So we're going to start out with Chloe Sullivan. If Khloe would come on up, [applause] how are you tonight? Good. Okay. I'm going to read some awesome things about Chloe. Khloe attends Sterling Elementary and was nominated by Mrs. Fernandez and Mr. Orton. She is a daughter of Ashley and Cody Sullivan. Khloe is a great asset to her classroom, consistently demonstrating responsibility and dedication in all of her school work. In her Portuguese class, she thrives academically and sets a positive example for her peers by staying on task and participating fully. She contributes to the school community through her involvement in the CIA group. Um, do you want to tell us about that? and

We'll move on to item four, which is the Utah Chief's Association presentation. This is presented by Val Shupe, the executive director of the Utah Chief of Police Association. Mayor Council, it's a pleasure to be [clears throat] here on the Chief Police.

It's a pleasure to be here on behalf of the Utah Police Chiefs Police Association [clears throat] with regards to the accreditation of your police department. Uh just to give you a brief background, uh there are 35 entities in the state of Utah that are accredited. TW are now one of them. four of the major universities, Department of Public Safety, and several of our larger departments, plus a lot of the smaller departments. So, we're happy to see Tilla step into this this category. To give you a brief background, uh your department, uh the way the accreditation works. There are 177 standards in this particular edition that they have to comp comply with. That includes federal law, [clears throat] uh state law, and city ordinances. They have to show that they have every one of those in place based on those standards. And not only do they have to show they have the standard or that they have the policy, but they have to show proofs that they're doing it. For example, if they have firearms training, they have to show that they have a proof that they have trained their officers in firearms training for the last year in the last 12 months. And and it goes on and on like that. They have an assess assessor that comes in. In this case, it was myself and Kevin Thcker. We came in and assessed uh their um protocols, their standards. We came out, we visited the department. Chief Day was very cordial to us. Uh showed us throughout the department. As you know, uh being on the city council, uh some of your highest liabilities comes with the police department. And some of the issues that we have, of course, or that we look into is their evidence. We look into uh their evidence room. We look into their records. We look into their detective division, their patrol division. [clears throat] and we interviewed officers within those and those who were responsible. And I might say that Chief Day has some excellent officers and supervisors working for him. Your evidence room was top top-notch. Records was all in all in

order. And uh we were very pleased with with how the department is is reacting with regards to their standards and to the policies of the state. Each year they have to go through and submit a report to us for the year that shows that they're staying with those standards. in four years they'll have to reacreditit and do it again and uh and go through the process. So having said that it is my pleasure to present uh this award to the Tilla Police Department and I'll read what it says here. Approved and accredited in recognition for the completion of the standards for certification and accreditation as prescribed and mandated by the Utah Accreditation Alliance and the Utah Chiefs of Police Association January of 2026. I just want to take a second, as you know, this is going to be my last time up here. Well, one more time after this, but my last evening with you as a council and the mayor and my the administration staff. And I'm going to try to do this as fast and as easy as I can. But so thank you for allowing me to a moment to speak. As I prepare to retire next week, I wanted to take this opportunity to personally thank you for the trust, support, and confidence you have shown me over the past 5 years as your public works director. Your backing has meant more to me than you may realize, and it has allowed our department to do meaningful, lasting work in service to this community. Public works is not always the most visible side of local government, but it is essential. The progress we've made, whether in infrastructure, maintenance, or long-term planning, was only possible because of your willingness to listen, to invest, and to stand behind the team doing the work. Knowing that the mayor and council believed in our mission made a real difference, not just to me, but to every member of the department. It has truly been an honor to work alongside each of you and to serve the residents of this city. I'm incredibly proud of what our public works team has accomplished and I'm excited for the great things still ahead for this organization. While I may be retiring, I will genuinely miss being part of what's coming next. As I step away, my hope is that you will continue to support the dedicated professionals in public works

I've lived in Tilla for 7 years and I thoroughly love it here. [snorts] Um but there's one issue that is bothering me now and uh I've been pursuing it actually for over three to four years and that is uh one of the things is the the only thing is I go to the grocery store. I moved out from Salt Lake. So, this is a new experience for me cuz I never saw it in Salt Lake. When I go to the grocery store, I live close to Walmart, so I usually go to Walmart, but I do frequent Ly's,

occasionally Macy's, and I've been once to this new Smiths. So, I don't know anything about the Smiths [snorts] and I haven't been enough in Macy's to really make a comment about them. But Walmart is the biggest uh problem for me and my family is that when we go there, especially in the summer, but all year round really, we see people bring their pets in the store and they put them in the carts in the child's seat down in the bottom and I don't usually they're on a blanket but that doesn't mean anything to me because the last time it sat on that blanket which side was up and this is a health issue to me and I think it should be for everybody but I have talked to the uh managers well at Walmart more than manager a lot of managers and they all say well well we can't really say anything you know about u we can't even ask them if it's ADA dog. And I don't know why you can't, but

usually ADA dogs, you can tell that's what's what is a pet and what is a ADA dog. But um they they are definitely pets and I cannot stand them in the carts, blanket or no blanket. And uh I think I wish that there was something that could be done to put a curb to this. Lies is the next uh next one that's worse than Walmart. That's is not as bad as Walmart, but still they do that. And I've talked to that manager and he would like to uh be able to curb this too. So I've actually been to the health department twice to no avail. And so, uh, now I'm coming to you to see if there's some way to let these managers, they know the rules, but they don't enforce them. And cuz it's against Walmart's policy to have any animal, any pet, anything in a cart, ADA or no ADA, not ever in the cart. And so, uh, they're always in the cart. And so I just wanted to come and uh there should be no reason for if they have if they can't leave their pet at home this day and age. There's no reason

why they can't order online and pick it up outside. So there's really no reason to take a pet in the store anymore. But uh it just really really bothers us and I just wondering if possibly anything can be done to help this situation. And it I I know it it bothers my family, bothers my neighbors, but um nothing seems to work. And I've tried I've been on it for 3 to four years. Thank you. I might I feel like I'm on a onewoman crusade.

