Adam Brian, city manager, we have item 10D from the cultural arts commission and community services to approve application design rendering uh for the public art mural of double tree by Hilton Torres Marriott. The item is deferred to the meeting of February 10th. There are supplemental materials available online on the city website at torancia.gov for the following items. Item ah from city manager to adopt California Environmental Quality Act SQUA categorical exemption and approved master lease agreements with the Federal Aviation Administration for on airport navigation and equipment and airport traffic control tower at Torrance Municipal Airport Zampern Field. Thank you, Mayor Prom. Good evening. I'd like to share that this Thursday, January 29th, at 11:30 a.m., the city of Torrance will host a celebration of life for former mayor Dan Walker at the George Nono Theater. Mayor Walker served our city with dedication in heart, leaving a lasting legacy and a meaningful imprint on Torrance that will endure for years to come. As we sit on the day as today, we reflect on the work he devoted himself to in making our city stronger, more vibrant, and better for our future generations. The George Nano Theater is located at 33330. That's 3 3330 Civic Center Drive. The event is open to the public and the community is invited to attend. Thank you.
Thank you, Council Member. I want to begin by sincerely thanking the dozens of community members who took time to attend the LA Metro Board meeting last Thursday in downtown Los Angeles, as well as the many residents and business owners who called in and watched online to show their support and share their concerns. Your presence, time, and participation reflect a strong uh commitment to this community and to staying engaged in the issues that affect our city. As many of you know, the Metro Board voted to advance the Hawthorne Boulevard option for the KC line extension project rather than the locally preferred alternative that would have used Metro's existing rail rideway. The city is disappointed and so am I with this decision and remains concerned about the potential impact this alignment could have on traffic flow, access to our major business corridors, and the long-term economic vitality of Torrance and the entire South Bay region. That said, the city will regroup, evaluate next steps, and continue advocating to ensure that the best interests of our residents and businesses remain front and center as this project moves forward. Thank you for your continued engagement and support. Your participation helps shape our work, and we truly appreciate the partnership. We will keep the community informed as updates become available. Thank you, your honor. The city of Torrance general municipal election is on Tuesday, June 2nd. Voters of Torrance will be electing a mayor, council members for districts 1, 3, and 5, a city clerk, and a city treasurer. The nomination period will open on Monday, February 9th by appointment only, and nominations close on March 5th, unless an eligible incumbent fails to file. Then the nomination period for only that office will be extended to March 11th. If you are interested in running for office, please contact the city clerk's office at 310-618-2870 or city clerk@ toranca.gov gov to make an appointment to be issued nomination papers. It should be noted that February 9th and 10th are completely booked.

During election season, candidates often obtain permission from residents and businesses to place their campaign signs and banners on private property. Only the property owner may remove signs located on private property. Thank you again. And now, Chairperson Cartsonus from our planning commission has an announcement. Honorable Mayor Pro Tim and city council, thank you for having me here. I am David Cartsonus and I am the chair of your planning commission. In the six years I've been a planning commissioner and the three consecutive years I've been serving as chairman. We've been tasked with many issues and we've worked diligently with our truly great community development uh staff to solve them. And as you know, we cannot direct ourselves and we cannot direct staff. So on behalf of the city of Torrance planning commission, I am here to ask you to direct us to facilitate a review of the hillside overance hillside overlay ordinance. Um there state laws have have effectively created a situation where there are significant loopholes in it. uh and it does not offer the protections that our residents um initially were protected uh or felt that they were protected. So, we would like you to uh to direct us and to direct staff to facilitate a review of the hillside overlay. Um and uh with that, that's all I had.
Thank you. Could we look for council concurrence for that? I have a question to Michelle, director. So what does that mean if we give it uh or we agendaize this for the planning commission? Uh do do we have authority to look into that?
Uh your honorable mayor prom uh council members Michelle Romero's community development director. We are actually the uh staff is actually going to be doing a presentation to the planning commission at their February to go over what the hillside ordinance currently how it's laid out now and inform them of what can and can't be done. While changes to the hillside ordinance could potentially be done, they can't be more restrictive than what's already in place. So, in other words, some of the changes that I know the community would like uh for development standards um they one have to be applied to an entire city. They cannot be applied to just one area any longer and they cannot be more restrictive than what we have now. In other words, they would have to be uh more uh they'd have to be more generous to allow more housing to be built in the areas. So, it's it's potential that um by relooking at this it it would not change it to be more restrictive, but instead it would um just eventually potentially just make the same regulations that apply citywide if it is dealing with such things as ADUs or um SB9 type projects or something like that. if it's just a regular um addition that they are applying for then the standards that are in place are satisfactory.
Thank you for clarifying and thank you chairman Carsonus for bringing this up. Definitely we want to see if we can have any kind of improvement or what can we gather and go with that. So thank you. Any other questions? Should we look for concurrence then to allow them to do a review of it?
As I mentioned, we're already bringing the workshop to them. Um, I think that would probably just be a good a good start so then they can understand what is allowed now and what can or can't be done because I think what the planning commission is looking for is to actually create restrictive development standards and that would not be allowed. So in other in other words, there's no false hope. We want to make sure they understand that. Not as related to um accessory dwelling units or junior. That's right. Correct. All right. Thank you.
Okay. So, it sounds like we're going to wait until you have the presentation with them. It's at the council's discretion. I was just responding to questions. Council member, correct me if I'm wrong, but the fear is that changing, you know, going in to change things sets us at pods with the HCD. And if we do go down a road where we are more restrictive, then we risk a lot of backlash from the HCD, which could include descertification of our housing elements. Correct. You are correct.

Moving on to community matters. Um, we have the pleasure of having the West High CIF Champion Cross Country Team here and I'm going to let Council Member Lewis um, tell us about their success.
I'm telling you, nobody does it like West High. I'm just saying. District two, nobody does it like West High. Tonight we are so proud to recognize the exceptional group of student athletes who has brought great pride to our community. The West High School boys cross country team and the recent CIF champions. This team accomplished an outstanding undefeated season. A remarkable accomplishment that reflects their discipline, perseverance, teamwork, and commitment to excellence. Their CIF championship is the result of countless early mornings, long practices, and a shared determination to succeed. This achievement would not have been possible without the dedication and leadership of their coaches as well as the unwavering support of parents and families who stood behind these young men throughout the season. On behalf of the city of Torrance, we want to congratulate these young men, their coaches, and their families. You have not only won a championship, but you have also shown what it means to represent Torrance with pride and excellence. You are true champions both on and off the course. At this time, we would like to invite the coaches to say a few words, followed by the athletes to come forward to receive their certificates of recognition and a picture with the entire council. Coach Thank you so much uh for allowing us to be here. Um and thank you for your kind words. You basically said everything that I was going to say. Um we're very proud of these boys. This is our first championship in four years, which means none of them have experienced it before. They weren't even freshman when uh the last team won a championship. Um they set goals at the beginning of the season. They put thousands of miles in
over the course of not just this year, but our seniors have been running for four years. Um, uh, we're really proud of them. The CF championship is just kind of icing on the cake, but we are proud of the the young men that they have grown to be and um, we're so grateful that we have a city that is willing to support um, support these boys in their accomplishments and their endeavors. Um, most importantly, I would like to thank coach Michael Nakahara, who uh is an alum of West, who also has several championships under his belt. Uh, boys learned a lot from him. Um, yeah, and we couldn't do it without our entire community.

