Good morning. And, chair, just for your knowledge, it's very quiet in the room. I can barely hear you all. So just letting you know that before we bring in the candidates. My name is Nicole. I'm your city clerk. Today, you'll be interviewing four applicants for the board of ethics and reviewing the application for one board member who's seeking reappointment. We request that you consider this person based off of their experience and newly submitted application. For the interviews, each applicant will provide a three minute presentation, which includes quest the answers to the following questions. Number one, in your opinion, what is the role and what are the responsibilities of the board of ethics?
Number two, what interests you about serving on the board? Number three, tell us about yourself, how you think your experience, skill set, and perspective would assist the board of ethics in carrying out its duties. After the presentation, you'll have time to ask additional questions. And once the interviews have concluded, you may make motion to the full city council for appointment or reappointment to the board of ethics, and those will come forward in the January meeting. I'm also the staff liaison for this board, so I'm happy to answer any questions you may have.

So you were with us this morning to interview for the board of ethics. So my name is John Knight. I'm the chair of the government performance and finance committee along with my committee members. We're gonna give you three minutes to answer the questions that were sent to you ahead of time about why you were choosing to serve would like to serve on board of ethics. And then after that, we'll have a few moments for or a few minutes for the committee to ask you any follow-up questions. Anything I can answer for you before you get started?
I don't think so. I think I've been properly orientated.
Great. There'll be a a clock on the screen. You can see it will start whenever you start, and feel free to begin whenever you're ready.
Okay. Let's go. In your opinion, what is the role and responsibilities of the board? So I believe the board is a five member board that meets quarterly as needed. The role is to receive, investigate, and to make recommendations for disposition of complaints in violation of the code of ethics by various leaders, both appointed and elected, known as covered officials.
I believe it's an avenue for individuals to be heard and to participate in a process. I would think it would be important for board members to be neutral and to really listen to what individuals are coming forth with. It allows for complaints to be processed at a lower level than, say, a lawsuit, which I would think would be a best practice. And it also allows for transparency, published findings, minutes of the board, etcetera, all transparent to those participating in the process. What interests me about the board?
There's three things mainly. First, I believe I have the background to contribute to the board. My professional career was primarily in human resources where I participated in numerous trainings and workshops on investigative practices and conflict resolution. And over the years, there was ample opportunity to put these skills to practice. Second, I've become more interested in local government and how it serves our community.
This seems like a way to become involved that would be a good fit for me. And third, I like learning new things and meeting new people. And then tell us about yourself and the experience and how, my perspective would assist the board. I love Tacoma. My husband and I brought bought a home in, Northeast Tacoma in 1988. And ten years ago, we moved three miles to the Browns Point area. We raised our children in Tacoma. They attended Crescent Heights, Meeker, and Stadium High School. Tacoma is our home, and I have a vested interest in our community. I'm retired now, and I have the time.
As I already mentioned, I have a professional background in human resources. I know how messy a process can be and sometimes the truly unbelievable circumstances that can present. I don't know how often I've said, you just can't make this. I previously mentioned the training I have received and an opportunity to put that training to use to assist my employer. I've had a very privileged life.
I know that. I bring the perspective of a long term Tacoma resident, wife, mother, grandmother, and retiree. I am finishing my ninth year as a board member of Tacoma Community House. I have an informed understanding of the immigrant and refugee community, and I believe these perspectives can add value to the ethics board. Thank you.

No. I just wanna thank you so much. I bet you did such a great job answering the questions and filling us with information about why you think you would wanna serve on the board of ethics. And so I just thank you so much for your interest in getting involved in our city. I'm always excited when people are interested in our commissions and committees and boards because that's your first sometimes your first, you know, touch into the city. Appreciate that. And plus you live in Northeast Tacoma. Who doesn't mind?

Vice chair Mershnem. Thank you, chair. Thank you, Terry, for your willingness to apply and serve in this important commission. My question is is what is it like for you to work through problems with a team?
Work through problems with a team. Well, I think it's important to allow time. I think working with team members, you need to allow ample opportunity for everyone to voice and speak. I think rushed processes are where things get can get funky or messed up. So I think it's listening, making sure there's ample time, and having a process for maybe making a final decision, whether that be by majority.
Hopefully, you can get everybody on board. I think that works the best if you can take the time to to get a consensus. Maybe that's better than get everyone on board, but a consensus. But I think that's what I would do.

