the time is now 7:30 and we are in the Twinsburg government center and I would like to call uh the city council the regular city council meeting to order um Shannon will you please call the rooll Mr post yes here Mr Mr Bellon Mr Fury here Mr bar here Mrs Walker present Mrs lavy here Mr bonach here all right at this time Mr Fury is going to lead us and the invocation of we ask for your guidance and direction in All City matters before us tonight we give thanks to be able to be together let us continue to strive to make our community a better place and help us to work together that we may give our best always to the residents of Twinsburg amen amen I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and justice for all Mr Fury leading us all right uh has everyone had a chance to review the minutes of the regular council meeting from January 14th 2025 I'd like to make a motion to uh approve the minutes as submitted do I have a second second uh thank you Mr Bach uh any discussion you call the rooll Mr post yes Mr Bacci yes Mrs Walker yes Mr bar yes Mrs Labby yes Mr Fury I'm going to abstain uh motion passes five Z okay thank you uh any awards or presentations this evening for the regular council meeting no no no no all right uh any audience participation there is none none again all right
moving along all right let's go right to uh Council Communications and committee reports uh I believe we started with you last time didn't we so I'm happy would you like to start I'd love to why don't you start we go right down uh good evening thank you um the Planning Commission met last night there was one item uh on the Planning Commission for discussion and it uh concerned a Heritage development companies uh request to rezone uh the parcel of Chamberlain and Rena we discussed this earlier at the public hearing um Planning Commission recommended unanimously to pass this on to council for us to uh you know for consideration of uh placing it on the ballot uh for a May election uh it did pass unanimously uh there was really no discussion as Mr Fury indicated earlier it was uh kind of we've done this before we're going they're going to give it another go round uh Heritage had a representative here they did indicate um they're going to do a couple more community outreach things uh some Library stuff like that to really kind of just bring people up to speed um as you stated earlier uh Planning Commission did not uh endorse any type of site plan there was no review about the product or the type this is simply a rezoning request so uh any should the resoning go through uh any kind of uh development would certainly need to go back to Planning Commission and and to council for uh review and and and things accordingly uh that was the only item on uh planning the next me meeting of Planning Commission is scheduled for uh Monday the 18th of February again new time this year 6:30 p.m. so a little earlier 6:30 p.m. uh that's all I have this evening thank you thank you Mr bar Walker thank you good evening everyone uh for our black history it's going to be on February 19th it'll be at the Twinsburg High School right now I do have uh some of
the uh people that are on the Jedi committee and her name is Tama and she's going to be working with some of the high school students and uh and if there's anything else that you want her to present during this uh Jedi Black History Month I mean we get we get you know it doesn't have to be you know just African-American so if you want your religion or someone that you know that could help us and build on this instead of having just one particular race you know I would like to see a collectic group of people getting together it it it'll just make me feel so good to see that we could do this and we could really make it uh you know a big hit so but uh the black history it will be February 19th at the high school so please write that down and uh at our next council meeting I'll probably have a representative come and let us know what's going to happen and if any of us want to be involved in at that time you could do that thank you that's all I have thank you very much Miss lby thank you good evening last Wednesday I attended the bza meeting one variance was approved for 1640 Jennifer Drive contingent upon H approval letter the next meeting of the bza will be February 26th at 5:30 today attended the finance meeting um Chris our finance director Christine Conway walked us through the president presentation year in 2024 with goals for 2025 with fourth quarter 2024 revenue and expense reports um the next meeting of the finance committee will be February 25th at 6:30 um also Ted the public hearing this
evening and um the next Jedi meeting is February 10th at 6 o' thank you awesome go next thank you I'll go next um uh I'm on the environmental and public works and they have not met recently but our next environmental meeting is February 4th and our next Public Works meeting is on February 11th okay moving down line good evening none of my sign Committees of boards or commissions have met since our last meeting earlier this evening I did attend the finance committee meeting as uh and Mrs slobby reported on that I also attended the public hearing regarding ordinance 07 to 2 uh relating to property resoning at 1816 East War Ro the next public works meeting is uh what David reported on and then the next Barkus from Recreation meeting is Thursday February 27th at uh 6:30 p.m in this Chambers uh I also attended a retirement celebration for Albert mlli he was a longtime Service employee and uh resident award one I'd like to congratulate congratulate Mr mlli on a a distinguished and successful care with the city of Twinsburg and wish him a long healthy enjoyable retirement that concludes my report thank you Mr F thank you Mr post on the 16th of January the ARB met uh there were three cases that they reviewed first case was case 24266 which was a uh signage for floral Innovations um this was this about the third time they've been there and it and it passed uh we had case 250101 which is a 208 Trailwood this is a residential home edition it's like a mother-in-law Suite that was being put in passed unanimously
