I'm Eric Phillips. So I'm a local business owner on Tura has become subject with city council right now. So I just really wanted to express my opinion on Tura. And what is meant to me in the past, it's not done a lot of good things for small businesses. We painted facades, we put up awnings and You know, my experience and what I know about Turok and knowing Don Hurd and Ruth LaFrance and some of the people that put it together in the very beginning, you know, that's what it was really intended for, you know, business fronts, what we could see, facades, awnings, paint, et cetera. And it slowly but surely over time kind of evolved and headed a little bit of a different direction, so to speak, at times. And, you know, I just think that this is a really good opportunity to look hard at Turok and look at what it's done, what it's doing now, and what we want it to do in the future. I don't expect city council to take it over, but now's a good chance to maybe reset and redirect Tura if that's how we feel about it. I've heard Victor mention a few times that the direction they want to focus most on is loans. low-interest loans, helping people fund things. I don't know if Tura should be a bank or not. That's what banks are for. Tura was kind of created to help people grant money, get forgivable loans, and in some instances, low-interest loans. But to become more of a bank, I don't know, is a good direction for us local small business owners. I just think that that we need to be looking at that. For instance, right now, P&J is completely shut down. They're not even looking at anything. They do have a lot of money locked up in some construction loans. And, you know, is $300,000 or $400,000 locked up in a construction loan a good idea? When we do have local small businesses, it could probably be using some of that funding to improve themselves. So that's my take on Tura. And I hope you'll consider it. And I've had them off in a good direction. Thank you.

All right, so the public hearings received public testimony for both some of the budget for fiscal year 25 and six. And of course, the Oregon budget local budget law prior to consideration of resolution adopting some of the budget. The purpose of this hearing is to provide the public with an opportunity to submit testimony concerning the supplemental budget. We will begin the business with a staff report.

I don't have much of a staff report. The supplemental budget is just kind of cleaning house, making sure everything's kind of going to balance out for the new year. The biggest thing that was changed is the ARPA funds that were in the water department for their emergency response building. They were able to pretty much complete it this year. So I moved the $250,000 from the water to the sewer because those ARPA funds we can also use on emergency fixes. So we have that portion. So we have to Very limited on where you can use that. So I was able to push that to sewer. The rest of the stuff was just really just small stuff. Any questions on it?

This is the required resolution for us to be able to receive those state revenues every year that we have to do. So we do the public hearing, and then it's this resolution to pass.

Just resolving to do everything tonight. Okay, this one we hope is fairly simple. In Organs 12E8 was passed several years ago that put in our business licensing fees. Following that, there was a resolution, number 1661, authorizing collection of a surcharge of $25 for the Tillamook Revitalization Association. That resolution had a sunset period that has since expired. At a previous meeting, the council has directed me to work with TRA to work on a new contract with them Under the advice of our legal counsel, what legal has asked us to do is rather than do a new resolution that is specifically TRA, they want us to do the resolution where that $25 is included in our business license resolution and then do a separate contract with TRA. So what we have before you is our business license resolution that is entirely unchanged what is currently on the books with the exception of under additional fees, letter A, Tillamook Revitalization Agency, $25. We are not changing any other fees. We're not doing anything with our business licenses. This is still the same fee that's been collected for years. We're just authorizing it under this resolution as a total. It's for transparency and under the direction of our legal counsel to do it this way. and then have a separate contract. But we can't finalize the contract, which you've authorized me to do, until we have this in place. So we've got this in place. I've got a draft contract ready to go to TRA, and we will have that done shortly. All right, so some questions here.

So under the previous setup, we had the sunset, and it was more of an accountability piece. What's the accountability piece for?

Yes, that's going to fall under the contract because the contract will take the purpose of that sunset and need to be renewed. And there will be a lot of the same accountability as far as we're reporting to the council every year, providing financial reports and a term limit. But that contract, the council authorized me to negotiate and get done a couple of weeks ago.

And so under this, though, the money automatically comes out. and it's automatically geared towards TRA with or without a contract?

It's geared to a separate line item in our budget, which was just passed, that goes, the contract authorizes the city to pay that money to TRA. If TRA goes away or doesn't meet the terms of that contract, we can still collect the money and designate it for whatever else, or we can rescind this ordinance to take that fee away.

