council meeting uh the time is now 7:32 and I'd like to call the city of Twinsburg regular council meeting uh for January 14 2025 to order uh Shannon will you please call the role Mr post here Mr Bellon here Mrs Walker presid Mr bar here Mrs Labby here Mr Bonacci here Mr Fury all right at this time um Mrs Labby will lead us in a indication of Pledge of Allegiance father you guide and governed everything with order and love look upon the Assembly of our City's leaders and fill them with the spirit of your wisdom may they always act in accordance with your will and their decisions be for the peace and well-being of all amen amen to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you m all right approval of the minutes of the regular council meeting on December 10th uh 2024 and the special council meeting on January 2nd 2025 um has everyone had a chance to review them make a motion that we accept the minutes from both the December 10th 2024 and the January 2nd 2025 meetings as submitted all right Mr Bell makes a motion is there a second I second all right M lvy seconds uh any discussion sha call the rooll Please Mr Bellon yes Mrs Labby yes Mr barard yes Mrs Walker yes Mr Bachi yes Mr post yes all right approval of the minutes pass to 6 to Zer uh are there any awards presentations this evening for me not uh we have no audience participation so we will move right on to council
Communications the committee reports we started last week with you Mr Baran we start down here and go right down this way uh since our last meeting none of my committee's boards commissions have met uh but I would like to uh thank Dennis and the service department for uh communicating I did a street light inventory of Lights Out in board one we had about two dozen lights out that I counted on the day I went out um took two nights um and I've seen action I've seen lights that we out lit now so thank you for communicating that information to the utility department that concludes my report awesome thank you B good evening everyone happy New Year happy 2025 I hope it's off to a great start you had a safe and enjoyable holiday season um I attended the special joint meeting of city council and the school board on January 2nd that the mayor alluded to uh I don't know if Mr post has anything else but I'll let you report on that none of my committees have met since our last meeting the next finance committee meeting will be on Tuesday January 28th at 6: p.m. here in council chambers the next meeting of the Public Works committee will be on Tuesday February 11th at 6 pm here in Chambers and the next meeting of the Safety Committee will be on Tuesday March 11th 2025 here in council chambers that concludes my report for this evening all right thank you AA next um my uh my committees have not met but I will say I went to the Hanukkah party the light theight party and uh got to watch mayor scati pass out lotas to everybody and uh some cougal and so it was a great night we had a good turnout probably 75 85 people I'd guess had a DJ and uh it was a nice time so I want to thank Jennifer for everything she put together with that always a good time in the community um was very appreciative as they always are
so thank you for that and that's all I have lby thank you good evening I also attended the special council meeting on January 2nd um thank you to the mayor and Kathy powers for having the patience to find a day for everyone to meet after the holidays meeting was to discuss the school and C swapping properties very informative and gave everyone a lot to think about um if you would like to view the meeting it is available on YouTube for everyone to view last night the special committee for justice equity and diversity and inclusion met uh Na M Jones Twinsburg High School um minority Student Union president spoke about a multicultural fear her committee was planning she asked for help and possible collaboration with the the March 21st event also the high school's Black History Month event will take place February 19th the Jedi committee members were interested in having a table at both events um the first meeting of the year for the building and Zoning appeals board will be held Wednesday January 22nd at 5:30 and the next meeting of finance committee will be 122 at 6 PM that's all for meting all right thank you Miss Walker good evening everyone I also attended the uh special committee for justice Equity diversity and inclusion and I just want to say Mrs lab you did a great job in interpreting what we had it was a great meeting uh I think we're going to meet again next month and will give you followup on what's going on that's all I have thank you thank you Mr bar good evening thank you Mr Po um since our last meeting none of my committees have met we do have a Planning Commission meeting this month including uh an item that is Council is tossing back to Planning Commission regarding some
