So... First, we have the Instagram account planning. So this was something that, like, Jack and I were talking about with Cindy. So we have a StarSide Youth Council Instagram. The account has been created, and we have the login. And what was supposed to happen was the next term was going to start posting, but it needs to be like twice a week. So it was going to be Jack and then someone, another member who was going to apply. It was his friend who was going to apply and help him or whoever else wanted to help. And so what we were gonna do in the summer was like create templates for different posts so that it wouldn't be like Jack having to design something new every week and it would just make it easier because posting twice a week is a lot. So I started making, right, we have the PN bar login for the Surfside Communications and I started making templates for event promotion, event recaps, meeting recaps, meet the team, Civic Spotlight, if we want to teach a new civic term, or if we want to do some form of civic education on the Instagram. Meeting Recaps. So I've made six templates so far on the Canva. I would pull them up, but we don't have to pull them up. Given that those are the templates that I've made, does anyone have any other suggestions for things that I should make for us to post on Instagram? I have monthly recaps of our meetings, event recaps, civic spotlights, a meet the team at the very beginning of the year, general event promotion, And, oh, if there's a volunteer opportunity, like Parks and Rec needs volunteers or something like that, just like templates for that stuff. Yeah. Okay. You don't really need a template for that.

In terms of, like, I guess I can just give, like, how should I give the templates to the next term? I guess we just, like, give them the login and they'll have the templates. Well, yeah, that's sort of all I had on the Instagram account planning. It's just something I've been working on, and I'll talk to somebody. Okay. Ella, the next item.
Yeah, so guidebook. We, I don't know, we mentioned this earlier in the year, but kind of going with the whole not like mentorship, but the fact that you have kind of older people on the youth council that help guide the younger people who don't really understand the logistics as much. Things like the terminology of motioning, so we decided that it would be helpful for us to make a Surfside Youth Council guidebook for upcoming youth council members. And so Lucia and I drafted up a guidebook with a few sections that would be helpful and we're just here to kind of discuss that and then elaborate also on two specific sections that obviously, that require more of like a collaborative effort. So the sections include an introduction where we talk about the purpose of the youth council, And organization, this is like the most logistics. We kind of copy-pasted the charter. Then we have general procedures. We lay out things like typical meeting flow, like the order of the meeting, how a motion works, the role of the chair and the vice chair, common motions, things like that. Then we have a compilation of a bunch of contacts that we have gathered throughout for me and Lucia and Denise, our last two terms. So we have it organized into Surfside committees, community organizations, community members, and then just previous Youth Council leaders, which if you guys want, you can also put your emails down there so future Youth Council members can contact you if they have any questions, if you're comfortable with that. I mean we can go more in depth after, but basically the two sections that we want to talk the most with you guys about is the past project archive, or mostly future projects and project continuations. So just ideas for next term, whether or not you guys might be able to be in the next term, which we're hoping we can change with a future item. Things like, right now for future projects, we put the Youth Council legislative action dates, like when last term we went to Tallahassee, we think that would be really cool for next year, the following Youth Councils to do. Because, I don't know, this year was in January for some reason, but next year, and I think the years after that will be in March, so they can plan for that accordingly once August comes. The college prep series continuation, we have different ideas for that, but we can discuss that as well. We have the youth and internship database that we've been adding to and we linked on the document. And then we have new ideas like cultural exchange, youth sports tournament that we've been talking about, civic sparks that didn't end up going through. The find your field is under the college prep series. But yeah, we just kind of wanted to lay it out, lay out here. ideas that we have and if you guys have any other ideas or want to maybe elaborate on some of those.
So we have those project continuations, we have the college prep series, we wanted to maybe talk about financial aid at one, and then we have the whole find your field event planning document in case you guys want to go through with that next term or do something else. And then, like Alice said, the internship database, so maybe expanding it to include scholarship opportunities Just adding more and more job opportunities to make it bigger. Are there any other continuations of stuff we did this year or last year that you guys are interested in with the native garden?
I was talking to Derek about it, but we were going to talk about it in June or some other meeting. Sorry, but some other meeting. And he said something about, I can't remember the exact word, but if I wanted to be able to transform it into some sort of volunteer exam event, there was something. I can't remember. And because of the one-term limit, that idea kind of died down. If it can carry into next term, or since I know these meetings are technically open to the public, I could come in and explain it sometime.
Could we, we're going to put that in the doc, could we put your email on to, like, because I, just so you can stay involved with that, if anything, if it's, like, sort of keep going for a moment. Well, I guess emphasizing how we help with the volunteering. The Christmas tree lighting? Yeah. Just emphasizing that we do it and we help other volunteers to keep that tradition.
That's good. Did they, Angie, they dissolved the community relations board?
Not dissolved, but they haven't decided on the resolution to adopt for them to come back, basically.
Did the event happen without the CRB before?

