11:37 – 12:020

I'm sorry for clarification. This is the budget and the school district budget or just the budget as amended. Okay. Thank you. We still need to call the vote. Which one? That's number 30th. Oh, okay. We need to vote. All in favor? I unanimous.

12:00 – 12:420

Thank you. All right. So, you have in your hands the budget as amended. Thank you, um, Patricia. And then we will move to item 6A. Councelor Williams. Madam clerk, looking for clarification. Uh the short title, should it read fiscal year July 1st 25 to 26 or should it read 26 27? Yes. Sorry about that. Thank you. As amended. Thank you.

12:40 – 12:530

Thank you. All right. So, uh, with that, I would like to introduce item 6A and urge its adoption from my colleagues. Any discussion?

12:50 – 14:500

Yes, madam president. Um, first and foremost, I'd like to thank the staff of the common council. Um, the past month has been, you know, a a 30-day sprint and without your help and your support, we wouldn't have made it here. And so I just want to recognize and appreciate all of you and thank you very much. Um, additionally, the budget office um they were here for 30 plus hearings and always um attentive to any of our questions and concerns. Want to thank you all as well. Um the department heads that were able to come and testify. We appreciate all the input and all the feedback. And finally, the mayor's office which was a truly a collaborative partner in developing the budget for fiscal year 27. Um, so with that, you know, how did we get here today? Originally, the mayor off the mayor's office proposed a budget with a $24 million draw on our fund balance. Um, you know, when I see a number that big, I get a little bit uncomfortable. And so my colleagues and I settled on a number that, you know, if we could get down close to 20, we would be comfortable. We'd like to go further, but in hearing after hearing after hearing, we heard we didn't really add any positions. We didn't really add any money. and the departmental spending actually wound up less than the rate of inflation for this budget. And so there was not a whole lot to trim. Um, you know, but we did make our mark. We did get down below a $20 million draw on our fund balance. And so, um, you know, we did that with the cooperation and collaboration of the budget office and the mayor's office. Um, we're proposing a series of amendments that, like I mentioned, will get us below that $20 million mark. And given how departments did control their spending, we didn't target any departments individually. What we did was we made a general reduction to the budget of approximately $4 million. Um, and we took them from large items in the special objects of expense and that will give the

14:48 – 15:400

administration the freedom and flexibility to be able to backfill those items based upon spending patterns that emerge in fiscal year 27. Um, additionally, the common council did want to add a number of items to emphasize and highlight some of our priorities. We included money in support of housing and our parks. Um, thanks to Donna or Councelor Moore's advocacy, we have additional money for dog control. And we added three positions to the budget to better serve the employees of the city and our residents. Um, and so with that, I would like to thank all of my colleagues up here for um, for a lot of hard work, a lot of cooperation, collaboration, and I appreciate all of you. And so with that, Madam President, I urge the budget adoption.

15:38 – 16:150

Thank you. Are there any further comments? Okay. Are you going to urge it for for its adoption? Yes, ma'am. Did you say it? I I already did. Oh, I'm sorry. Okay. Any discussion? Any more discussion? No. Please call the role. All in favor? I oppose. The budget's adopted as amended. Sorry, I didn't hear that last part. Neither did I. All right. Uh, councelor Majoke.

16:11 – 16:540

Thank you, Madame President. I have item 6 B and 6 C. I would like to introduce item 6B and urge the adoption. Second. Okay. Need to make Did you make a motion? Yes. Isn't that the motion? Okay. Have to make a motion. Okay. All right. Right. All right. So, we move on. We move on. Okay. Any discussion? Please call the RO. All in favor? Opposed? Unanimous. Both of them. I would like to would like to make a motion and urge the adoption of item 6 C. Second.

16:53 – 17:330

All in favor? I unanimous. All right. We need to No, we already voted on C. Did we vote on C? This is for Did we vote on C? Okay. 27. That's what I thought. Yeah. Okay. Make sure We just didn't ask if there was any discussion, but we did vote on it. Okay. So, at this point, this uh meeting it's closed. Motion to adjurnn. So, move second. Favor. All in favor? I meeting closed. Thank you.
