I'm Councilman Brady and I'm present. Councilwoman Goas has asked to be excused tonight. Item three is America 250 tribute. This is presented by Rocky Mountain Power Foundation. Council, thank you so much for this opportunity. Thank you so much for letting me come. Um, this is a great opportunity. This is just a great as we look at America 250 and what America stands for. It really stands for looking out for your brother, looking out for your neighbor and being the kind of neighbor that you hoped you hope you can have. Um my name is Nick Jenkins. I'm here with Rocky Mountain Power. Um and I'm here to present uh Rocky Mountain Power Foundation check to the community fruit community fruit drive with James Hunter. Um, it's kind of fun just watching this completely organic miracle come into the valley is pretty cool. I think it started out with him and a couple friends and now it's reaching a lot of people

trying to get it all done. Um the community food drive with James Hunter is a great example of of the amazing people of Tilla as a 100% volunteer organization with zero paid staff, zero paid board of directors and zero overhead. They are now in this actually this is year eight, right?

Yeah, it'll be eighth year. They have built something the community can be proud to support and as Rocky Mountain Power, we are we are proud to be part of that supporting community. started in 2019 and they delivered 70 bags of food. Each bag is meant to be a meal for eight people. Um they've grown steadily since. Um in 2024 they did 550 food bags. 25. They added Easter, which was an extra 280 food bags, plus another 300 for Christmas and 300 for Thanksgiving, which you realize those numbers is well over 7,000 people being having benefited. Um, the overall goal, I thought this was awesome because they're not just sitting back and calling it good. Uh, the overall goal was to provide between one uh 900 to a,000 food bags a year. This provides between 7 and 8,000 individuals with a holiday meal. which is actually more than just the food. It's time with family and friends. It is hope for the future and gratitude to live in a community where people look out for each other. As a light in the community, Jame James and his team has shed their light through meals given opportunities to donate and also the opportunity to help. I'm proud to support them as they support the as they serve the Twilla Valley. Thank you, James.

Once your time's up, it'll pop up on the screen, and then you'll hear an audible alarm, and after that, the mic will be shut off. The time is now the public's. Okay, seeing no one come forward, I will close the public comment period and we will move on to item five, a quarterly economic development update presented by John Perez, the economic development director.

Good evening, council. So, this is the economic development third quarter update. So this is the 1st of January to the 31st of March 2026. Go to the next slide. Uh so this is business attraction expansion. So Tropical Smoothie Cafe had their grand opening. That was at the peak at Compass Point. Hot Works, which is in the Macy's Center. They had their grand reopening. And then Pizza Pie Cafe, also in the Macy's Center, had their grand opening. Uh Jersey Mike Subs had their grand opening. And then Einstein Brothers Bagels had their grand opening. And I just want to say thank you in so many, you know, so many ways to the council and the mayor and the city staff. Everybody is so supportive of all these ribbon cutings. It's it's very remarkable. And then these are the vacancy rates. So this shows quarter 2 and quarter 3 and then the percent change. So you'll see in retail it actually went down a little bit which is great. Um there's, you know, some new businesses coming kind of in the retail landscape. So some things come online under the market like Loopnet and Co-Star and then when thing leases get signed and they get pulled off that's what changes that rate. So you'll see that office went up to 3.9% but it was at 0% before. Um there's some new office space that I don't know if you guys remember but over a year or probably about a year or so ago you guys had did water rights for some office space off 2400 North that's came online now. So now there's a little bit of vacancy over there but they have new people coming in. Even today, the mayor and myself and some city staff were at a chamber event and somebody's moving down over there as well. So, that number will probably go down. And then industrial went up just slightly. Um, the Peterson Industrial Depot, they've started marketing now, too, on LoopNet. So, some of those spots could probably be accounted for that, but those are very minor changes. That's very healthy. Uh, that's good. That means there's opportunity, but it's nothing alarming. the hospitality went up went their occupancy rate so it's not vacancy

technically went down by 10.4% 4% which is a little bit um you know a little bit of a stretch but most likely the previous quarter was were the holidays so that kind of makes sense that it went down a little bit. Um but remember we're not the destination marketing organization the chamber is so the onus is not on us on that one but you know we like to you know help if we can but it's not on us. Do the next one. Thank you. Lead generating pipeline. Two restaurant contacts were made three retail hospitality. Three RFIs were submitted and then we had one RFI visit and it was a quick visit. And then EDC Utah, we submitted two RFIs. That one RFI win in quarter 1 of FY26. Uh that was the one electroflow. And if everything gets sorted out and everything goes accordingly, they're supposed to be having their grand opening in June. So I sent out an invite for that as well. And then for Gooeyo, the governor's office of economic opportunity, we just submitted one RFI. They didn't have that many this past quarter and the ones that did go out had heavy heavy heavy um water demands. I don't know anybody in the state that can meet some of the water demands they're asking for. So we couldn't submit all of them. Um and then the one RFI win that was the Q1 FY26 that was the JB Hunt logistics for Central States Manufacturing and they've since commenced their logistical operations. I can tell personally testify to that. I see them driving on SR36 and SR73. So, it's exciting to see central states out there and you know um that partnership with JB Hunt is just great. And then the Founders Point a 1000 North and SR36. I think everybody's pretty familiar with the top ones that are open. And then those four that are the TBD, the seven bruise shop optical. That's that was that space that was open between Chili's and Wing Stop. Uh they're doing a tenant improvement now. So that should be pretty soon. Um, and then the other three, they're still um

