Thank you, Mr. Mayor. I am Erin Engman for the report. I am the principal urbanist here in the city of Tualatin. And we are pleased to have Matt Krejci among us in person today. He works at Eco Northwest and helps us with all his excellent quantitative data. And we have a lot of things to discuss with you today. So, I know that we have 45 minutes to cover a lot of data and we want to leave time for questions. So without further ado, I give him the floor.
Red button activated. Thank you Erin. Thank you Mayor Bubéni and the municipal council. I thought I would have a few minutes to relax in the public, but we are directly there. So we will start. I was there a month ago, a month and a half ago, to launch these projects. And for the benefit of all, it's part of a series of projects aimed at helping to make political decisions regarding housing here in Atua Latam. There are so many acronyms in all this. We will repeat them again. There is the analysis of the capacity of housing, the HCA, and the contextualized analysis of housing needs. It is the state that invented these terms, not us, not us. And later, this third section will be the HPS, the housing production strategy, and this is where it becomes really interesting because this is where political choices reside for you, members of the council. This is where we wonder what to do about it. What are the measures we can take here in the city to make housing more affordable and accessible to all in the community? Currently, we are working on the HCA and the CHN. We are in the middle of the second stage of our calendar. We discussed with your urban planning commission about a month ago and provided them with this series of quantitative data. We will come back later this year for the third part of this work where we will talk about the BLI, that is to say the Inventory of Constructible Areas. Call yourself the HCA corresponds a little to the offer and the CHN corresponds a little to the demand, isn't it? The Inventory of Constructible Areas is therefore the element that examines each property in Latin to determine whether it is suitable for the development of new housing or rehabilitation. We will look at all these interesting maps later this year. Today, we will review the quantitative data for the CHN. We will talk about the approachability as it comes out of some of these data. We are going to discuss the demography of the community, its evolution, what it means for the households here and the way in which all this is articulated to form a database for these crucial political conversations. We are going to start with this graphic. We really like this graphic at ECHO. I think the first time I came before your council, we presented this without the additional context on the sides. These data are based on the median income of the area. In this case, the zone E corresponds to the Portland region. That is to say, the 25 cities divided into three counties. The median income of the area is therefore about $130,000 per year. And this corresponds to the fourth column. And so your median income is here. So you see, by comparing these data, it seems relatively affordable. The median sales price of a house is about $ 640,000. So it's like out of the graph here. Once again, what we are trying to do tonight is to anchor all these conversations in the quantitative data that we observe. And this is one of the main graphics that we like to use to make this link between the income of households and the cost of housing. So, some good news. So the graph on the left here, you see the revenues of 2010 and also of this last year of data, 2024. Thus, overall, in all these geographical areas, the revenues have increased. There is about a third of the current housing in Latin America, and this corresponds to the Portland region, which earns more than $152,000 per year. There is therefore a group of people who are above this median revenue of the area. So it's good, it's good to look at that. Here is the opposite of the story, that is to say that if the revenues have increased, the cost of housing too. And in fact, the cost of housing has increased at a faster rate than the revenues of the houses. So you can see on the right here, it's about the evolution of the price of housing.
You have it in Latin and the... Oh, I should have done that in the colors of the brand, you have it in Latin, but I didn't do it, but I didn't do it. I apologize.