Yes, your honor. Christopher Truman. Hi there. I'm a pretty easygoing guy. I tend to avoid conflict and uh I it's pretty hard to get under my skin. I love the city of Torrance and I appreciate the hard work that the staff and council do to ensure Torrance residents have strong support and leadership. Two days after Renee Good was murdered, a council member took to their online diary on social media to give unwanted and unnecessary support for the ICE officers responsible for this violence. As a private citizen, you're welcome to express your thoughts. However, as a current council member, you should be held to a higher standard. You stated that the officers were just following their orders. That's a justification I remember learning about in history books. Aurelio Matuchi, you believe yourself to be the big, brave warrior willing to say what no one else will say. The one smart little boy who will defend Torrance from becoming a third world country. You're a small, hateful man, and your divisive rhetoric disgusts me. You're a stain on the history of Torrance and an embarrassment to the city. I truly hope you never hold elected office for the rest of your life. Thank you for your time.

No one else. you're um there's still an opportunity if anyone would like to speak under one to step up to the mic. Good evening prom mayor and council members. My name is Arohi Sharma. I'm a Torrance resident in district 4. So I'm coming up on my 10th year anniversary of working in politics and over that decade I've learned two things. The first decisions are made by those who show up. And the second is that relationships matter. I was so proud to take a day off of work and join you and Torrance staff on a Torrance Transit bus to the LA Metro Board meeting last Thursday. Thanks to those of you who showed up and who have been showing up for the last two years. You know, many of us who rent and aren't retired don't have the luxury of taking off work to regularly attend those meetings. So again, thank you for showing up for those residents for us. While the ultimate outcome was predictable, what took me and every other person in that room completely by surprise was Supervisor Han voting against Torrance. I felt embarrassed in that moment. Something is broken when our board's supervisor changes her vote at the last minute and only offers a sorry to those of us in the room. Something is broken when our neighboring cities overpower Torrance's voice on projects that overwhelmingly benefit us. Relationships matter and super supervisor Han's vote on Thursday told me that our city's relationship with her is broken. As our city leaders, I urge you to build stronger relationships with other electeds and with other cities because the South Bay community extends
beyond Torrance's borders. When big, necessary, and exciting projects like the CK line extension are on the menu, I want Torrance at the decision-making table instead of at the end of a skewer. Thank you.

Oh, I made a long list of, uh, complaints and grievances I have. And, um, oh, that's that's the other meeting. Well, I'm at the microphone anyways. I'll uh just read this. Um, due to my isolation, I finished three books yesterday, and believe me, that's a lot of coloring. What did our parents do to kill boredom before the internet? I asked my 26 brothers and sisters. They didn't know either. Today, I melt Today I melted an ice cube with my mind just by staring at it. It took a lot longer than I thought it would. just sold my homing pigeon on eBay for the 22nd time. I grew up with Bob Hope, Steve Jobs, Johnny Cash. Now there's no jobs, no cash, no hope. Please don't let anything happen to Kevin Bacon. I told my wife when I offered to wash your back in the shower, all you have to say is yes or no. not all this who are you and how did you get in here nonsense. But thanks Torrance.

In the main gallery, defending ethical integrity, the new degenerate art counters the Trump administration's intervention in the Miss Smithsonian, the Kennedy Center, and the NEA while evoking the legacy of the 1937 degenerate art exhibition in Nazi Germany. The first resolution is number 2026-11, a resolution of the city council of the city of Torrance, California, determining certain city-owned property not required for city purposes and that leasing the property is in the public interest for city-owned property located at 3455, 3511, and 3525 Pacific Coast Highway. The next resolution is resolution number 2026-12. A resolution of the city council of the city of Torrance, California, declaring certain city-owned property as exempt surplus land pursuant to California surplus land act government code section 54220. And the last is resolution number 2026-13, a resolution of the city council of the city of Torrance, California, approving a purchase and sale agreement and authorizing the disposition of certain city-owned real property located on the 2200 block of Delmo Boulevard, APN7352-006-905.

Thank you, Mayor Pro Tim. Uh David Dumay, fire chief. Uh this is a recommendation of the employee relations and public safety committee that the city council approve the transfer of the Elsaundo fire department urban search and rescue apparatus to the tors fire department and associated grant funding and authorize the p purchase of the uh USAR equipment assigned to the unit from the city of Elsagundo in the amount of $35,000 and accept and file the meeting minutes of the December 16th 2025 employee relations and public safety committee meeting. Um we've been in con uh consultation with Elsa Gundo for a little over a year now um with an urban search and rescue vehicle. Um their department um uh received this uh vehicle years ago. Um but there's been some waning interest from their members. Um the LA area fire chiefs does the grant funding for the fire service in the region and they asked if there was someone in the South Bay that could uh accept the vehicle and accept the grant funding which we stepped up and we did and um we're very excited to have this resource come one to stay in the South Bay and two to come to Torrance. Uh we are going to partner with our our partners in in uh the fire service in the South Bay, Redondo Beach or Mo uh Manhattan Beach and Elsagundo to help staff this in the event that it has to be used. But um we have enough people to staff it today. Knock on wood that it gets gets recalled. But uh it's a great resource for for the city and a great resource for for the South Bay and the region.

Good evening, Mayor Promp members of the city council. Carlos Weisar, management associate with the city manager's office. Uh supplemental material was prepared for this matter. Um in staff is recommending a revised uh recommendation. Reason being is the city as well as the Federal Aviation Administration FAA, we're still finalizing one of the master releases in regards to the um airport traffic control tower. Um with that, we are pulling that agreement for consideration tonight and then once that agreement is finalized, we will prepare a separate agenda item for that consideration at a future date. Uh for tonight, we're revising the recommendation that city council still adopt a categorical exemption for uh the execution of the lease agreement for only the on airport navigational aids at this time.

