5:15 – 7:150

9:19 – 9:500

Bye guys. Thanks for coming. Bye. Okay. Next item on the agenda is a presentation by Pinnacle as it relates to membership and projects updates. Pinnacle being our um golf course management company. They left. I was going to give them a hard time for taking the long way to get to the podium, but they're cross country country runners, so

9:48 – 11:450

they that's that's what they do. They they they travel the long way. Um, thanks so much for having us. Uh, there's a lot going on golf related uh for sure right now. Uh, as anybody that comes up to the facility can see driving through, um, which is great. There's just it's a great time to be part of TUK. It's a great time to be part of the golf operation up there for sure. Um with with a lot of projects and a lot of improvements to the asset going on. Um the main one being the pavilion renovation and moving out of the clubhouse uh and moving the golf shop into what was the old pavilion. Um so that has begun. The renovation is is is going well. There's always a few hiccups that come up in construction. Uh we're working through all of that, but the we're still on pace for uh middle end of April completion for that in order to move back in. Again, that timeline can change depending on weather and things that may come up, but uh it's going well. So, um, and so the golf shop has moved from the clubhouse into the tennis building, um, temporarily until we can move back into the pavilion once it's finished. Um, but a huge thanks to the city, the city staff, the team for helping in all kinds of facets to help move out. Uh, lift store, internet connection, you name it. it has been a huge help to us um from the city staff standpoint. So, we greatly appreciate that um and everything that's going on. Uh it in in conjunction with it, we're also uh putting down new cart pass uh on the Pines 9. We did the Grand View last year and this fiscal year we're doing the Pines. Um and so,

11:43 – 13:410

yeah, the uh the tree work is going on now. They'll finish that up and have the tree work finished by the 23rd of February. And then Eddie Smith and Sons will be on site starting February 23rd. We'll start overlaying the new cart path onto that nine holes. It should take about four weeks. Um and then so but certainly by mid-March we'll have the main 18 all with new cart paths which is fantastic um and a huge huge improvement um to the facility. We also have a storm drain uh sink hole and issue on whole seven that we'll be repairing while Eddie Smith and Sons is on site uh to get that repaired as well. Um so those those two will will happen and then following in conjunction but a little bit right after the cart pass we will start work on the renovation of the hole 18 hole 10 and the chipping greens. We're rebuilding all of those green compounds and surrounds. Uh and that work will start in March and we look to have it completed by mid July weather pending. So we'll be moving from 10 and 18 holes 10 and 18 will be moving to a temporary green which is in front of the original green and we'll play off that temporarily until we can finish construction and grow in um the green surface. we'll have to we'll sprig it uh by hopefully by the end of May and then it will take probably approximately eight weeks to grow in uh where we can get back on those surfaces. So um huge improvements um being made you know to to this facility um and the great thing is all of this and I think this has been discussed here in all the meetings all of this is being paid for out of the golf reserve account with no bond and no loan. So that's that's pretty cool. Um

13:39 – 15:370

so uh that being said, the club is extremely healthy. Um had a record year last fiscal year uh to close out which was great. Uh the current membership just is so update for everybody is we have a cap at 185 members. Uh we've reached that uh we have a waiting list of 94 members. on top of that. Uh, and so there's a huge demand to get into this club. Uh, with with what Tai does and his team and the golf course maintenance staff, the the men's golf association, the ladies golf association, the events that are run, it's just a very very healthy membership. Uh, on the waiting list, there are 73 residents and 21 non-residents on that list. Non-residents get moved up to the top of the waiting list over non-residents. So, um, and that's after taking in probably 20 21 members, new members, uh, since the end of the year. And so, we're still at 94 on the waiting list. Um, those make up, we have, uh, individual members with 112. We have family members at 36. We have senior memberships between individual and family. We have 19 of those. And then we have an all-inclusive membership, which is all-inclusive is cart fees, green fees, range fees. It's basically one price and you're covered for the year. We don't sell those any longer. We did those back in I don't know Charlie we can we can reminisce on it but back in 2008 nine and 10 when uh neither the club nor the city were financially strong we started doing these all-inclusive memberships really to raise cash during the winter time. The winter time as everybody can tell at this stature uh we're closed currently and have been for a while. Uh, so resources are are slimmer during the

15:36 – 16:430

winter. So we would sell these all-inclusive and prepaid memberships to raise funds. We don't do that any longer. We don't need it, but we didn't feel it was fair to eliminate those memberships of those uh residents who supported the club big time during that period of time. So we grandfathered all the old ones. There used to be close to 40. Now it's down to 18. And as as members drop, uh, then you that will eventually be eliminated. but we don't sell them any longer, but we do still have that category. Um, so it's uh it's a very healthy time. It's an exciting time uh with all the improvements that are happening and we're just happy to be a part of it and watch you know TK continue to take this asset which is a huge asset for this facility I mean for the community um to a really higher level and a better level and keep attracting more people to come to this great town and community. any questions, but we're happy to answer them, but very excited about what's going on.

