We had the 2-hour parking in front of my house. We had the 4hour parking behind Safeway. My one of my rates just got signed to me. I warned United States has a two-hour parking lot, but I lived there for 13 years. Never had an issue ever. And now I hear the offic I want to park in front of my house. I mean 9 to5. I mean I have my daughter with the car. My son's been in the car. I got a car. Like there's something we could do about that. At least on my side, the residential sideway cuz according to your maps, I don't know what map the

it shows four street, not pitif the line. Okay. Yeah. Yeah. So where I I don't understand why I have a two-hour parking lot or in front of my house along the president. Yeah. Are there signs that say that there is a sign I meant to take a picture down here unfortunately

I I sign right next to the telephone poles were appropriate places now it used to be I forget what it was but it's like right at the start of their driveway there's two sides I always figured it between the sides parking one car to keep the business right there But you know I mean I I I sympathize with him because I don't have an active plan. So now there's no two hourly if she signs businesses like is he hurt there at the end probably should look at that's a little concerning park. Well, that behind Safeway, too. Safeway's got the whole parking lot right there. They got the side streets of theirs. You know, we mark that.

What's uh they're going to look into that? Yeah. I mean, yeah. So, do you have anything or do you want to um I don't have a specific answer for you today.

Um look at Google Street View. There is a 2hour street parking um sign on that side of the street. Um but you know what I can say mayor is that as we've been looking through our parking ordinance and our resolution, we have ordinances that have passed in 2010 resolution in 2018. Um stuff hasn't been enforced in years and at the request of council we've been out enforcing things uh specifically for the downtown district. Um, I think at the end of this experience, there will be opportunities to look at this. Um, right now we're looking at education and and we're not signing tickets. We're just issuing warnings, right? And and trying education. Um, we can we can talk about it. Um, I think there there is some sense to um I don't want to make statements. that came back up uh here that there there is some sense to allowing the residents to park on their street, but we don't always know which car is a resident and which car is not. Um and so um I think there are some tweaks to the ordinance that I'm going to mutually look at. Um but um we can uh talk to our police department. We can kind of we can turn a little bit of a blind eye on some of these residential ones. But again, I'm not going to say some of them.

Is it the whole side? Is it the whole south side of Fifth Street that's to our parking? So, there's only two sides and they're right next to the bro place on either side of Yeah. So, yeah. I brought this because I think Mark um that one I see back as I was walking back I saw by city hall. I was like, "This looks fancy." I only have four hours on one side, two hours on the Yeah, it is. And I talked to Morin about it, you know, doing their jobs, you know. But hey, Christian, I mean, it's like

it's I mean, honestly, if anybody parks in front of my house, I go knock on my door. I don't want you in front of my house. My kids are out here, you know, and we we'll take a look at it and we'll see. Um, so I'll give you my information. you can find about it and we'll reach out. Well, I appreciate you bringing it up and coming. Well, I want to comply with many ordinances first. I mean, the other thing I got is to go take up the free part and that's just going to cause an issue. I I see the intent of the signs is for any commercial.

I I just don't but I think the ordinance is written for the entire street, but I don't know that for sure. That's scary. So it looks like the the planning itself goes from all the way down to like

All right. Come on up. been a favorite topic this year at volunteering work for about the last five years and I enjoy what I do and I'm there about five days a week. Some days I'm there all day for six hours every day. Some days I'm just there for three. And I have always gone on first street because I made the back door. I'm disabled. So I got a well, but I still have packages. And so I got on a u Saturday cuz I be Saturday. The only car park parked on the street all day and for the six hours cuz every six hours and the our other volunteers also parked. on this shoot. Uh none of us talk in front of any just because it's part of any hotel. It was usually apartment. Uh but and the museum employees news but you know parking the city does parking everybody around this has their own parking lot but we don't

that is a great question. And so I spent because the museum has antiques. So in our ants that uh city well the city and the chamber issue that they they volunte and they but then they don't they so I don't back the county they are people report similar later. What was that from?

I'm not sure what era it was from. I can leave this with you. And I like that

because you know most all the volunteers are well none of them but they're all up there and all you know on the downside but it was still a remain acne but I went in and talked to some more suggested by the solution the solution for the problem solution to the problem and I Well, what it tells us right in fashion for a while and then pushing apart from the art, you know, it's become an issue and they're obviously out there, but an issue is something because that's definite.

How many are there? How many handicap parks? How far how far away are you parking right now? I park on first street right behind it and we have a back door there can be open inside but they all in front of the building it's part of the building got it's on um well between

yeah well just yeah sort possibly nail soccer about and there's about four four spots there but nobody but the I mean and then lots of days my car is an old car out there all day long and it's been so it's not a highly new spot right okay

if it's not something like on your stuff that you want to talk about at the end, then would be your chance. I mean people show it some I just wanted to say you know um Sean came on board the direction he gave to me and he was getting downtown we try and do that we don't have the resourc so we've been trying to identify problems and do the best we can but recently it's been really nice because we're putting together as a city in the community so they went down every day and found some issues there is group here not hope they're volunteering their time, their bundle, their equipment, their staff, the materials to help us and clean up making the city safe. And so that's nice. It's nice to see, like I said, all of us, you know, I think it can do it all together. So they need to see that Mercury order. Thank you, Lord.