Justin? Yeah, I... This one kind of raises a point for me too, just for another having a service contract agreement with the city. This one, I mean, I used to be a part of TRA. I would like to see this actually as more of a community development fee, which then could essentially open it up to fiscal management of the city to where it's you know, essentially collected in conjunction with business registration fee for the same purposes. And then it says as authorized by city council. And so leaving the TRA's agreement up to their agreement. But for me, when this is seen, it's that if there is for some reason a time when the council says we aren't supporting what the TRA is doing, we have to come back to this because it specifically calls the TRA out and reauthorizes it.

So I'm open to changing the name by the line item there. That's not a problem at all.

I think, I mean, I think the understanding, I would like to see it in community development, although it kind of correlates with what the county calls their planning. But I think community development encompasses kind of what all of those purposes are. So I'd like to see the TRA B, line change to the community development fee. And section 2A to read, the community development fee shall be collected annually in conjunction with business registration fee for downtime revitalization, promotion, economic development, beautification, and related programs as authorized by the city council. For me, that gives us, as a council, a much broader ability that no matter who down the road, because this doesn't have a exploration, right? This is a resolution on our on business licenses. And so then the contract that city manager has prepared, that would be the agreement between the city and the TRA, which I think is a great thing. So it's just, I think from our standpoint, that's the responsibility.

Um, that's fine with me. I don't see any issues with that. Um, one question would be, so if, you know, we set this at $25 in the process of your contract negotiation, that amount wants to be changed or it's agreed upon and that's higher or lower or whatever, would we just make an amendment to this or how would that work?

Yeah. So this, this puts the fee, whatever that fee wants to be, in the hands of the city council rather than TRA. And then separately, we have a contract for TRA. So say there was, to Council Member Offenweier's point, say there was another organization that wanted to come in and do something in a similar vein, if we have funds in that account, we could issue a separate contract for that where the council could raise that fee by 10, 20, $15, and have that on there to contract with another company or another organization. I think that's what you were.

Yeah, I think also there's, there's also some reality there that if for some reason that there isn't The changes that I recommend, I believe, will allow the city to take on some of those funds to do those specific causes that the council authorizes. So if the city said, hey, we could do some money and we could do this in downtown. And the council was like, yeah, that sounds like a great idea. The city could actually use that money also. I'm not saying that at this time, I think the scenario has kind of been, you know, my hope is that they've kind of been brought back to life, I guess you could say, revitalized. And so I think it's a good contract, but that doesn't mean that it always will be similar to, you know, For my question, it doesn't mean the chamber's contract is always going to be great, right? So making sure that those contracts live on their own borders.

And that's really what the legal side wanted us to do is have the fees be the fees and then allow the city council to have those contracts independent of the fee rather than having a set resolution or ordinance for a specific organization.

Do we have consensus for that change under 2A?

I'm not a member of the council, but yeah, I'm good.

So what I would recommend is if you want to make a motion to approve with those amendments as discussed. Really quick, one other question.

Under additional fees, you have Tura under A and E. You got a copy of that. That was what we changed.

I know we canceled the July 6th, 2016 Radio City Council meeting due to the proximity that falls on the territory of the defendant. All right, it's been moved and seconded.

I feel like I thought maybe the mayor could cancel a meeting am i wrong about that you know i think we've traditionally voted for it okay uh number eight was a last minute addition that this is a necessary addition consideration of a change of order authorized authorization

exceeding 150,000 for the Water Line Transmission Project. Okay, I don't want to give anybody any hollywobbles, but nervous stomach.

No, it's actually not. It's just a thing. So...

The water transmission line that's being installed for our main transmission line, this is a portion of the line that runs through airport property. The original design that was approved by the port included open trenching of the area that goes south of the runway. We're doing a couple different modes here. I was actually on site today and seeing what they're doing. It's actually really impressive what they're doing. They're doing a pilot pole. It's boring. So there's some wetlands to the south. And the company is boring the line that they're drilling a pilot pole and then they will suck all the pipe in from the other side of that. In order to do that, the plans called for open trenching on the airport where they were going to stage that pipe and then have equipment to move the pipe into the wetland area so it could be brought back in and create the pilot. However, the airport management has reached out to us about obstructions and requirements for FAA permits and things that would be required if we staged and had equipment out there that we, A, don't have time to go through that permitting and delay the project by probably a year. Two, it's not really feasible And then there were some issues with the contractors, subcontractors. So Tappany is not the contractor actually doing this work. It's their subcontractor that's doing the boring work. And this was all brought to a head over the weekend. We received a notice of a change order where we anticipate the actual cost of this change. The costs are related to, and again, instead of digging an open trench, adding more boring work, to go through that part of the airport. Material costs and labor costs to do that was a little bit more expensive due to the equipment that is used. We expect that cost change to be $467,000. It is a big change.