We're doing well. So we're gonna begin our interviews. You're applying to the board of ethics. You were sent some questions ahead of time. You'll have up to three minutes to answer the questions that were sent to you ahead of time. You can use as little or as much of the time as you like. There'll be a clock on the screen that'll come up, and whenever you begin answering the questions, it'll begin counting down. After you've completed answering the questions, the committee members here, myself and council members, Rumbaugh and Michelle, can ask any follow-up questions just to get a little to know you a little better, and we'll get started whenever you are ready.
Wonderful. Thank you. Oh, this there we go. So hello. I'm doctor Mary Storm.
As far as the role of the board of ethics, it's sort of a a steward in public confidence. We need our local government to operate ethically, and so this is the board that helps make sure that happens, interpret and apply the ethics code consistently, and help provide guidance for how to respond to, potential violations and advise groups in the community. And in so doing, it we are also transparent and provide accountability for what we do, and that's important in how it's done. I am interested in serving in the board of ethics As a community member, I live and practice in Tacoma. I've been motivated to engage in public service most of my life, and I want to get involved here at the local level.
As I said throughout my career, I've been drawn to roles that support fairness, oversight, responsible decision making, and the board of ethics gives me an opportunity to do that more broadly in our local community. And I'm hopeful that that will help me directly benefit the community in a different way than I do every day at work. So a little bit about me and what I bring to the role. I'm a board certified neurologist. My work requires careful ethical judgment every day, balancing patient needs, insurance needs, and regulations, every day.
And in the past, I've been repeatedly selected to represent others from my undergraduate program where as a minor in computer science, I represented the computer science program as a student in their, in their program decisions. In medical school, I was a leader in a numerous number of medical student groups. In residency neurology training. I represented three different residency programs in our unionization negotiations. We were the, first I was part of the first year to unionize in residency and, was one of five, five or six representatives, as a resident to in that experience.
So in addition to that, I've also done advocacy advocacy at the local and government level, in New York State. I was part of the advocacy group that got the Women's Equality Agenda, nine out of 10 of those approved. And I've also been involved federally in the Step Therapy Reform, advocacy, which is ongoing, as well as certain neurology specific things. These experiences have all trained me to consider multiple viewpoints and remain impartial, and I think that would be helpful to the board.

I've lived here almost two years now. I bought my house January '24. So

Thank you, chair, and thank you so much for your willingness to serve on this really important committee. As I'm sure you're aware, this is a five member board. And my question to you is, what is it like for you to work on a team and work through, problems?
Great
question. Well, I think that's something I excel at. I've done that most of my life, in residency, for example, as a neurologist. I led teams of medical students, other residents from other programs who are learning neurology, and and all taking care of patients. So I was both training medical students and advising others while also reporting to and attending above me who would make final decisions about patient care, I think.
And then in my practice now, or my practice at multicare, I, you know, have a have had a a broad group of people that I've worked with between medical assistants and the front desk schedulers and other neurologists. So it's it's everybody brings different skills to the table and different viewpoints, and it's a skill that I've practiced a lot in my career as well as my former advocacy and representation roles.

The only question I have is your your your stress interest in both the board of ethics and the community police advisory committee. You know, I when people sign up for multiple, I just ask, you know, very interested in serving on the the board of ethics that, you know, gonna be a top priority for you if you chose.

Those are all the questions we have, and those are the burning questions in committee. So at this point in time, we have conducted two interviews. We have three more. Oh, sorry. We have two more today, and then we're we're gonna be interviewing for two open positions at which one we have a a current person seeking reappointment. So we will after we clear interviews, the committee will have a conversation, and we'll cover a decision about names if you wanna move forward to full council appointment. And the city clerk will follow-up with you sometime today with whether or not you are one of the names moving forward. Wonderful.

Good. Well, I'm chair Heinz. I am the chair of the Government Performance and Finance Committee. We are conducting interviews this morning for the board of ethics, so thank you for joining us this morning. In a moment, we're gonna start by having you answer the three questions that were sent to you ahead of time. There is a clock on the screen. You have up to three minutes. You can use as little or as much of that time as you would like to answer the questions set ahead of time. And then after that, my committee members and I will have some time to answer ask ask any follow-up questions of you. And then after that, we will come complete interview and answer give you an opportunity to answer ask any questions of us. So is there anything you'd like me to clarify before we get started?