rezoning um that will be on the planning commission's agenda that next meeting is the uh excuse me Monday uh the 27th and there is a new time for planning Comm commission moving forward in 2025 the meetings are going to start at 6:30 p.m. I believe they were previously at 7:00 so uh new time 6:30 p.m. uh hopefully we'll see you plan that's all I have thank you and uh you're going to make those motions at the end of the meeting correct that is correct motion just clarifying perfect thank you mayor scati thank you good evening um real quick just uh since our last meeting on December 10th our last regular council meeting uh we've had quite a few things going on here in the city and I'll just run through them real quick December 8th was the Santa run with the fire department um where they go out and they deliver presents to the children throughout the city uh on the 13th uh Rebecca and I went and had a visit with Joe's Coffee that recently opened up on uh Daryl Road they if you remember they used to be in the U the food trailer in the uh food I guess it's a trailer um on they used to be on Rena Road in the masara plaza so they they've opened up a u right there in and they rented out of space on the 14th was shop with the cop uh we had and uh went there with the with the police and saw the kids where we take them shopping and I think each and every one of them had a great time they sure the carts were full as we checked out of that Walmart and Streetsboro and I think a good time was had by all and they all seem very happy and then on the 20th uh the senior Christmas party uh another great event that we have every year and then as uh Mr post mentioned the Hanukkah party was another great event that we do and just thanks to all the the staff that put all these events together because it doesn't happen easily it's a it's a lot of work and a lot of time put into it but it's well worth it when you see the uh the outcome of all of it so it's been a it was a busy month and we're getting ready to start the new year and hit the ground
running that's it thank you awesome thank you do you have any um department heads we do uh we'll start with who wants to go first Dennis you want to go first good evening mayor Cil Shannon Christina and residents uh it's hard to believe we are now 20 days into the winter season to date we have had 11 events where we responded either a snow event or an ice event using 2,892 tons of salt this time last year we sped 11 events using 27939 tons of salt in addition to the street and LP to we also incl complet three rounds of senior driveway plowing we completed 226 driveways each round where these get plowed and we receive 3 in or more when not performing snow and ice the department continues to monitor the parks Trail systems for down trees branches and litter removing these items as needed during our second and third shift hours we take on projects within our city buildings steming from carpet installation painting electrical upgrades to offices training rooms Etc today we have completed one of the five projects projects slated for this year in the next couple weeks when we get a break in the weather we'll start our tree tree trimming program we'll be utilizing A-frames with signs attached to them indicating that we are trimming trees in a specific area or subdivision in the event we come across a dead disease tree that may need to be removed we will notify the affected resident by the letter in the event that they may have any questions this letter will explain the program and our procedure on how the removal will take place and when a new tree will be replaced planted with our litter program we completed one round removing 10.5 55g trash bags full of debris along with some hub caps cardboard boxes and car parts the street light outage program for the month of
December resulted in 36 outages reported to high weem 30 have been repaired where those last six are waiting on back order heads and poles which brings our total to 584 outages since the start of this program and lastly our pole patching program program this year department has filled in 829 Pooles throughout the city using 12 tons ball C batch and that's my report for the even awesome got a got a question um yesterday we had a Ethan Green Homeowners Association and so one of the topics was the roundabout uh that was there and I know that we're putting in uh some yield signs as soon as the polls come in um I one of the conversations we have is cuz some of the residents live right there and actually here the accident every time cuz they're right there on the corner and um I know you've expressed concern Mr Bellon and i' I've been expressed concern for a while is it possible to put yield signs throwing it out there with the little baby satle um solar panel that has the flashing around it yeah I talked to Amy about that there's some stipulations on that let me find out about those just just think out loud cuz clearly there's a problem there yeah and so we need to do something to really just cuz right now yeah right now we have uh the right lane only signs going up right at the intersection also the yield signs are going to be at the teardrop ends those are going up everything's made it's on the schedule it's just waiting for the little bit warmer weather so we got to bore into that concrete right so okay just just thinking out loud and we had other ideas but I'll email you about that okay and um uh those polls you said that are down are those two of them happen to be the Ethan driver that are down there's some other lights out there I'm going to tell you I want to do what Chuck did I'm going to go drive around all I think that's a fabulous idea great results and I appreciate that