When we approved the project, just so you know, the project was bid at $12.7 million.

We don't have to go through all the FAA requirements. We can just get it through and it keeps our contractor on schedule to get this project done this summer. If we don't authorize this, we are at risk of losing our boring contractor to other jobs where we would then get put to the back of the line and it would delay the entire project by several months. So it is my recommendation that we do this. We put the not to exceed because this just came up. officially over the weekend with cost estimate, we put with consort's advice, we put the not to exceed limit on the change order that 525,000, because there could be some wiggle room in that, but we think it'll be closer to the 460, 475,000 price range. So this could have been caught a year or so ago in the review process, even before I Nobody at the airport told us that this was going to be a problem with obstruction. Our contractors didn't realize it was going to be a problem with the proximity to the airport and the obstruction rules from the FAA. So this is just something that just kind of got missed. But had we caught it in advance, it likely would have been designed this way in the first place and cost us this extra money on the bid anyway. So we're really not out much. They're not gouging us on price for

this type of change.

And Consort is doing everything they can to keep that low. But just keep us on track. And because we committed to bring anything over $150,000 to the council, we're here tonight to ask for that money.

I think it's a no-brainer. I mean, if the project is going to be delayed a year if we don't move forward, I think it's a no-brainer to do it out of respect for everyone's time involved and to be able to make

With the additional money coming to fill the need here, what happens to our ability to finish the whole project?

Nothing, actually, because we already have the $14 million in hand to do that part of the project. The bid came in below our anticipated cost. So this is just taking in that money that we've already allocated for it. So there's really no in effect change. What it does is it takes that $400,000 that we could have used on Phase 2 and applies it to Phase 1.

So it will help make sure we get it finished.

Yeah, we can definitely finish Phase 1.

That's fine. And so there's no additional hard-on on the, on the, this sort of thing?

I move that we Approve the total of resolution number are we would be wrong to say that you're all on a resolution on the rise in the city now that you're going to order for the water and that is the final version of a lot of our air. You know about up to see why I'm going to buy a car.

I will have that done as soon as ComSor has the change order process done. Really, it takes a little bit longer than they did in French, so this is, add like a week or two onto it, three weeks? Actually, it almost speeds us up, because they've already got, and again, I was on site today, the way they do it is they do that pilot poll, and they have electromagnetic stuff, the pilots, the pilots, that they use sends it through because they're already staged and already got through, they can get that through and just keep going. Whereas before they would have to stake out and survey and dig the trenches and stuff. So this just actually gets them to go forward faster.

I think that was pretty much it, actually. Can I add? Yeah. They also asked Ruth and Victor to be their contract committee to negotiate with me on the intergovernmental agreement and the parking contract. Also, they are going to be having open meetings training sometime in July to take care of some issues that they've had with open meetings and serial communications.

We have several members that have had any kind of training. In fact, I think it's probably fair to say we've had A lot of city council members probably haven't had a whole lot of training formally. So I think there might be an appetite for a joint training, maybe.

There might be. We can look into it for those of you that need it. Technically, you need the open meetings training once per term. I prefer once per year just because it's good reminders. As we have open council seats this year, we are planning to do some structured training as we get the election over with and bringing potential new counselors on board. We're starting to have a plan of how to onboard council members as they come online. So those are things that we're anticipating for early next year.

Hey, any magic comments? Okay, I want to follow up on public comment received last meeting. This is from Ms. Walt on the tree down at Shee Park. I have consulted with two different experts. That fountain is 22 and a half inches deep and seven and a half feet in diameter. Concrete, bowl, and basin, and everything. The elm tree that she is proposing And a lot of trees are this way, but generally the roots are as wide as the canopy. And the fear is, well, I should start and preface this by saying we want to accept a tree.

I don't think that fountain is the best place to put it.

With the depth only being 22 inches, we're not going to get the three to seven feet that we need to do the initial planting on the trees required. With the restriction of the concrete, Those roots are not going to be able to get stable. A stiff breeze will probably be able to topple that tree over. And if it does establish, it's likely to destroy the concrete that is there as it's searching for water and stuff. I've talked to two different tree experts. And when I told them that we were trying to use that fountain as a planter, they both told me that's a crazy idea. Yes.