Um, this is an intergo intergovernmental agreement that we've had with the county. Um, and it got renewed Chelsea a couple years ago and that renewal expired and we just need to reop it. And the specific one is for the is this for right? Southern folk

or southern folkore. Yeah. It's just something that is there and we just need to re the the resolution couple years. It's been a couple years. No change. Just renew. No change. Just the the change date the expiration date. I apologize. cuz I don't have more but just out of curiosity because I I understand we've been doing this for years and it's part of agree on the eternal I don't understand why what would happen if we didn't agree to this

because it requires us to agree so obviously we can disagree if we want but what would be the outcome of that

that's a valid question. Why are we taking care of county land that they purchased? Yeah. techniques. So as far as back and then you know I'll know ramifications as we can possibility the original agreement to be said it's going to be perpetual the the original agreement's in the packet with all of the amendments. They all have a hear amendment number seven of the considering motion. settings. Uh that I would just say like Sean said I guess the concern would be I don't know what this costless but the concern would be that I'm sure that working relationships that okay second any other misconception was probably this is possible Is there something to do or just is it just not it's not a big deal? There isn't many tasks to it has certainly some task because there's some

maintenance that has to be done in each year isn't that or are we just kind of skipping over any mainten I don't know that we had something on this other than we're do you mind if we bring it back to our next meeting table it um and we'll will bring back some more information. I I don't I don't feel prepared and that's my fault and and I failed because I didn't focus enough or I didn't read up on this the way I should. Well, these are probably questions that we should have asked them last time, right? Sure. We

But we're getting I don't know maybe we're starting to learn some lessons and track. I don't know what what's the process for that. We haven't done that yet. a council action form in your packet as well that has a lot of details outlined. Um, so so there's a lot of streamlined information as far as why it's been continued over these years. So that might answer sort of we

I was just on here responsibilities um being part of the fluff corridor. It's in the best interest of that lower business section to work on keeping that clean water clos. So as far as Robert's rules go, my understanding does we have a second. We do have to take action on an up or down vote on action withdraw or you can withdraw the motion with the advice of the second or the second

and then we would entertain a motion to move this to the department. You need that by consensus or motion. Um I think let's do a motion just for I move that you table this discussion until next meeting. I will let you guys know. We have to send in the minutes, but it's not even going to take place for another meeting because she has to have to approve minutes and all of that stuff to do it. okay. Um, just um I don't know what else we need to do. You've got planning commission agencies, city bank agencies, and budget committee vacancies. They all need to be filled. Um the budget committee is the easiest one because it's just a couple meetings. Um planning commission um will start meeting soon, but the most important is the city council force, but um please ask your friends and neighbors if they want to serve it. Um, we wanted someone to volunteer someone. If I apologize. that on too. Um but just so you know that that's a good thing for the community trying to get more advertising for stuff about just for your information. Um want to talk about um just our topic of the day. I know I've already been on it. Um just because I follow up. We've had public comment in our last meeting about parking. You can see uh we've been out uh several times in the last couple weeks. Um we've done some education in the last month. We started put some warnings out. Uh there were uh two Saturdays ago we did 18 warnings. Um last week we did 16 warnings. I'm not sure what the number was today. Um again, we're not trying to come down hard on anybody.

10 today. Um we're not trying to come down hard on anybody, but this is a request for the business community to and what we've heard here in our city council meetings to take a look at downtown parking. I think the end result, as I mentioned to Mr. Green, um the end result is there may be some tweaks to our ordinance that we need to take a look at, but those are a little bit down the line as we go through this. Um I don't want to make wholesale changes until we see some of the benefits or results of some of the changes that we're doing. Some of the changes that we are doing is opening up some of our parking lots, not the on street, the off streetet parking that have been signed for 2 hours, but our orderly calls for 4 hours. And so opening some of those up to make sure we resign those. Um, but just know everybody in the public that we're doing the best we can to enforce what's on the books and and we're just trying to get a sense of what's happening. I think it's just the abruptness of the change, which we tried not to do abruptly, but the the abruptness of the change of having no enforcement for so long and now there's somebody paying attention and and it's it's different when you get into those patterns of of being able to park somewhere without within. Um I will be attending the league and working city's presidential meeting on Friday at seaside. Um it's their 2-hour quarterly uh deal that's up there. Um anybody wants to join me, come along for the ride. Um we got a comment um this is just to show good things happening. Um when we announced text my gallery, we got a comment about the um uh wood perimeter around the playground at Goodbye Park daily and we've been able to um sign a contract to get that fixed and repaired and follow up to that. So

that's something where our residents let us know of a problem that we probably weren't paying posttop attention to and we're able to get her prepared and done for residents and and just showing the good effect of being able to get those notifications in and and the one that goes. So those are great. And then um just want to give a a thank you um to officer Sadler who has uh is lastly with us is on Thursday um who's served with us for a couple years and uh is leading the city over to a opportunity an opportunity with another city here in the state and uh just thank him for his service. He's been a good officer with us. Um we are actively recruiting for new officers. Um and just for director technically we have two with officer s leading with our two vacant positions. We have not filled officer Newower's position yet as a strategic maneuver just to kind of see where the budget would would fall because we didn't want to hire somebody uh with before we knew officer Saber was leading and then have to lay them off if the budget wouldn't come up right. So that was a strategic move. Now with Officer Ser moving, we are actively aging to fill at least one spot. Um, we've got two really big candidates uh that we met with recently that hopefully you'll move on with it was a long process but we met with them and and feel like they both we have some other issues but um we just want to make sure that um we've got cross before we fill both positions but we don't need to fill those position through the budget. You want to watch your uh TV or wherever you get announcements for community events and locked out for community open house with allied health service building which will be completed by just February and use come and take a look anything I'm sorry have anybody anything yes but I don't only one more of the church we've had some trouble with that all kinds of stuff this last trying to all but one of the things that's really going to change the last several months police department response has been really make appreciation but more than anything because vast majority of people concentrate and uh I'm not there all the time and they anticipate about in that sense that she covered there quickly responded a phone call about following everything.
