My name is good burns and I'm here to speak up actually the economics of all of us sitting and specific agenda talking to come a minimum wage tonight on the council agenda there's an ordinance to 9109 and I would like to ask the council to withdraw this. and propose a future discussion if we want to do that. I speak as an experienced architect. I value people who are trained, carpenters, plumbers, and in this case, electricians. What this does, it erodes the role of a trained electrician. It doesn't improve our future by training electricians, having them part of a program. It singles out... portable housing or nonprofit housing. Well, as soon as you allow nonprofit housing to have unlicensed people, no electrical contractor, no licensed electrical contractors, If it's done for nonprofits, it'll be done for all the other contractors. And then pretty soon it erodes this because it will also happen with the plumbers. And then pretty soon everybody else wants to be unlicensed. And as an architect, I valued inspectors. I valued the trained licensed contractors, electrical. I thought the electricals were the greatest people on the job because they knew what was going on. And you had to know what you're doing. So I'm concerned that this doesn't make an investment in our future labor force. And I'll point out this thing, and I brought four copies. It's called the LEAP program. You've probably heard of it. Local Employment Apprentice Training Program. You know, that's what we need to be doing. On the committee, the commission, the city has, there are 21 positions. And according to the most recent thing I downloaded, 17 are vacant. So we're not providing for future labor force. We're not providing training. Bates should be here. The electrical workers should be here. The business community should be here. This says to use unlicensed people. And it doesn't, it won't work out for him. It doesn't have a good future. So I really think it should, I really would like it to be pulled or everybody can vote no, but it needs reconsideration, maybe come before the government's performance and finance committee and really explain how much does this save them? Give me some examples. I don't think you've been provided as council members enough information to make a decision. And just based on my experience of 50 years now, architecture, it's really not going to And so I appreciate you taking the time. I was kind enough with my, I think I made, yeah, sorry. I made one for everybody.

I am good afternoon. Good morning. Good morning. Chair Diaz and members of the Economic Development Committee. My name is Nicole Emery, your city clerk. And today you'll be interviewing for the City Events and Recognitions Committee. As you mentioned, there are four positions available. You'll be interviewing five applicants and reviewing the application of one person seeking reappointment. The reappointment, Keone Keone. has previously served an at-large position and staff requests the committee consider his appointment for the District 2 position. There were no qualified applicants for that one. For the interviews, each applicant will have a two-minute presentation and they'll answer the following questions. Number one, why do you want to serve on the City Events and Recognitions Committee? And number two, what unique ability, skill set, or perspective would you bring if selected? Then as always, after the questions, you're welcome to ask additional questions. And once they've concluded, you may make motions to this full city council. And then Ashley Young, staff liaison, and myself are available if you have any questions before we get started.

Good morning, Jerry. Thank you for joining us today. You have two minutes to answer the questions that were provided to you, and then afterwards we'll have up to three minutes for council members up here to ask any follow-up questions. You may begin whenever you're ready, and the clock will start when you do.

Certainly, thank you to the committee and to all of you council members for your time and consideration this morning. My name is G.A. Rice. I'm a new resident to Tacoma. I've been here about two years. And the two questions presented to me were, why did I want to join the committee? Believe it or not, I have a very large background in travel and tourism. And currently, I serve as a commercial insurance broker for Hub International, the world's sixth largest insurance brokerage. My clientele currently is about 50% nonprofit. And I interface with some of the largest nonprofits, social services, human services, kids services, and arts organizations in the city. So I'm very in tune to what's going on. Additionally, I also work because I had a 25 year career as a general manager with Marriott Hotels prior to my current role. I work on weekends with Allied Universal Event Services, where I do supervising and alcohol enforcement at Tacoma Dome, Tacoma Convention Center, the Rialto, the Pantages, and the theater on the square. So I'm pretty in tune with what we do in the city, what our venues are, kind of where we are, and what we do to promote those things. Special skills and qualities, of course, question number two would be my background and my career. And just so the committee knows, I currently sit on the board, advisory board at the Maiden Bower Center and visit Bellevue. So my background in travel tourism, my integration with the community, and my current role in serving the community for its risk advantage, advisement needs are the reasons why I would like to join the committee.

Hi, Jerry. Thank you so much for joining us today and interviewing, taking the time to join the committee. My question is, this is obviously a very diverse group of folks. What is it like for you to work in a team and work through problems?