The resort tax board is still in place.

I think we have it all covered. We have cultural, scholastic. Does anyone have anything to elaborate on?
Are you guys going to continue? I know you guys did the... the ceremony for the Mariah Gray. Are you guys trying to implement something just for gun violence or youth violence just in general or something that you could probably do with PE?
Yeah. Oh, yeah. That was an idea we noticed. And also the bike safety event with Michelle. She wants to do the rodeo thing. That could be coordinated with PE as well.
Oh, we should have had Chief press to the thing. Yeah, we have Michelle Weinberg on contacts. Who should I choose? Um, yeah. Okay, that's good. The gun, the gun safety. I've never seen these. Okay. Oh, like, like. Potentially having an event where we're able to publicize more scholarship opportunities for youth.
You see, you should make that gun violence more, to expand it, just make it an overall violence in general. Kidnapping, gun violence, bullying. in the trafficking and all abuse related issues that can occur with PD.
Yeah, that's good. And I guess under event continuation, she could put Michelle Weinberg on the safety, but I don't know that she is going to do more. I don't know if she needs to do more with us, if she wants to. We also have to, okay, and then on the past project archive, we have a list of all the stuff we've done. We have a Google Drive that has all of our event photos and our event promotions, all the slideshows and the databases that we have. What else do we put? We put all the resolutions for joining Viaglet cities. That was first term, you guys weren't here. We're putting all the documents that we use to plan all of the events and all the initiatives that we're asking them to go off of. The old budget proposal. And then one question I had for you, Angie, was we were trying to like, Explain how electing the chair and the vice chair goes like typically like the Robertsville's of order way, but we found likely online It was kind of like I was unclear how they do it is it? Like what we have now is the town clerk opens the floor for nominations like every anyone can nominate themselves or someone else And then they have a discussion or they say why they want to be the chair or whatever and then voting is done by roll call and Is that right? Okay.
Yes. Yeah, basically, that's, like, in the introductory meeting, that's one of the items is to nominate a chair and a vice chair. And then, yeah, just like you said.
And if there are multiple, let's say there's, like, two candidates for chair and they get, like, the same amount of votes, how does, like, do they just discuss again or is that, like, does that not really...
I don't think that tends to happen much, but they would have to decide.
Does it sound right that after each round the candidate, like if there's no majority, after each round the candidate receiving the fewest votes is eliminated until one candidate receives the majority or is that how we do it here?
I think just to include that whoever gets the majority of the votes will receive the chair or vice chair. Okay.
And nominations don't require a second, right?
They have eight, right? Yeah, we have eight members. Why do they have an even number?
Because we're supposed to have five, and then they don't turn anyone away. Basically what they did... for this term at least, is they looked through, there was eight applications, or maybe there was nine.

