Almost five years. And, Cushion, it's great to see you here. Absolutely. All right, whereas the city of Tuscaloosa proudly recognizes former city councilman Norman Crowe for his distinguished record of public service, steadfast leadership, and enduring commitment to the citizens of our community. As a native of Tuscaloosa and a graduate of the University of Alabama with a degree in accounting, he has exemplified the values of integrity, hard work, and civic responsibility throughout his professional and public life. And whereas Mr. Crowell has enjoyed a successful career in both the private and public sectors, beginning in the energy industry with several nationally recognized companies before founding and operating a local transportation business, DT Freight, and later serving the community as a licensed real estate professional. His entrepreneurial spirit and financial expertise have contributed to the economic vitality of Tuscaloosa while demonstrating a steadfast commitment to local business and community growth. And whereas Mr. Crow has devoted countless hours to civic leadership through his service as a member of the Tuscaloosa City Council, as well as through his leadership of numerous organizations, his elections further reflect the confidence placed in leadership, his leadership and his dedication to advancing educational experience, workforce development and economic opportunity throughout Alabama. Whereas Mr. Crow continues his legacy of public service as the Alabama House Representative for District 63, where he continues to serve the people of Tuscaloosa and the state of Alabama. Throughout every chapter of his life, Mr. Crow has remained guided by a sincere desire to serve others and to leave his community stronger than he found it. Now, be it resolved on behalf of Mayor Walt Maddox and the City Council of Tuscaloosa, we do hereby honor Councilman Norman Crowe for his unwavering dedication, visionary leadership, and tireless advocacy on behalf of the people of District 3 and the entire city of Tuscaloosa. Congratulations, Norman.

Kip, you know I can't let this go by without saying a couple things. No, speech, please. First off, I just want to thank the mayor, the council, for doing this huge honor for me. I have said many times that it has been the honor of a lifetime to serve District 3, but to work with all of you to make Tuscaloosa better. And I'm grateful for my time here. I'm grateful that the citizens of District 3 elected me twice to this position. Again, I just really appreciate you guys, and I loved working with each one of you, and I consider you all friends, and I think we got a lot of good things done for Tuscaloosa, and I'm excited about the future, and looking forward to seeing what great things you do, and what good things Richard's gonna do, and already is doing, but anyway, thank y'all very much. Before I get started, I wanted to give you a little handout of what's in my.

Susie Smith, 17 Springbrook. On June 16, city council voted to approve a tax incentive resolution committing $5.75 million of city sales tax revenue to Delaney Property Group from Mobile, Alabama for a private commercial development in Springbrook neighborhood. Because he will profit from the sale of the Springbrook property to Delaney, Councillor Henry retired to an ante room of the City Council Chamber during the public hearing. The City Council vote was four approving the tax incentives, Councillors Eatman, Howard, Tyner, and Lanier, and two opposing, Councillors Busby and Fayle. Regarding the location of the proposed Springbrook development, on July 25, 2017, Mayor Maddox said, quote, there is very little interest on the western side of McFarland Boulevard from Hargrove Road back down to the interstate. For example, the Raceway gas station light on McFarland has been vacant at least since 2015, and the Red Lobster building has been for lease since the restaurant closed in 2024. On January 6, 2026, Mr. John Jackson of Delaney Property Group said this, the market and the location has a rent ceiling. Tenants, when we talk to them, would like to be further north. There's nothing available, so they like our site. But just because they're kind of going to be a little bit farther south, they don't expect to pay the rents that we see the market driving. The Springbrook site has a rent ceiling because its location, zoned general commercial, is unsuitable for profitable commercial development of the kind Mr. Delaney proposes. In the nine years since Mayor Maddox broke the three-to-three tie with his vote that rezoned the property, Springbrook Investments, Allen, Sarah, and Richard Henry, Lynn, Melinda Blake, and Brock Corder, Robert and Suzanne Young, and Wendell Barton have been unsuccessful in listing a developer for their commercial project until now. Commercial businesses will be inside the neighborhood, not adjacent to it. Across a street constructed in 1945 that does not meet the requirements for residential streets today, 14 homes face the property proposed for development. One lot on the northwest corner of the property is still zoned residential as of yesterday. The proposed development site in Springbrook abuts Albright Road, not McFarland Boulevard. Albright Road is more than a frontage road, it is a main thoroughfare. In 2017, the average of 150 plus cars per hour each day traveled in front of the site. Regarding the request for tax incentives, Mr. Michael Delaney is a successful developer who needs no financial help from the taxpayers of Tuscaloosa to develop the Springbrook property. From Mr. Delaney's handout to city officials in the Council Public Projects Committee on March 24, Delaney Property Group, quote, will be selling the Culver's parcel to Culver's, who will then build their own restaurant. Similarly, we will ground lease lot five to Valvoline for it to build its own facility, unquote. If Delaney Property Group is successful in negotiating, quote, a national sit-down restaurant, unquote, for parcel three, the restaurant, quote, will ground lease and build their own facility, unquote. At the lease, Mr. Delaney will receive revenue from the sale of the covers parcel in addition to ongoing long-term revenue from a ground lease from Valvoline and possibly from a sit-down restaurant in the future. He will incur no construction costs of any of the three businesses. The handout revealed nothing about Mr. Delaney's business agreement with Dutch Brothers, but based on what the other businesses are doing, ground leasing is likely. Two requests. First, having nothing to say before your vote on June 16, and in the interest of being accountable to and transparent with Tuscaloosa taxpayers, I ask that you state now the reason for your vote on the tax incentive resolution. What is there about the resolution that earned your vote for or against? I ask you, secondly, to reconsider the vote on June 16th. Either Councillor Eatman, Howard, Tyner, or Lanier, please move to reconsider the vote this evening. If you must follow a particular procedure, I ask you to do so and have a vote to reconsider the tax incentives for Delaney Property Group added to the agenda of the next City Council meeting.