16:42 – 17:240

How quickly do you go through your waiting list in a given year? Well, yeah, you can answer that. Sure. Um, so I send out a renewal letter and the first part of December, give them till the end of the month to either say yes or no, and then once I get those nos, January 1, I start hitting that list up. People that have been on that list for like three or four years, they've already found they don't play golf anymore. So, the list kind of goes quickly. It's usually a no or and um we made a I mean the waiting list is at 94 now. It was upper hundreds before this year. So, we went through a big chunk of it. Oh,

17:23 – 17:400

yeah. We're moving through it. I mean, but it's still probably a It'll add throughout the year. So, that 94 by the end of the year be up to that upper. Yeah, it's it's still in a in a in a multi-year weight. And there's no reason to change your cap.

17:38 – 18:180

No, that cap is for a specific reason as far as a business model. As more memberships in the rounds that they play versus the the non-member public play, there's all kinds of matrix that we go through and analyzing really the best formula for the business. And the 185 is is is is the sweet spot for uh for the business and which has shown over the last few years, you know, with having record years. And um so we feel we we hate that people have to wait to get in. Um but at the same time from a business standpoint, it's it's a very good number and a good model. Okay. Any questions from anyone else? Thank you. It's always good to hear from you.

18:16 – 18:340

Thank you all for the support and for everything that you're helping you know get done. It's just it's it's a lot of great things happening and we're happy to be part of it. Great job. Thank you. Next item is city manager report.

18:33 – 20:310

Thank you, madame mayor, members of council. Um, so just as a reminder, applications for the city's commission and uh commission and committees uh will be accepted until the end of February. As a reminder, all currently seated members who would like to be considered for reappoint, meaning your terms up, you want to continue uh to be considered to serve, uh you still must reapply through match boards. Uh the Grove is continuing uh installation of the ground infrastructure. They're also working towards uh commencement of their required off-site traffic improvements which will include turn lanes on 160 both at Dam Road and Stone Crest Boulevard uh as well as on Dam Road um itself. So uh they're working on uh getting that going. Uh the engineering I think is pretty much complete on that. We've got a meeting with them coming up uh here in the next couple weeks, but they're starting to work on acquiring those um the necessary rightaways for that. Uh Alderwood, uh which is down at Dam Road and New Grey Rock Road, um is planning to begin, uh their grading in February. Uh we're excited to announce that uh we have added Vicky Eisenhower uh to our team as our new permit tech. Uh she started on Monday. Um and we're excited to have that position filled and have her as a member of the team. Um, we'd like to thank uh the COG as well as the steering committee uh as a complete draft of the city's new comprehensive plan has been posted on the city's website and a joint public hearing will be held at council's February meeting. Um fire last weekend with the ice storm. It prompted the activation of the department's excuse me uh joint emergency operations center in coordination with city staff. Uh we're very fortunate that or we were very

20:29 – 22:260

fortunate that conditions uh proved less severe than initially forecasted. Uh I want to thank our residents who remained off the roadways enabling our first responders and city personnel to work safely and efficiently uh as we continue to monitor the potential for additional inclement weather. Uh we strongly encourage resident to uh test their smoke alarms and carbon monoxide alarms. Uh fire department also wants to recommend replacing the batteries as a precautionary measure in the event of a power outage. Um just some stats uh from that. Uh let's see. Where are those? I got that. Uh give me one second, please. Where did thought I had? Oh, I'm sorry. I'll just keep going. Uh we'll have this uh posted online, but you're talking hundreds and hundreds of man-h hours um for public works. Uh we had um staffing of eight split into two 12-hour shifts um uh for 48 hours. Our TCU staff um they staffed it up uh with four employees uh plus supervisors uh plus two additional supervisors for 48 hours. TCPD uh had additional staffing of one and command staff uh for over 36 hours. And TCFD uh had additional staffing of of one uh and uh their command staff for 48 hours. Uh all headquartered uh at the at the EOC, our emergency operations center. Uh, and that was um that doesn't even include the 100 manh hours plus of uh meetings uh with York County Emergency Management and other um other agencies around the county uh preparing for the storm. So, uh hats off. appreciate. Uh I I do want to uh give a special thank you to Joy Blein, uh to

22:23 – 24:210

Chief Hasty, Chief Crosby, um Antonio Muro, Chad Holland, Tim Gillette, their teams uh and Gretchen uh for getting the the constant and timely communications out to everybody. They did a fantastic job uh as they always do. Uh and we're very fortunate the storm wasn't any worse than uh than it actually was. And now we're prepping for the snow that we're apparently going to start getting between Friday night and Saturday. So, um, we I joked around, you know, we we do have a lot of folks that have moved here from, uh, Rochester, Buffalo, Wellsville, your weather's wandering around, kind of drunk out here in the yard. If y'all could just take it on back, you know, that would be great. But, um, now, hats off to to the entire team. They did they did a fantastic job. Um, the new ladder truck is here. Uh ladder one is here and they're just waiting on a few uh uh equipment that was delayed and uh they're training the new team on it. They did reschedu the uh uh the date for the pushing in ceremony. Um, and they're going to place that into service ASAP. And once Chief gets that date nailed down because we're inviting uh folks from Senator Graham's office and uh the USDA where we're getting a big chunk of funding to to go towards that trying to get uh get something available where they might be able to attend as well, but it'll be coming in in the next few weeks. And uh once that date's nailed down, Chief Hasty will be sure to to get that out. Uh this Saturday, they've fire department is doing firehouse stories. uh keep an eye on the weather um and may switch to a Facebook live event uh if necessary. So, just keep an eye on their Facebook uh Facebook page and uh they'll they'll have that information there for you. Um and then you might spot their team around the city over the next month uh doing uh safety inspections and working on uh building pre-plans to uh local businesses throughout February. uh parks of wreck. Um this is the final week of registration