Yeah, there were eight, and yeah, what they did is they just passed the, it was in alphabetical order, and they passed it down the commission, and just each commissioner assigned, yeah, assigned someone, and then they'll rest for at-large.
Thankfully, you guys haven't had it, but.
Yeah, and I guess, but I guess if there's two candidates, it could be three and three, or four, yeah.
Yeah, but I think initially the point was for commissioners to look at the applications or someone to sift through them, but it just didn't happen. But we'll see what happens next year with what they're doing.
I think it's going to be five again. I think that's what it's going to be. But, oh, through the chair, regarding the seconding, I believe you can just nominate yourself, but then there would have to be a motion by someone else to accept the nomination. I have to go back to, like, how we did it for this board. Okay.
So they potentially need to require something.

And then just what would be the best way to make a document, like a guidebook like this, available to the next few counselors? Yeah.
Like, it's a Google Doc right now. Like, how can we make sure that they get it next year?
I think if it's the one-term limit, then you would be able to send it to me, and then I would provide it.
Would legal have to look at it first before?
Maybe, or... Maybe a manager.
Because I'm assuming somebody would have to review it first. I mean, you can turn it into Angie. That's fine. But I'm saying before she releases it. That's true, yes.
Do you think it would be the manager? Send to the manager first?
The manager and then the town attorney probably as well.
Okay, yeah. Because it's not something that we should post on the website or anything because it has contacts. It has like emails and phone numbers of people that we've interacted with in the past two years. But it obviously should be open to the public. Okay.

Basically, this was kind of like an alternative idea to the youth sports thing, because I know that youth sports, it required a lot of planning. So I thought we could just have this event that was a little faster than I do. And basically, the point is we'll have kids. make little cards out of recyclable materials and then just race them, hold a competition, and then a winner gets a prize. So I thought it would be interactive and it would help bring youth into I don't know if you guys talked about it, because I know it was on the agenda and I sent the bio, but I don't know if you guys discussed.
Are you able to paste it into a Google Doc so I can just attach the doc? Because I can't have the PDF for some reason. I don't need to do that.

And Rudy, we have a section that's event materials to consider for an event. Is there anything missing, like chairs, tables, food, drinks, tablecloth, napkins, and a speaker? Do you guys have anything else that you recommend for the events?

Yeah this is just yeah just so there's like a because I remember like I never thought of like a speaker for an event and I like remember like shoot I should have brought a speaker.
Does the youth council usually, I always forget, do we usually get a designated budget? Or is that something that we ask for?
Yeah, like do people, do the kids each term need to ask for?
There, well, when I came in, there wasn't no budget, but then there was a budget because you guys did have a GL account and like a line item somewhere. We just had it located. So myself and Andrea, we found it. I don't remember the total dollar amount when it started, but I know we used it for, what was it that we used it for?
The crumble. The college prep. No, you paid for the college prep. Probably Aria Gray.
I believe it was Aria Gray that we probably, that's when we located the GL and we had it.

I want to say you guys had like $4,000.
Yeah, well, the budget, I think it was, well, the budget proposal I have here says $5,000, but I feel like we changed it to be less. But is that something that each term members are going to have to go to the commission and present the budget?
Because I remember speaking for it.

I think when the commission nominates the board, they ask the commission for an amount for... I don't know. Because initially they didn't have any funding, I remember. And then I remember Lucia started an email chain with myself and Vice Mayor Paul.

And the town manager. And then we had to contact Andrea, and then Andrea located something for them, and she said I would be able to use my P-card for their purposes, but then when I reconciled, you would use the G-card. But I don't necessarily know how...
Okay, so should we ask the manager maybe how that process would work so you can include it? I believe so. Okay.
If I may, yeah, because I don't think last time when they appointed the council members, they did not discuss, I don't think they discussed giving a budget.