Uh, Mayor Prom, Danny Santana, city manager's office. I just wanted to uh add that in addition to the categorical exemption, we would like to have the approval of the mass release associated with the on airport navigation aids equipment. So that is item two. So if we could take an additional motion to include uh number two of item 8H. Uh we are as Mr. Weezar indicated we are not proceeding with number three which is the uh traffic control tower. Thank you. Now is the time and place for the appeal of agenda item 9A, a recommendation of the planning commission and community development director that the city council deny the appeal and adopt a resolution to approve a conditional use permit and development permit to allow the construction of a new residential development consisting of 449 residential units on the property located within the HDA1 zone at 3610 Torrance Boulevard. The appeal will follow the appeal proceeds will be as followed. First, a presentation by the staff, followed by questions from council. Next, a presentation by the appellent with a maximum of 10 minutes, followed by questions from the council. Next, a presentation by the proponent with a maximum of 10 minutes followed by questions from council after which members of the audience may speak with a maximum of two minutes each regarding the proposal. Finally, a maximum fivem minute rebuttal if requested by the appellant. Is there a staff presentation, please?
Yes, there is. Uh, Mayor Prom Galani, good evening. uh Luis Velasquez Planning Associate Community Development. Uh good evening, Mayor Prom, and members of the city council. Tonight's item is an appeal of the planning commission approval of a residential density bonus project. The appeal challenges the environmental determination under the California Environmental Quality Act. Next slide, please. Tonight's presentation will briefly cover the project location, the and background, summarize the appeal, discuss SQUA, and conclude with the site plan elevations and staff's recommendation. Next slide, please. This slide shows the project site highlighted in blue. The site is located at 36 Santor Boulevard within the Hawthorne Boulevard corridor specific plan. The general plan designation is commercial center and the zoning designation is Dammo business subd district 1 or HDA1 zone. The site is bounded by Torrance Bellar to the north, Amy Avenue to the east, and a private driveway along the south and is located within a fully urbanized corridor with surrounding commercial, hotel, and residential uses. Next slide, please. On November 5th, 2025, the planning commission held a public hearing and found the pro the project compliant with SQA and the HDA1 standards. Following public testimony and the commi the commission approved the project on a 5 to1 vote. On November 18, 2025, supporters alliance for environmental responsibility filed an appeal challenging the SQA determination and requested additional environmental review. Next slide, please. The appeal disputes the use of the class 32 infield development exemption and requests preparation of a mitigated negative declaration or an environmental impact report. The appeal itself does not include technical studies or
evidence showing that any class 32 criterion is not met. Next slide, please. Staff reviewed the project under the class 32 info development exemption. As such, staff would like to identify these five criteria. A, the project is consistent with the general plan designation, commercial center, and zoning, HDA1. B, the project is located within the city deterrence and consists of an approximate 4.03 acre parcel and is surrounded by urban uses. This is below the 5 acre maximum limitation for this exemption. C. The project site is not a habitat for endangered, rare, or threatened species. The technical studies were conducted in coordination with city staff. Studies demonstrated no significant impact in traffic, noise, air quality, or water quality impacts and therefore exempt from detailed analysis below and are below any thresholds. And finally, E, the project site itself is served by existing services. Oh. No, it's the same. Yeah, sorry. Uh, the project side is served by existing utilities and public services in accordance with the guidelines for implementation of SQA. If an infill development project that is found to meet the criteria, it is categorically exempt and no additional review is required. Based on this review, staff staff determine the project qualifies for the class 32 exemption and no further environmental review is required. Next slide, please. This slide shows the overall site layout and building footprint. The project includes 449 units including 45 affordable units with with internal courtyards, landscaping and a structured
parking at a lower level. Vehicle access is provided from tor uh sorry from the private driveway along the southern portion and the private driveway towards the west. As a density bonus project, the project is subject to sorry as a density bonus project that meets objective standards. The project is subject to protections under the housing accountability act. Next slide please. These elevations show the building height, massing, and architectural articulation. Des the design is consistent with the Halton Boulevard quarter specific plan and includes modulation to reduce perceived scale along street frontages and adjacent properties. Next slide, please. Uh this slide just includes a continuation of additional elevations along the east and northern elevations. Next slide, please. Uh based on the analysis, the planning commission and community development director recommend that the city council deny the appeal, affirm the class 32 infill development exemption, and uphold the planning commission approval. I am a law clerk from Lozo Jury LLP here on behalf of the appellent supporters alliance for environmental responsibility or safer. Safer respectively requests that the city council grant its appeal and deny approval of the project because the city has improperly relied on a class 32 infill exemption for this project. The California Environmental Quality Act or SQUA prohibits reliance on mitigated exemptions. This means that a city or lead agency cannot rely on categorical exemptions like a class 32 infill exemption if doing so would also require the implementation of mitigation measures to reduce potentially significant environmental impacts. Here the city's reliance on the class 32 infill exemption is precluded by its inclusion of measures to mitigate the project's construction emissions impacts. The city supplement notice of exemption explains that the project would use tier 4 construction equipment as a project design feature. While the city labels the use of tier 4 equipment as a design feature, it is actually a mitigation measure. The purpose of incorporating tier 4 equipment is to mitigate the project's air quality impacts. The city supplement notice of exemption even states that this use of tier 4 equipment will ensure the construction emissions do not exceed air quality emission thresholds. Based on the city's own explanation, it is clear that the project's incorporation of tier 4 equipment is a mitigation measure, not a design feature. For this reason, the project does not qualify for the class 32 infill exemption. Safer again respectfully request that the city council direct staff to conduct sequel

Good evening, U. Mayor Prom and City Council and staff. Um, we've been working on this project for Vista Homes. My name is Doug Min. I'm sorry. Um, I've been working on this uh project for Vista Homes at this site for about almost three years now. And we work diligently along with the staff, with Louise, with the director of planning, with the city manager uh office, with the city council, with Assam Shik, whose district this is in. And we work diligently to make this project something we're proud of, something that looks good, and something that'll bring a great housing um facility to Torrance. It's a great location in a great city. It's a we think it's going to be a terrific building. It has uh Councilman Sheic asked us to include affordable housing. We have 44 affordable units in the site and uh we just hope you think it's as good as we do and we ask you to uh vote in favor of I guess what is the motion to keep this categorically exempt and uh so we can move forward with this hundred million dollar building. So, and then I have my SQA expert here and my traffic engineers too. If you'd I'd like them to say a few words unless you have some questions for me