24:18 – 26:180

for spring sports. Um and so if you haven't gotten signed up yet, uh don't wait till the last day. Get signed up now. Uh you can do that on our on our uh website. Um, weather permitting, the Dick Sporting Goods uh shop day is this Saturday from 10:00 to 2 at the Rock Hill location. You can save 20% on your local purchase with the TK Parks direct coupon, which can be found and printed from our website. Coupons are activated early and can be used on uh used in store starting today through Sunday. So, if you got some last minute things you want to get from Dick Sporting Goods, it's a great way to do it and save a little bit of money. Um, put February 21st and 22nd on your calendars as TK will be hosting a national qualifier for US quadball teams. Uh, those teams are coming from Washington DC, Chicago, New York, and the Carolinas and we'll be participating in the qualifier. Come out and support uh, your team or just if you're curious, uh, it's going to be down at Kataba Park. And if you're not sure what quadball is, if you've ever seen Harry Potter and the game they play flying around on the broomsticks, it's that without the flying. So, um, that's that's what quad ball is, and we're, uh, we appreciate, uh, Visit York County and helping bring that tournament here to TK. Uh, I'd like to welcome, uh, our new recreation programmer, Ryan Dudney, uh, to the team. Ryan will be overseeing our baseball and softball program starting this spring, and we're excited to have him with us. Uh, he's got a very big baseball background, um, and has hit the ground running with us. So, uh, if you see him out and about around the fields and at skill evaluations will be coming up, be sure to say, "Hey." Um, the department has wrapped up uh installing turf inside the uh baseball softball complex at Kataba Park. They're finishing up the new batting cages at Rundy Park. And we'll begin preparing for the upcoming recreation season as we

26:16 – 28:150

head into February. And they've got a new event. Um, I'm sure uh Miss uh Miss Caroline Hasty would help develop this, but uh it's called uh why we heart TK. So, we're inviting children of all ages to create drawings showing what they love most about TGK. Submissions will be accepted uh February 3rd until February 12th at City Hall and then all artwork submitted will be displayed in the lower level of the Glennon Center. So, dust off your crayons and your color and pencils and uh show us what you heart about TK. Um let's see. police department. Uh they want to thank everybody for staying off the roadways uh during the recent winter storm. Um the um Special Olympics are coming up. So we've got badges and baristas. Uh will be held on February 2nd from 7:00 a.m. to 11:00 a.m. at TK Coffee. Um and again, that is a a fundraiser for Special Olympics, but it's not the biggest one. The biggest one is going to be on February 7th at 10:00 a.m. at the beach and swim center and that's the annual polar plunge. So, uh that that is coming up. Uh the forecast for that day calls for a high of 53° uh with morning temperatures around 30°. So, that's going to be very pleasant for all that jump into the pool. Uh I will be out of town that day, so sorry. I look forward to see the pictures. The uh department has compiled their monthly crime stats uh for December. uh with 403 calls for service, 30 33 incident reports, 2,665 property checks, 597 traffic stops, 16 vehicle collisions, 10 custodial arrest, three DUI arrest, an average response time of uh 3 minutes and 49 seconds, and they hosted four community events. So PD was definitely busy in uh in December. And uh last uh just a uh kind of an

28:13 – 29:000

update conclusion on wildlife management for this year. Uh the city did conclude the wildlife management program for 2526 fiscal year. Program included the culling of 80 deer by low country wildlife specialist at a cost of 42,382. In compliance with the SEDDNR permit, uh the meat was donated to the Kataba Indian Nation uh who made a contri made a contribution to the processing fees. uh additional details on the uh program is all posted on our website. And madame mayor, that concludes my report for this evening unless council has any questions. Thank you. Um next item on the agenda, item two is public comments and um I have two signed up. Uh Nancy Fre.

29:05 – 31:040

Hello. Thank you for being here tonight and for serving our city. Uh, yes, I'm Nancy Freys. I live at 1992 Newberry Lane and I'm hoping to hear some clarification tonight on the proposed ordinance relating to the private wells. Uh, I've been well, my husband and I have lived here for over 30 years. Um, originally we were at 17020 Windong Bay Lane, but then when the all the development occurred, we had our address changed, but we still live in the same household, and we have we have been in that on that well since we've been here uh in the early 90s. Uh, my first question uh that I'd like some clarification on is is this for new wells? And I'm sure that the existing wells would be grandfathered in. However, I didn't see that in the ordinance information and I think it would be calming to have that in writing. So that there is no question that we don't need to be concerned those of us that are on wells. I don't know how many wells there are currently here, but that would be another um existing well. And also, is there a very is there a separation between wells that are used for home use versus wells that are just used for irrigation? And again, are both of those uh grandfathered in A and B, could somebody have a an irrigation well, but not for home use? And lastly, what's the purpose of the ordinance?