job thank you so much all right awesome thank you anything else for thank you appreciate U Mrs zler we have uh no you don't have a report to make you're good okay Nate come on up good evening Council even hope you guys all had a wonderful holiday season happy New Year um just wanted to inform you guys of some uh wonderful Wastewater info that uh occurred over 2024 uh we hosted four facility tours throughout 2024 uh the facility treated uh 9916 million gallons last year so we were shy of a billion like we uh had in 23 so that equates to 2.5 million gallons a day average on the solid side of the facility we produced 3,655 cubic yards that were land applied to Madina County we had our sanitary uh maintenance crew busy last year uh over 87,000 linear feet of our sanitary sewer was televised and over 61,000 linear feet was cleaned uh during 2024 they were also busy um as they went on 96 sewer calls to assist residents with different uh issues uh throughout the year uh working with the service department we fixed eight different laterals that were uh in the RightWay uh that we were collapsed rootbound uh whatnot uh working with the service and engineering department uh we also did some storm work um over 9,700 linear feet of storm lines were televised 800 ft of storm lines were clean and we performed 16 die tests for the service department they also uh performed three new home inspections working with the building department um I wanted to provide an
update also on our plant Rehabilitation project uh we're close nearly uh to our 60% design um as we've made decisions on pavement choices um other types of concrete repairs that are needed across the facility um some of our valves have been selected uh decisions on scattered communication options and whatnot BNN is currently working on finalizing our hydraulic report so that's as the water progresses through all of the systems to ensure that it continues to flow out of the plant um they're working on that structural drawings and electrical drawings are also uh being worked at to get to that 60% design um the game plan is to have the PTI which is submitted to the EPA which informs them uh of what um all of the changes are are going to be and they they ensure that we're following the 10 state standards and the other uh uh rules that are regulated for Wastewater um So based on the turnaround time for PT PTI excuse me um if we submit that by the end of February we should have something that could go to bed as early as uh late fall so um it's been exciting um I I can't wait to have some more uh information and present to you guys at a public works meeting this year uh as we get a little bit closer um lastly I just would like to also provide an update for the sewer rate study I know last year we I talked about this in January and we started it um as we progressed through creating the model with BNN we actually brought uh an an an issue came up the aspect of we should probably look at some other future projects that could potentially and need to happen at the plant besides the rehab so that unfortunately took time um we worked with a engineer um through BNN so that they could help
establish a electrical component replacement project um much of the electrical components being something as uh large and Grand scale as the main switch that has the power that comes into our plant um all the way to disconnects and switch gears and whatnot are all 30 30 40 years old um and that project equates to about $3.5 million now that is something that's in the future um but my intent because of the how the status of the plant is to you know as we are somewhat wrapping up a a construction portion to get into design so that we don't get behind the eightball and get stuck with not having the ability to have power at the Wastewater Plant and having to rent a switch which would be uh hundreds of thousands of dollars uh throughout the year just to be able to do that um so this the rate model that they've been working on uh should be to Christine and I within the next couple weeks uh we'll sit down and review that uh with the mayor and then uh once we have a recommendation we will uh would like to present that to you uh with our findings that's my report for tonight awesome thanks good thank you thank you n thanks uh one more Miss Conway um excuse me I don't have a formal report for tonight as we will have a finance committee next meeting but I just want to give everyone heads up um if you remember at the beginning of last year we did a declaration of intent to issue a note for the pool pack I'm going to bring a declaration of intent to the next meeting to issue an advance for the fire truck so we should be receiving the fire truck want to say the second week of February um they went on the final inspection tour to Wisconsin last week um so we are at the point where we are
ready to purchase however um I had some extensive conversations with Matt stazinski our Municipal adviser um he recommended given the timing and given our uh general fund balance that we advance the money to the police and fire Levy fund and then we see how interest rates pan out towards fall of this year and maybe roll it in with the financing for the pool pack so we can get economy of scale by having two projects that at once and then hopefully a lower interest rate in the summer or fall but it gives us we have the money that gives us the flexibility to have time so I just want to give everyone the heads up that that will be coming at the next meeting so no surprise we've known that the fire truck's been being built for a while now but it's time to time to pay for it it's time to pay for it got it got to do that so we have to pay for this fire truck unfortunately yes what what nobody said anything about that do you you have something else I have one more thing if I can real quick I you know I look at social media from time to time and I know that there's talk about the signs going up all over town in the right away from that says Summit connect and um that's a project that's being done through the county and what they're doing is they're laying fiber for the safety forces uh for their use right now but you know they had asked the communities as they're coming they came through Hudson and the township and now they're in Twinsburg um if they could put up these signs just letting people know what's going on and what they're doing in the in the community um but they never told us that they were going to be putting them up you know weeks and advance and and that's something that we're not going to allow um I talked to U Patrick in engineering and told him that he needs to talk to them and tell them all the signs because they're just coming down Daryl road right now from the township but they've got signs on McAn they've got signs on revena they've got signs they're all over the place
