Welcome. At 7 p.m. on Wednesday, March 4th, 2026, the Tula City Council's meeting in a business meeting that is being held at Tula City Hall in the council chambers located at 90 North Main Street in Tilla, Utah. We're also streaming this electronically on the Tula City YouTube channel. We'll start with the pledge of allegiance. If you'll please rise and repeat after me. Our second item is a roll call. Councilman Gossit, present. Councilwoman Goes,
present. Councilman Hansen, present. Councilman McCall, present. I'm Councilman Brady, and I'm also present. We'll move on to item three is the mayor's youth recognition awards. This is presented by Mayor Manzio.
Thanks councel. Turn this way. Okay. This is a great part of our meeting where we get to recognize goodness in our community. And tonight we have two recipients of our mayor's youth recognition award. So I would like to first invite Colin Hammond to come up. So, I'm just going to tell you a little bit about Colin and um what his teacher said about him. So, Colin attends Stanbury High School and was nominated by Khloe Sanders. He is a son of Delbert Hammond and Carrie Carter. Colin tries his best in class and sets a good example for his peers. He is constantly improving and working hard each day. He has helped his classmates several times throughout the year. Colin is always motivating his friends to get their schoolwork completed. It means a lot to his peers to have his support. Congratulations, Colin. Have a little bag of goodies donated by some of our businesses in the city. And we're just so thankful for your service in your school and for being a a great pier.

Yeah. Thank you. And our second recipient is Paisley Hansen. So, if you'd like to come forward. Thank you. Okay. Paisley attends Stanbury High School also and was also nominated by Khloe Sanders. She is the daughter of Gail and Leo Hansen. Paisley is a wonderful example of showing support and kindness to her peers. Recently, she stepped in when one student was teasing another. It takes a lot of courage to stand up to a bully, and she displayed great care in doing so. The Stansbury High School teachers and staff are very proud of Paisley. Thanks for showing qualities of good character and thoughtfulness to anothers.

And you know, these are great um students that set great examples for us as adults and it's just so important to be kind and that's what makes our community a better place is when we have kindness and service um to other people. Hi guys, it's I'm James. Good evening, mayor, council, members, and staff. I am a resident on East Pinehurst who has previously corresponded with the city and met regarding parking issues along access along the street. Thank you for the follow-up letter from the January 6, 2026 meeting. Yes, the bushes are technically in the public right away on the city side, but they are a cherished part of why we chose that home. They are safe haven for the wildlife, local wildlife, and add charm to the small town feel and natural drought resistant, which also helps in our Utah climate. Leaving them in place will support pollinators, birds, and other animals without extra cost to the city. removing them for road widening would be expensive. Far more than just installing signs, destroying value habitat, eliminating natural benefit of like erosion control and cooling benefits that all align with the state effort and conserving water and protecting the environment. the parking issue from the nearby rental house and the vehicle blocking the narrow narrowing our roadway often on or over the sidewalk has already made safe access heartbreakingly difficult for my family. We've had to cancel outings and therapies because we can't get out without risk. This is devastating to see our daughter's face fall. I say, "No, not today. We got to cancel. We're stuck." Top off the neighbors dogs barking all hours, sometimes 2:00 a.m. to 3:00 a.m. in the morning, adding to the sleepless nights and costed constant exhaustion. We're not just worried about parking.
We're worried. We're worn down with the daily stress and fear. I understand funding limitations, major changes right now. Um, but road widening or curb gutter work would be impossible for us. The construction noise would likely trigger seizures for our child with epilepsy, focusing, forcing us to move out temporarily, bankrupting us with loca relocation costs and the thought of losing our peaceful home that we invested our life saving savings in is extremely terrifying. Many residents, including those not directly affected, have suggested a much simpler, cheaper fix. Installing no parking signs, like what's down the street, six houses down or along six homes directly across from mine that don't have it. This would enforce sidewalk prohibition and the snow event rules city code under 3-6 10-3-6 while touching without touching the bushes the alarm that your your time's up. So just