31:00 – 32:590

What brought it to the forefront? Um whether there it's for existing or for um for new wells. So, thank you. And I hope I'll get some answers on those. Judy Roar. Good evening, mayor, mayor, council members, and fellow residents. My name is Judy Roars, a 20-year resident of Tig, and I'm here tonight to speak in strong support of Liz Duda. Liz Tig is a town of about 12,000 people, but what makes it special is that it still feels like a community. And communities don't happen by accident. They happen because people step forward, see a need, and decide to do something about it. That is exactly who Liz Dudah is. Liz has been a resident of Tig for 20 years, but more importantly, she's been an active community leader for our town for two decades. She doesn't just intend meetings. She shows up, she listens, and she gets to work. When the elementary school opened in 2014, Liz saw an opportunity to make our town healthier and more connected. She created the walk, bike, and roll to school program, encouraging families to build healthy habits and healthy helping kids feel more connected. She's also been a huge supporter of the recreational programs that so many of our families enjoy. When she realized that flag football only went up to age seven, she changed that. She organized a petition to help extend the program so kids could play all the way to age 13. Because of her, more kids got to participate, belong, and thrive. Liz is also deeply committed to safety. When she noticed that some children

32:57 – 34:550

weren't using their bikes safely, she didn't wait for problems to happen. She created a bike rodeo at the elementary school to teach children bike safety in a fun, hands-on way. That's the kind of leadership that prevents problems before they start. Beyond these vis visible projects, Liz has spent years doing the quieter, harder work of local government, serving on the planning commission, the park and recreation committees and other important community committees. She understands how the city works. She understands the budget, the tradeoffs, the long-term planning, and most importantly, she understands the people. Liz builds bridges. She builds relationships. She brings people together to get things done. Tigga K needs leaders who don't just talk about loving this town, but prove it through consistent, thoughtful, and practical service. Liz has done this for exa for ex this thing exactly for more than 20 years. She has the experience, the trust of the community and the heart for this work. I cannot think of anyone better prepared for or more committed to serve in this role. I strongly urge you to support Liz Duda and vote on February 3rd. Thank you so much for your time. And that is the last of public comments. Um we will move on to approval of minutes. If I could have a motion to approve the minutes as they have been presented, please. Uh, madame mayor, member of councils, I

34:52 – 35:100

would like to motion to consider approving the minutes of the January 5th, 2026 special meeting. Second. Okay, we have a first and second. All those in favor say I. I. I.

35:07 – 35:410

Anyone against? No. Um, motion carries. Thank you very much. Um, next item is new business. um consideration of awarding the bid for Windjammer and Sh Windjammer Shoreline Stabilizing Project Phase 2. Madame Mayor, members, council, I'd like to make a motion to award the bid for Wind Jammer Shoreline Stabilization Project, a Lake Wy dot construction LLC in an amount not to exceed $90,000 and authorize a city manager to issue the notice to proceed. and a second.

35:45 – 36:060

Did you do a second? Oh. Oh, sorry. My bad. I thought you second a second. Please calling for a second. Yes. Um, actually, before we do the discussion, I would like to have Dustin um fill us in on the the the why, when, where, how, how much.

36:04 – 37:050

Absolutely. So, uh, excited to be the first, uh, new business in 2026. So, uh, thank you for, uh, bringing me up here. Uh, so, as you all will see, this is phase two. Um, so we did phase one project, uh, last year, um, which is the store shoreline stabilization of Wind Jammer Park. Uh, so essentially in layman's terms, it's the rip wrap surrounding the point um, which is will protect the point and the park itself uh, from erosion. Uh, this one would be, like I said, it's phase two. Um, and we did receive one submission. Um, and it would be for that $90,000. Um, and you will recognize the submitter as the vendor who did phase one. Uh, so this is the same vendor. Um, they know the area. Uh, they completed phase one and it looks fantastic. Um, so, and this was also a budgeted item um that y'all approved in the current budget. Um, so this would be out of our capital funds. Um, so staff would recommend uh moving forward if you so decide.

37:00 – 37:320

Thank you. any discussion or questions? I just wanted to say thank you as the new member. You were very responsive when I had questions about phase one and those things. So, thank you for sharing those with the public as well. I appreciate all that. Thank you. Okay. If there is no further discussion or questions, then I would um like to go ahead and um call for a vote. All those in favor? I. That carries unanimously. Thank you, Dustin, for that.

37:29 – 38:100

It will look fantastic. It will. All right. Um the next um item on the agenda is consideration for awarding a bid for lawn maintenance and lawn maintenance services. Um I'd like to have a motion, please. We're going to do um Madame Mayor, members of council, I would like to make a motion to table item 4B, consideration of awarding the bid for lawn maintenance services. Second. Okay. Um, we have a motion to table it. We'll proceed. Um, we'll take a vote on that. Uh,

38:08 – 38:210

could we have the discussion of why? I'd like to. Yeah. If um, actually, um, Antonio, if you could No, that's not that is. Sorry. If you could tell us why you're

38:19 – 39:580

Yeah, no problem. Um, uh, thank you, Councilman Jones. Um, yes, I would, uh, ask to respectfully, uh, table this into our February meeting. Um the reason for this is to allow staff some additional time to vet um the vendors. Um as you may have seen in your bid packet, we have three vendors that are very um competitive and have comparable pricing. Uh we have never worked with those vendors before. Um so staff and I would like to do our due diligence um before moving forward or recommending uh a vendor um currently as part of those three. uh we want to get a better idea of their qualifications and the capacity for them to perform the work especially to the standard that we would like in the city. Um based on their uh submissions, it does seem like that they would do good work, but we want to make sure that we have as much information that we can provide to you and then also make a recommendation. Like I said, with us never working with them before, we want to make sure we have we answer or ask some of the questions that that we want to know to make sure we're getting the service that that we expect. Um, so we plan on doing um interviews per se with uh with the th the top three uh vendors and we would like to give you that information for your February meeting uh which will give us more than enough time um to approve or to provide a contract for y'all to approve on April 1st. Um so with your um decision, I would respectfully ask to table until February. And just to provide why uh I was open to doing the tableabling is this contract and just to share with the public um includes it's consolidating two current contracts that we have because Park has previously had its own contract and this is for the wider