So it's this kind of red color. There, you have Latin, you are in some way in the middle with some of your homologous cities here in the region. Some cities in the county of Clacamas, eastward, have average housing prices higher. You can see the comparison with some other communities in the county of Washington. So it's great when the revenues increase, but they don't follow the rhythm of housing costs. This slide examines the relationship between income and housing. This one is a bit complex to analyze, but I really like this ratio of real estate value to income. So basically, if you take the value of your housing, you can simply go to Zillow to find your house, look at your taxes to see the real market value. All this is a bit imprecise, isn't it? But you simply determine the value of your house, then you divide by your income. You get this relationship between your income and your home. So we're looking for golf scores here. So the lower it is, the better it is, isn't it? Thus, the higher your income is in relation to the value of your housing, the more likely you are to be able to afford this housing. So here we are examining again communities comparable to Tualatin. We have the county of Washington in Oregon, there on the right. And we look again at the data from 2010 and 2024. You will see that a typical measure or a healthy balance between income and cost of housing is between 3 and 4, approximately. This means that this home does not take too much of its income to pay for its housing. And as the graph shows, you will see that almost all the communities are above this line. In fact, all the communities are above this line, except Sherwood in 2010, which was just at the mark of 4. Tuas Latin is now, in 2024, around 6. This simply means, once again, that this relationship between income and housing is tense for people. The increase in housing costs means that the relationship with the income is really in dire straits. We talked about the fact that, in Latin, one of the graphs showed rents around $800 per month. What are we looking at here on the left side of the slide? On the right side of the slide, you see a graph showing different types of rental units. Studio, one room, two rooms, three rooms. Our company has organized its annual summer picnic just across from here. And we said to ourselves, wow, there are a lot of families. So you see this here. While this is happening, if you look on the right side of the graph, the part of your community that is aging is really increasing. So in 2010, about 11% of the community of Tualatin was over 60 years old. It is now 21%. So the composition, the demographic composition of your community is changing. So even though you still have a lot of families, at a younger average age, there are a lot more seniors in the community. By looking at the composition of the households here, we have a higher part of large families or households that have adults living together. So it simply shows on the left side, you have the distribution of the size of the households. 42% of the households are three or more people, less than 40% are in Portland and throughout Oregon. I think that this shows a large part of the family composition within the community. When we made a presentation to the Urbanism Commission, we had a wonderful conversation afterwards and there were some questions about people with disabilities. They wanted more data on people with disabilities within the community and on access to housing. I mentioned the urbanism commission and I will now mention to your council that a part of the CHN is this very long and dense annex. And so there is a lot of data in there and when it will be ready to be shared with your council, there will be even more information here. By examining the community, the demography of the community and people with disabilities in particular in depth. And so, I wanted to bring out some of this information given the conversation we had with the Urbanism Commission here. At a general level, about 10% of the population of Tualatin has one or more disabilities. This graph shows different types of disabilities according to the geographical areas. Oh no, I went back. I thought I had surrounded this one too, but this is not the case. Look, I know there are six bars here. Look at the three bars on the right. These are data from 2024. These data show in burgundy and brown the housing occupied by tenants and in green those occupied by owners. Aaron and I discussed this morning with the work group on aging and we had an excellent conversation on the challenges of seniors here in Tualatin in housing. And a large part of this comes back to the cost, doesn't it? The financial burden on housing is another framework that we use in our work. It allows us to assess the difficulty that households have to assume the cost of their housing. The main measure of this financial burden is when a household spends 30% or more of its income on its housing costs. This does not only concern the rent or mortgage, but also the associated costs such as charges, taxes and maintenance. The only element that is not included in this charge and that is often mentioned are investment expenses. So if you have to replace your roof or face another major investment expense, this is generally not included. It is here to take into account these recurring monthly costs. The financial burden threshold used as an indicator is about 30%. Homes are considered to be heavily impacted when they devote 50% or more of their income to these housing costs. The graph on the left shows the financial burden by occupancy status in Tualatin. You will notice, remember that in comparison with other cities in the region, the rents in Tualatin were lower, weren't they? About $ 1,800 per month. However, this does not show the situation as a whole, because you see that the tenants, about 51% of them, if my calculation is fast and correct, are financially overcharged. And 27% of these tenants are under a very heavy financial burden. In total, about 35% of all Tualatin households are financially overloaded. In the context of the conversation with the work group on aging this morning, a question was raised concerning the owners facing an important or very important financial burden. We had an excellent discussion about the fact that many people with fixed income were able to buy their house a long time ago, while other costs, such as taxes and co-ownership charges, continue to increase. The financial surcharge affects everyone, but it is particularly acute for tenants. To go back to people with disabilities, we are trying here to show some disparities in the relationship between cost of housing and affordability. This shows that 12% of people with disabilities suffer a higher financial burden than the general population. And by examining race and ethnicity within the community, there is a disparity in the occupancy status, especially with the Hispanic community, which is mostly homeless. And it's a growing part of your community. That's the in-depth analysis of all this data. I would be happy to answer your questions on this subject. This consultation with different groups of community discussions at Tuas Latin continues and we will have more information on this subject. There is also a historical analysis that examines the development models of housing and current housing exclusions and we will talk about it again during the next session. Here are the discussion questions that I prepared for your advice tonight and I submit them to your reflection. We have examined this in different ways. We have examined, you know, the occupation according to race and ethnicity. Any other comments, advice, Gonzales? Thank you very much for the information about the aging of the population. The costs are increasing. What information do you have on people who want to move from a two-story family house to a full-fledged house? I know that creating a work group to make Tualatin more welcoming for the elderly would be very important, with good ramps, good handles, one level, and this kind of thing. Have you had an idea of the will of the population to stay in Tualatin? If Tualatin became a city more adapted to aging, for this population, because they have different needs? That's an excellent question, advisor Gonzales, and it was really a theme in the conversation we had this morning with the work group on aging. And I just see this, that there are disparities, because, you know, we work so hard to improve the community, to attract these well-paid jobs, and then we make it less affordable for others. So it's a big dilemma for us. And I'm just wondering, for people who rent an apartment for $1,100, they can afford it, but does it leave them a margin to save, knowing that they have a mountain to climb to access property?
