Item number three is to adopt a resolution authorizing the city manager to enter into a contract for the Lindbergh Street six-inch water main replacement project. Item number four is to adopt a resolution authorizing the city manager to enter into a construction contract with contact contractors for Sanderson Lane, Senator Street, Garland Avenue, Washington Street rehab projects. Item number five is to adopt a resolution authorizing the city mayor to seek proposals for Amendment 78, financing of the new fire pumper apparatus. And then the last item, number six, is to adopt a resolution approving the 2026 bond budget. What is the board's desire on the consent agenda? Motion to it.

Okay. Number four. My question is the alternates are – let me get over there to it. We're approving – Well, Mr. Richards, would you tell me, elaborate on the different alternates that we are, if I'm referring to that right? Yes, sir. The alternate bids B.

So they're virtually just different pavement sections. So we've got a long stretch of existing concrete pavement on Washington in front of Cooper. And so the engineer provided some different options for that. The largest bid is going to be replacing all of that with concrete. The next largest bid is going to be the straight section will be asphalt, and then where the trucks are turning will be concrete. There was also some alternate pavement sections in there utilizing a geogrid matting below the pavement surface, which assists in spreading the load out, and you can reduce your pavement section on that. But ultimately, the bid that we are proposing we go with is we'll do asphalt in the straightaway section. There's really the major pavement concern there is for where the big trucks are making the turning movement. So those sections will be replaced with concrete, but we'll do asphalt in the straightaway.

And whereas the city of Texarkana, Arkansas solicited bids, and after three qualified bids were received, the Public Works Department selected contact contractors as the low bidder at a cost of $3,093,916.99. And whereas Spears Engineering reviewed the bids and found no errors in the submission and contact contractors is a very experienced and capable of completing the project. And whereas the funds are budgeted and available in the 2025 general obligation bonds. Now, therefore, be it resolved by the board of directors of the city of Texarkana, Arkansas, that the city manager is authorized to enter into a contract with contact contractors in an amount not to exceed $3,093,000. $1,916.99 for the purposes set forth above. Pass and approve this third day of August 2026.

We'll conduct a public hearing to receive comments regarding the certification of certain delinquent taxes, and we will adopt a resolution certifying the amount to be put on the tax books as delinquent and collected accordingly. Roger. This was the old region's building downtown at 110 East Broad. It's haunted us for years.

They are wanting to operate a funeral home at this residence, or not this residence, but this property. This is zone C3 over here. They're asking to rezone this to C1. That is the more restrictive zone that still allows for a funeral home. This property over here is all vacant. We've had no opposition to this.

Good evening, everyone. I'm Gary Davis. I'm the person purchasing the property to open another funeral home here in Texarkana. The building, I've canvassed the neighborhood myself now for about two years and talked to other business owners and you know, the community over there and no one has opposed it personally to me. So I just want to make that clear. Uh, it's mainly going to be used as an office building. I have another funeral home on the Texas side where I do in bombing and everything else. So I'll use that as a conference center for the Arkansas side because the state laws are different from Arkansas than they are on Texas. So I have to do different paperwork on Arkansas side. and apply for different permits. So that's the reasoning for purchasing that building and opening another funeral home there. Thank you.

She had concerns about how they were going to use the storage, and once she came to the meeting, or actually watched the meeting online and heard the lady speak, she withdrew her opposition. Number two there, the gentleman owns property on the other side of I-30. And he doesn't live here. He lives in Dallas. But he said, just very bluntly, he was opposed to it because of the plans for his property. And he didn't tell me what those plans were. But he's on the other side of I-30.

So limited mixed use was designed because what we saw was we had people that had these large parcels of land. and they wanted to do something with them that made sense, but the ordinance didn't allow it. Like, they wanted to put two houses on it, where you could only have one house on a parcel of land. Well, when you've got 20 acres of land, there's plenty of land for two houses. What started it was we had a gentleman who had a large parcel of land that wanted to graze his cows on it, and he wasn't allowed to build a shed on it without a residence there first. so this was designed for people with large parcels of land and it has a very limited commercial use and that's things like a wedding venue or a pumpkin patch at halloween or a corn maze or like a little uh truck garden that you want to sell your raspberry preserves out you know in your little shed at the corner things like that