39:56 – 40:400

Yes ma'am. So uh we had the previous vendor uh that we've had for three years. Their contract is expiring. So we're not getting rid of them. This is just a rebid from an expired contract. Uh we did make several changes in terms of our mow areas and and weeding and trimming areas inside the city. Uh the biggest change um is we had two separate vendors for Kataba Park as well as inside the city. So with this RFB we combined everything under one vendor so we can try and get as good of a price as possible and then while also working with the same vendor so there's not double communication or anything like that. So this is a little bit different than the previous contract. Um, but there's a lot of similar areas, but the the biggest difference as as you and I uh spoke about is the addition of Kataba Park.

40:38 – 40:560

Within the within the bids, there were there were some um just minor, if not inconsistencies and things that were not not included with with all all of the lower bids. And that's something that you'll address before we see it back again.

40:53 – 41:370

Yes, ma'am. So, um, as what we discussed too, um, as part of the the clauses in our RFB, uh, process, um, council does have the ability to either wave any technicalities that they see fit. That would be the the best decision for the city. So, any of the ones that are missing from those bids, we will ask to confirm. Um, some of them are small, um, like missing a staff member or something along those lines. So, we don't want to completely rule them out if it's something that they may have overlooked. So, we'll make sure to ask those questions as well as any additional questions, like I said, to to make sure they could do the scope of service that we're looking for. Okay. Thank you. And and I do plan on compiling all that information and providing that uh for y'all prior to your next meeting so you have that in front of you.

41:35 – 42:160

Okay. Thank you very much. Yep. Thank you for your due diligence. No problem. Any other questions? Anyone else? Thank you. I appreciate your support. So now I will call for um a vote on the tableabling um item number 4B. All those in favor? I. That carries unanimously. Um next up is consideration of the introduction of the first reading for an ordinance to adopt chapter 54 article 5 of the city's code as it relates to private wells. And if I could have um a motion to

42:14 – 42:480

Madame Mayor, if I can make it just a recommendation on this one specific um if Antonio May could be allowed to introduce kind of the meat and potatoes, if you will, of the ordinance before council makes a motion, just in case there's anything that council wants to see changed uh as part of the first read, you'll be able to include that in in your motion without having to back up and and go again. But just just as a recommendation actually that would be good because I I do have some questions on that. Thank you.

42:45 – 44:440

Perfect. Well, pleasure to be here uh introducing this ordinance for uh consideration. Uh so just a little bit about it. Um and hopefully it addresses all the questions that were currently asked and any questions that you may have. So this ordinance is about protecting public health and reducing risk to the city system. the private wells, they're not regulated under the same drink and water uh standards as the city's water system. So, basically what we're trying to do with this is to eliminate that. Um we're trying to get ahead of the game and making sure that we can protect our system, protect our people from that contamination. Now, to answer a little bit about the question there, if you have a well, it's staying. Um it's grandfathered in. That's not what we're trying to do. We're not trying to take away that right. Uh what we're trying to do is prohibit any new wells from from being introduced into the system. Um, we appreciate the people that do have wells and we hope that they're doing the right thing of not cross-connecting those, but as sedes continues to to make sure that we're within compliance, we want to make sure that we keep thinking of ways that we can protect the system. One bad one bad well could infect the entire system. So the purpose of this is to is to eliminate that chance. You can install a backflow and that can reduce a risk. However, it will not eliminate the risk. By this ordinance, what we're doing is eliminating that risk. We're protecting the people of TK. We're not trying to take away any rights. Um, in that ordinance, um, there's there's wording about, um, and it's not it doesn't say grandfather, but it it

44:41 – 46:080

specifically talks about, um, irrigation wells um, not being affected by current irrigation wells not being affected by the ordinance. Um, and I know that you said that wells in general are not existing wells are not um are not affected by by the ordinance. I would like to include wording in that ordinance that is more specific not just to irrigation wells but that in it encompasses because I I I understood that to be the case. Um but the irrigation part of it may not be as clear to to people that do have wells and it just sort of protects that um ongoing premise that that they are excluded from the ordinance. M madame mayor, if if council's inclined, we could just delete reference to irrigation in the motion in section 5426. I do believe, and correct me if I'm wrong, there is a desire not to have any wells uh connected to the system, and I believe that would still be the the desire unless council wants differently. So, if you have a well, you'd be going into a septic system. you wouldn't be connected to our sewer system. But if we delete the reference to irrigation, just delete the word in your motion of irrigation to section 5426. I believe that'll make it clear.

46:06 – 46:470

Okay. Um I mean it sounds that sounds simple enough to me. Um if that's the recommendation and of course we'll look at this again not at a meeting. If we need to make any other changes, we can do this. That was second reading. any other clarification, but I believe that'll get us where we need to need to be. In Antonio, one question I had was uh I talked to city manager earlier. He had told me that the state used to have a regulation under dehack that didn't allow wells if you had public water, but that regulation is no longer in existence when they became dees. So, this will fill that gap.

