CONFERENCE WITH LEGAL COUNSEL - PENDING LITIGATION.

The City Council will meet in closed session with the City Attorney's Office pursuant to Government Code Section 54956.9(d)(1) with respect to one matter of pending litigation: Claim of Flatiron Dragados West, LLC, aka Flatiron West, Inc. re French Valley Parkway II Project.

CITY MANAGER EMPLOYMENT AGREEMENT NEGOTIATIONS.

The City Council will meet in closed session pursuant to Government Code Section 54957.6 with its designated representatives regarding the terms of an employment agreement concerning salary and compensation to be paid in the form of fringe benefits for an unrepresented employee, City Manager-designate Luke Watson. The employment agreement would be approved at a public session of the City Council. The Council's designated representatives are City Manager Aaron Adams and City Attorney Peter Thorson.

Recommendation: That the City Council adopt an ordinance entitled: ORDINANCE NO. 2026-07 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMECULA AMENDING TITLE 17 OF THE TEMECULA MUNICIPAL CODE TO IMPLEMENT AN ALCOHOL USE PERMIT (AUP), AND MAKE A FINDING THAT THIS ORDINANCE IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES SECTION 15061 (B)(3)

Recommendation: That the City Council approve the cancellation of the regular meetings of November 24, 2026 and December 22, 2026.

Award Construction Contract to Vido Samarzich, Inc. for the Bike Lane and Trail Program - Great Oak Trail Lighting Project, PW21-16

Recommendation: That the City Council: 1. Award a construction contract to Vido Samarzich, Inc., in the amount of $227,000, for the Bike Lane and Trail Program - Great Oak Trail Lighting Project, PW21-16; and 2. Authorize the City Manager to approve construction change orders in an amount not to exceed $75,000, which is approximately 33% of the contract amount; and 3. Make a finding that the Great Oak Trail Lighting Project, PW21-16, is exempt from Multiple Species Habitat Conservation Plan (MSHCP) fees.

Award Construction Contract to Roy Allan Slurry Seal, Inc. for the Fiscal Year 2026-27 Citywide Slurry Seal Project, PW26-03

Recommendation: That the City Council: 1. Award a construction contract to Roy Allan Slurry Seal, Inc., in the amount of $1,616,628.70 for the Fiscal Year 2026-27 Citywide Slurry Seal Project, PW26-03; and 2. Authorize the City Manager to approve construction contract change orders in an amount not to exceed $161,662.87, which is equal to ten percent (10%) of the contract amount; and 3. Make a finding that the Fiscal Year 2026-27 Citywide Slurry Seal Project, PW26-03, is exempt from Multiple Species Habitat Conservation Plan (MSHCP) fees.