Good evening, Mayor Prom, council members. My name is Jennifer Kelly and I'm a consultant with Place Works serving as the project manager on the SQA component of the project under the direction of the city. Place works prepared a class 32 categorical exemption pursuant to SQA guidelines section 15332 based on substantiated analysis as provided in the attachment to the notice of exemption which was independently reviewed by city staff. The analysis concluded that the proposed project is exempt from further environmental review under SQA because it is consistent with the criteria defined by the class 32 exemption. In addition, the project has also been reviewed under SQA guidelines section 15300.2 exceptions to confirm that there are no characteristics or circumstances that might invalidate findings that the project is exempt from SQA. In a supplemental comment received by city staff within 24 hours of this hearing, the firm representing the supporters alliance for environmental responsibility or safer claimed that the project is not eligible for a categorical exemption because the applicant's commitment to utilize tier 4 uh as a project feature rather than a mitigation measure would disqualify it. However, we find this interpretation of SQA is inaccurate. The inclusion of commonly used technology of tier 4 construction equipment as a project feature and condition of approval ensures that the project is protective of the environment and is allowable under SQA. The commitment of tier 4 equipment is appropriately reflected in project approval recommendations and the project description of the categorical exemption. Tier 4 equipment is commonplace and does not present a unique strategy or approach to reducing environmental effects. Their second point raised is that the
air quality quality modeling is invalid given it relies on unsupported off-model assumptions rather than default model assumptions. The analysis use project specific inputs that are highly accurate of what is proposed rather than the typical default assumptions which can over and underestimate impacts. The approach taken is industry standard best practice and defensible under SQA. Therefore, the air quality analysis adequately supports the applic the application of a categorical exemption and based on the NOE and NOE attachment prepared by Place Works and independently reviewed by the city staff, the project is categorically exempt from further environmental analysis. Uh before I ask question, I just want to disclose that uh I met with a developer and their representative and also I visited the uh location multiple times but uh my decision will be based on the information provided today. Uh the question is uh to the staff have the safer provided any kind of uh documents to support their claim? Council member. Uh the appeal itself did not include any technical studies. Written comments uh referencing any studies were submitted separately prior to the hearing. Uh staff did review those materials and determine that they don't provide any substantial evidence showing that a any class 32 criterion is unmet and that a sequel exemption exception applies.

Uh with that uh I just want to thank uh for them to um listen to our request and providing 45 a uh affordable units for this uh project and also uh I work very with them very closely to make sure there's improvement in the facade and they were very kind enough to made a lot of changes to make this project. I'm excited for more housing. This is very exhilarating to see uh my city change and adapt to a 21st century economy and reality. I'm so excited to see this kind of development um approved in the city and I hope it does get approved. Our city's in dire need of more housing like yesterday. Um and especially more affordable housing for for younger families like mine who want to call the city our home. Um these 449 units represent something like 9% of uh the total housing that Torrance has to uh build in order to comply with the Rena numbers. So I'm excited for some progress in that direction. Um, but I am a little disappointed that only 10% of the units are designated as affordable. I'm still not sure how the city goes by calculating what threshold is appropriate for affordable units and what isn't. Um, but on a high transit, high density corridor like Hawthorne Boulevard, I'd like to see those affordable unit numbers substantially increased. Um, like I said, supports this development and urge you all to simultaneously increase the number of affordable units. Thank you.

Thank you. Hi, Charlie Selenus again. My uh question is the parking that neighborhood is already maxed out. Uh there's no street parking available. Is this uh property going to be able to contain one or two cars per unit in the parking that they have on the property? That's my question. Thank you, sir.
Please. Torren's model is a Torren's model is a violent city. While this housing plan sure doesn't follow that principle within the past two years, the city council has already approved three projects totaling over 600 town homes and apartments near the Lama Mall. This foreign builder plans to dump more the largest apartment building in Torrance history next to Torrance's largest hotel and the Lama Mall. Dumping all those units at a density over twice Torrance's legal limit will mean that in the near future Councilman Shakes district will now be saddled with over 800 new units and upwards of 1100 new units will be sending several hundred more students to Anset Jefferson and West High School. The TSD will love that. As a 60-year resident of Torrance, I'm quite familiar with this parcel's history. Over a decade ago, city council looked at building a conference, a small conferencing center on this parcel. The owner rejected it out of hand. Approving this project shows that the city is unwilling to enforce its own development standards. So while this landowner wants to seriously overcrowd this part with some state sanctioned um lowincome affordable housing apartments, I propose that these uh apartments be required to only rent to people that were homeless since that's the state's general excuse for why they have these high density standards in urban areas. And we already have some that have already been vetted temporarily living at the project near city hall. And since these people have already have a low income to help keep the rent down for them, I this person that rents one of these units should be prohibited from owning any kind of motorized vehicle. The odd thing about this project is that city council has already approved setting up a special Muller district for just this project. I don't think the city council has done that before. And finally, this project joins the Marriott Hotel, Don's largest hotel. The problem with that is that over 40 years ago when the hotel was proposed to city council while around 500 rooms were built by the original developers, the city council granted the proposal a perpetual right to ultimately build 1,000 units on the current and adjoining parcels. So council has anyone
on staff figured out yet how to resolve that potential conflict be submitted? Charles Demer. Thank you sir. Anyone else? Mor prom can also make a comment on this. Sure. I'd like to engage our city attorney as well as our community development director to respond the question. Uh number one is uh do we have in a city any leverage as a council to stop those developments?
Mayor Proam uh council members Michelle RmIrez community development director the limits are are difficult when there's affordable housing. that is part of it. Um we have a housing element that requires us to do certain make certain um follow certain requirements that we said we would be doing. Um there's state laws that have now been implemented that make it more difficult to deny affordable housing projects and could potentially then descertify our housing element. which if our housing element is descertified means that any housing development could come in here and bypass planning altogether and make it as big and as dense as they would like and we would not be able to stop it at all or have any control over it.
Um you do have control over development standards and how the project can be developed and what it might look like. So you have control over over things like that. You had previously mentioned about uh affordability. As far as affordability goes, this project applied for a density bonus which allows them certain concessions for affordable housing being built. Our city does not have what's called um inclusionary housing, which means that um any development that gets built, regardless if they go for a density bonus or not, are required to build affordable units. Currently, right now, uh it was mentioned about the Reena uh Arena numbers, which is a little less than 5,000 units that we have to build. we've approved or this council um planning commission and the council over the last uh year year and a half has pre approved probably over about a thousand
units. So we are doing our part to meet those numbers of the of the arena and we are always looking to encourage developers to put affordable housing in these units even when they're not applying for a dying bonus or any special state bills that are allowed to be built. A lot of it comes down to really the um proforma and what they can afford and the development of the project itself. As this applicant mentioned, this is a very um costly development. They're putting a lot of money into this and um so we are thankful to get the 45 units that that we are getting for this development. So I hope I answered your question.
Yes, you did. Thank you. I think RENA means the regional housing need assessment that we are have to have around 5,000 units in 8 years. My apologies for using the acronym. You are correct. Uh that is what Venus. Yeah, thank you. And also I would like to engage our city attorney to ask what will be the consequences if we stop those developments for the city of Torrance. The state will sue and then the they'll implement the builder's remedy. So then our codes won't matter and they can kind of do whatever they want which is a really really bad situation.
Thank you both of you. I just want people public to know where we stand and how difficult it is for us to stop those developments. And the only thing like uh Michelle uh the community development director mentioned that we can make it some requirements to have affordable units and to make it nicer, beautiful and the location we're not going to have them to build those number of units in area where it's not going to be a good fit. Mayor Pro Tim. Council, if I may also just state that sometimes the public complains the length of time it takes to get to a planning commission or city council. A lot of it does have to do with how hard our planners, our planning managers work at trying to bring a project that this community can be proud of, that staff can be proud of, this council can be proud of. We are we are really looking at these. we are scrutinizing them and we are want to ensure we bring quality development that's going to last a long time and isn't just here for today that 10 15 years from now it will still look as new and as good as it did the day it built. So our planners work very very hard and diligently in trying to make that happen. So I'd like to give kudos to the team for doing that.