46:44 – 48:160

This will this will fill the gap. So if of course within within that ordinance as well it also says that we would allow a variance if there was not city water um available. Uh but being that said um the the the issue that I want to touch on that variance as well um and and the DHECK or dees regulations is that the problem currently is the portion of it being unregulated. So the permitting comes at a state level. they they do the permits, they they they see the process through and then it's forgotten about. It's up to a homeowner to really test it to make sure that the water that they're that they're taking from that well is safe. Uh so yes, some things have changed. However, it's up to us to make sure that our people continue to be safe and I believe I read in this ordinance is chaplain just mentioned it does prohibit if you have a well it prohibits the connection to the public water system. That's what that that's the whole purpose of it is no connection. We cannot there's no connection at all. And that's what if if we find a connection of such a cross connection of such that's when we can we can have that decommissioned. Uh that's a violation of the of the ordinance. So as long as you're not connecting into our system or get into the water system, we're good. So, anybody who has a private well and is using it for drinking water, that's fine as long as it's not connected for any reasons.

48:180

Within the motion,

48:19 – 50:150

I will add that there are very few of these wells. Uh, as Miss Freys mentioned, they're on one. I can think off the top of my head of at least one other, if not two. And they pre-existed. They were in place before Tik ever existed, before the city was in the water and sewer business, if you will. So, um, as far as a drinking water well, you know, that's that's piped to their house and that kind of thing. So, there there's not a lot of them out there, uh, to be quite honest. Uh, the ones that are, uh, some have come off their wells and and tied on to the, uh, water and sewer system. Um, I'm not aware of any septic tanks that are out there. I think pretty much uh everybody uh that's in the city is on is is tied in, but there could be one or two. But again, those those aren't things that we regulate. That's done by dees. But we're not talking about an astronomical people amount of people, as uh Antonio mentioned, um yeah, those people can still keep those wells, but if you decide to tie your well onto our drinking water, we could make them at that time decommission their well uh if if council approves the ordinance. And one other point with the variance procedure that you set forth, if people are going out and expanding, we want to limit the number of wells. So if they go through the variance procedure, they could still be required to decommission and it still reads that way because those people would be going in with knowledge. They haven't been here for decades using it. They're not grandfathered. So they would go in with knowledge that they're expanding to an area. They want to use a well on a temporary basis. But if and when water becomes um accessible as it's defined um which is basically in close proximity they would be required to connect. So there you do treat those differently with with new wells that are very limited through the variance procedure.

50:15 – 50:590

Brian, did you have a question? So for in the ordinance section um 54-26 um if we just remove the irrigation to say existing wells that essentially grandfathers in irrigation wells and drinking wells and we don't have any issues with that. Right. Correct. Okay. Perfect. That's all I need wanted to make sure. Well, just one last question on the the existing wells that the city has. Are any of them tied to the sewer system? Are they all okay? So that that won't even come up for any Not to my knowledge. No. Okay. All right. Any other questions?

50:57 – 51:500

Um, no. I I just want to say I appreciate the information you provided here. Um, obviously a lot of the wells that do exist predate probably even Water Inc. from my understanding of some of this. I mean, we're talking original homes in the neighborhood. So, and I appreciate our public speaker who came to to ask for clarification on this because I don't think any of us have the intent of wanting to impede on people's rights on their own property. But when we're talking less than 20 maybe wells total in the city versus 5,000 households that could have their water negatively impacted because I'm sure we all remember whenever we get a notice about E.coli or boil advisories or things like that. That's what we're talking about is wanting to protect the entire city against instances like that or EPA violations that bring a hefty fine with them. So, I appreciate your due diligence on this from a public health perspective.

51:48 – 52:330

Thank you. All right. So, if I could have a motion to amend the ordinance. Um, madame mayor and members of council, a motion to approve the introduction and first reading of an ordinance to adopt chapter 54, article 5 of the city's codes as it relates to private wells with the adjustment of section 54-266 to read existing wells with the removal of the word irrigation. Could I have a second, please? Second. All those in favor? I that carries unanimously. Thank you. Thank you, Antonio. Thanks, Antonio.

52:30 – 52:440

All right. Now, we're going to move on to item number five, council comments, and I will start with council member Carter. Yes.

52:41 – 54:400

So special. All right. I thank you guys for being here this evening. Always appreciate that. Um, everyone that's watching online, appreciate that, too. I know we adjusted the meeting from Monday night to Wednesday night. So, thank you for being flexible in your schedules to come and and come join us. Um, we adjusted the meeting due to weather over this past weekend. Fortunately, as uh our city manager, Mr. Funberg said, the weather was um a little bit better than we had anticipated and uh that's great. Um, but I do still want to echo his comments that he made in the city manager report. Um, Joey Blein, awesome job over the weekend. Gretchen, I don't think she's here, but awesome job with the communication aspect of what's going on. Um the connection with all the department heads of everybody from TCU and public works. Um TK Fire Department, TK Police Department, um the the city staff over the weekend did a phenomenal job to make sure the roads were clear, to make sure everything was there, and they had the um individuals in place in case something did happen. A lot of staff did stay over the weekend and they they they lived at the city for a couple days straight. So, I just want to thank you guys tremendously for that. Um, everybody in the in the city who was part of that. Um, congratulations to both the Fort Mill High School girls and boys cross country teams on their uh 5A division 2 championships. The boys winning two years in a row and the girls three years in a row. That is fantastic stuff that we have going on here in um in our community. So, want to say thank you to that. Um, city manager did mention the the polar plunge. It's right around the corner. It is February 7th. That is a it's going to be a cold morning and I know council's going off. We're going to go off and do that. But I also challenge everybody in the community to do that. It is a fun activity to do with your kids if you're around or with your friends and family and it will create a lasting memory for life. I I'm telling you I mean you will make you will freeze it in their brains. Get it? Like it's there. So, uh, yeah, go off and do that. And, uh, come join