And then in your field trip the first year, where did that money go from? I don't know. I don't remember. I think that we especially requested it for the thing, and then the time just came for it, just immediately through the registry.
Okay. Hi, Jerry. So we already sort of, we can move on to, I don't know the ideas for next term, but we sort of already talked about it. So we can just move on to the one-term resolution concerns. And we have here with us. So, yeah, hi. Hi.
Well, first of all, let me just say it's so nice to see all of you here. I know three of you are seniors, and I just wanted to say congratulations and to thank you. And the seniors are all three-year-old two-term youth council members as well. So I know that this issue, even though it doesn't directly affect you in terms of next year, you know, you haven't. experience with the matter of what it's like to serve two terms. To the other two board members who are present, I just want to acknowledge that I think you were both applicants, right, for this cycle. So I know that you're more directly impacted by it. And it was Board Member O'Malley who first wrote to me about it. And yeah, I was disappointed by this move at the Commission meeting. And just I wanted to make sure that you all knew how these things work at the commission level. If a motion is going to be reconsidered, it has to be brought back for reconsideration by somebody who voted for the winning side. And the clerk can correct me there if I need correction. But I think that's right. It has to be somebody on the winning side who asks for reconsideration. I was on the losing side of a 4-1 vote, so I can't bring it back. But that means that any of the other four commissioners So I didn't, at the moment, if it does come up for discussion, the point that I would make that I didn't really get to make at the time, it didn't occur to me, was that it seemed unfair to make a rule change after applications were in.
I think you did say that.
Did I say that? OK, yeah, all right. Well, then I would emphasize that, because that really occurred to me as, for me, the primary problem, because at that point, you have the names and, you know, it's sort of...
Especially since they were five out of six were current members.
Yeah. And so I just want to offer my support and sympathy. You know, I will happily defend the repeal of that change if it comes before the commission again, but it would have to be brought back by something.
So the next meeting is on the 16th, right? So a commissioner, like, would have to...
email to put it on the agenda because we can't do that unless we speak during good welfare that's right um right a commissioner would have to put it on the agenda the agenda deadline uh for that meeting is monday okay um and yeah you know it's uh my understanding is that The current plan is to make appointments at that meeting as well. So it would have to, you know, there's a little bit of time pressure.

