This is an opportunity for the public to address the planning commission regarding items that are not scheduled for a public hearing on this agenda tonight. If you have comments that you would like to address to the planning commission, this is your opportunity to do so. And we would ask that you limit your comments to 3 minutes or less. Seeing none, we will close public comment. We will move to the public hearing for the general plan amendment for Mabel Murray Ross as a general plan amendment for this item. Okay. I have the staff report. We've received an application for a general plan amendment. Let me show you the map. Give you an idea of the location. It's at the intersection of Gentile and Bluff Road. There is a parcel that has uh two homes on it and then there's a remnant parcel and then she does own one additional parcel that's not part of this application because it is outside of the current city boundaries. So we're just talking about uh 0190 and 0189. [clears throat] If you uh look at the uh existing general plan, it calls for commercial. And the reason why, if I remember right, the reason why it it calls for commercial is because um it's at the intersection of two collector roads. And I do think that there will be commercial here, maybe on the other side of the road. Um, but they're anticipating that because of those two existing homes are there, they they anticipate that that will just kind of stay residential uh for the foreseeable future. So, you

can see the proposed general plan is to leave it as single family instead of commercial. [clears throat] The existing zoning um is A1 and then proposed zoning uh is R2. They they've both application came in simultaneously. Uh we do have an ordinance that requires that the zoning be consistent with the general plan. So first step is is to uh address the general plan which this is. Um I just drew this to give you an idea of what her end goal is. Like I said, there's two homes on this one parcel and and uh she intends to split [clears throat] that so that she can sell one of the parcels or at least have the homes on separate parcels for ownership. The R2 zone has a minimum lot size of 10,000 ft, lot width of 85. Uh we believe that something similar to this will would meet the R2 setback. The A1 zone, however, has minimum lot size of halfacre. So, that's why she just couldn't do it in the current zoning. Uh, here's a street view. See the two homes. They've they've both they're both uh older homes, been here for a long time. And you can see kind of in red what an anticipated um subdivision, which would be a separate application. Tonight, we're not dealing with the subdivision. Uh, but that would be in the future. And like I said, there's two applications, but we uh in both of them are the planning commission is acting as a recommending body to city council. So our our job here tonight is to hold a public hearing and forward a recommendation to city council. So options are of course recommendation to approve, recommendation to deny, uh conditional recommendations or uh table.

Yeah, I mean I'd almost want to make a bigger recommendation on on the general plan to I mean if we're not planning any we don't think we're going to be any commercial on that southside why don't we just amend that plan for that entire southside to go back to to go to residential. You could recommend that recommend that the the general plan document is intended to paint with a little bit broader brush. uh zoning, we like to follow property lines. Uh but but yeah, it's a it's a city guiding document if we wanted to recommend that and it made better sense. The the land owners aren't aware of that, but doesn't necessarily change anything that they can do with their current

Can we get the city line drawn so that there's not that little triangle and that then the property lines? No, you're talking about annexing the rest of that property. there is a process to to uh change the city boundary. It's not necessarily an easy process, but yeah, there's an annexation petition. Uh and I know that we've spoken with the land owner about that potentially doing in the future. Um, and then of course general plan, we we plan ahead for land that we think will be in the city in the future even though it's currently in the county. So, we don't have any zoning authority over it currently, but we could master plan or we the city the planning commission or the city generally doesn't initiate uh annexations, but it could be a recommendation for sure. Also just to add in terms of process, [clears throat] so we you could recommend that the city council, excuse me, recommend the city council uh investigate the possibility of changes in general plan on a larger scale. Um if we wanted to actually change the plan there, we there is a public notice process and we would have to bring it back to a public hearing for those additional properties. um which we can definitely do, but

I just uh uh in in working with the applicant um I wouldn't want to hold up this particular application in terms of that. So if we wanted to do that, I'd pursue that as a separate item. And I agree with that. Y I do have one quick question, Noah. The um the uh general plan we're talking and I'm using talking about the map piece that you've got right there. the part. Nope. Back up. That corn that triangle piece that's uh part of the county, that's part of that uh general plan commercial right now, right? Yes.

Um again, I don't really see any problems unless anybody has any other concerns specifically with this item. But yeah, those two 190 and 189 [clears throat] And so I mean I guess the only the argument would be that if we did go through and could include that 0.19 then it would not need to be an R2. It could be an R1 cuz then the plot the lot larger.