Working with the developers trying to make sure that it fits as best it can into our community and in walking this one today. It it really does. You know, it's by high parking structures, high buildings um on on major intersections. So, I think you did a really really good job. Um, so thank you to all of you. I did want to address one of the comments about parking. If you could share a little bit with us about about the parking, please.
Of course, Mayor Pro and council members. Uh, the project itself will be providing 815 parking spaces for the residential units. It's a two-tiered structure. The two lower levels are all parking and everything above that would be residential uh units. Thank you. So the ratio of parking is two about 2 point something to to the unit. So each unit's going to have a couple of parking spaces and it is off street. Correct. It's all within the existing property and will be developed as such either the regular spaces or tandem parking.
Thank you. And is there someone that can explain kind of residential parking versus business? I mean residential car traffic versus business. It's a little bit it's it's less because you're not having so much in and out throughout the day.
That's correct. Uh Mayor Prom, uh commercial parking, we have folks coming in and out of any commercial space. They go to buy something and they leave residential uses. We go home, we go to work, and then we go back home. And for major periods of time, uh for the most part, people are not there. So, the site might be underutilized or will not be parked at uh those peak uh working hours. Okay. Thank you. Does anyone else on council have a question? Please.
Uh for staff, would this project fall under the community facilities district? Mayor Pro Tim, uh council members, yes, it would. Uh the the um community facilities district otherwise known as CFD uh applies to you applies to properties that have five or more units. So this one does apply apply. the applicant is aware they are in agreement with that. And uh at the last council meeting was when we brought forward the noticing of the public hearing for this item which will be brought back again in which the applicant will have to um acknowledge that they will agree to be part of the CFD.

The community facilities district is a fee that is charged based on different based on the type of um uh use that is being put in there that then can be applied to assist such things as um utilities um infrastructures, police and fire services um is what that is for.

Here the use of tier 4 equipment is to directly address emissions resulting from the project if not for the tier 4 equipment. A public hearing is being held tonight for citizen input into the development of the city's annual action plan for the period of July 1st, 2026 through June 30th, 2027. The annual action plan includes the proposed activities, resources, and expenditures for the community development block grant or CDBG and home investment partnerships programs or HOME. HUD requires an annual action plan in order for the city to receive federal funds under these programs. In past years, these monies have been used for the public works sidewalk improvement for disability access pro accessibility project as well as for funding the housing rights center to affirmately further fair housing in Torrance. The federal government is currently working on allocating the CDBG and home fund funds awards for the fiscal year 2627 and have not yet announced the final amount amounts to each participating community. While federal funding awards have not yet been announced, staff anticipates the funding allocations will be similar to the funding received in the current fiscal year, which was $947,578 for CDBG and $418,71 for home. Tonight, the city welcomes any recommendations, suggestions, or funding requests on the city's fiscal year 2627 annual action plan. To properly evaluate all proposed projects, it is recommended that the city council defer making any recommendations this evening. I serve as the executive director at Family Promise of Los Angeles. We are a nonprofit organization serving families experiencing homelessness and housing instability across the South Bay, including the city of Torrance. Our work focuses on housing stabilization and case management services for low and moderate income families, helping parents and children regain stability and avoid prolonged homelessness. For families we serve, homelessness doesn't look like a stereotype. It looks like a four-year-old child trying to get comfortable and warm enough to sleep in their car at night or a single parent deciding between a safe place to sleep or food for their children. We are seeing an increase need among families in Torrance and um overall in Los Angeles County and supportive services play a critical role in helping families stabilize before a temporary crisis becomes long-term homelessness. As the city develops its annual action plan, we would like to express our interest in CDBG public service funding to support the stabilization and case management services for Torrance families. We believe this work aligns closely with the city's goals around housing stability and community well-being and we would welcome the opportunity to apply if this is aligned. Mayor Pro Tim, council members, um, for the CDBG we're looking at about 900,000 and for the home a little over 400,000. we would be anticipating. I would also like to note um just so the council is aware for the uh and and also for the speaker uh we will we actually have an application process for any public services that would like to apply for funding. that application uh actually closed but they are still allowed to come tonight to speak and when they come tonight to speak then we will still provide them an application so that way they can complete it and submit it so we can ensure that it is something that is first allowed through funding by HUD. Um also uh so the council is aware up to 15% of the CDBG allocation can be used towards public services. It can be used towards new or increased services. You can't use it though to replace services. So if we were as an example already already funding a some type of service and we no longer wanted to fund it with general fund and wanted to come in with CDBG, you cannot do that. But you can do new and increased services. Uh so but we we will get family promises an application. We encouraged them to come tonight to speak so that way then we could provide them that application and then bring that back for the council's consideration when we bring back the entire um action plan. Um, so this item is a recommendation of the city manager, general services director that city council provide direction regarding the reallocation of available funding from the capital project at the Herman Tillant Senior Center and to use potentially that funding to support the p uh restroom renovations at eight parks. Those parks were identified via our facility assessment and some community feedback as parks that need a little TLC. Um, essentially we're hoping to get some direction in terms of this is uh something that the city council would like us to pursue and if so we could general services would work to develop scopes of work and any solicitation to get these projects off the ground.

