Whereas drinking water serves a vital role in daily life, fulfilling essential needs for health, hydration, and hygiene, and contributing significantly to the quality of life enjoyed by all citizens. And whereas Tuscaloosa Water consistently provides high quality drinking water with zero detected PFAS while also supporting critical services such as fire protection, economic development, and environmental stewardship within the community. And whereas the dedicated professionals of Tuscaloosa Water, including treatment plant operators, engineers, technicians, and field crews, work tirelessly around the clock to ensure the delivery of safe, reliable, and dependable water services to all residents. And whereas continued investments in infrastructure, advanced monitoring systems, and smart technology strengthen system rei reliability and safeguard vital water resources where citizens are encouraged to share in the responsibility of protecting Lake Tuscaloosa through pollution prevention, water conservation, and active engagement with their local water systems. So on behalf of Mayor Walt Maddox and this city council, we do hereby proclaim the week of May 3rd to the 9th as drinking water week and the city of Tuscaloosa

At this time, um, we have a very, very special guest. um is I'd like to call up Shelley Doral who is the new executive director of the um sister cities u which we absolutely love and we love you too
Dr. Maxi good to have you here as well and um so Shelley I'm going to turn it over to you because we have some very special young people to recognize for the Tuscaloosa Youth Diplomacy Awards.
Yes sir. So, first of all, Sister Cities wants to thank our city council for funding us so wonderfully for the last 40 years. Um, and for the last 40 years, the last 38 years, we've done these wonderful exchanges. Um, and last year we decided to up the game a little bit and do something a little bit more. And we created with the mayor and collaboration with the city schools, uh, what's called the ambassador program. And you're going to hear me say the word incredible, wonderful, and amazing a lot because I'm going to talk about some incredible kids in our school system and in our community who have done an amazing job. Um to to earn this ambassador distinction, to earn this Tuscaloosa Youth Diplomacy Award, you had to not only be chosen to be a delegate to go to Shornorf, which is
excuse me, Dr. Daria, come on up.
Come on up, Mike. uh which not only was incredibly difficult to do, it's a very very highly competitive um achievement, but then additional to that you had to do language training, you had to do diplomacy um uh lessons. They actually we even talked about some of the geopolitical issues that they maybe would face when they're in Germany. They had to uh do be a phenomenal guest, which is a skill in itself. So they represented us well when they were in Germany, but then they also had to be amazing hosts and share the the wonderful things about our city to uh to their German uh counterparts. Additional to that, they had to have a special learning project. They had to on their own explore what's something they wanted to learn about how Germany does things. It could be cultural, historical, it could be civic. And then they had to come back and they had to teach that here in our community and give back to our community. We had students um teach uh teach lessons in elementary classrooms. We had students teach things at uh Girl Scout troops. We even had some that came to the city school board and gave a lesson on German history as it connects to the pretzel uh to the city school board which is very creative. And um so these kids then finally they had to they had to do a social media campaign to help us spread the word of this wonderful program and they had to personally invite three of their friends to uh apply for the Narosino. And I can tell you they did their job because I did interest meetings at all the high schools. We had over 300 high school students start the process of applying to be on the Narishino delegation. That was narrowed down to 60. That was narrowed down to 35 interviews. That narrowed down to 20. So when I say these kids are really in a
competition to get this opportunity, they have these are amazing, wonderful students and we want to award them this uh this um award that is from um us. It's from the city of Tuscaloosa. It is also from the city schools. Um, and also, uh, I will let you speak to the graduation cord. Yes, Dr. Derry. Yes, sir.
Good evening, council. Thank you all for giving us this opportunity to recognize this program and these young people. Um, as you just heard, what I love most about this and where I think the greatest return on your investment is this. These young people come back different. They come back from these experiences. Um, a stronger citizen, a stronger citizen for us here in Tuscaloosa and globally. So, thank you all for investing in this. Um, this what they have done here with this ambassador program is so strong that we're recognizing it with with an honor cord for graduation and then certainly this recognition because they really have done more than what is required and and to have them stand out like this is really impressive. And when you talk with these folks at one point, if you can, you'll just see their leadership emerge and um how their perspectives have changed. And we just want to say thank you to the city council for your support of our young people.
Thank you, Mike. And I would like to also want to personally thank Dr. Daria and the city schools because we were only able to do this through the increased collaboration of these two entities of the city schools and Tuscaloosa's sister city and that you know it it's to the benefit of the kids but it only happens when we all work together and they have been amazing partners in this. So I recognize some of these names. Would you like to call them up? I would like to call them up and be on TV. Actually there's two that I would like to speak for just a second. Reed Bankston and Jada Childs if that's okay. Yeah, certainly.
