Right, we'll move on to the public hearing item FY25-32-Z. hold a public hearing to discuss and recommend action on a reasonzoning request from agriculture to light industrial on 49.989 acres addressed as 4181 Tower Road. The case will be presented by senior neighborhood planner Christina Strickland.
Good evening again, commissioners. So, this is coming before you tonight and we'll go to city council first reading November 20th and city council second reading on December 4th. So just a little bit of background on the right hand side is the subject property. On the eastern side it is uh currently um unannexed land. It's the ETJ and then on the western side where the kind of shaded stuff is that is currently in city limits. So this is a little over 49 acres of property. It is intended to be a synergy park expansion uh which is all light industrial um land uses. It is currently undeveloped land. It does abut two road ra two roadways Tower Road and Lorraine Avenue which does make it prime for development. It's got two access points. It is parter part of a larger economic development uh which is intended for a data center use. This annexation will go to city council for for final approval this Thursday. It is currently when the annexation officially comes through it will be zoned as agricultural which all annexations come in as zoned agricultural um and then it just wants to follow its neighbor to the uh the west of light industrial. So that is the request. It is just straight zoning um from a to [snorts] LI. Our rationale is it does continue with the industrial development in the area. This area is predominantly developing for uh data center usage and light industrial uses uh which are in line with also the uh landfill that [snorts] is to the north. Uh there is a low impact and low traffic generator when it comes to the data centers and it is part of a previously approved annexation
for [snorts] the comp plan. It does uh this is zoned as a a rule rule sorry um but it does abut light industrial in the area. Um it this will be part of a map change going forward uh which will be a collective map change for our comp plan. It's not required to be exact. It's not meant to be exact. Um but it is immediately adjacent uh to other areas um that are also light industrial. So some site photos. Uh just directly to the north there is a trucking business across the street. It is part of a a newer development that's just come in which is in the ETJ. Uh so it's not under our purview or under our review. It is currently and remains un unannexed land. And then the east and west along Tower Road, you can see it's widely just undeveloped land. So for uh sewer services and our thoroughfare plan uh water and sewer wastewater is available from a 10-in gravity main that runs along Lraine Avenue and the there is a 12-in water line along Lraine Avenue as well so that property can um develop excuse [clears throat] me and extend sewer and water services. And then our thoroughfare plan tower road is determined to be a minor arterial. So during the platting stage, additional right ofway will be required to be given for this road for roadway expansion. It's predominantly a dirt a rough asphalt road as it stands right now. It's barely a two-lane road. Um so the city has taken that on under management from the county from um from point to point. So we'll be responsible for that road and um [clears throat and cough] excuse me. And then through the plotting stage, we'll get the necessary right of way for the roadway expansion when that
time comes. [clears throat] And there's no trails along this road that have been identified. So for the traffic analysis, this is pretty comparable to the um roadway annexation and a zoning change along Bob White Road. It kind of mimics the same information. It's directly really in the same area. So a tower road is a minor arterial. to require right-of-way dedication as previously mentioned. [clears throat] Excuse me. Uh it is proposed to be a data center. Um so that would essentially generate about 396 weekday trips. Uh the nearby traffic um uh from 363 and Bob White Road is 363 is about 10,000 and then Bob White is a much lower uh traffic generator of 239. There were some crashes that have been reported over the last 5 years. One fatality, three serious injuries, and two minor injuries. Um, 10 of the 11 crashes though were on Loop 363 and one on Bob White Road. So, none of them were on Tower Road. It's a predominantly undeveloped area. Uh, this development doesn't quite really change that um too much. [clears throat] So for public notification, there are more than three um parcels in this area, but there are only three separate property owners. So only three notices went out and then to date uh no notices have been received in approval or disagreement. And the newspaper notice was published uh in the Temple Daily Telegram on October 23rd in accordance with state law and local ordinance. So, for our compliance summary, we do feel that it does uh it is compliant with all of our future development plans. Um although it's not in a neighborhood plan. I apologize. So, that should say not applicable because it is not applicable. Um but outside of that,
it does uh meet all of the surrounding uses. Public facilities are available. It does align with the thoroughfare plan and the future [clears throat] development plan. So staff is recommending approval of the resoning of 4181 Tower Road from agricultural to light industrial and I'm happy to answer any questions should you have any. I know this is just a resoning but is this the same company that is doing is it Rowan or it it is not this particular parcel is not the Rowan uh data center group. So um this that they're the ones on Bob White, right? Correct. Yes, sir. They're the ones on Bob White. This is the uh simple e economic development corporation. So this is TEEDC
that's requesting. Yes sir. Okay. In conjunction with its current land owner. Um so they TEEDC um has a a we try to get there. Okay. Um it it's got some of the surrounding uh properties around it. So it still will be part of the um light industrial expansion that's going on in the area. And I mean just again this is just reszoning but one of the things that I've seen in the news lately is just a a lot about energy and having enough power to run all the data centers that are coming to Texas. Sure. Is that I I guess we're watching those things and and water and water.
Power and water. Uh yes. So there are uh various easements that are projected on the property to connect for um electricity and um and then as far as water, there are water connections. All of these have different technology. Some require more energy, some require more water, some do not. It really depends on the technology that those companies that that do that development um have within their scope. is there's another data center data data center coming over by where the Facebook uh meta built
meta by where meta is being built like right across the street or down the street there's another one being built there so I mean just I saw them already scratching dirt on that so just point of note that I mean yeah that there's a lot going on with data centers so uh correct from from the best of my knowledge uh water and electricity services are all available to these um newly annex annexed requests and the zoning changes. It's the connections that will be determined at the planning stage. I don't think connection was the point. It's correct. It's the usage and how that affects the entire community over time
cuz it's a lot. But commissioners, any other questions regarding that? The property that's just below this property on Lraine, is that just easement? Uh, it is just vacant um land to the best of my my [clears throat] knowledge. Okay. It's just a small strip. So, I didn't know if that was if that road went through a property or if that was easement on that side of the road. That's just where their property line end. So, it it looks like um there is an additional property line, but that I I apologize. I do not know. Yeah. Okay.
Yes, that that is an additional property. Um it's not fair wide but it is a different property, different property owner. Um and I do know that public works is monitoring uh for water and waste water in this area. Thank you.