I work in a team environment every single day. Just because I work in commercial risk insurance, solving the problems of a client, be they a scrap hauler or a nonprofit, requires an integrated team aspect you must all work together toward a common goal that was what i preached for 25 years as a hotelier at marriott um knowing that only a team is working together can drive excellence so i think that you have to look at varying viewpoints knowing that everyone brings something different to the team you may not always agree with you here but there has to be um consistent um encouragement um listening um acceptance and then trying to move toward a clear resolution together as a team great thank you so much

Yeah, thank you. And I think Deputy Mayor asked the question that I had in my mic. Is there anything else lingering that you'd like to share with us or any goals that you have for serving on the committee?

Not at all. But thank you for your time. I do appreciate it.

Oh, all right. Well, so the reason that I would like to be on the committee. So my name is Brandy. I have been, I'm a Tacoma native, and I have been in real estate for 22 years serving all of Pierce County. And I have come to realize, you know, how important community is, both professionally and personally. So when this came on my peripheral, well, first, let me just say, you know, that all of the different things in Tacoma, you know, bringing us together as a community, I think is very, very important. So when I saw that this came up on my peripheral of being able to be a part of it, I was really intrigued because I think that, you know, specifically the City of Destiny Awards and some of the different things that Tacoma puts on, it just, it brings people together in a way that really can make a difference. I believe that, you know, Acknowledging those at the City of Destiny is a wonderful thing to make sure that not only are they acknowledged, but it's an inspiration for others to continue to do wonderful things in the community and give back. So I just really felt called to be a part of something that could make a difference. And like I said, you know, I think that all the things that we do in Tacoma to bring people together just shapes who we really are. And to be a part of that would make me really, really happy.

Hi, Brandy. Thank you so much for taking the opportunity to apply and serve in this way. My question for you is, this is a large and diverse group of folks. What is it like for you to work as a team and work through challenges?

Oh, well, goodness. So as I stated, I've been a real estate agent for 22 years, so I'm used to working with lots of challenges. Because we can always, we can circumvent like, I'm sorry, all I've got in my face right now is a big thing with the timer. So it's a little uncomfortable without seeing any faces, but really dealing with challenges is what I do well, right? Because in real estate and everything else, we never know what's gonna arise. And so working with a whole bunch of different people in the community and everything else is what I've always done. I have a diverse population of people that I've helped. I'm also on, I'm also a volunteer for Coffee Oasis and I've been a CASA for Pierce County and everything else. So working with every diverse group when it comes to my real estate and even personally and professionally has always been where I've been at. Does that make sense?

No worries. I apologize for that. I was wondering if you had any, it's okay if you don't, but I'm wondering if you have any goals if you were appointed to the CERT committee that you would like to see accomplished or any ideas on what you might want to most champion in that work?

Well, to be quite honest, I am a quick thinker, um, and I like to be a leader, but also I don't feel like I have enough structure to say what I would like to come in and do because I don't have enough knowledge of, um, procedures or how the committee's working. That makes sense. So, um, you know, I do feel like I'm an idea person. I always have been. Um, I'm going to kind of jump into the other question. I don't know if that's okay, but like at Windermere, I sat on the board and everything else and came up with different things that we could do to procure funds for some of our nonprofits that we represent and everything else. So when I see things that... can happen or make things better or kind of invigorate people because I like to bring people together. That's what I'm good at. But for to say right now, what I would like to change or inspire would be hard without knowing the parameters.

No worries. I appreciate that. Is there anything else you'd like to share with us, um, this morning?

Um, so no, but like I, like I stated, um, you know, being on the Windermere board and everything else, I was in charge of a lot of procurement for the silent auction. Um, and, uh, I just really, I've always been a coordinator of a lot of events. So both personally and professionally and doing client events and things for my office and everything else, I really am good at looking at the big picture and then seeing what needs to happen. So that's kind of where I excel as a big picture and then helping to see where things need to go in order to make something happen. That makes sense.

The main reason I want to be a part of the community is that I believe Tacoma needs a change. I believe in impact. I believe in making the city of Destiny look good, feel good, make sure we're all doing good, make sure we all come as a city And people matter in this life and priorities of life. We all matter in the 253. I just want to be the change in the 253 and give my feedback, be a part of something, and set a good example no matter what's going on.

Yeah. Hi, Kenesha. Just curious as to why this committee? What drew you to this committee in particular?