I guess I thought I'd go without saying When I had a vision, it was to make it not a fountain, and the bottom of the fountain would be pretty blue.

That brings me to point number two. Point number two, just today we received a report from a consultant. We've been doing some boring in the parking lot along the seawall that is failing. And we have found contaminated soils. And it is anticipated because that whole stretch was used as an industrial park and had oils and stuff, metal leaching into that. Any kind of shuttle turning that we would do would have to go through that DEQ process and removing that fountain in the manner that you suggested So for those two reasons, the city manager, I'm recommending that we don't accept the tree in that location. I think it would be appropriate for us to have that tree over Oak Gordon on the other side of 101. There's the park that has been proposed by the high school. Remind me where that is. Jamie, who was working on it?

The Rotary.

The Rotary, the high school kids were working on it. The Rotary Park? 9th Street. Yeah, that 9th Street Park. That tree would be very easy to clean. Yeah, but I think Oak Wharton is probably the appropriate place. I want to accept the tree. The tree is, I have no problems with the tree. I have problems with putting the tree in the fountain. And so that's my follow-up on that. She did submit a new application talking about apparently a couple city council members approached her and said we want to get the tree there. That's not the best place and just not a good idea for the city, in my opinion. Do you want to follow up? ODOT has been in town and has repaired pedestrian buttons on several of their stoplights so that pedestrians can actually hit the button and work. And the ODOT manager, I was at a meeting in Astoria last week, and Bill Jablonski, told me that they are planning on restriping the intersection of Highway 6 and 101. So if you're going west, we've got the two turn lanes that take the side road. What they're going to do is they're going to take that middle lane and make it straight and turn so you don't have that awkward thing. There'll be some changes to the signal, some changes to the striping. That is on track to happen the last week of July. We have our first movie in the park will be on July 24th at Goodspeed Park. So we'll get that on the calendar. I don't know that we have announced the name of the movie yet, but our first movie in the park will be that day. The June dairy parade is coming up. We hope everybody is able to participate in that. I did want to mention the water main break. Brian, in that there's still some sidewalk repair. They're still doing some efforting to make sure that that's all stable before they come back in with concrete, but that will be fixed shortly right there. And they've worked that out with the Ford dealer. But you're right, that happened at 1230 on a- Do we have a cost estimate on that yet? I don't actually. And then are we the ones that are paying for the repair of the sidewalk? Yeah, I guess it was the water main break that is part of that. So it's our responsibility. And do we have to re-engineer the ADA ramp? No. And that is because it would not be of us to do that because ODOT is doing a project because they were sued to redo all the ADA ramps in the city in the next two to three years. So we will just replace it as it was. And then when ODOT comes in, they will do that for us. If that works for the council. If it's just legal, let's do this. Yeah. City Hall will be closed on Thursday in observance of the Juneteenth holiday, which falls on Friday. But because of the not working on Friday, we will observe it on Thursday. And then finally, I will be out of the office on vacation starting Saturday. I'm taking two weeks with my family. We will be back on July 5th. I'm Jamie will be acting city manager, while I'm gone on July 6 I then go down to Ashland for the city managers conference, I will be working on my phone. I always have my phone with me, even when I'm on vacation and I will take my laptop with me much to Jamie sugar and I will probably spend more time working and thinking so don't hesitate to call, but the plan is, I will be out of state for two.

I'd like to highlight the council to fight consensus, support brand importance changes regarding camping and storage in the right-of-way back at the first, second, or first meeting in the line-out.

Which would be? We'll use July 20th and the staff is already planning on that. July 20th, okay. Does it kind of have anything ready for us? Yeah. We've got the changes just for that comment. We've got the changes that we talked about through legal. We just didn't have enough time to have the ordinance done to give it to you seven days in advance for our charter. So we were planning on having that ready seven days in advance of that July 20th legal.

All right. The next one parking resolution changes.

We can probably talk about that on the same night. Just haven't got the wording squared away, but I think what we've talked about is the plan moving forward. It's getting the stuff set up with the parking passes, getting those permitted or printed and designed and getting out and getting our software worked up so we can take this up. So we're still working on some of those which is why it hasn't come up, but hopefully we'll have it.

Who is it, Megan, in charge of that?

