We'll have two new ones. And we're going to have a music and movement century playground going in, which is really interesting and nice. I've seen videos of it and how they interact with all the kids that are out there playing with it. So it's really bringing this park together. And there's going to be new benches out there and new trash containers out there. So we're going to really put this money to good use. And I thank our Congresswoman Sykes for going to bat for us and getting us this money. She does, again, she does great work. She's always reaching out, always reaching out to her constituents in the district. And I hear from her a lot. So I'm really proud to be able to receive this from her today and I just, I thank her so much. You know, this project, it's going to provide increased opportunities to serve as a local focal point for social interaction and cultural exchange, strengthening the bonds of our community and fostering a sense of belonging amongst our diverse population also it aligns perfectly with our vision for a vibrant and inclusive city these enhancements not only will improve the quality of life for our residents but also contribute to the overhaul overall beautification and sustainability of our public spaces so again thank you congresswoman Sykes we really appreciate it on behalf of I accepted this today on behalf of the council and the administration here and the residents of the city of Twinsburg. We thank her for all that she's done. And that's it. That's the end of my report. Thank you.

We'll start with Mr. Castillo this evening. Thank you. I just wanted to wish our colleague a happy 20th anniversary. Mr. Bonacci is out and celebrating as he should be.

29:43Speaker 10

Thank you. Absolutely. Thank you. Mrs. Walker. I have nothing. Thank you. Thank you. Ms. Levy?

29:50 – 30:16Speaker 6

Bill, I wanted to thank you for your service because I think we all forget what a sacrifice and what bravery it is to be a Marine. Thank you very much, Karen. Thank you so much. And I'm looking forward to attending the first Rock the Park featuring the Fleetwood Mac Tribute Group June 5th coming up. I have a whole group going with me, so look forward to that. Get your tickets now.

30:18Speaker 10

Wonderful. Nothing for me.

30:19 – 30:49Speaker 5

Mr. Fury, good evening. I'd like to congratulate and thank Chief Mason and Lieutenant Walz for putting together that e-bike legislation. We started talking about this in the fall. I thought I was going to watch little kids die driving around without cutting in and out of traffic, 30 miles an hour on a sidewalk without a helmet. I don't always make good decisions, and those kids were scaring me.

30:49Speaker 6

There was an accident today, I heard.

30:52Speaker 5

Am I aware of that?

30:53 – 31:38Speaker 2

It was over the weekend, yes, if I may. We did have an accident over the weekend, and there were a couple kids riding their e-bikes, or just one e-bike, and the other ones were on regular bicycles. They were in the street, and they were going all over the place. All of a sudden, they saw a car coming. The young man on the e-bike panicked and swerved to get out of the way. and hit his other friends on their bikes. They collided, fell, slid across the pavement, skinned everything up. The squad had to come and brought them to the hospital. It's a serious problem, and it's becoming more and more and more. All that we're doing is timely. Bill, I want to give a shout-out to Sergeant Quinn as well, because he worked a lot ahead, too.

31:38 – 31:50Speaker 5

Thank you. And lastly, this week would be my dad's 92nd birthday, so keep my dad in prayer. He was a veteran as well, so I miss my dad this week. That's all I have. Thank you very much.

31:51Speaker 3

Mr. Post. I have nothing. Thank you. Thank you, Mrs. Labby, for stepping up and doing the most amazing job this evening. You're a rock star.

32:02Speaker 10

Yeah, that was going to be my last thing before I turn it over to Mayor Scafidi. Oh, I thought you said you had nothing for her.

32:07 – 32:58Speaker 2

No, that's okay. That's okay. No, I did. I did say that. Mayor Scafidi. Yes, just a couple things. I want to, first of all, I got to go back to the check that we received for $850,000 for Glen Chamberlain Park. None of that would have been possible without Jennifer Benson, our Parks and Rec director, gave it to her, and she took off with it. She wrote up the grant. She wrote everything. She submitted it. So I really give her all the credit for securing this for us, for the city. She does a great job there. She works very hard, and I appreciate it. So, Jen, thank you so much. I want to wish Chuck happy anniversary. I didn't know it was his anniversary today, so happy anniversary, Chuck. Bill, thank you for your service. As usual, all these years, you know, you've been... Sitting up there. We've been sitting together and I do appreciate all that you do what you've done For our freedoms today that we we all appreciate. They're not that's all I have question.

32:58 – 33:09Speaker 3

Yes related to that You said that we're gonna have are they were placing the two pavilions or two additional replacing And actually we we have the

33:30Speaker 10

You need that, Daisy? Yeah, she stops at my house. Mr. Vazan, anything to say to me? No. Ms. Conway?

33:36Speaker 6

Not tonight.

33:37Speaker 10

Mrs. Collins? All right. At this time, I'd like to make a motion to excuse Mr. Bonacci. May I have a second? Second. Mr. Castillo seconds. Happy anniversary, Chuck. Shannon, please call the roll.

33:49Speaker 9