Uh my name is Reed Bankston. I'm a senior at Northridge High School and I would like like to say on behalf of everyone that attended the Scissor Cities program, thank you so much for funding and supporting. Uh, I mean, I don't mean this like when I say that was the most one of my favorite experiences I've ever had, but also one of the most meaningful. Uh, just to be able to get to meet and know people uh and friends that I'll have across the globe now. Um, everyone that I talk to about it, it's so exciting and they don't really know that they have this uh opportunity like right in their back pocket they can apply for. Uh, and so many people I've talked to wish that they had this opportunity. Uh, and so again, I just like to say thank you so much for for funding and supporting this. Uh, and thank you so much.
Thank you, Re. Thank you. Okay. Hello. My name is Jada Childs and like everyone has been saying, I just wanted to say thank you so much for letting us um get this experience and get the opportunity to travel all across the world and create so many partnerships with other people. I think we could all say we've learned something about ourselves and about other people. I've enjoyed this experience so much. It's been so cool to be able to go and look into people's lives and see how we're all similar. Um, yeah. Thank you, Jada. Where do you attend school? Central High School.
Since you brought that up, I do want to tell you every community in our in our in our city is represented with these groups. Um, every high school is represented with our students. Um, it is truly a diverse and full uh, representation of our city. And without further ado, if I may, uh, Anelise Hammond,
y'all can all kind of start. Okay, we're gonna get a picture at the end because I don't have anybody to take pictures. Oh. Is Angeline here? Yes. Okay. Angeline Cruz Fabian. Here's a Bryant student.
Thank you. Caroline Wakefield. Thank you. Congratulations. Elsa Tobenhog. Good job. Gracie Hawkins. Gracie does. Graham Wolf,
Jada Childs. YES, JENNY. I have to think who's graduating this year. Lena Albrittain,
congratulations. LIAM WEATHERSBY Mia Griml. Congratulations gets one. Thank you.
Congratulations Micaia Crawford. Congrat Reed Bankston, Sylvia Hancock, Victoria, congratulations. and Zachary Update.
I just have to say with a name like Zachary Update, he has learned patience because he's always last in the list. Um, but uh Shelley, if y'all would like the council will stand and then have everybody, you all come in front of the DAS and let's get pictures. Can y'all come up and get photo with Dr. Mary and Dr. Max? I don't trust him. What's up, brother?
What you play?
You don't get tackled tennis. makes a bag. Ready? Yes.
One, two, three. Let's give these young people a big hand once again. Sure. like some parents here.
I have just one more thing. I'm so sorry to continue, but you now have seen just just a little portion of what this does um for our community and how it benefits our students. We are hoping um in sister cities uh to expand this. You know, we have another sister city, Sunsani Tetimon, that we do not have an exchange with. That is something we are hoping to build. Um, you know, we are we are in the process of taking our Narcino exchange. We'll be going in June over there with our students. We're working with them. Um, but that is something we're looking to build in the future uh so that our students can not only have the benefit of um building that relationship with a European culture or a Japanese culture, but also an African culture. So, I just want to thank you so much again. It's been a a pleasure to be part of this.
Thank you so much, Shel. And And doc Dr. Daria, I have to congratulate you and I know these students were a big part of it. I was just so excited about your state scores and I've had so many of the schools on that have had big increases in their scores. Um, and I know that took a lot of hard work on your behalf and and but we're very proud of of what's happening in our Tusca City Schools right now. And I'm also extremely happy that we've got you around a little bit longer. For sure. Thank you for your work.
Okay. Subject to the exercise of mayoral veto or Mr. Tiner. Hey, citizens comments. Citizens comments. Oh, yeah. They look like they've all said everything they want to say. It could have stayed. One more second up. Yes, sir. It's pretty neat how that works. You ever have any problems with yours? Yeah. I mean, I don't either.
Okay. The citizens comments. Any other communications? Any citizens like to address their city council? Yes, sir. Give your name and address for the record. Yes, sir. I'm Carlton Avery. I don't have a permanent address here yet. Uh, but we're working on it as we speak. Can I pass some things out to you also? Yes, sir. Thank you, sir. I can hand them down.