No, it's me, actually. We would actually designate that to our finance people to do. It's one of the reasons we want to automate it with a polymorphic is so that it's just that somebody can pay online, we can get a notification or an email or an alert that we're working on.

Yeah, so we can have that same night.

I'm not going to promise that one, but that's what our goal is working on. Okay, how do we get anxious about this? Understand. But also understand that I essentially have three weeks where I'm not here. Sure. And getting some of that stuff done. So I'll give you that. We'll get to you as soon as we can. The next one is, I would like, I've been talking with Chelsea today, I saw her SCL filing, and in the past, if you're running most municipalities, or if you're running for State of the USA, or if you're running for state legislature, there's a fee you can pay when you file so you don't have to do the signature paperwork providing signatures. I guess it's not very good signatures. But when inquiring about the fee, my understanding is there's not a resolution or anything that establishes what the fee is. On an SEL filing, it says for city offices, check your charter or orbits. So I would like Um, whatever the problem with this is at the July 20th meeting for a resolution or when it's come back, um, that says the mayor and councilman filing fees at $15. The reason $15 seems very nominal, nominal. It is, uh, you can run for state Senate or state representative for $45. So, um, I think it's in line with regards to the offices. In the past, I know that the city has thrown a $10 fee out there. I don't know where that came from. Apparently, we don't hear it. That's where it made a fee last time.

Yeah, he parks on it every once and took that last time I had to do this. Not the fee that went to the city, but the other one he just did.

We've been through all the training. It is entirely on the city, and the city does not have a resolution or ordinance on the books for a filing fee. Don't know. It was probably the city, but I don't know where that came from or how they allowed that. So I would love Council of Consensus to bring that back. We have a consensus fee? Yeah, push back on that in one way. We've already opened a filing period on June 3rd. The filing period closes that last week in July. I would love the opportunity to check with our legal office about instituting a change in election rules and guidelines after the election period theoretically is open a week ago.

I mean, we have 35 days. Understood. Yeah, I think probably more or less candidly, not, I mean, if I'm an attorney, I've always been here on the side of, No, don't do that. It wasn't recommended.

I'm curious, can you do that? I will ask the question, can we? But that's going to be the pushback that you're going to make.

How many signatures is needed?

Six for you.

No, they're all six except for one or six, which is five.

And it doesn't matter when it's passed. We need to have it because it's already referenced. We just don't have the fee set. It's referenced at the state level and not at the city level.

Then the city needs to come in and compliance with the state. It's not state law that the city has to have the fee. It's up to your charter.

On the SEL file, it states the fee. And then there's a checkbox that shows that the signatures are secondary because it says that you're going to petition signatures in lieu of the fee. And so, so he said it sounds like it's a expectation, so he is he said charter ordinance as the primary if somebody doesn't want to pay the fee, they can go with signatures and signatures. We all see it. But I was just like a resolution sets a piece. So if there's a customer or the mayor, whether it's this time around next time around decides that they want to file or somebody do You know what's off our spot wants to run project if the paperwork.

So do we have consensus to bring it forward is legally feasible. The next one. There you go.

Um, that's fine. That's just the city business. Um, there's one kind of updates. Uh, if you haven't noticed the welcome to unlock signs, um, The four are in town. The timbers have been refinished. They were pretty cool technique. They were sandblasted walnut shells by a local company. It made those look almost brand new. They were then sealed by one of their subcontractors. So those signs look pretty nice. Next week, once that sealant has dried, that's when it's helping you as much, they will all be breaking washed. And so those signs will be looking pretty good comparatively. When those were originally installed through a grant that the chamber was successful in, they were sealed with a, they were all past sealed. They were sealed with almost no lacquer. And so trap moisture started flaking really, really bad. And warranty did not cover that. So we were able to get another grant to preview all of these and that is that. So another thing you might notice to be interested to sit down is there are some new Cedar posts with some black frames in them. There's one that's held in the school district. There's one by a community, one by a credit union, and one by a board of directors. Those have been a long process. We've got another grant. They are for event payers, community events, community programs. They offer commercial use, logistical and political uses. They're available where you're creating a portal upon the Chamber's website where people can sign up to basically put their banner on those. My goal with that was the entire same T-post ray yards, as I would call them, where people would get a T-post in the ground and then realize how hard they are to get up and they would sleep it there and they're resting. We have plenty of those down by the PUD that I'm gonna work on getting out. Um, also when it gets, when the, when the ground gets wet here, the depots fall into the banner, uh, doesn't look so good. So hopefully it just kind of gives a first-class presentation. Um, it was North Coast Long for installing those. They were built, uh, they were installed by North Coast Long. They were built by, uh, William Wallace Mullen. Um, so they were all built locally, uh, not by a sign company. So just kind of a fun project.