54:39 – 56:200

us, please. We don't want to be the only ones jumping in. So, I'm going to, um, jump to recognition. And the person that I'd like to recognize this evening, um, does so much for the city. Um, and I just want this person to know that they are so appreciated and so respected and and they they are awesome. They're they're an example. Um, some of the examples of the responsibilities for this person, they handle the council agendas. They handle council packets, uh, minutes, trainings, retreats, um, foyer request, but this person does so much more. Um, while working with the city, this person's developed a strong understanding of each person's department, and they have they have a working a strong working relationship with everybody as part of the city. This person was instrumental in improving public facing resources such as the city website. um they were partnering with the South Carolina women and leadership to implement a match board for our selections um our selections for our committees, our boards and all that kind of stuff that we have for the city. And then excuse me and this person is also they've been advocating for maintaining a civics plus AI chatbot to better service the residents and reduce the call volume for the city staff. Again, so much more stuff that this person does. And this person that I'm referring to is our very own Casey O'Brien, who's right over this way. So Casey, thank you so so so much. Casey, you're awesome. Um Casey is moving on to bigger and better things in her professional career, which is which is great. And we we support you and and we give you the best, you know, all the stuff out there. Um thank you so much for what you do for the city. Okay, that's all.

56:19 – 58:180

But would wouldn't mind if you changed your mind. All right. Um, I'm going to echo what Brian said. Again, thank you so much to our city staff, our first responders, our departments. The communication was uh it was a lot to jump in as a new council member and immediately have Hill Day in Columbia and then get called into the EOC. Um, but you know, I I'm the type to jump in the deep end. So, it it's definitely been an experience. But I also wanted to thank the residents for taking this as seriously as they did. I I think the phrase I came up with is it felt very much like our city was prepared and not panicked for this weather, which is a great place to be. And so that made it all so much better. We also got a little lucky Tennessee got what we were supposed to get. So, um, everyone, please continue to have that mentality going into this weekend for whatever snow or else we get so that we can continue the great streak cuz not having my phone blow up with reports of major accidents or anything like that over the weekend was a great a great result for something like this. Um, and to all the parents who just survived two days of e-learning, I'm with you. Um, I wanted to extend some congratulations to my fellow council members. Um, this has been shared online, but we all were in Colombia last week and uh, Mayor Miller and Council Member Carter and Council Member Heislip all completed the MEOI graduation for um, training that the Municipal Association of South Carolina does that is completely voluntary, but they have done their two years and all their courses and all receive their certificates um, and set the bar for me to now get mine because any city where everybody gets it gets put on an honor roll. So, I've I've heard the challenge and I'm I'm up for it. I'm looking forward to my turn at the classes. Um, again, Polar Plunge, uh, Council Member Carter mentioned it. We will be jumping in. I'm a PTO parent at heart, so I'm bringing something to dress us all up in. Um, there's going to be some kind of costume or something. Uh, I haven't we haven't finalized that yet, but I would

58:17 – 59:080

encourage you if you aren't going to participate or come and watch, please find a team to support. We on council will be fundraising. Um, there's tons through all of our schools have teams of various sorts. So, please go on the Polar Plunge website, find somebody to make a donation to help our department reach their goal. They've not only reached it, but surpassed it for the last several years. So, I'd love to see us continue that trend through the police department. Um, and then thank you to our public speakers who came out. I've been there behind that podium, and we appreciate it and appreciate you bringing concerns and thoughts. And then uh just to reiterate, please also if you are interested in serving in our city, the committee applications through the end of February that uh our city manager mentioned on matchboard, if you want to continue, please make sure you do that step. It's annoying sometimes on matchboard, but it's worth it and it's really what helps our city keep running is our resident involvement. So, thank you very much.