Um, you know, I've been in office for a whole month and before I was, um, just before I took office, I got the announcement that our public works director was retiring, which was, um, good for him and a little overwhelming for me. But, um, I would just like to take one second and say thank you to Jamie Grandprey. He's done a great job as our public works director for the last 5 years and I know we all wish him very well and um on his on his journey in Florida. But um the good news was um when we advertised this position we did have a lot of applicants which is great news for Tilla City a lot of of really good applicants. But as um we interviewed these applicants, there was one that definitely rose to the top and that's Nathan Far who has been our assistant public works director for a whole six months. So we're happy that he wanted to stay. Um he comes to us very well um with a lot of experience. He's worked in public works for about 19 years and he has a master's degree in um professional communications and even better he has his water and wastewater certifications um one of them very recently and it's a very hard test to pass and he passed it. So um with your consent I'm very excited to to be able to appoint uh Mr. Far to this position as public works director. Just a note um with your approval we are planning to swear him in tonight. He doesn't actually um get the job, I guess, until the 8th of February, which is his official start date, but because the way the council meetings laid out, we decided it was best to to get him sworn in tonight. [applause] Okay, we'll move on to item 8, resolution 2026-02, a resolution of the Twilla City Council approving an agreement with Nelson Brothers Construction Company for construction of a new salt shed building presented by Jamie Grandprey, the public works director. [clears throat] Now, it's time for me to come to the podium one last time to bring a resolution to you. my last resolution as the public works director and I'm sad that Dave is not here to help me through it. So, I'm going to try my best. [laughter] So, this uh back in uh late 2024, we uh did a resc contract, a construction manager, general contractor contract to build a salt shed. This is where Nelson Brothers came in to help us do the design and get a a salt shed constructed uh on the north side of town. Uh with the salt shed, we use that for road salt during the wintertime, which uh we didn't have much of this year. We still might, but uh it is something that we've been needing for quite some

time. Uh we do share the salt shed with UD do at the south end of town and we don't have anything on the north side. So [clears throat] all of them our trucks have to go to the south end to get salt. Uh when it starts snowing sometimes we get bogged down by in line waiting to get salt. And so we have been trying to get a salt shed for quite some time. So now we are finally to that point. we are finally ready to uh construct this construct the salt shed and so that we could have it ready for next year's big winter. So with that uh we did uh work through some value engineering and it did come out to a big price tag and uh you know precoid they were a lot cheaper. Postcoid construction materials have just kind of went up quite quite a bit. So uh we are looking at uh 1.5 1,587,688. Now all this does not go just to the salt shed. that does go to some site improvements and it also is prepping for the site for the Rogers Road Well. Rogers Road Well will also be located on the same parcel. So, we are building a wellhouse and a salt shed at that at that site. And so, there are some costs that will go to get ready for the Rogers well. Now, as far as budget, uh Shannon will have to come back to a budget adjustment uh for this. This is not quite in the budget. We need to have some funds brought over from fund balance. And so if if you do award this tonight, I I think we have to have you do it contingent on approving the budget adjustment when Shannon brings that to you in the near future. We're looking at about probably a little over 900,000 or so that needs to be brought over from fund balance to finish paying the $1.5 million for the

improvements. There is about half well about 500 maybe about 600,000 will come out of the Rogers road well budget from the Rogers road well. So it's not all going to be salt shed funds but some of that most of it will be. So with that I can answer any questions you might have. Hopefully I have stated that correctly for Shannon so that I haven't messed anything up. Any questions or comments? I'm just curious with the budget change, do we have does that have to be approved before you can start on it? Probably.

So, we all share that facility up there. So sooner or later, it'd be nice to see him put a salt shed up there for us on the south end, too. But we figured we needed one on the north side first. And kind of the budget that we started with early on was to construct one at the Poly Works campus. We wouldn't need all the site improvements like you do at Rogers. So, but we felt that Rogers is needed to be done first. Okay.

Um, Holiday Oil requested 2.27 acre feet of water for Frank's Drive and 1,000 North and it addresses the policy in the following ways. an estimated capital investment between 7.5 to 8 million. The creation of 10 to 15 jobs with remuneration ranging from 14 to $18 an hour for cashiers, 35,000 to 55,000 annually for assistant manager and approximately 80,000 for the manager position. And the new sales tax, like I mentioned, different from the letter that was received in exhibit A um from what we actually received, probably closer to the 20 to 30,000 range. But you can see that new sales activity for fuel sales and then the convenience store sales estimated to be $3.5 million. And like I said, that total calculation for the 2.27 acre feet is the 79,450 and the 2.27 right uh that was confirmed with the city engineer Paul Hansen and then again they did submit usage of similar sized or similar configurated stores as well.
