Minutes stand approved. Proclamation statements by mayor and council. We have a busy uh evening of proclamations. And we are going to begin with uh the proclamation proclaiming April 2026 to be child abuse prevention month. And I know we have Lisa Maddox here. Uh Miss Maddox, we can always mark March and April by your visit to the city council. It is it is so good to see you again. you're a dear friend to all of us and as Lisa and I, we've worked together with the school system and now with this for 26 plus years and we always kid we're cousins and so um Lisa is a devoted soul to our children and has been such an educator for um and such just such a great influence for our children here in Tuscaloosa. So, it's my honor to introduce this proclamation to the city council. Whereas child abuse and ne and child abuse and neglect affects children of every age, race, and income and can have a profound impact on children's lives. Whereas research shows that a history of child abuse or neglect is associated with adverse health and mental health outcomes in children and families. And those negative effects can last a lifetime. And whereas long-term child abuse or neglect has been linked to the increase of alcohol and substance abuse, likelihood of criminal behavior, health issues such as heart disease, obesity, learning disabilities, and even domestic violence. And whereas preventing child abuse and neglect is a community problem that requires community involvement, effective child abuse prevention programs succeed when agencies, faith groups, businesses, and schools work together to ensure that every child grows up in a secure and loving environment. Now therefore, it be it resolved that I, Walt Maddox, on behalf of a very grateful city council, um, do hereby proclaim the month of child the month of April 2026 as child abuse prevention month in Tuscaloosa and

And sort of related to what we just recognized yesterday, um the Tuscaloosa County um unveiled the new location for the Intercept Task Force, which is the old human trafficking task force. It's a new name for it. Um and the work that our human um trafficking task force now the intercept task force does is remarkable and goes a lot until what is done with those agencies here to help protect our children. So I do want to recognize the county the county uh built these new facilities. Their offices quite frankly are amazing and they also re you know recognize the need for privacy also recognize the need when they have to build up for major cases. Um, so if that's something that you would like to see at some point, please let me know. Judge Robertson would love to come show you what the county did for our human trafficking task force. That task force was started in 2018 by TPD. And since that time, NPD, UAPD, and Tuscaloosa County joined us. So, it's making a huge different hopefully to protect children that those agencies are working to protect every day in our community. Um, switching gears, uh, tonight we have recognition of two different important programs that are executed by our community and neighborhood services department. Um, first is fair housing month and next is National Community Development Week. And instead of me reading the proclamations into the record, we have members of our community and neighborhoods services team that are here. Unfortunately, our fearless leader, Le Perry Howell, can't be here tonight. Um, but he is represented well by many of his team members. So, I'm gonna ask Erica, Margaret, Latana, Lammy, and Qatara to come up as well as I believe they even have the intern

I spoke to them briefly before our council meeting. Um, I'm going to ask each of them to introduce themselves and just tell you briefly what they do for the city and how it relates to the two proclamations that we have on the record tonight. It's important that you get to know these individuals. They and I didn't mean to go this long, but CNS does so much quiet good work in our community. And I will probably get letters um you can send PO Box 2089 for saying this. But in this holy week, I will just say many times they are the hands and feet of Christ that work through our community.

I'm Lee Williams. I'm one of the program managers in CNS services. Um my main job, I um manage our ESG program. So this is a program that help those that are facing eviction or those that are literally homeless. We try to rapidly rehouse them or um you know prevent eviction. Um I also am a HUD certified housing counselor. So I counsel um those that's coming through Habitat for Humanity, Tuscaloos Housing Authority, just prepping them um for home ownership.

Hi everyone, I am Margaret Dejarlay. I am a community development program manager with the office of community neighborhood services. I started off at the city of Tuscaloosa as an intern and became a construction and rehab specialist and then was promoted to my current position. In the position, I work with our core grants which are the community development block grant known as CDBG and home which is home investment partnerships. So, it's think whatever you think about the entire kitchen sink. Do a little bit of everything other other than math cuz I'm not a financial person. But, uh yeah, so our goal always is to improve the quality of life for our friends and neighbors in Tuscaloosa. So, it's been an honor to do that over the past 13 years.

I'm Qatara Spencer. Um I work in CNS as a HMIS lead which I kind of manage the data that goes HMIS homeless management is the informationational system. So, um, nonprofits like, um, Salvation Army, Turning, not Turning Point, but, um, Tees, they put the information in the system and we just try to keep up, you know, for us data wise. And then I'm a HUD housing counselor, so I help back up Lammy with the um, getting people ready for home buying and things like things like that. Okay.

Um, some of the stuff that I do is learning about everything that everybody does in the office such as CDBG, home, ESG. Um, but a lot of my tasks come as we go. Um, part of what I'm doing right now is helping write a report for a five-year progress um, status update for what we're going to be doing or what we have done um, in the office and other things like helping out with meetings, ideas, you know, filling in the gaps where um, we might need a little bit extra help um, in CNS. And then another thing that I do or that I'm currently working on is a FL framework report for the types of subsidies that we can give out to our citizens for, you know, uh, mortgage assistance. Good evening. My name is Trisha Stone. I'm at 20 Pinehurst Drive. Um I'm here representing the original city association, which is a volunteer group of neighborhoods that are located inside the original city district, mainly in Council Busy's uh Councilman Busby's area. And we're here because we have concerns about this um proposed business license. We do not believe it would be conducive to the value and character that's been built in the area over the last decades. My assistant, Kelly Fitz, will later hand out a flyer we did, but just to let you know that this neighborhood has intentional growth, reinvestment, and planning over the last five years. Um, just in since 2020, the average home values have increased from $430,000 to over $750,000. The price per square foot has more than doubled from about 224 to two to over $460 and annual sales of homes in this area have tripled. I think you probably have seen two homes on Queen City now that are going through massive renovation work. Um the two Queen Ans, one on Seventh Street, Larry Lou's Old House and then the one that's kind of caddyy corner to this on Bryant Drive in Queen City. and that person is out of town, but they echoed our sentiment. They are putting substantial money into that house and want to ensure that their value is protected. Um, this growth in this area matters not just to homeowners, but also to the city. Each one of those homes represents roughly about 300,000 to 350 in additional taxable revenue or value for the city. And that over this whole area could be millions in our tax base. And I know our mayor likes our tax base. Um, it didn't happen by accident. It happened because the city created a framework and followed it. It's in the downtown historic edge and that was designed to