Alright. Well, again, my name is Kenneth Sullivan, but I go by Kenny, and I'm here for the opportunity to support my community via the board of ethics. What the role and responsibilities for the board of ethics in my opinion, I believe the board of ethics is to protect and strengthen public trust in city government. The board ensures elected officials, city employees, appointed members act in accordance with Tacoma's ethics and uphold standards and fairness, transparency, and accountability. Its responsibilities are included, but not limited to, interpreting ethical codes, ensuring advisory opinions to prevent violations, reviewing complaints, and conducting impartial proceedings when necessary, and also ensuring due process.
I am personally interested in serving on the board because I believe I represent emerging new demographic of professionals entering Tacoma. City level decisions have real impact on all of our lives and how these decisions are made are critical. I live in a district where I've seen challenges with code compliance, but I strongly believe in critical ethical clarity and constructive pathways to address these concerns. At the same time, I believe an accountability must be applied consistently when necessary to preserve the trust amongst the public and the city leadership. Serving on the board will allow me to do just that and contribute to the balance of that.
As far as my background, my experience, and my perspective, I was born and raised in Birmingham, Alabama, a city that's very similar to Tacoma demographically and economically, but it's in the South in Tacoma. Obviously, it's in the Pacific Northwest. I arrived in Tacoma, Washington in 2019 on a whim as a homeless veteran. However, I took heed of the opportunities and resources made available here in Tacoma, which allowed me to regain stability for myself and my daughter through education and employment. I reluctantly decided to I relocated to Redmond, Washington, and later Mill Creek while attending the University of Washington, and I also worked at organizations such as Microsoft and Amazon during that time.
As my career progressed, I made a deliberate decision to return to Tacoma, and I decided to choose Pacific Lutheran University for my MBA rather than remaining at University of Washington because I want to give back to the community that supported me when I couldn't fully support myself. Professionally, served nine years in the air force, six in which I was a NCO, a non commissioned officer. And additionally, I obtained a BBA from the University of Washington with a dual concentration in marketing and finance. I also bring strong analytical and managerial skills as an MBA candidate at PLU. I believe my diverse life experience and transparent allows me to address and evaluate complex issues without any impartibility and without bias.
And I believe that's my time. Thank you.

Yeah. Hi, Kenny. Thank you so much for interviewing today. And I just was curious, when I'm reading your questions that you have filled out here, it's mostly about the Tacoma redevelopment, the TCRA, and I'm just curious if that's are you still interested in serving on that more, or is this what your priority is?
Yes. That's exactly, why I came back. Again, when I arrived here in 2019, I didn't have much. But unlike my hometown of Birmingham, I saw a lot of potential in Tacoma, and I saw a lot of opportunities and resources made available. If just the right people get in the office and just the right neighbors support each other, we can kinda get the city going. So, the redevelopment, that's something that was, definitely a peak interest of mine. Absolutely.
Okay. So I just I'm curious because but you put two things down, and we have several other commissions and boards and committees. And so I just wanna say that if it doesn't work out today because we have, like, five people, like, four people interviewing five people total that are for two openings. I wanna make sure you know that there are other opportunities, and you're welcome to reach out to one of us, and we can talk through other opportunities as well because I really appreciate everything you had to say about your commitment to our city. And I just wanna align you at the right place to get you where you need to go for the next step in what you wanna do. So if that's something you're interested in, I just wanna offer that.
Alright. Absolutely. And so here's the thing. The redevelopment, that's my interest. However, I'm here for service. So wherever the city needs me, I'll be honored to go there. And if the city decides not to choose me, then that's that's fine. I'll still show my support as well.

Thank you, chair, and thank you so much, Kenny, for your willingness to apply to the board of ethics. It's obviously a very important board. Also appreciate your service in the air force. I I personally served in the marine corps for over a decade, so really appreciate that. And I so I value the experience that you can bring as a veteran. My question is is and I'm sure you've had to deal with this, especially as an NCO, is and this is a board of five. What is it like for you to work in a team and work through problems?
Alright. So for me working in a team, that's kind of been my life for the past two years. Senior year at UW is kinda like everything is cohort driven, in the same at PLU. So usually, in most of our classes, we're in teams of five to six. Because of my military, background, I'm usually, kinda volunteered as, like, the leader.
And so, I have a little bit of experience with that. Because I'm I was at UW, most of the teams were very diverse, so I'm used to working with people, from different backgrounds. I spent seventh grade, in India. I went to school there, and then I went to school in England as well. So what I'm getting at is I'm used to being around teams that are very different, very different from me and very different from things that I grew up around.
But I'm optimistic and embracive to different ideas because what works for all, it works for all. You know, it can't just work for some. So when it comes to team building and team leadership, I like to apply the behind method. So I like for my team to kinda elevate, if you will. And so although I may be the team leader, I like it when the person that usually doesn't speak, now they're our team spokesperson or the person that usually doesn't contribute or they're not that proficient with research.
Now they're our go to person for the research. That's kinda how I look at team building and leadership. It's not about the position you're in. It's how you show up. So I like to show up in a certain fashion, regardless of the title.

Yeah. We did, GPFC did select, him to fill it a vacant term in at the 2023. So he probably really started in January 2024 was his first meeting.