and the last case was 2512 uh at 10390 Hampford Lane and the uh resident wanted to uh do a garage addition and it passed unanimous as well um there was to be a a ARB meeting on the 6th this week but there were no applications so there was no meeting scheduled next tenative meeting that's scheduled with the ARB will be uh 2:20 um I also attended the finance meeting tonight I'd like to congratulate Karen lvy for becoming the chairman of the committee and that's all I have thank you excellent thank you very much uh Mr Mayor thank you good evening um couple things I just want to mention tonight um couple events that are coming up our um our seniors are having uh the the more recent events they're having a Valentine's Day event and that'll be on Friday February 14th at 12:30 uh that'll be sponsored it's provided by the Springer Healthcare um but uh they can call the uh the uh Senior Center to sign up they need do need to sign up for that uh for that event coming up the other thing I want to mention that um you know after during Co we had closed the parties down at the fitness center well now we reopen them and so there's uh party packages going on and and they're quite interesting and the for birthday parties um you can choose from the indoor pool or Court party um you can uh go in there and play pickle ball or you could use the basketball courts and I think it's a 2hour duration um and uh but if you want to get more information on that call the uh call the uh rec center and uh find out what the uh what the the charges are the costs for to rent the uh the spaces and um it's it's a great time and you know it gives them an opportunity to have you know their birthday parties
held right here in the city at one of our facilities so um I would suggest that people uh look into that and again call for the pool parties or the Fieldhouse parties and uh they they've been successful in the past and I'm sure that they're going to be successful again um a couple other things I want to mention in the um state of the city and I know I'm a little ahead of the schedule here but it's going to be held on April 10th at the Hilton Garden in uh tickets are not available yet but they will be I just want to keep everybody AB breast uh if they want to keep that date or save the date on their calendars also the next Muffins with the mayor we're starting that up again this uh this year and that'll be on February 13th will be our first one this year they're quarterly meetings with our seniors uh 10:00 at the senior center uh it's an interesting time uh it's a good question and answer we do a short presentation um I I should give a little presentation and uh this month uh the featured department head will be our police chief uh Tom Mason will be with me so he'll be giving some information on the police department and police safety of course um one other thing on the parties and there we do have a new activities guide coming out that will be going live on our website around the 5th of February um so if anybody's interested in looking at anything that's going on either with the seniors or in the rec center and all the events that we have coming up because there's a list of them I I brought them with me but uh for time's sake I thought I would not read them but that will be going live and uh I think that that's going to be very helpful to everybody to take a look and and see what we have going on other than that that's the end of my report tonight thank you thank you do you have any department heads that would like to report I do we have our police chief here Tom Mason welcome ch Chief I'll keep it brief looks like we got a uh pretty full docket ahead of you
so um as you know when when I do my reports I'm usually reporting in the previous month give you some statistics some numbers so what I want to do is close out 2023 for you um along those same lines so for 2023 for the month of December you mean 2024 I'm sorry for for talk about 2 well I will I will okay so the month of 202 the month of December in 2024 we had a total of 2885 calls that is up 185 calls over what it was in December of 2023 so we continue to grow continue to be keep busy um you know it seems like every month you know when I have reported it's it's how the numbers keep going up along those lines the total for the year for 2024 was 35,000 417 it's 1,488 more calls than 2023 so again I'm just just thoroughly impressed with the job our men and women are doing down there um just in very efficient they they they've they've they're out there doing their best uh giving it their all and you can see their drive has never never dropped so you I just want to commend the men and women of the department for continuing to to do just great work uh for the month of December some calls of notes we had seven counts of possession of drugs or drug rated offenses two domestic violence calls 20 for driving under suspension or without a valid license uh one number of note here 18 for operating a vehicle under the influence of alcohol Andor drugs you know December with the holidays the the officers were out there enforcing uh six warrant arrests uh we had four weapons offenses we had a total of 322 traffic stops they're continuing to
