Thank you. Good afternoon, Chairman Woodards, members of the board. My name is Jake Green. I'm with the Public Works Department. The resolution in front of you today will approve the twenty twenty five-twenty twenty six Transportation Benefit District budget and spending plan.

A public hearing was held on 10/14/2025. No community members spoke during the public hearing. The office of management and budget estimates the city will collect $21,300,000 TBD revenue for the twenty twenty five twenty twenty six biennium. With this revenue, we have developed the following spending plan. Street maintenance and repair get $14,500,000 This will allow us to chip seal two fifty to two seventy blocks, pave 90 to 110 blocks, and crack seal two fifty five to two seventy five blocks, and that's all residential streets.

It'll also allow us to pave three to five lane miles of arterial streets. ADA accessible curb ramps gets 1,200,000.0 and 40 and safety improvements gets 844,435 to construction of ADA ramps and sidewalk.

Okay. I think that sort of stealing my own thunder and my own comments, but this is the first budget we've done with the set aside for pedestrian safety. So I think it would be really interesting for the public to see that investment and see the difference in it, if we could get those. I realize we're taking a vote now, and I apologize for not getting that question ahead of time, but I think it would be really interesting to see that. And then on the first line item, I think it said street maintenance and repair? Is that what that category is? Does that could that include repairing a sidewalk, or is that just curb to curb?

Okay. I guess that's all the questions that I have now. And, mayor, I just wanted to make a couple comments because I am really excited. This is our first budget that we have that 15% set aside for pedestrian safety. Just to remind everybody, because we all voted on this late last year, and we did set aside 15% for pedestrian safety and that does include sidewalks, but it can also include things like street lights, ball bouts and other things that improve the pedestrian experience and make it safer for our most vulnerable users to get around.

And also, and you could see that in the budget now that it does not take away the money we were already putting into ADA ramps. We have a lot of work to do around ADA ramps and we want to keep that funding going. This is not taking away from that. Is adding to it. So really proud of the work that we did, and thank you, Councilmember Hines, for working with me on that and making sure that we're putting pedestrians first because we're all pedestrians at some point.

Even if we drive, we have to walk from our car or roll from our car to the place that we our destination. And so it is really vital, really important, and we do see an uptick across the country in pedestrian crashes and deaths. So I'm really proud that we're able to put this forward. And I want to thank staff who have done an amazing job of putting together and advancing our Vision Zero work and goals and plans so that we know exactly where our problems are so that we can invest this money in the places where it will help the most people. I'm excited JANELLE: to pass this forward. Thanks.

Sometimes we pass things a while ago, and then when they actually when they actually are put into place, we just we just assume they've been there all the time because it feels like we passed it so long ago. But thank you for pointing that out. I remember that vote and the conversation and now to actually see it come to fruition is really, really exciting. So thank you for your leadership on that.