Thank you. Just want to first off by saying uh of course good evening and thank you in advance to the council. Uh what you have before you my name is Carlton Avery. I'm with Peace Link. It's a conflict resolution nonprofit. And what we do is we teach conflict resolution throughout different communities. Uh what you have before you of course is our proposal for support. We've already kind of done some leg work here and worked with a local church, Mount Pilgrim Baptist Church, uh where Pastor Pastor Frank Kennedy is the uh of course the pastor. Uh what this nonprofit will be, what this initiative is about is a six-week program. It's really it's called Talk It Through Thursdays. We're going to have people within the community come out to Mount Pilgrim Church, talk about their conflicts, as well as be taught how to resolve conflicts within the community. What we've seen from this approach is more uh community cohesiveness as well as a decline in even you know nonviolent calls from the to the police department. Uh less burden on law enforcement is what we see. So there's no shortage of course with conflicts. These conflicts could rise from anything between members of the community to within the household um within even schools. And so what we're seeing is that this time of year of course schools been let out. there's a lot more uh free time with young adults and so this initiative is going to kind of help cartel some of that and to kind of give them enrichment during this during the time period of this this summer. Uh, if you would of course look through this and I want to see if I can answer any questions you may have. But if you look at the second page schedule, it starts on June the 4th, June 4th, June 11th, that's one week, one series, June 9th, June 16th, that's the second week, second series, August 6th and August 13th. And it's going to take
place at, of course, at Mount Pilgrim Baptist Church from 6:00 until 7:30. We're hoping to have at least about 100 participants per session. Um, of course, we want to our goal is pretty lofty at at 600 residents of Tuscaloosa. So, we would love a communitywide support and approach. Is this a program that you started on your own or is it a national program or It is one we started on our own, but it's not it's not isolated. We've started actually in Montgomery. We I own a mediation firm and that's where it started. But then of course this year we started a nonprofit and so we're bringing it to Tuscaloosa hopefully. Okay. And remind everybody where Mount Pilgrim is located.
Actually Mount Pilgrim and I I'll I'll be boastful. It's in Council Laneir's district. Uh it's on 39th Street, right? Yeah, that's correct. That's correct. All right. Anybody have any questions? Um, we sure do thank you for uh for this and I wish you the much success. Thank you for your consideration. Yeah, I'll definitely be participating in this. So, see if I can shake them down for a little money. Awesome. Thank you so much. Thank you all. Thank you. There's also district council funds. Awesome. Awesome. Awesome. Thank you, gentlemen. Thank you. Anyone else like to address the city council tonight?
Okay. Um, Okay. Yes, ma'am. Come up and tell everybody your name and address. Good afternoon, everyone. My name is Ruth Goins. I live at 3710 29th Street, Tuscaloosa, Alabama, 35401, which is District 1. And I just like to address Mr. Eman. Yes, ma'am. I'm very I'm just speaking for myself. I'm very disappointed in you.
You got the seat and we haven't seen you no more that I haven't than on TV. And our district is district one and two is just like maybe sisters and brothers. You can work together, but one is no better than the other. They so filthy. We got it's it's just rid our neighborhood on they say the west side is bad and I mean not gunwise. I'm speaking of cleaning. You cannot have a cleanup on Martin Luther King and Dina Washington. We need to go into the avenues. We got houses with old tractors and old dump trucks and cars. has been there for five or six years cuz I've called in on them and they still sitting there
and we won't district one and two won't ever get nothing good in that district because nobody wants to come to that nasty district. I live in district one but in my neighborhood we keep it clean. The streets they come and pick up but other neighborhoods I'm not only talking about my neighbor I'm talking about other neighborhoods. Yes, sir. Mr. Eden, we need to clean up. Yes, ma'am. You need to wake up and smell the coffee. Yes, ma'am. I'd love to talk to you after to get particular neighborhoods because we do get calls all the time and we send code enforcement all the time to take care of. So, if there's a specific street, I love to talk to you after. I'm not talking about taking care of no policemen. I'm talking about cleaning up.
Oh, yes, ma'am. Code enforcement. No cars and vacant lots and grass almost as up to my knees. I'm talking about cleaning up. Yes, ma'am. We need to clean up. Now, I've been in other districts of way over in Woodland Forest and all. You don't see that what there what we got in ours. Yes, ma'am. It need to be clean. We had anybody to work with district one in some years. And I've been where I am for 50 plus years. And we hadn't had anybody to do nothing great in district one and district two.
Yes, ma'am. So what they didn't demolish, we got some old houses that's torn down, run down right there on Santa Fe Road. You can't tell us what's going on. Now I watch city council every Tuesday night and I watch it the over in the night when the the zoning when they be zon I see what's going on. Now, I don't know. You might know already, but we got two daycarees going up in District 1. You might not know about it, but I watch and see, but we need to clean up. Yes, ma'am.
We need to clean up. Now, you need to help us and have a town hall meeting because the elderly people, they they can't get out. We got elderly people in our area and that's where your votes come from. We've got one scheduled for May 6th at TCTA at 5:30. That information what? May 6th at TCTA. We got a town hall. That information is coming out next week. Where at? It's at TCA TCTA at the old West Lawn at the TCTA building. Oh, okay. Across from Rollins Mortuary. Yes, ma'am.