to keep up the enforcement um which is great we had a total of 111 people arrested or cited on a total of 180 counts for the month as far as accidents go we had 30 total accidents uh three were on private property 32 were not injury six were injury and we did have enforcing one fatal accident uh so aside for just some numbers and getting into January um you know we're starting the year out great you know I just want to pass on a couple things of note here um pleased to announce that was back on January 16th uh then Officer Jeff Hayes was promoted to Sergeant Jeff Hayes uh Jeff is going into his 23rd year he's a pretty much a lifelong Twinsburg guy um been with our department his entire career um was very pleased to make that promotion and he is taking the place of retired Sergeant Sawyer from last summer you guys remember when he retired uh the the process was great the feedback we got from the officers who went through the process using the uh testing company we did this year was was nothing but positive they thought it was a really relevant good test and we did get a really really good good group on that uh that list um so it's a list that's good for a little while and you know we'll see what the future holds but uh just strong candidates so it's it makes me feel good about the future leadership of the department so along those lines we've made a couple new hires as well uh Adam singerman he's a 15-year veteran of law enforcement he's been hired through our lateral process he will begin his field training program here uh the week of February 9th so that's exciting and we have another new hire Josh Powell another Twinsburg kid he's going to um he's hired in as a police cadet he'll be
attending the police academy beginning of the week of February 9th as well uh upon completion of the police academy Josh will begin his field training program here so we're making some progress uh some good moves some really good quality people uh We've we've gotten some really good applicants um you know towards the end of last year and they're still continuing to come in through our leral Port um so I'm just I couldn't be more pleased with the way the year started out than that's my report thanks chief Tru thanks I got a question I'm just curious any idea why the number of calls went up over a th from one year to the next just curious if you know that that's that's across the board that's police and fire yes yes I'm sorry so that that's combined police police no sir it's combined police and fire um I know fire put up some really big numbers this last year yes um it's it's it's a combination of everything you know as our population grows uh our age population increases you know rescue calls increase um well that makes sense to the fire I was just I was going on the police but that makes sense yeah but uh you wanted to know about the crime spree in Twinsburg right exactly crime and now we know we don't have one no they weren't criminal that sounds great anything else all right well thank you appreciate you thanks Chief thanks Chief that's it that's it that's okay all right so that moves us right on to legislation excuse me that was me was that you all right um ordinance 01 2025 an ordinance declaring improvements to certain real property within the city to be a public purpose describing the public improvements to be made to directly benefit those Parcels exempting such improvements from adorm Real Property taxation require requiring the owner of the improvements to make service payments in lie of adval real property taxes and minimum service payments establishing Municipal public
Improvement tax increment equivalent fund for the deposit of such service payments in Li of avor property taxes all pursuant to Revised Code sections 5709 point4 57 9.42 57943441 public improvements to be made to directly benefit those Parcels exempting such improvements from avaloran Real Property taxation requiring the owner of the improvements to make service payments in Li of avalor and real property taxes and minimum service payments establishing a municipal public Improvement increment equivalent fund for the deposit of such service payments in Li of AD VOR property taxes all pursuant to Revis code sections 5794 5709 42 5709 43c an okay all right thank you ordinance 02 2025 now stands on its second reading ordinance 03225 an ordinance declar improvements to certain real property within the city to be a public purpose describing the public improvements to be made to directly benefit those Parcels exempting such improvements from avalum Real Property taxation requiring the owner of the improvements to make service payments in Li of avalor real property taxes and minimum service payments establishing a municipal public Improvement tax increment equivalent fund for the deposit of such service payments in L of avaloran property taxes all pursuant to Revis code sections 5794 57 9.42 5709 43 and declaring an emergency awesome ordinance 03225 now stands on its second reading I about one more time ordinance 04 2025 we should record this right I read