I I've seen more time go, but I I'll wrap it up there, guys. I I wish there was some other options, but I know the letter here states otherwise. Um I brought pictures like to leave with you guys. Okay, seeing no one else come forward, I will close the public comment period and we'll move on to item five, which is a public hearing and motion on resolution 2026-10, a resolution of the Tula City Council approving budget amendments for fiscal year 2025 through 2026. This is presented by Shannon Whmer, the finance director.
Uh, good evening, council. Um, as you're aware, we usually like to bring minor budget adjustments that we have throughout the year about once a quarter. So, this is our third quarter um, budget amendments of things that have come up throughout the year that um, were not budgeted or foreseen um, just to get our budget in alignment. So, I'll just quickly read through, excuse me, I'll quickly read through these um, adjustments. They were in your packet, but um, just for the public's benefit, we do have a transfer from the trust fund for some work on the Buffaloos. Um, we do do fundraising for that. So that isn't city taxpayer funds. So it's just moving it in so that we can expend it. Um we did receive a donation from Riotinto for the Twilla Valley Museum and so this um is recording those number 33 is recording those grant funds. Um we do pay each year to um incorporate the municipal building authority. So this budget adjustment is just to cover that yearly fee. Um, we also received our COG grant for the 2400 North and Barrett Boulevard. So, this adjustment number 35, it's 1.8 million. Um, is to record that COG grant for that road. Uh, we also have the adjustment for the salt shed that was approved that contract just to bring in the 900 900,500 for the salt shed contract that you just approved. um the water fund and operation and maintenance. We we actually budgeted that very conservatively last year with high hopes that we could save some money there, but they actually need another 200,000 to get them through the end of the year um to maintain all the the items that they need within the water fund. Uh the redevelopment agency is asking for to appropriate 98,000 from their fund balance to participate in the O Avenue roadway improvements. and we have $100,000 um that we need to continue purchasing meters through the end of the year um to replace all of the
dead meters um that we have throughout town or any larger meters that break. We have um a $10,000 donation that the library received from the Carnegie Institute that they'll be using for projects at the library and um we participated $60,000 um in impact piece for Harvey Harvey subdivision for the housing authority and then we record as you know the shop with a cop they they raise all of their own funds and we track those here at the city and so this is just to move those donations to what their actual expenses for so that um they can cover the expenses that they made with their donations that they received from the community. And then we have um $20,000. We had some unforeseen retirements this year and so we need to pay their retirement benefits. So that 20,000 will just get us through the end of the year uh for those retirees that we had. And the last thing we have is just an additional 45,000 that we uh foresee needing to purchase uh garbage cans for our growth and new homes um and replacement garbage cans. Good evening, council. Yes. So, this is a resolution of the city council acknowledging the mayor's appointment of Dorothy Manusakus to the Tilla City Historic Main Street Commission as a commission member. Uh, and you will see here in exhibit A, you'll see the chart of the committee members. So, uh, Councilman Gosset, he was previously a committee member, so now he's the city council representative. So, then, right, that left an open seat. Uh, so, and then there's still another open seat, too. and we're in the process of um getting that appointed as well. Uh and the whole reason for this, you know, I spoke with the mayor and for those of you who aren't familiar with Dorothy, um she's the owner of the Hometown Bakery on Broadway and some people might say Broadway, that's not Main Street, right? But if you go on our Main Street America um page, there's a little GIS map and it actually includes Broadway and Main Street with one contiguous line um along Vine Street. So, we do kind of consider that our Main Street district area even though it's technically not on uh Main Street, but to have property owners from the area serving on the commission, we think that's a you know, the mayor and myself, we both think that's a great idea. um and she was very, you know, pleased uh with the idea and she's very willing to serve and she couldn't be here this evening uh for some family reasons, but um I think she would be a great addition to the uh community to be on this commission. I think it would be great.

Item seven is resolution 2026-14, a resolution of the Twilla City Twilla City Council authorizing payment of fee in lie of water rights conveyed for the Twillex spaces development at 1121 West Utah Avenue. Presented by John Perez, the economic development director.
Good evening again. Yes, this is for Tilla Flex Spaces Development. This is 1121 West Utah Avenue. So, this is right there along where Tula Boulevard meets, Utah Avenue um where they're actually currently um doing kind of a study on that intersection. And Paul can correct me if I'm wrong, but I believe they'll be making um some improvements in the area from where the flex spaces will be located. Uh and they've requested 1.5 acre feet. Uh and just to note, this particular site was previously approved in May of 2023. Shiloh found the resolution and they had asked this was a different company at the time and it's been over that expiry so they've expired but it was already previously approved uh for that 1 and a half acre feet so you know it's not an excessive ask and it was already done before uh and you'll see uh it addresses the resolution in the letter it addresses some of the kind of economic considerations of the policy they're really not sure on you know exactly all the businesses that'll be coming, but they kind of did um an estimate based on a different uh location that in Utah and Salt Lake County. So, they're estimating around 120 jobs. And then, right, the property tax will kind of vary based on what businesses come in. And then the total capital investment is just over 5 million. So, just kind those are just some kind of estimates. And you'll see those estimates uh in exhibit A in the letter requesting the 1 and a half acre feet of water. Uh and then you'll also see right that November 2023 policy um is in the resolution which accounts for the two-year expiry of vertical construction. And if you do the math on that 1 and a half acre feet, that's 52,500.

Is there any restriction on the water uses since we don't know for sure what's going to come in with the flex space? Is this basically to be able to accommodate restroom and clean? Yeah. And Paul, do you remember did you say there was a restroom in each unit or one communal spot? No. Each unit is proposed to have it own restroom. So it doesn't like have any um exceptional water need. Right. Okay. No car wash. Hey, I'm not anti-car wash. Yeah.