Glenwood got them Glennwood has them and I told them those signs need to be removed and we're only giving them permission to put them up one week before they start working in that area and then as soon as they're done they have to pull them and move them along so if you guys hear anything from anybody I know there's been again some talk on on uh social media but no we're not allowing those signs and uh they're going to have to take them out and I actually I told them if they don't take them out we'll take them out uh they're but they're going to come out one way or the other and then they could again put them up while they're working in that area thank you okay thank you appreciate uh which brings us to legislation uh ordinance 01 2025 in ordinance declaring improvements to certain real property within the city to be a public a public purpose describing the public improvements to be made to directly benefit those Parcels exempting such improvements from adval and real property taxation requiring the owner of the improvements to make service payments in lie of AD advore real property taxes and minimum service payments establishing a municipal public Improvement tax increment equivalent fund for the deposits of such service payments in Li of AD vorum real property taxes all pursuant to the revised code sections 5794 5794 2 57943441 and four all right ordinance 02 2025 an ordinance declaring improvements to real to certain real property within the city to be a public purpose describing the public improvements to be made to directly benefit those Parcels exempting such improvements from adum Real Property taxation requiring the owner of the improvements to make service payments in Li of adalum real property taxes and minimum service payments establishing a municipal public

school and for those out there in cyberspace that have no idea what ADV valorum means according to corn Mr vzan adum is a Latin phrase that translates to according to the value the essential characteristic of ADV valorum tax is that is proportional to the value of the underlying asset unlike a specific tax where the tax amount remains constant irrespective of the underlying assets value I not right I mean uh yeah I just thought for the benefit of everyone out there now we all know what adour means I think we did this a year ago when we went through adum and I I didn't is that's that's adum is shorter than what you explained I don't know how else we put you yeah I mean other than the fact that Shane had to read it 13 times in four minutes but yeah that's that's great congratulations with the legal good job all right thank you thank you Mr B thank you for the education appreciate I appreciate that um all right ordinance 05 2025 an ordinance off authoriz the mayor to enter into an agreement with formtech Incorporated to provide tax incentives under the terms and conditions of the Twinsburg occupancy program perfect ordinance 05 2025 now stands on its first reading all right resolution 06 2025 a resolution authorizing the mayor to enter into a memorandum of understanding with Tinker Creek Watershed Partners Incorporated and declaring an emergency all right at this time I'd like to make a motion to suspend the rules in place resolution 06 2025 on its third and final reading may I have a second second arms Walker seconds uh the reason is because uh this is a yearly annual program runs from uh January 1st to December 31st so we need to get this moving right away are there any discussions on the suspension no all right Shannon call the roll Mr

thank you Mr P thank you on the line any unfinished business new business I have nothing thank you nothing all right excellent nothing further for me nothing further uh I I will not be in attendance at the our next council meeting on January 28th uh I will also not be in attendance for that finance committee meeting that evening I apologize I don't travel often for work but that is one time that I will be out of town so thank you in advance for excusing me from that meeting nothing further thank you so you think will excuse you I'm hoping late last year there was a a resident lighting off fireworks and the fireworks caught some Woods on fire in our area in an area it was difficult for our fire department to put out as we watch on the news what's going on in California I think it's important to realize that this stuff could happen anywhere and thank goodness our fire department was able to get that under control and that's all I have to say to her and prayers for those that know folks care about folks and are impacted by these fires up in California yes thank you um I have nothing further either uh mayor nothing further thank you Mr law director nothing further nothing anything I actually do um just a reminder we have open boards and commission uh seats available applications are due on February 10th at 4:30 there's openings on the bza capital Improvement environmental Jedi parks and wreck and Planning Commission gotcha okay and there are open seats have we had applicant for any of those are we it's been advertised um um typically not till after the first of the year do we