We just have him he turned in to fill out application, and gave us his resume. So with that, there I guess I'll put the committee members for any thoughts or comments about about applicants.

Yeah. So will you wanna talk about the other applicants that we had today? Yeah. I thought Mary Storm did a great job. I think she has a lot of good experience. I think she's well rounded. I like that she's lived in the city for a while. I think that that's for me, that's kind of important. I think to understand. Not that, you know, being here for a short amount of time is, like, important, but I think the more you stay here, the more you understand our city and how it works and the different just that that's an important part to any kind of you know, anybody who comes to the City Of Tacoma.
It's just what have you been up to? What have you like, how have you contributed to the community? So I just appreciate her breadth of experience and what she did for a living. I think she would be a good I don't know. I think she did she'll do a good job. I think the other candidates were very good. I just want you to know. I I just I want to support the idea that if people have applied for other committees or commissions or boards that we help them if they don't get on this one, figure out what else they might wanna do. It's something that I think is really important that we should do more of that is that not if somebody's applied for something, let's try to make sure that that didn't work out, that there's another option for them. Yeah. Because they took that step.
When you say Mary did you mean Mary Stern was a doctor who you would ask, and she Oh, no. Knew your sister was. So you're thinking of Terry Phillips, the first hour.

I apologize for that. Yes. No. Doctor. Storm was great. Mhmm. I'd love to see her. She's been here two years. I'd like to see a little bit more of her and sort of we have people apply, and then they apply again. And it's in that little bit of time, they've been able to get a little bit more experience or done more things in our city, and she was really great. I also really appreciate Kenny. He had such enthusiasm for our city. But, yeah, I was talking about Terry Phillips. I don't know why my brain did that. I apologize.

Vice chairperson. Thank you, chair. I really appreciate every single applicant that applied. Kind of a Terry has really risen to the top for me as well, but I do wanna unplug Vince Vaiolua. I I know him personally.
I think he's a really outstanding person and a very ethical person, really strong convictions and a love for the city. So I know sounds like he was unable to make it today, but he he, I think, would be a great representative. But in lieu of not having to have the opportunity to come in today, I do feel that Terry had a very strong background. I love the experience in HR, understanding, untangling a lot of difficult conversations. And it seems like she has a lot of experience going through a lot of different complaints and issues, and I think they'd be very valuable for this type of position. So that's kinda where I'm
seeing them
currently. And then I would love to find him someplace for Kenny. I can tell that he's very similar spirit to me. He's looking for somewhere to serve and his and his willingness to serve, and I think that we should definitely capture that enthusiasm and find a place for him on one of our commissions.
Great. Maybe I should no. I I think I just say I'm appreciate everyone who's applied, and she's a. I think we had a really good pool of applicants. Lots of people are very passionate about the a serving in the board of ethics, but I would agree that Terry Phillips a good isotope for me.
Sharon, sir, one more question. Is there a reason that Vincent couldn't make it that we know of? Because if I feel I I a lot of times at CVS, we have people people who can't make it, and they tell us they can't make it, and then we try to schedule another meeting. I just was curious. I just would hate for there to have been a reason that we didn't interview them.
Yeah. Nicole, did we Oh. Did we get a reason why he wasn't able to be with us today?
No. Unfortunately, we don't. And, we did try to reach out during this meeting, but weren't able to connect. I just
thank you, vice chair. Really appreciate you putting some information out about him. Sorry that he can't be here because I would like to talk to him.
Yeah. No. And and I've also known him do some of work we've had too, and I think he is also a wonderful applicant for this role. I think they all offer really good, passionate eagerness to serve. But I I really I think I agree with vice chair which is the background that Terry is bringing in with HR, kind of working through some of the kind of, I guess, legal processes related to the workplace and, you know, working with the public.
I think it's really valuable and something that I think would be very helpful in being added to. So it seems that we have come to some kind of basic agreement on where we wanna go. But this one, again, I just wanna thank everyone who applied. It's always great to have so many wonderful people that wanna serve. So with that, do I share this now? I'll turn to you to make the motions.
I move to recommend the reappointment of Nelson Raskom to member one position on the board of ethics to serve a three year term retroactive, 01/01/2026 to expire 12/31/2028. Second.
Alright. Before we let Nicole, I just I think that I probably should ask a question before, but, know, I think Nelson has been an active member of the board ethics and everything that called it. He's been part of all the meetings and that his discharge to his response over time. Correct?
Yes. Nelson has been an active member.
K. And with customer Ramos point of people who are active in in doing the work, we will also continue to provide them an opportunity to serve. So with that, senior board of folks, all those in favor, signify by saying aye. Aye. All opposed? Motion to be adopted. Next motion.
