Ladies and gentlemen, welcome to the Tuesday, September 15th, 2026 Board of County Commissioners Board Work Session. Myself, Commissioner Klaus are in the room. We have Commissioner Mejia online and Commissioners Grant and Ty Mincer are excused conducting county business elsewhere. So first item is the agenda review for the September 15th, 2026 meeting. Yes, so we'll have a few speakers. We'll have local businesses providing some snacks and treats. And then we also have set up someone to come and help teach salsa dancing. So make sure you're there for that.

Thank you, Vice Chair. Today we'll be, we have three different updates that I'll be talking about, some from our public health about immunizations and from our public works regarding a trash compactor and then an update regarding some changes in the permitting office or CPED.

Okay, thank you. On the consent agenda, we have grant contract, first county clean buildings, A SET OF PUBLIC HEARING FOR ORDINANCE AMENDING THURSTON COUNTY CODE. COUNTY FACILITIES CONDUCT AND SOLICITATION. RFP FOR STATE GOVERNMENT AFFAIRS. 2027 BOARD OF COUNTY COMMISSIONERS MEETING SCHEDULE. WE REVIEWED THAT A FEW TIMES. A SET OF PUBLIC HEARING ON A PROPOSED ORDINANCE TO ADJUST THURSTON CONSERVATION DISTRICT RATES. COMMUNITY ECONOMIC REVITALIZATION BOARD GRANT RESOLUTION. WE'VE ALREADY GONE OVER THESE, SO IF ANYBODY WANTS TO TALK ABOUT ANY OF THEM, JUST STOP ME AS I GO. Rural Health Transformation Program grant funding. We have Ben Miller-Todd in the room. REQUEST FOR PROPOSALS FOR INMATE CHEMICAL DEPENDENCY PROGRAM SERVICES. APPOINTMENT TO SOLID WASTE ADVISORY COMMITTEE. Greg Schoenbachler. Appointment to Veterans Advisory Board. We have a few of those. It's John Mangold, Manny Spearin. Voucher lists. Department items. Inner and local agreement with the City of Tumwater for indigent defense legal services. And we've reviewed all these. Award progressive design bill contracts, service contracts for Thurston County work. License and indemnity agreement for a private tunnel beneath South Bay Road Northeast. That'll bring us to public comment. Commissioner's reports. We will adjourn. And then we have a public hearing on proposed resolution to adopt the 2026 Thurston County Road Standards.

There's an item that is new on this week's agenda. Item consent number 11. the request for proposals for inmate chemical dependency program services and I'd like to move that one to department items to get more information since it doesn't look like we have anyone here to present the item and it wasn't on last week's agenda.

They presented on last week's agenda it was supposed to be and then I think there was just a miscommunication on which item it was and so we had them present virtually last week and got APPROVAL FROM THE BOARD TO PUT IT ON THE AGENDA.

OKAY.

WE CAN WORK WITH THE SHERIFF'S TEAM TO MAKE SURE A REPRESENTATIVE IS HERE IF THE BOARD, IF THE COMMISSIONER WOULD LIKE TO MOVE IT TO A DEPARTMENT ITEM.

OKAY. SO WE'LL MOVE IT TO DEPARTMENT ITEMS AND WE'LL REQUEST PRESENCE OF A REPRESENTATIVE FROM THE SHERIFF'S DEPARTMENT. That is the agenda. Next up, advisory board's update.

Yes, we have several applications for your review and direction. The cover page kind of outlines we have from the fair board, Mike Rendon, who is recommended by the board, Historic Commission, David Petrick, and Rebecca Sanchez, who are both recommended by the commission. The Capital Area Regional Public Facilities District, Ken Parsons is recommended for reappointment. And treatment sales tax, we have four, we have eight total applications and four that are recommended by the committee. Jeff? And then if you'd like to move forward, we can put those on the business meeting on the 29th, but we could also bring them back next week. If you have any further questions.

I sure would like to give the direction on this. I know we only have three commissioners today, or we can bring this back for next week's conversation. It's up to, up to the board, how they'd like to discuss this.

I mean, I, I don't, If there's no rush, it's probably good to have everybody in the room when we move it forward. And I know especially with like the TST one, I know that that's something that Commissioner Grant likes to be available for when decisions are made.

What we may do, Vice Chair, I know that Commissioner Grant is traveling on county business next week. My recommendation would be to bring this forward for tomorrow, just as a quick touch base so that if there's four commissioners that can discuss it. And then at that point, we can make a decision to whether or not we add it to the agenda so that it'd be a first agenda review. And the chair who's out this week will be back next week can also take a look, barring if Commissioner Grant has any concerns.

Okay, I think that's a good suggestion. Commissioner Mejia, you were saying something?

I said I'm okay with waiting.

Okay. So we're gonna put it on the agenda for review tomorrow when there will be at least four of us present for the discussion. And then if we have consensus, we'll place it on a future agenda for approval.