hopefully creates good presentation yep may i ask a question about what you may ask thank you um the uh um opportunity for that is there a cost for people like local governments who may want to advertise single piece on the park no of course we just have to provide the banner yeah so um while we're here a couple things that they fit a four by four banner so there's two slots

There's four by four. That's the only size where I could go for it, just from a uniformity standpoint. What they're going to look like is you'll get one spot, one of those sites on all four locations. The portal that's being worked on right now for people to reserve that space is similar to like an airline or state parks booking where you book or pin, they'll tell you, It's available. You'll be able to put your banner up three weeks in advance if the space is available. If the space is not available, it'll tell you when you can. It'll be first come, first serve on the days. And so they are for all community events. We did open up the programs also because in the wintertime, late fall, there's not quite as many events going on as there is in spring and summer. And so, for example, the school district was talking about how they could put their hire on, it's on their property. So that was a good use for them instead of putting a banner on it. And so we've talked about putting, you know, it's all jobs that are common. I mean, there's certain programs that are all about community benefit, but yes, there's no cost to it. First come, first serve time slots. open. We're also hoping that makes it easier for people to, to want to get promoted, rather than going out and having to drive stakes in the ground. You literally work out to throw a force and ties on it, and you're done.

Yeah, so we have an agreement, so like one by Rosenberg's, we have an agreement with Citadel, and then we have agreements with the other ones that are all basically, you know, who's going to maintain it, who's going to own it, what is it, what we put on there. They have the right to say it's a If there's something on there that's an event, it doesn't mean that that organization or that company endorses that event. They have the right to call us and say, hey, that matters. It is their property. And so we want to make sure that, you know, as that we're the respect goal, if for some reason something's satisfied and we didn't catch it, it doesn't align with their ability to have that banner on, A few events. It is event season. Farmer's Market kicked off last weekend. It was hopping. It was a packed market. I received many text messages a few years. So that was really neat. Sadie does a rock star job. This weekend is Transient Suites. It's a kids walking tour in downtown. There's usually about 150 to 200 kids with their friends going through downtown. There's emergency vehicles and service vehicles, similar to Touch a Truck on the Plaza. Thanks to TLC Sponsorship, the kids receive $5. So if you have We want to bring them downtown. They'll receive buy-and-put-downtown script to spend, local businesses to learn how to budget their money. And then there's probably some awesome treats and toys that they will get. Pretty fun there. And then as City Manager was talking about, June 8th, June 27th, always the last Friday in June. I always say the last Friday, not the fourth Friday, the last Friday of June, starts at 11 a.m. You can put your seats anywhere from 11th and Main all the way to the State Park. And so you can put your seats all around there. So with that, that's it.

HAB-Masyn Moyer- It for me just two things voters first was there was an emergency response event that took place this last weekend of heat out of the airport. HAB-Masyn Moyer- And we've been talking about. HAB-Masyn Moyer- The city's responsible with county and volunteer group or up and running, they have to be talking this process out of their heads out and set up so they don't want to do it. HAB-Masyn Moyer- was supposed to be a DC three flying into town today. with a pallet of food to be stored out there in case of an emergency. So that took place. Other than that, it's just another big thank you to the city and to the greater community, really, for the incredible support that they give our kids. We saw that once again with, I don't know if there was a soul left in town for the baseball game. So many people that traveled out to the Salem-Kaiser area for that baseball game. And it was great for those kids. It was great for the town. This town shows that. So, thank you, Mayor Tiller-Holkeria. We appreciate you.

We talked about the city manager review. Have we had any progress on making a date on how we're going to do that and when to do it? I know the mayor communicated with Jamie.

Yeah, we had talked. I told him I needed to bring it up at this meeting because I needed to have direction. He had talked about doing the same thing that we did with the previous one where we sent out the 360. But I need direction from you guys to let me know if I want to do that.

Maybe try to get that on the agenda for direction because we like to try to keep that out around the year and I think we're moving in place that. Okay, that's all I got. So with that, I move to be authorized to pay the bills.