So part um by the way Milton General Services I I forgot to introduce myself. I was so excited about this one. Um so uh I want to make sure that I I highlight that the design package is actually being completed. So we'll have a full design package for the senior center. Um, at this time there wasn't an I think the um the feedback that we received from our design group was that it's not an immediate need to repair or renovate this facility, but it could be done in the future years as part of a capital planning five-year outlook that we could look into incorporating it again.
I I think there's a difference of opinion. Um, and uh, as much as I, excuse me, want to support um, renovations at Wilson Park, um, I do go to the, uh, facility in North Torrance uh, probably about three or four times a week. So, as I speak to the users of the facility, I think they would have a uh, a different opinion. So, I simply ask that as we move forward that uh, staff continue to pay attention to this project in North Torrance. Thank you. Council member Shik,
thank you. Uh along the same lines, I think uh these are just uh guesstimates, rough estimate that you guys will work on some of these parks or these are just the hardcore. You're not going to go to any other parks. Um it's about 933,000 that you're asking, right?
Yeah. from the existing budget that's available at the tillum. Um so these numbers were um gathered via recent projects of comparable scope and size. So the pricing is tied to uh what we just experienced at some similar uh renovations that we had completed like Delthorne and Hickory Park. Um these parks were the ones that were uh according to the facility assessment report in most need. Uh, and we did receive some community feedback. I would like to highlight that not included in this are projects at Paradise and Colombia and Elnido. Those are items that are separate. Yes. So, that's why they're not included in this scope of work.

Uh so part of yes, part of the scope of work at Wilson Park was to include mainly exterior features, so addressing the roofing and painting, but Wilson Park was a little bit more unique. So, we were going to install new doors and especially on the restrooms on the west side. That that was one of the areas that we we kind of identified that needed to have the doors replaced. Um those are individual. Um I want to say they're individual to that building. There are no doors there, so there's nothing to replace.

I believe you're talking about the restrooms on the east end of the with the partitions in the restrooms inside. Correct. That's something we can look to include in the scope if we have the budget for it. Sure.
Uh yeah, I would I would prefer honestly that we include that in there uh over some other upgrades. Um so my grandson doesn't call it creepy anymore when he goes goes uh to the to the park. And then um also I have uh questions about um Hickory Park as well. Um Hickory Park, their restrooms are also in desperate need of some revitalization. Um I I don't remember exactly when it was on the master plan. I know we did a I know we did a very in-depth master plan of all of the parks in Torrance.
I think it was about maybe six months ago we addressed Hickory. We did the exterior painting, roofing. Uh I don't know if we did any concrete work around it, but we did upgrade hickories. No, you did upgrade the building, but I'm talking about the interior piece portions of it, like fixtures, things of that nature. Okay. Yes.
Councilwoman Auto, city manager. Above and beyond this effort, our goal is to uh improve the conditions of all of our parks, restrooms, particularly faucets, sinks, any amenities, features, doors that we can. Granted, we don't have the funding for a large scale wholesome, you know, park uh renovation, but we're taking steps through your direction. And as we come back with our future capital build, I encourage council to continue to make that a priority so we can uh putting the dollars necessary to improve the quality of our restrooms. I mean, if this at this point, I don't even care if we find them refurbished somewhere as long as we can put some doors on the stalls to the to the restaurants.

Um I guess I guess my question is is there any way we can do it all? I would I really don't like the idea of taking away from the Tilman Senior Center to do these other things. So maybe and thank you for doing this but is there any monies anywhere?
Councilwoman uh yes you will council mayor prom I apologize uh you could direct staff to bring back uh draw down from our reserves that would be one way or wait as we get into the next year's budget plan if there's an additional surplus to dedicate it towards park capital. Finance director daily can chime in if there's other resources.
Uh Mayor Prom, council members, uh to the city manager's point, um we highlighted this in May, we don't have enough resources to address all of the known needs. Um even included in the adopted budget was a draw on fund balance of $ 8.1 million in the general fund uh to commit to projects. So we are extending beyond current resources uh to make those investments. And so definitely understand there's a large laundry list of things that needs to take place. Just we have an only so many uh dollars to go around ultimately. I I can appreciate that. I think at one time you and I discussed that we have three million visitors a year at Wilson Park. Um didn't didn't we talk about that?
Uh May Mayor Prom, I don't recall the figure. I I do remember us touching on it because it was using Placer AI, but I just can't remember the figure. Yeah. So, it's it's a big number, but I care deeply about the seniors at Tilman. So, um you're um but but yes, the the restrooms at Wilson don't have doors on the east side.
Um so, I would like to see us is is there a way does do we have to go with roofs and outside paint? I'd rather it be inside paint and doors. I think we would hearing this feedback we we would concentrate our efforts on the doors definitely and thank you. Um but we think the numbers that we're providing here can accommodate for all those things doors and the roof and the painting. So we're we'll we'll try our best to make that a reality. And can you explain the little a little bit the Tilman Senior Center upgrades? What was involved in that $900? Was it a complete redo?
Correct. Is there something we can do to to make it nice for now to extend its life a little bit and still do the renovations on some of the restrooms?
Yeah, correct. Uh for the majority it was a full renovation including interior and roofing. New mechanical systems were designed. uh and uh the feedback that we we did receive from a design group was that there there was a much more higher concern on the mechanical system and the roof and the interior still was serviceable. So uh that's why seeing this project at a later date uh with fully design I think is still a possibility. It's just funding is a concern, but for the most part, it was going to focus on uh improving the the actual air conditioning system there to make it much more energy efficient, putting a new cool roof in there to also help with efficiency. Uh those were the main focuses that we were trying to uh establish when we originally started this design process.
Thank you. May I ask a question to council member Kaji? when you said it's in need of upgrades, what what is your opinion on what needs to be done? Well, as um as was mentioned, the air conditioning system is is in need of an upgrade. I've been there this past summer when the seniors are in the building and it it is hot, you know, even with the doors open. So, I think that's sort of a baseline uh upgrade. All right. Uh yes, thank you. Uh so these funds are from community development block grant and the funds were $900 some thousand dollars, right? The one I don't see the amount. How much how much was the amount from that mayor prom council if I may? Ian Dailyy finance director. Uh this is not community development block grant funding. That was the prior item. Um the funding source in play with this project is uh parks and recck open space dollars. Right. So I think my question is the HUD the money that we get from HUD and these programs. Can we use some of the money or of those restricted funds?