59:10 – 1:01:100

Thank you, mayor. Um, first obviously thank everybody that came out, anybody watching at home or watching the recording. Appreciate your your involvement and uh and being willing to um stay engaged with the city. Um reiterate what uh Brian and Heather already said to the staff. Big thank you to all the staff. Um you know, thankfully it wasn't as bad as we thought, but they were prepared. They did a great job. Um and u you know, no injuries, no no bad accidents. So, um, thank you. Thank you to all the staff. They did they did a wonderful job. Um, and, uh, we did, uh, have an emergency meeting on Friday. Um, that might have been my first one. I'm trying to remember. Um, but, uh, you know, uh, thank you for staff for putting that together uh, so we could get that resolution passed to make sure the city had anything they needed um, if if there were any problems. And I just want to give a shout out too to Senator Johnson, our state senator. He showed up to the emergency meeting and provided us some great information and potential resources if we needed him. So, so thank you, Senator Johnson. Uh, moving on, the cross country teams. Um, you know, great job. Three years for the girls, two years for the boys. Um, just wonderful teams. Uh, Coach Whitaker, you know, we are just blessed to have him. He's an awesome coach for cross country and track. And so, um, that makes six six championships in the last three years, right? I mean, building a dynasty here. So, keep going, coach. Um, and uh the polar plunge, I I missed it last year. I I did make up my jump, so I still get credit, but uh um looking forward to that. Um I did hear Heather say something about the deep end, so are you jumping in the deep end? Don't do it. Do not do it. Um did that last year under makeup and that was painful. Um but, uh looking forward to that and please uh come on out or uh make a donation if you can. I know the uh police department uh can use it. um it funds a lot of great um activities here in in the city in the Special Olympics as well. Um as Heather

1:01:08 – 1:02:120

just mentioned, the committees uh please if if you're interested, uh it's a great way to get involved in the city. Um you know, we we we we take these committees serious. We have a we have a liazison signed every committee. There's council member at every meeting. Um and we value your input and your feedback. And so if if you have any interest, please please volunteer. Please sign up on matchboard. I know some of these committees are not full. they do not get enough volunteers and it would be awesome if we had more than enough uh to to fill every committee. So, so please take advantage of that. Um and um also as everyone probably knows special election next Tuesday. Please get out and vote. We had a I think it was 30% turnout last last election. So, let's try to beat that. Uh it's uh uh you know your civic duty. I would I would love to have TK lead the way again. I think we were the highest in the county last time. Obviously, it's only a special election, but uh you know um take that take that right uh and privilege serious and get out and vote and it's all at this moment. Madame Mayor, excuse me.

1:02:09 – 1:04:090

Thank you. Um I'll I'll say it again as everyone has said. Um if keeping a storm away is done by being prepared, then let's keep doing that because we were certainly prepared. And um I I I do feel like residents felt that and saw that um based on the communication and the activity that was um that was shown getting the roads ready and and communication from our police department, communication from our fire department. You guys worked together so well to to get that um point across and for all of the staff that um stayed overnight and left their own families so that they could be here in case um that is certainly appreciated. And like I said, if if that's what it takes to keep those storms away, then we were certainly ready. I'm I'm very grateful for that. Um I I'm I'm very excited for what is coming with our um golf um new new pavilion, new golf center that that is is coming up. Um the new pro um pro shop. It's it's going to change the face of of that that area. And I'm I'm I'm just really looking forward to seeing it. It's it's April, it's spring, it's new new starts, the you know, new beginnings, and I'm I'm I'm really excited to to see that coming to our city. Um I'm also very excited to see what the garrison is going to look like and and all of that as a new beginning, too. Uh the polar plunge um is it's going to be cold like everybody said. Um, it's kind of a fun time for me this time because it's going to be a mother daughter plunge too because my daughter has agreed to plunge and um, so if you're looking to donate, you can donate to me or you can donate to her because um, she's doing it for her Pleasant Null Elementary School and I'm I'm really excited to see her do it. I just really want to see her face. Um,

1:04:06 – 1:06:040

uh, congratulations to our our cross country teams. um we we grow them well. U we are so proud of everything that they've accomplished. If you've watched any of these meetings, it's it's a constant parade of accomplishments when it comes to our Fort Mill High School and not just in in the sports arena, but um throughout throughout their their education as well. So having kids that have graduated from from our school systems, it it just makes me proud to see that it continues. Um committees, yes, please get involved. um you want a voice, you want to have um a place in in setting direction for our city, you want you want what your neighbors are saying to be heard, then please spend the time and get involved and and have that opportunity um through our committees, firehouse um stories. I've been to um to one of those and it is heartwarming and it is so much fun to see all those kids. So, if you get a chance to bring yours, do that. Um tomorrow we are doing our um chat with council that is going to continue. Um it is it's something that I feel has really brought me um in connection with with so many conversations and and thoughts and questions and concerns that I may not have heard otherwise or Tom may not and I may not have heard otherwise. So chat with council will continue and um it is scheduled for tomorrow at um is it 6:30? 6:30 at um the TAK police training room. So I hope that I will see you there and I hope that you will bring us your questions directly, your concerns directly um so that you can hear from us the answers and if we don't have the answers, I certainly know that we will get them for you. Um welcome Vicki for our as our permit clerk and Ryan as our recreation programmer. We appreciate you being here and we hope that you will um

1:06:02 – 1:06:450

find that this this is a place that you want to call your work home. And that is all. Um if I could have um a motion to adjourn to executive session, please. Madame Mayor and members of council, motion to enter into executive session for discussion of the contractual matters as it relates to the food and beverage agreement. Legal advice as it relates to 4067 Triton Drive. legal advice as it relates to the city's code of ordinances section 50-97, ordinance 581, abandoned motor vehicles, trailers, watercraft, and campers, and for a discussion of contractual matters as it relates to the cell phone or the cell tower. Second.

1:06:44 – 1:07:020

Thank you. We are now in executive session. We got to do for a vote, right? We can do a vote. Oh, we got do a vote. We didn't vote. Sorry. Okay. Could I have Could I have a a vote, please. All those in favor that we're going into executive session, thank you very much.