That's an excellent question, and I think that indeed, some quantitative data is, once again, it is crucial to exchange with people individually to understand their experience within the community. But what quantitative data shows is that tenants are more heavily impacted by costs than owners. So yes, even if the median rent is lower, this population is particularly affected by housing costs.

Once again, for me, the important thing is to reflect if 3 or 4 revenues are combined just to pay this rent.
It goes as far as you are heavily indebted, it's over 50%. Exactly, Mr. Le Maire. And I appreciate your question. It also reflects, honestly, that the quantitative data that goes through the census, then that is put in a tabloid, only tells part of the story, doesn't it? So I really appreciate this evening's conversation and the discussion groups we work with, because hearing these testimonies of $800, when we are four in this housing and the difficulties to access the property. Another thing we heard this morning is that people really have a hard time finding first access housing in the community. Very well, our next point of the day tonight is the coordination of the river park project and the revitalization of the city center. Here is Queen Ikira, welcome. Hi everyone.
Good evening, Mr. Councilor. My name is Kyra, and I am the project manager for the parks and leisure departments. And we would like to thank you for the opportunity to present some really exciting projects tonight.
My name is Quinn Brunner, and I am the project manager for the city center revitalization project. These two projects, the river park and the city center revitalization project, are inextricably linked. We provide this joint update to celebrate two important stages of the project and to highlight how we intend to work together and where we plan to move forward. We have about 15 minutes of presentation and 12 slides. We will be happy to answer questions later.
I just want to briefly mention that Queen and I have been working very hard this past year to ensure that these projects are really unified. So we can't wait to move on to the next phase together and see all the beautiful things that we can accomplish with the community. In 2022, the $25 million obligation for parks and trails was adopted. The six areas that the obligation has decided to finance come from the park and leisure directorate plan. The six areas funded by the obligation are the sports fields, the replacement, the game equipment, the future, the acquisition of land, the road connections, the improvement of parks such as the Vétérance Plaza and finally the future river park to complete this obligation. Tonight, the approval of the architect's office will be in order, the landscaper who will design the future river park and will ensure the participation of the community. The basis of this work is based on the topographic survey already carried out on the site of archaeological studies, as well as an important part of natural restoration carried out by Tom Steiger and his park maintenance team. Without further ado, I would like to present to you the Berger Partnership cabinet, based in Seattle, in the state of Washington. One of the really great aspects of this cabinet is its experience. As you can see in the upper right corner, they worked on the seafront of the center of Olympia and the Maiden Bower Bay Park in Bellevue, as well as on the Riverfront Park in the Spokane region. It is Bergeritz Megma, this is how they call themselves. They really pushed us to see beyond the limits of ownership, their maintenance and their response to the call for offer. Taking a step back, we are officially entering the third phase of the revitalization project of the city center, which includes the creation of an urban planning framework and updating design standards. To carry out this work, as Kira mentioned, we are calling on Walker Macy. Walker Macy is the largest cabinet of urbanism and landscape architecture in the Northwest Pacific and they have worked on emblematic projects of the region, including the city center of Bend, the Japanese garden of Portland, Pioneer Courthouse Square and the original project of Tua Latin Commons. They have already begun to search in their archives and have found very useful documents concerning the initial design of our city center. The Walker Macy team will be led by Ken Peary, and I will include and list the other people involved.