Yeah. And, uh, so there obviously a lot of maintenance. Uh, a lot of it, you know, goes back maybe a few decades. Um, you know, with our ups and downs in revenue, it's always been an issue. Um, but on the subject of maybe trying to keep up with uh maintenance uh and also cleanliness, you know, keeping them clean can go a long way. Uh, I've noticed I've noticed that uh some of them are being used uh maybe more than just for bathrooms. Um, so anyways, do we have opportunities to ask the public for help as far as uh painting and let's say a contractor wants to donate their time and materials to go paint let's say Wilson Park uh bathrooms and um and maybe donate some doors, you know, sub, you know, subject to approval by staff as far as materials and installation, etc., etc. Is that something that we can accept as a city?
C measure. It's absolutely an option. Councilman, we do have a donation website. If there's a monetary or indirect uh inkind donation, if anyone's interested, they can reach out to us. And let's say um cont local contractor says, "You know what? I'll I'll paint I'll throw a coat of paint and uh install some doors at Wilson Park." And not to over complicate the right of entry, liability. No, no, I get I get that. I'm sure there's a way we can and the models out there to adopt a restroom. So, I'm just thinking out loud. I'm sure there's if there's a will, there's a way. We'll we'll we'll definitely willing to entertain
just to try to help us maybe keep up with the little stuff, you know, then because I know in the past we've discussed this to where we're not going to spend $20,000 when $50,000 gets us a whole new remodeled ADA upgraded, you know, fully
uh remodeled unit. So, uh not unit, but you know, a bathroom unit. Um so, Yeah, I'd like for us to explore different ways as well to to try to keep up with everything. But again, I go back to the keeping it clean, I think, is very, very important. Locking them at night time, very important. And um, you know, just making sure everything's functional because, you know, if a lights out or a locks not locking, you know, the doors aren't locking or doors are missing, those are what people uh, when they contact us saying, "What the hell are you guys doing?" Then years go by, decades go by, and uh you know, I think we just we could definitely improve what we're doing. So, all right. Well, thank you. I definitely support this. Thank you.

Good evening, honorable mayor prom and members of the city council. Jen Chun, public engagement manager, city manager's office. Um 10 item 10B is a recommendation of the Armed Forces Day special standing committee, the city manager and the chief of police that city council one approve the Armed Forces Day special standing committee's recommendation to move forward with planning the 2026 Armed Forces Day Parade and Celebration. Two, provide direction on whether to pursue a noise abatement exemption to accommodate the flyover component of the Armed Forces Day Parade. Three, provide direction on whether to pursue a landing fee waiver for aircraft participating in the Armed Forces Day parade. And lastly, accept and file the January 12th Armed Forces Day special standing committee uh meeting minutes. Um I'd like to provide just a really quick overview of what was presented to the committee earlier this month. uh planning for the 2026 um event. Staff is currently working on a more streamlined schedule to focus on improving efficiency, enhancing the experience for both participants um and spectators, and making sure we're being thoughtful about uh public safety and staffing. Uh this year's Armed Forces Day weekend falls on May 15th through the 17th. The weekend would kick off with a military exhibit this year to take place at the city yard due to similar footprint and layout which is comparable to the former Dammo Fashion Center location. On Friday evening, staff proposed hosting the military welcome reception at a new venue, the Western Museum of Flight, which has graciously offered to host. Holding the reception here on Friday night at the airport, helps to streamline Saturday morning operations. Um, in the past, dignitaries were transported to the airport Saturday morning to view the aircraft and visit the museum. Moving this to Friday eliminates that extra travel and eases early morning logistics on parade day. Um, Saturday morning we'll begin the 5K for freedom hosted by the Torrance Area Chamber of Commerce. The tenative start and finish location is the Torrance Courthouse parking lot
pending final approval from the judicial council. Um, following the par Saturday afternoon features the 64th annual Armed Forces Day parade returning to Torrance Boulevard with the exhibit uh reopening afterwards. Following the parade, a post parade dignitary reception and cocktail hour with dinner will be held at the Torrance Marriott. And then Sunday uh May 17th, the military exhibit would remain open for part of the day, offering one final opportunity for residents and visitors to enjoy the displays and programming. Um, in addition to the core event, staff is also exploring a few new engagement um, ideas. These include a parade band competition where the community could vote for their favorite band through social media and the potential addition of a monster truck feature within the exhibit uh, and possibly the parade as well as a park and ride service that we're looking into and the possibility of food trucks at the exhibit site. Staff is currently evaluating feasibility, costs, base needs, safe, and safety considerations for these enhancements. So again, staff respectsfully seeks council's direction and approval on these four items. of the Armed Forces Day special standing committee's recommendation to move forward with the planning two to provide direction on whether to pursue a noise abatement exemption to to accommodate the flyovers provide direction on whether to pursue a landing fee waiver uh for aircraft participating and lastly accept and file the January 12th Armed Forces Day special scanning committee meeting minutes. And uh there was talk about reaching out to the military in the area to get more vehicles and more soldiers and sailors to participate in the parade. I'd just like to know uh how is that going and what is the cost of the flyover.

Honorable mayor prom the uh landing fees for armed forces day last year included eight participating aircrafts at the cost of $336. that they range depending on the aircraft how how small or large that they are. Thank you. And uh staff is looking into um out outreach with the military local NFR to make sure that we bring as many um equipment and uh vehicles here as possible.

Um I know I shared with the committee that I would like to see maybe instead of the um reception, maybe we turn it into like a community fireworks event or something of that nature where the community could could end Arms Forces Day weekend literally with a bang. Um so thank you for that. And uh I also want to share my appreciation to uh the team Torrance PD and community engagement for the pivot that you guys had to make on um all of the planning for this. I know we're going to be um struggling for resources because everyone is having something that weekend because it's Armed Forces Day uh weekend and and all of the uh military units and all of the military equipment are being pulled in so many different directions, but uh hopefully we'll be able to get um uh some interesting interesting uh military equipment and personnel here. And um I believe one of the vendors that has a I guess it's a I don't know if it's if I'm don't misqu try try try not to quote me on this but I believe it's a M1 tank that got converted into a monster truck which I think would be pretty darn cool something new um that transformer uh they had mentioned that they uh need a a commitment because they've been getting a lot of calls for other parades uh veteran uh related uh parades or armed forces uh parades across the country. Uh so this particular vendor I guess from up north and they wanted a commitment, but I don't know what that looks like. Do we need to vote on moving forward to committing to something like that if if that's the route we want to go or are we
I don't believe so. I think that was part of the approved um item previously. Um that's just a matter of finding the vendor, the logistics, and having the team map out um how we're going to get them there, where they're going to be located. So the idea is to have them here. Good evening, honorable mayor prom and city council members. I'm Fran Fulton, economic development manager for the city. Item 10 C is to provide you with an update on the status of the establishment of a business improvement district or bid in downtown Torrance. After two separate mailings of petition packages to property owners in the designated footprint of the commercial core of downtown Torrance, efforts have been unsuccessful in securing the 50.1% of total assessments needed to proceed with taking a vote on the formation of a propertybased bid. When the Downtown Torrance Association or DTA met after the last petition period, the group determined that they desire to continue the pursuit of establishing a bid, but there was not a consensus on what direction that should take. So, a survey has been prepared and emailed out to DTA members to gather information to help determine the next steps. And the questions in the survey have been attached with this council item. Um, I've included a possible questionnaire with responses from the city as the city has presence in the downtown commercial corps as a property owner and has a vested interest in the establishment of a bid. It was recommended in the downtown revitalization plan. So, at this point, if the council would please advise if you would like to see any changes in the suggested answers, I can go over those. The particular questions of interest are in the rankings of the proposed services and those came specifically from the management district plan um that had been created uh for property based bid. The annual fee level and if there are other improvements that you think would be beneficial for a bid to take on that may
not have been outlined in the proposed management district plan. With that, I stand by to answer any questions and to receive your feedback. Thank you very much. They're I believe a 501c6 I think a business benefit organization. So, they are a nonprofit, their own separate um entity aside from the city.