Item eight is ordinance 2026-04 an ordinance of Tula City amending Tula City code chapters 10-2 and 10-3 regarding parking in the public rights of way presented by Adrien Day the police chief.
Thank you councel. um code 1025. Um it's worded, in my humble opinion, it's worded a little bit confusing. It says ordinances enforcable at Twilla High School. This is uh for traffic. We get large vehicles parking in the high school. Uh students parking on the sidewalk in front of hydrants. Councilman Gosset wanting to park in a bus lane if you want to. This is so we can in in take some action on uh that property. This this ordinance is a request to repeal the wording in this chapter 2 and move it to chapter 3 1031 and this has been refined. The wording is regulation of parking violations done by our city attorney and not just Twilla High. This will include all public school property which will include our desireette peak and uh and uh all the schools. So it is all currently in code also is 10311 which uh if you're parked upon the public rideway we can take action if you don't have registration current registration and two plates that are fastened correctly. This ordinance is a request to change his parking code to include insurance, valid insurance, not only in the rideway, but in parking lots owned by the city. This uh ordinance changes boarding also. So, we're in compliance with state code. That changed January 2025. You don't need two two license plate anymore, just one. There's also um
we're adding uh wording for um missing descriptions in a a list of content. In 1028, a definition of a word section of large vehicles. We've added some wording uh when we can enforce it on and when we can. I don't if you've been able to look through all of those. This does make it possible adding this uh insurance part in a high school when we have accidents. We can utilize this when we don't have insurance. Now, we haven't been using this code in in high school very often, but when we do, it's needed. and I can answer any questions you may have.

Good evening, council. Uh we have a uh resolution here with the agreement. Um we're doing a slurry seal project on one about one mile uh of roadway for the Beavenon Estates subdivision and the Vista Meadows subdivision. Two new subdivisions in our our city. The contractor uh paid us as uh almost like a bond to do the slurry seal for him as part of his development. And so we were able to uh take that on and do it uh when weather allowed rather than when he was finished with with the development. So, uh, through a competitive bonding process, we were able to get a good price and, uh, if there's any other questions, I can take them at this time.

Uh this is also part of our uh 2026 roadway maintenance project. This one is a about 11 miles of roadway um I believe including Vine Street. Is that okay? uh including Vine Street and several other um uh miles of road. Uh we'll be doing uh quite some extensive uh chip seal uh to rehab those roads and make sure that they last much longer than they normally would otherwise. Is it all of Vine Street or a portion? We're going to do everything from Main Street up to about the golf course, I believe. Yeah.

Item 11, resolution 2026-13, a resolution of the Twil city council approving an agreement with Black Forest Paving LLC for the 2026 roadway maintenance project schedule C. Presented by Nathan Farer, the public works director. Uh this portion of our uh project is going to be a roto mill and overlay for two two streets in our city. Uh the first Canyon View Canyon Overlook Drive up at the top of uh Skyline Drive. And then uh the second portion will be uh 2000 North from State Route 36 to Aaron Drive. So that little section right in front of Maverick and the hospital. Um two areas that really need uh an upgrade. So, uh, the the portion from on 2,000 will be done predominantly at night so as to avoid the daytime traffic. Uh, so it might have been a little bit of a portion of that cost, but we also felt like uh minimizing the impact to our residents was an important part part of this project. So, any other questions that you may have, I can answer. So with that one, do they take off the top layer and then
Yeah. So the the I think the Canyon Overlook one's about an inch and a half and then the the uh the other one is going to be about 2 in uh of asphalt existing and then uh resurface it to a a standard level so that it's all the same. I know that Canyon Overlook one's Does it help with like how bumpy it is? It's just kind of It should restore it all to a smooth smooth surface finish. So Okay, good. Any other questions, comments? Just see the one on 2000 North are going to be a traffic issue. I guess they'll figure out how to part of it at a time. Yeah, like I said, they'll be doing that at night, so they'll be um less Yeah. Yeah, it'll be less of an issue for for those people. Um we're hoping anyway. And I guess we can get out they can get out of their ways nowadays. Yeah.
Yeah. They can they can mill it and then pull off and leave it drivable uh until they get the asphalt in. So it they could do that into several days and stages. So, when does that project take place? Um, it'll be I think it was start the start date was it was sometime before June. I think they have to be have it finished by August is is the way I read it. So, all right. I will entertain a motion. Y'all did a great job on that one. some good contractors working on for us. Yeah, that one's good. Item 12 are invoices and purchase orders presented by Shiloh Baker, the city reporter. Thank you, council. We just have one invoice that was in your packet. It is to Owen Company in the amount of $34,245. This is a new pump and cylinders to replace on the main jetter that cleans the main sewer lines. Those have the old ones have rotted through and need to be replaced in order to return that equipment to service. Okay. Any questions or comments? I will entertain a motion.