kind of I believe if I'm not mistaken, Andrew can correct me if I'm wrong. Um, I think they're just now starting starting to move some dirt. So, we'll see how long that takes. And then for the peak at Compass Point, most of those uh are open now with the exception of McDonald's and Chase Bank. Uh, but pretty much all the other ones are now open. So, that's very exciting. And some people might say, oh, you know, how come there's not, you know, another pizza place or how come there's not another dessert place added to the list? But there are a lot of non-compete clauses for these businesses. That means so, you know, if another ice cream place wanted to come in, they can't, right? So that that's why why you see kind of very, you know, you don't see any overlapping industries there. And then I'm telling you, I get more calls about this Hollywood Plaza in a week than I think I ever thought I would. Very surprising. I get more calls on this than any other retail center in the city. So, I think there's a lot of builtup excitement. I think you guys are all excited. All the Southside Twilla people are excited. Um the city's first Vener Schnitzel, Porto Subs, Xfinity, Oakley, and Fizz. So, that's all been confirmed. Um that's very exciting. Lot more options on the southside. I think everybody's excited. And then the RDA for the business park, we are currently working with, and it's not a public record yet, so we can't say exactly, but a light manufacturing company. Um hopefully, uh we can get everything ironed out with the purchase sell agreement and the site plan, and then once it becomes a public record, we can announce that. And I think what's so notable about that is that that was a completely organic lead. This was not a um a prospect or an inquiry from EDC Utah or GoIO. This was just, you know, the word on the streets, right, of how great Tilla is, how businessfriendly we are, how great the business park is, and

the logistics of it. So, um once that, you know, becomes a public thing, we can announce that, but we're not quite there yet. Um but, you know, we're working actively with the surveyors and all that and, you know, attorneys on the purchase agreement. So, that'll be exciting once we can announce that as well. And then finally, we have the economic development strategic plan. That took a little bit of time on kind of the formatting and the look. Um, but this is, uh, you know, this is the first page. So, it's in your packet. That just is another couple pages. I didn't put it all up there. And then what you'll notice is the implementation strategies that are in each focus area. That's kind of just the I guess you could say like the header of each implementation strategy. And then you'll see that separate implementation strategy document is kind of a separate document that'll just be housed on the economic development website page on the city's website. But instead of listing it all out, I think it kind of takes away u from the conciseness that's really needed for a document like this. I think there's far too many strategic plans that are kind of a mess, right? And you know, they they have a community profile in it that doesn't need to be in there. We have a community profile in case you haven't seen it. It's on the city's web page in economic development. And that kind of goes over some of the strategic locationational advantages, educational attainment rate, all the different kind of key demographic pieces of Tilla City and then also Tilla County. And that's our community profile and that is a separate document. But I would encourage everybody to kind of look this over. You can look at the um implementation strategy document as well, but you can look this over the overall look and if anybody has any questions, any concerns on that, please feel free to reach out. Um we can, you know, if you're a fan of something on the look and you're want to or you want to change something that, you know, that's fine. We we can do that.

And then this is the social media synopsis. You can see the Instagram page had an increase in follows. The Tilla City Facebook page did well in views and viewers. And then the LinkedIn page did well in the engagement rate, which means people like, you know, commenting or people clicking or celebrating. And maybe Chairman Brady's a piece of that too, right? He he's always a good um engager. And then impressions as well. So that's good. That means people are seeing it. And then any questions, concerns, any suggestions? You're doing a great job. Thank you, council. Um, earlier in the work meeting, I talked about a much bigger project than this. This is about as small project as you can get. Um this is one um back in I think it was late 2024 going into early 2025 um my office worked on um some more substantial revisions of the of the uh title 6 which is the animal control code. Um as we were doing that we um revised the definition for potentially dangerous animal. We realized that um a lot of that language reflected language that was in the criminal criminal portions, criminal violations having to do with dog bite of a human, things like that. And so we started changing things to make one reflect the other and then decided, wait a minute, we can just say, hey, any violation of these sections would qualify the person or the dog to be a potentially dangerous dog. Um so we reduced it down. We had several subsections and we reduced it down to just A which is the criminal violations or b some other known propensity to attack or cause injury or to threaten the safety. Unfortunately, when we presented the red line, the last or was redlined out and there was not another and or to replace it. Um, we just caught that and figured we'd better bring it to the council rather than assume that you meant or. Um, we meant were, but but it is substantial whether that would be an and or or an or there. We're asking to

Um we will be having them locate two test well sites and then drilling those test wells hopefully in the well in the hopes of uh finding another at least one more site for a production well. Thank you. the this water line will be will stretch between uh Vine Street and 100 South. Uh replacing an older water line that needs to be replaced and reconnecting the the existing meters there. Um excuse me. Um we've determined through the bidding process that Newman Construction was the lowest uh bidder that was solicited. They also have a pretty good reputation among their current projects and uh we've had some positive recommendations from staff right now. So we would like to award that contract to Newman Brothers for 247,000. What's the time frame to finish?

Item nine is resolution 2026-23, a resolution of the Twilla City Council approving an agreement with Johnson Controls, Inc. for heating and air conditioning control and upgrades at Twilla City Library to include IDU system. Presented by Darwin Cook, the parks and recreation director. Thanks, council. Uh to give you a little history on this, uh about four years ago, we started these this uh project of updating both city hall and the library. So we kind of use city hall as the test area. The boilers were failing at both locations. And so to soften the blow of the expense, we did this over two years at both sites. So the first thing we did here at city hall was replace replace the boilers and add the IU system. And then the following year we did the chiller. Uh last year we did the boilers at the um library. And so this is part of that project prior to actually installing the chiller. So uh Johnson Controls has been doing this work for us. They are also on the state contractors list. Uh they've given us a bid for 58,000. This is actually part of the capital improvement budget that was approved this last year. And then this will be the final step prep uh prior to actually installing the chiller in next year's budget as long as that's approved.

So if there's issues, they can actually identify the issues off site and be able to make either make adjustments or at least identify what's causing the issue once a a work ticket is submitted.