I wasn't going to say anything tonight. Um but uh speaker earlier this evening talked about uh building relationships with other elected officials in particular county supervisor which I have actively worked on and have uh good relationships with a lot of our higher level elected officials. Um when I first came into office on city council, um people remember that I um got picked first at that um it was my seventh day and I got picked first to speak on the phone um when we were originally talking about transit and getting the K-ine um and supporting the staff's recommendation that the right-of-way hybrid option was the test and um that was working through uh Supervisor Janice Han's office, working with transportation staff, working on that um in my first week to make sure that that I was um they knew what what my response was and that I was uh going to participate in the meeting. And then they commented, you know, oh, you're hitting the ground running. Um, and Supervisor Han's office asked me to even go uh to an event that she couldn't attend um that was in my district, which I was very happy to do. And so we were developing, I thought, a very positive relationship. At some point, um, as people know, council member Shake and I got brought into a meeting, um, at her office in San Pedro where I was asked to come because I am solutionsoriented. And that was, uh, my introduction to Weineart. And I immediately after doing some research called the next day uh to her assistant
and said, "All right, so you you brought me because I'm solutionsoriented and I'm prepared to uh to now give you three different solutions that fit how the city of Torrance feels." And I did not hear back for um at least a month. Oh, I'm sorry. Um I had to reset my phone. and I didn't get your message. And then when I was what uh Supervisor Han was dodging all of us, the city manager, the mayor, all of us, um I basically had to insult her to get her to call me. Um and on the phone with her, she flat out told me, "You're right. um I didn't ask you for your opinion because this is my solution and I'm sticking to it. And all seven of us came together and it was awesome to see us to work together as a team um to stop that proposal. And then as we've seen in the newspaper that the CEO of Weineart um put on leave um under federal investigation um Mayor Bass asked him to step down from Lacassa. And I have to say in large part because seven of us came together and and did some did some we each hit our own um angles and and we did a great job together. So, I would say that sometimes um elected officials do not live up to our expectations and even when you try to develop good relationships um they still have other agendas as apparently I learned Supervisor Han had. Um, and so, you know, when I heard the sorry to Torrance, um, I was ready to text back her to her, but I refrained saying, um,
on behalf of my constituents, I do not accept your apology. Um, and and so even when we try um to create good relationships, sometimes there are other deals that we're unaware of. um which I began to learn very quickly in that meeting and subsequently um and as others observed even with the CEO of weart coming out from the back with the supervisors like there there were things that people observed and sometimes you're on the inside and sometimes no matter how much you try to work with someone they uh they try to use you and and not work with you. So unfortunately that's the taste that I have I've haveve have come back with about um my supervisor. So, um I just wanted to give a response to to your comment because I agree with you whenever possible build strong relationships. Um unfortunately, we sometimes get disappointed. So, thank you. Thank you. Uh, I actually met a met a lady today from Kashua at a little coffee shop here in Torrance. And uh, I just had a conversation said, "Oh, I know you guys are have a have a sister city relationship with my home city, moved to uh, Torrance 7 years ago and uh, has a beautiful family and they were all there. So anyways, um uh I like these I like these relationships that we have around the world. But uh going back to uh what uh Councilman Gerson said, uh yeah, we we've had some disappointments uh with our supervisor, uh couple bus loads, a couple times have gone there to express our feelings, but we can't always get people to vote the way we want. Uh but uh overall uh I think she's very been very helpful with some of the programs that uh we've had in town. Um you know, especially our homeless approach that our homeless program and approach that we have. Um you know, I I always love it when politicians say uh you know, or I got you the money or we got you the money. It's always taxpayers money that we're working with. Okay? So it's never their own checkbook. So, we as much as I appreciate every politician that sends money our way, but we are a donor city. We give a hell lot more to LA County than LA County gives back to us, especially when it comes to certain taxes. Um, but I do believe uh our supervisors um um I guess completely dismissing our feelings on the metro line um and just giving us a sorry sorry Torrance. I think that was that was a low blow and a
little bit uh I would say very disappointing to to see. Um, and also keep in mind, you know, we had two bus loads for the uh Homekeep Plus. Uh, you know, we've all expressed our concerns about that location. We appreciate the efforts and the programs, just not that particular location. And she was the one that actually made the motion to approve it at that location. So, uh, and I think a lot has to do that there's no reelection for certain individuals. So they can kind of do whatever they want. But um again, it's disappointing that we have to really endure some of this stuff. Personally, I was always against uh the metro extension to Torrance. Not because I'm against um not because I'm against uh public transportation. Uh it's because I'm against homeless dumping. I'm I'm against uh the u the crime that's allowed to happen on these metro train systems that hasn't been hasn't been addressed. Uh they keep on telling us we're fixing it, we're fixing it, we're trying, we're trying. But until I personally see a um a track record that just gets better and better, uh I just don't see I don't just don't see the Metro Train system benefiting Torrance as much as they try to say that that it will. Um, I'm definitely against Hawthorne Boulevard. Again, I I've expressed my opinions, sent uh, you know, sent my uh, messages, but really at the end of the day, the Metro Board will make the decision. Uh, obviously not the community. The Metro Board makes that decision. Um, it'll be billions of dollars, maybe if it gets built. Uh, it will disrupt Torrance heavily. And I really do think at some
point in time we may want to sit down and talk about suing uh the metro, suing the state uh and really because it's going to damage Torrance tremendously if it actually does get built. Uh and we can't wait till groundbreaking to start complaining. I think we need to start taking steps now to to uh stop it in its foot footsteps. And um you know some people are telling me well you know what Hawthorne will never get built. Never get built. Well never say never. Some really stupid pro projects have started and some have never finished. But if we don't take the steps now I I really do think that eventually it will get built and it will be the demise of Hawthorne Boulevard at least in Torrance. Uh so I I would really invite us to have that conversation. So, but again, disappointing to say the least. Uh, but I was really happy to see that the council came together. We may have different ideologies up here, but when it comes to protecting Torrance, I think we worked in unison. We worked very well. So, I appreciate that. So, thank you guys.
Thank you. Thank you. Uh, personally, I think the metro situation was disastrous. I wasn't going to talk about it, but everybody else decided to do so.
