PUBLIC HEARING:

Receive a presentation of the Resource Management Agency's written report, pursuant to Uncodified Urgency Interim Ordinance No. 3669, describing the measures taken to alleviate the conditions which led to the adoption of the interim New Data Center Development moratorium. Determine that extension of Uncodified Urgency Interim Ordinance No. 3669 is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15308 because it is a regulatory action taken to protect the environment, and, alternatively, pursuant to the common-sense exemption under CEQA Guidelines Section 15061(b)(3). Find, pursuant to Government Code Sections 25123(d) and 65858, that there continues to exist a current and immediate threat to the public health, safety, and welfare, and that the approval of additional data center development under the County's existing zoning regulations would result in that threat. Hold a public hearing regarding the extension of Uncodified Urgency Interim Ordinance No. 3669, adopted August 18, 2026, declaring a temporary moratorium on New Data Center Development in the unincorporated areas of the County of Tulare. Introduce and waive the reading of an Uncodified Urgency Ordinance extending Uncodified Interim Ordinance No. 3669 in its entirety. Adopt the Uncodified Urgency Ordinance extending the moratorium on New Data Center Development in the unincorporated areas of the County for an additional ten (10) months and fifteen (15) days (4/5ths vote). Direct the Resource Management Agency to prepare and return to the Board with proposed permanent zoning regulations governing data center development prior to expiration of the interim ordinance, including any requested extensions pursuant to Government Code Section 65858, if necessary. Approve a summary of the Uncodified Urgency Ordinance and direct the Clerk of the Board to publish and post the summary within fifteen (15) days after passage in accordance with Government Code section 25124(b)(1).

Approve an agreement with the California Department of Food and Agriculture for the Industrial Hemp Cultivation Program, in the amount not to exceed $2,040, retroactive from July 1, 2026, through June 30, 2028.

Approve the job specification, class designation, and compensation resolution for the TCRTA Transit Coordinator I-II Series. Approve the personnel resolution for the Tulare County Regional Transit Agency amending the Fiscal Year 2026/27 position allocation as follows: Amend one (1) FTE TCRTA Transit Coordinator and one (1) FTE TCRTA Administrative Clerk to TCRTA Transit Coordinator II and Reclassify one (1) incumbent from TCRTA Transit Coordinator to TCRTA Transit Coordinator I and one (1) TCRTA Administrative Clerk I to TCRTA Transit Coordinator I, effective October 4, 2026. Add the TCRTA Transit Coordinator I and II classifications to a flexibly allocated job class series.

Approve an agreement with the City of Exeter for Cooperative Fire Protection, retroactive from July 1, 2026, through June 30, 2031.

Ratify and approve an agreement to accept supplemental funds from the California Department of Public Health for Tuberculosis Control Local Assistance funds for travel expenditures in June 2026, in an amount not to exceed $4,046, retroactive from April 1, 2026, through June 30, 2026. Ratify the signature of the Deputy Director of Public Health Operations on the National Tuberculosis Coalition of America - California Tuberculosis Controllers Association Joint Conference Travel Grant Budget Request from April 16, 2026. Ratify the County Health Officer's signature on the Acceptance of Award Tuberculosis Control Local Assistance Funds from April 27, 2026.

Approve an amendment to Agreement No. 32687 with California Psychiatric Transitions, Incorporated to replace and supersede Exhibit B-1, Rate Schedule, for the provision of basic mental health rehabilitation services, at no additional cost, retroactive from July 1, 2026, through June 30, 2027.

Approve an agreement with Turning Point of Central California, Inc. for the provision of specialty mental health services for Tulare County children, youth, and transitional age youth, in an amount not to exceed $64,985,323, retroactive from July 1, 2025, through June 30, 2028.

Approve an agreement to accept funds from the California Department of Public Health, Tuberculosis Control Branch, to support Tuberculosis prevention and control activities, in an amount not to exceed $76,420, retroactive from July 1, 2026, through June 30, 2027.

Approve an agreement with California State University, San Bernardino, to arrange field placement of student interns in the social work field, at no cost, effective September 22, 2026, through June 30, 2030.

Renew the Anthem Blue Cross health plans offered through the San Joaquin Valley Insurance Authority with an increase of 15.3%: Anthem Blue Cross PPO $500 Deductible Plan; Anthem Blue Cross PPO $750 Deductible Plan; Anthem Blue Cross High-Deductible PPO Plan. Replace the Anthem Blue Cross EPO $1,250 plan with the New Anthem Blue Cross PPO $1,200 Deductible Plan. Eliminate the Anthem Blue Cross PPO $0 Deductible Plan. Renew the Kaiser Permanente HMO Health Plans offered through the San Joaquin Valley Insurance Authority with the following adjustments: Kaiser Permanente HMO Plan: 9.74% increase; Kaiser Permanente Deductible HMO Plan: 9.75% increase; Kaiser Permanente Senior Advantage Plan: 0.26% increase; Renew the Dental plans offered through the San Joaquin Valley Insurance Authority with a 14.13% rate increase for Delta Dental PPO and 2.54% decrease for the DeltaCare HMO Plan. Renew the Vision Services Plan offered through the San Joaquin Valley Insurance Authority with no rate increase. Renew participation in 98point6 offered through the San Joaquin Valley Insurance Authority. Renew participation with Anthem for Employee Assistance Program. Renew participation with The Standard for Basic Life Insurance, Accidental Death and Dismemberment, and Long-Term Disability benefits.