What drew me to this committee is that I believe in people. I believe in voices. I believe in everyone matters in the city of Tacoma because I've been in Tacoma for 31 years now. And I believe my voice matters just like you guys, like everybody in Tacoma, like from everybody from Jamaica and stuff. I love Jamaica District 3. I love voting. I love the change in the 253. I love the people in committees and stuff. I believe in just being a voice that we all matter and stuff. And that's all I got to say. Thank you.

Thank you, Chair, and thank you, Kenesha, for your willingness to serve and apply for this position. My question is for you. This is a diverse body of folks, and there may be some challenges. What is it like for you to work in a team?

Me, I'm a full-time college student at Evergreen State Tacoma. Working with a team is easy. I love being respectful. I love everybody's voice. I love showing courtesy and respect to everybody because we all matter in Tacoma. We all do. Got to set a good example. You got to be a team player. You got to set a good example. You just can't put all the work on one person. You got to come together and communication is the key to success.

All right, sounds good. Okay, so for the first question, why do you want to serve on the City Events and Recognition Committee? I think there are so many vibrant and beautiful things that happen in our city, and being able to be a part of honoring and supporting those artists, those amazing people, People who have done so much planning, involved the community, seems like something that would be just really enlightening and really helping us to create more in Tacoma. And I think that as someone who lives here, someone who wants to build a family here, I think that if we're able to support more events, already people come to Tacoma from all over the place to actually come to our events. But if I'm able to support that in any sort of way, I would love to do so. I also have, I mean, I know the second question goes into skills and abilities, but I think that I have unique skills and abilities to really support and honor those that have spent so much time in building our city up. So, yeah, I would love to serve on the city events and recognition committee for those reasons.

Thank you. Yeah. So you had more to add on the second question or something?

Yeah. So for the second question is, what are your unique abilities and skill sets and perspectives? So I have, I am, I am a dancer. I've been in the dance community for about two years now in Tacoma. And so I both coach dancers and I've also worked with I've worked with adults. And so I have a really unique perspective in terms of what it means to uplift artists and what it looks like to really give them confidence so that they can perform in their best ability. And also I have project planning experience. I have experience in creating strategic plans. um following deadlines things like that i'm pretty good at doing all of that so um yeah and whatever is needed in terms of drafting um and so forth i'm not fully sure like what this role looks like and that was going to be one of my questions for you all um but i do have a diverse amount of skills and abilities that i think would be really great for this role

Ashley Young I'm the city staff liaison for the City Events and Recognitions Committee. Can you just once again tell me more specifically what the question was so I could answer it correctly?

Ashley Young What does this role look like?

Yes, so the role is that we have 11 seats open for community members that are volunteers that to sit on this committee. They meet once a month. In addition, there are several subcommittees that members can be a part of, such as planning our Advanced City of Destiny Awards in MLK, but also we have funding programs and sponsorship programs, so there's those subcommittees as well. Those are voluntary. You're not required to sit on a spec committee. The only requirement is that you attend the monthly meetings and that you attend the events. So we do have two events, the City of Destiny Awards and the Martin Luther King Jr. Celebration. Outside of that, we do an annual retreat. We do ask for participation in the annual retreat. And there are opportunities for engagement through tabling with our department, but again, not required, just something that you'd have the opportunity. We often will table at events that have been funded by our program. And so it's a really great way to engage with those events.

Awesome. I love that. I love both the fact that there are opportunities to give folks awards for the work that they've been doing and helping to organize those. That's awesome.

Thank you. Thank you so much for your willingness to serve on this committee. My question is, we have a very large group and challenges certainly can come up. What is it like for you to work in a team?

Yeah, I actually, I love working in teams. Um, so my role, uh, outside of, uh, my volunteer positions and things like that, I work for the, uh, state department of health. Um, and I have, um, worked basically in the realm of employee equity and engagement. And so most of the work that I do in my role is helping teams to communicate better and to strategize and work well together. So I personally am a really big fan of teamwork. I like understanding what power dynamics look like and how we can sort of make sure that there is more equity amongst teams. And yeah, I think we are stronger if we actually learn how to work with each other and learn how to understand each other's personalities and being open to that. So I am a huge fan of community work and teamwork.

Yeah, I appreciate that. I mean, I think what I'm looking for and kind of what we have discussed is some diverse or unique perspectives that enthusiasm and willingness to engage with the committee's mandate is also important to me like making sure that those who are going to be coming on to the committee are coming on with a sense of what that works it worth what that work is with a specific kind of understanding and desire to engage with that work. And I think that we definitely saw that with a couple of the interviews that we had today. I think we may consider another round in the future to fill some of these seats because I think we're a little bit short right now. But yeah, I would say that those are the main Harmon Zuckerman, Characteristics. The main traits that I think the committee could really use is some additional unique perspectives and then Harmon Zuckerman, A specific calling towards the work that the committee does both in recognizing community members and in supporting public events in the city.