So yeah given the lot dimensions and we've measured this out several times the R2 is the the largest zone that they could go to to be able to split it and still have one acre. Right. Right. If you added the 047, the 621, and the 0.19, the size, the three of those together would be split into two that would match an R1, right? The the challenge though is the lot width. So R1 has a 100 foot lot width and if you do that, the the existing buildings don't meet the setbacks. So, okay, that extra 15 feet gives them enough wiggle room to be able to comply with the code. any opposed? Motion passes. All right. Option to on to item number six. Discussion for motion for the final plot. All right. So, this plat uh we've talked about it for a few weeks in upcoming items. Uh this is a commercial plat that is on the corner of 2700 South and uh 2000 West. So, at the roundabout there, this property is kind of a long L-shape sort of. Um, but uh several commercial lots are going to be building two new public roads with access to the property in here. Um, and there's a standalone parcel here on the corner that'll be part of a different development plan. So, um, [gasps and sighs] what is proposed? They also have a couple of internal roadway areas. Um they don't have necessarily the roads shown on the plat, but they do have these cross access easements which allow for these these uh either roadways or could just be cross access through um parking lots, things like that. So all of the lots in here do have access. Um let's see me back up. So per the previous approval of the preliminary plat which uh includes all of this uh they just had to go through preliminary and final because the number of lots but uh there was the distance requirement there for trailside drive and then the next road to the south here. Um so just reminding the commission that was that was approved as part of the preliminary plat. Everything that's shown here uh matches what was approved. So, um, all of staff comments have been addressed and we'd recommend that this be approved.

Um, just [clears throat] another phase of this subdivision. Uh, very similar to what's been going on already out there. U, this one's actually just all town homes in this phase. Let me go down here a little bit. So, the addressing has been provided. They will be putting that on the uh the new plat or the the myar when they print it off. So, just know that where it doesn't show addressing here, the addressing is done. Everything's ready to go. Um we just need to actually print it on the plat when they print the myar out. So, um we all the staff comments have been addressed. This one's pretty pretty straightforward in terms of uh what's been shown more of the same. So, if you've been down there, uh the attached town homes are just single family uh patio or not single family, single level patio homes. Uh they're attached. So, um this one will also be, if I can kind of zoom out a little bit, should be the second to last phase. We're going to get one more here and that will complete this subdivision. So, um where the staff comments have been addressed and we have everything ready to go. We would recommend approval of this one as well. Fantastic. Bring it up to the commission. All right, so we actually have a fairly busy meeting potentially next time. So again, reminder uh our our regular meeting that would have been uh on the 18th has been uh taken by city council. So just with the cancellations that they have coming up for the holidays, they needed some extra time. So the next time we will see you is on the 2nd of December. Uh so currently uh the subdivision just to the south of that Westlake Landing commercial subdivision, the residential one. Uh we're looking at that uh for this for the second. We also have Legacy Park Estates uh over off of 1000 West about 2300 South. Um they're they're working on their sixth phase. So we'll take a look at that one. Uh there's a an amendment to the town center uh subdivision there on the corner of 2000 and Analopee. They're just doing a slight amendment that will condominiumize one piece or one uh unit within the building. So, they're looking at selling that to to a buyer. So, um that one's that one's really pretty basic, but uh there we go. We also uh have the site plan for 7-Eleven, I [clears throat] guess, provided we don't run into any issues between now and then, that should be on the second as well. Uh [sighs] and then we've also received an application from Leisure Villas uh to reszone property on about 2300 West and Analopee. So we want to do uh our light commercial zone. Um then we also have a uh a property that the school district has recently uh either put under contract or sold. It's on uh 2000 West and uh let's see 9 the 963 south. If you know where like Utah Onions is, it's that property to the east. It's a large farm field over there. Uh they want to reszone that to

do residential development uh single family. Other than that, we have uh just a couple of small things going on. We've received some site plan applications within that uh the I keep mixing them up. It's West Lake Landing uh subdivision. So, those will be a couple of buildings. Depending on how that goes, those might be on the 2nd, but that might might be kind of close. Um otherwise, as far as the schedule goes for the rest of the year, we do we're still planning on having a meeting on the 16th of December. So, uh for those of you who have got holiday plans, things coming up, uh if you could let us know as soon as you're able, just to make sure we have a quorum for that meeting. If we don't, we'll we'll cancel if we need to. but like a little heads up if you have it. Um, and then we'll also be looking on the 2nd just in case that 16th meeting gets cancelled, uh, looking at, uh, approving the agenda for next year as far as meetings, what we'll be planning on. That's all we have.