As far as I know, I've not been notified of any other application that's been received.
I think Jack had said that some kids have received, like, an email saying, like, welcome to the commission, because I guess one of the, like, maybe the mayor had, like, handpicked someone.
Oh, two people were appointed. Yeah. Right, because the one applicant... That's right. So I believe one applicant was appointed by the mayor.
There were two appointments made, and it was because they had never served before. That was the basis for it. I believe that was the basis.
I know Olivia had applied. I'm not sure about the other one. I believe that...
the one who had not served prior was appointed and the mayor appointed someone else who had not applied or was not part of the package.
So we're going to reach out because we already emailed the commissioners and we didn't hear any response. We emailed them 10 days ago. So we're going to reach out again to a couple of them to ask them to put it on the agenda and then we'll come speak and then Hopefully, like, should what we be, like, arguing for, should that be, like, to add more seats to the council so that, like, even if they've already each chosen an appointee, the five of them...
Wait, are there enough applications of people who haven't served before? But there's not... Or is it only two?
There's only two, but they're going out and handpicking kids now. How is that...
I know. Well, this is my thing. I watched the section where Mary Danziger brought it up, and he was kind of emphasizing that he wishes that more people had an opportunity to apply, and that he hopes that Basically, his point was, it kind of seemed to, the way that he framed it, kind of made it seem like anyone who ran for more than one year was kind of monopolizing their space on the youth council. And so he wanted to emphasize expanding it to more people. But I think that's not an issue of who is on the youth council currently. I think it's a matter of making it known to more kids in the community. Not necessarily the commissioners themselves handpicking people, but maybe spreading the word about the applications, receiving applications, and then reviewing them with all the contents. I think that's more fair than handpicking.
We want the accounts to be more accessible, and that's a goal that we share. But it's also, we want the Youth Council to be effective, and it's hard to do that with a one term limit. So many of our projects have, of our projects at CNS, have taken it. They were only possible because we had two terms.
They've been working so hard. I know for Member Vittori, we worked on the native plant thing. I know you've been interested in doing more of those. It took a lot of time, right? Just to get one event, one gardening event. If we wanted to make it a regular thing, that requires runway. And these are good arguments, I think, to make. It also occurred to me, maybe too late, that we've never in the two years that I served on the previous commission, we never rejected any applicant committee or council. So we had, I believe, eight members this time. Nine. Or nine. Eight. Eight, and then the previous term, the previous year?
It was six. Yeah, maybe six, but seven. Yeah, I was also kind of just confused about that part because the whole point of applications is that you kind of sift through them, and then if you think that for a second term, a certain kid is not going to contribute. The point is to see the application, and then instead of adding them at large like we've done the last two years because it was a new thing, then just don't accept them into one of the five spots that there are. There was a line he said, he said, no member shall serve more than one term on the council in order to provide a broader opportunity for student participation. Student participation hasn't been reduced because of the opportunity to apply, it hasn't maybe been to his liking because there wasn't really a selection process. It was kind of just adding people in. So that's something that the commissioners can change, but I don't think the solution is to shorten term limits. I think the solution is to actually look at applications.
Or to add chairs so that they actually have the accessibility.
That would literally be Robert's opportunity.
And also, you might have data... about the attendance of the meetings? Because like, teenagers are busy, right? So you have eight members on the board right now, but you have five that made it today. If you had only five...
Which is the exact quorum.
Yeah, then you need an exact quorum. Yeah, that could be a problem.
Do you need five members there every time, feeling a five?
No, Chair, if I may, if you have eight members, the quorum is five.
Okay, right, but if you have five, the quorum is three. I don't know, you start having, somebody's going to have a test the next day. You know, teenagers' lives have a lot of, yeah, a lot of things.
I think the Miami Beach Youth Commission has like ten members.
Yeah, the Pinecrest Youth Commission is like 60, but that's also way too much.
Because I think part of the reason why so many people, like why they started appointing everyone too was because there was not a lot of applications. Right. Where once again, if you want to broaden the amount of kids that attend the Youth Council, then just spread the word about applications.
And we have started thinking about that, which is a lot of the reason why we started the Instagram was because we needed a better way to reach youth, like more youth more broadly, so... I think implementing that next term would help a lot more kids be aware of the youth council and want more applications. But again, that was Jack's initiative, so he can't go back next year. That's another thing that was difficult to consider. So at the commission meet, we're going to try to speak at the July 16th.
If I may, you're also going to get recognized at the July commission meeting for your service this term. So you can be there, like you have a reason to be there as well for that. So I'm inviting you guys.
But yeah, we have like, we'll come up with maybe like, hopefully we can get on the agenda. And if we do, we'll like have a lot of things to say, like a shorter list. If we don't, we can just speak at the beginning, right? You can speak at like 8.15, like public comment. But if we spoke at good and welfare, they wouldn't be able to like, that wouldn't count as reopening the discussion? Or could they? Oh, they could.
Somebody could, you know. Yeah, but again, it's going to have to be a motion to reconsider from one of the four.
And at that point, if you do motion to reconsider, like, would the motion then, like, Is there a chance that they could still serve another term? We just have to, okay.
If I may, I believe they're gonna put an item, they're putting an item to ratify the decision that was made about the resolution.

So maybe on the consent agenda, I think that's where I saw it.

Yeah. And if we, so is it worth it to try to reach out to a commissioner to also reopen it? Or would it, is it just, because like if they put on the agenda to reopen it for discussion, but they're already ratifying it at the beginning of the meeting.

Right. So I guess technically maybe it's not the same motion as the last one, because the last one was a motion to bring back the, resolution change. And now we're actually making a resolution change.
Will the charter of the council be changed?
Yeah, if it passes.
I just worry if we go and speak during the consent agenda, is it too late? Because I guess all we can do at that point is just not ratify it. I guess it doesn't work to reach out to the commissioner and ask them to put it as an agenda item to reopen and then during order of business or whatever that can get sorted out.
Yes, I mean. That's an option, yeah.