I think we can speak to it. I think it sounds like he's been doing a really good job and a lot of folks on the committee as well as staff has recommended retaining him and I don't see any reason why we would continue to support him in this transition to the number two position as opposed to that large number one position.

And that is also to help us make sure we can fill the three spots we have left with folks who are qualified, because none of them are in District 2. So it helps us fill the board. Perfect. I could share some thoughts if you'd like. Thank you, Chair. Again, for those that are listening and those that have applied, just really appreciate taking the time. It's not easy to go through all these applications, show up on a random Tuesday morning for an interview. So just appreciate all the time and effort and your willingness to serve. That's the first step is raising your hand and wanting to serve. A few of the folks that have particularly rose to where I'd like to see an appointment, Gary Rice, our first interviewee. I felt like he had a lot of really good positive energy that I think would be really beneficial on this kind of committee. I think he has a diverse array of backgrounds that's different than, I think, some of the other folks on the committee, which would help, I think, bring a different perspective. And then the other person that I was interested in is Rakhi. I think that she has a lot of really good understanding of working with diverse communities and backgrounds. And I think that her expertise would be beneficial as well, especially in recognizing folks that, especially when it comes to our City of Destiny Awards, that might not traditionally be, that might be overlooked in normal times. And so I think she will bring that look and perspective to FLAC. So that's the top two for me.

Great. First off, Councilman Palmer, do you have anything you want to share? Ooh, Nicole!

My apologies. When looking over these motions, I just wanted to clarify that motion number four, it does say it should expire in 2027. That is a typo. It should be 2029. Thank you.

I can share some thoughts. I also really like both Jerry and Rasha. I thought they both have experience that will help just kind of the work of understanding their events and being willing to get out there and meet folks and bring people in, whether that's to, you know, make sure that we're getting word out about nominations or, you know, looking at the funding stuff and having a good handle on things there. I thought both of them were really great. I also really liked Tanisha. I thought that she has really good energy and brings, you know, I think her interest in being willing to share perspective from the community of folks with disabilities, um, it's helpful. And, um, yeah, I just, I like the energy of, I feel like all of our committees, like our city should have some sort of good energy on it, but when it comes to CERC, I think it's really that one that like, you know, if, if, if the city had a group of cheerleaders, it's probably CERC. Um, and so I think, you know, she, Kenesha, Prachi, and Gary, they all have this energy that really brings forward that spirit of like, let's come together, let's celebrate Tacoma, let's, you know, share and I think that's sort of the three that I was just talking about.

Hi, I agree with both of the feelings my fellow council members had about those applicants. So I'm happy to support putting those individuals forward.

Good morning, Chair Diaz, council members. So the topics for the upcoming meetings on June 23rd, we have the Economic Development Board of Tacoma-Pierce County coming for an update. And then on June 30th, there's the Tacoma Minimum Wage Community and Stakeholder Engagement Report. And on July 14th, Equity and Contracting Advisory will be introduced. Perfect. Thank you. Does anyone have any other topics of interest that they want to share? Okay. The one thing I was going to share, because I said I would do it, is I went to the Central Puget Sound Economic District, Economic Development District Board meeting for PSRC last week as our liaison from the city. And I just wanted to share the major things that we went over there is the opportunity zones that the governor is putting forward. We have passed our recommendations on, so the whole PSRC region is a buzz about our opportunity zones, opportunities coming up. And as you might expect, folks are excited about FIFA, so there's a lot of talk about World Cup and the economic impacts that's going to bring. And those are the two, I think, major highlights from that meeting. I didn't take any serious votes or anything, but we did have the big in-person general meeting also. I think the week before this committee meeting. So that was an interesting time, and we got to hear from former Governor Chris Gregoire about her Challenge Seattle initiative around economic development and public safety and just sort of tax reform, lots of issues that are sort of happening. Seattle, King County focus, but they're trying to move into statewide, and it's a very interesting period. So... welcome folks to check that out online. She's kind of doing a bit of a tour. So there's a lot of, I think I've seen some press coverage on it too. So welcome folks to check that out. Uh, and then with that, I don't think I see any other items of interest.