protect neighborhoods like this one and to create a transition and not a disruption. Additionally, it's in the original city historic district which the city also values and regulates with guidelines to preserve an economic and cultural aspect of Tuscaloosa's history. And the HPC standards are clear. Anything must maintain the character, continuity, and scale of the district. A convenience store at this location does not do that. This is a high turnover autooriented use. It has limited parking. There's only seven parking spots in front of this um location. There's no off streetet or on street parking on Queen City or Brian. So, that's going to create a lot of overflow. Um the increased traffic in that area, the extended hours of a convenience store and impacts beyond that site, um it impacts the entire residents around it. some of whom are here tonight. And more importantly, based on comparable stores, particularly those located around campus, this type of convenience store um typically includes a product mix focused on alcohol, tobacco, vape products, and other short-term convenience goods. So we're seeing that this store would drive a type of activity of frequent short duration trips, late night traffic and patterns that are um that and patterns of use that are oriented towards transient consumption rather than the neighborhood serving values that is fundamentally different from the residential walkable and community oriented character that has made this area so valuable. And even without all the full details submitted, we know from comparable use that this type of operation introduces a lot of litter, noise, lighting impacts, the traffic problem, and the activity patterns that are inconsistent with a residential historic neighborhood. This is not just a design issue, it's a compatibility issue. And because once you introduce that change to the character of the block, you just don't affect one

property, it's going to spill over to others. So in the future when this issue comes up, it's not simply is this allowed by our city ordinance. The question is does this reinforce the success that this district it has had or does it put it at risk? Because right now this area is working, it's growing. It's generating value for both property owners and the city and approving its use in the future conflicts with that trajectory. It's not neutral. It's a step backward. On behalf of the original city association, we respectfully ask that when put to a vote, you consider not just the site, but the broader impact, and it's not in the best interest of the neighborhood or the city to have a convenience store at that location. Um, supported by those in attendance who would be directly impacted, some who live right around that block. They are also opposed as is the man who's building at Queen City and uh Bryant Drive. So, could y'all raise your hands to show your opposition? Um, now I'm going to leave you with some flyers that we prepared to just kind of illustrate how much this property value uh means to the city and why we think bringing in a convenience store such as this would be detrimental to it. Um, hi, I'm Kelly Fitz. Um, I live at 19 Oddwon Place in the uh, Oddwan historic district. Um, couple of things I just want to bring up is the fact that, uh, y'all have, as Trisha said, created the framework, which I think is supposed to help neighborhoods like ours. And then the other thing is that many times we have come down here um fighting against things that we find to be inappropriate uses. And I know several times when I have done that over the past 12 or 15 years. The comment was, well, y'all chose to live down here. You know, don't complain when you have students and all this other stuff happening around you. Don't complain when somebody wants to put a triplex near you. We're at a point now we're not complaining about living downtown. Everybody else wants to live downtown. And the reason for that is because of the redevelopment of these homes. Obviously, it's close to the university and the city and people want to be down here. And we've got a a nice thing going. And I think that putting an a convenience store in a location that is right in the midst of the historic district is not compatible with our current growth or improvements. The other thing I want to mention is that um we have a very small group of people here today and that is because at this point um we have kept this just to the immediate neighbors around this convenience store. Um, but when we open it up, when y'all vote on it next time, um, we will have more people. And we hope that you will appreciate the fact that the neighbors really want to protect the neighborhoods and find that this thing is incompatible. Thank you.

So, this is the city requesting this reszoning um at the request of Councilman Tiner. It does conform to framework. Framework identifies this as traditional neighborhood edge. Good evening. My name is Derek Collins. Um today I want to bring you guys attention to um I initially tried to handle this through a public records request but on March 4th I submitted a request related to surveillance technologies used by the city. On March 11th and 12th that request was denied citing security exemptions. That same day, I narrowed my request to only nonsensitive records, including contracts, writeaways, permits, policies, and total numbers, information that does not compromise public safety. Um, as of today, I have not received any response to that narrow request. My concern specifically relates to the approval of rightaway permits for flock safety infrastructure earlier this month, which allow equipments to be installed in public spaces. My concern is not about opposing safety, but it's about the transparency. Many citizens, many citizens are unaware of the level of surveillance systems that are already in place throughout the city. These are public safety tools operating in public spaces and there should be clear communication on how they are used, which data is collected and how it benefits the public. I believe if these are public safety asset there should be some level of public access to the information they provide not just within the government use. A good example of that is the algo cameras where the public can view roadway conditions for awareness and safety especially when the law requires that non-exempt portion of records be released even if certain details are withheld. I'm just simply asking for a response and some clarity so I can better understand and share accurate information with the community.
