The committee also approved 2026 agenda deadlines and moved to coordinate a "Climate Walk and Talk" event.

Okay, so for each board and committee, we've already set up for the calendar year the deadline dates. So we have the days of your meetings, and then the days that we distribute the agenda, which is a week before. And then we also, the most important part is the deadlines to submit the items to us and the staff liaison. So we do the Friday before we post the agenda. We're trying to stick to it more just so we have them in time so everything could be orderly. So I was just looking for a motion to approve these deadlines.

All in favor, aye. Aye. All right, after many, many months, the next item is we forwarded resources to every bottle back initiative. We received the agenda package over the last couple of months. The cover memo has not changed. The guidance that we were given is this really should be carried forward to the town commission with a recommendation from this committee. And that's exactly what I'm looking for. I don't want to tell the commission whether it should be a resolution or something else. motion to complete the endorsement form and prepare a resolution and place it on the agenda for the next available town commission meeting with the strongest recommendation and urging from the sustainability and resiliency committee.

So for discussion, there's also an opportunity to tie this together with an improvement program for the town, which Waste Management has offered to support in spirit, if not in deeds, and also work collaboratively with the town and the Florida Beverage Association to secure a grant for labeling for our recycling carts. Yeah, I think that sums up pretty well.

Florida Beverage has offered the funding and it doesn't have to be a real formal grant process according to Liz DeWitt, who's the president. They've been kind of pushing this for several months and they have the funding available so they will design the decal in conjunction with the town, whatever you want it to look like. Our only guidance on what the decal is, it has to have the right materials. We will not have between more participation and less contamination. So that's what we'd like to see. Waste management would provide collateral. We have all kinds of online material. We have poster templates that you can put in trash rooms. You can put, you know, on dumpsters. We have email templates property managers can send to new residents. There's videos. There's curriculum for students. There's all kinds on the containers and one suggestion was use your youth group if there's no liabilities with that the students can do it they're engaged with the community and they get community service so that was the suggestion I doubt Public Works has staff that's going around and put 2,000 stickers on of beverages and they are committed to that. So Liz cannot be here. She's traveling today, but I told her I'd be happy to reiterate that message. So pretty simple. I'm sure you've got to get commission approval A couple of months ago, sort of outlining what I just said, but happy to forward that again if anybody needs to see it.

The other thing I did want to add, and I think I might have advised you if you stand, but we are now taking cups, plastic to-go cups, and paper cups. can get faster processing, more capacity, and cleaner materials in the back end. So we're going to be including those materials. We are asking municipalities to update their websites. And the reason is FTC looks at websites to determine what is widely recyclable, and that's an important designation. So we would like to see Surfside and everyone else update their websites. Miami-Dade County has already done that. question for is to make sure everyone knows these materials can go in there and then update it so your residents know and that could be on your the plastic and the paper cups.

We absolutely want to take advantage of the innovation that you've implemented. And as a separate activity, we'll bring it back before this committee, is to really push forward with the improvement opportunities within town, town operations, engagement with those who live in multifamily properties and in single-family homes. It would be nice if we could bring a group to your new facility. Sure, sure. And just... Let it be a full court press. It's just been sitting too long and. I think there was a motion in a second.

I don't want to presume. It seems reasonable, but it would really be up to the town manager to decide how best to implement it. Again, we'll bring back an agenda item that focuses on the opportunity to improve both the town operations and the behaviors of the folks in town that are placing their own recycling carts.

Bye-bye. The agreements do not specify a prohibition against single-use plastics. There's many instances where there's wills and shoulds rather than shalls, and if we want it to be a requirement, it has to be shalled. um for some of the food some of the events that have food it does not require composting of the food whether they do it themselves or they contract there's a lot of opportunity for improvement so in the city of orlando was one of the go-bys in terms of guidance they have checklists for event organizers for vendors Rather than going through each of those elements now, I would ask that this be advanced through the town manager to the town, whatever department or departments are responsible for the planning, the execution, and the cleanup of town events. I would ask that they look at what is possible and they tighten up the requirements. It's a privilege to be able to serve food and host events or conduct events in town. We've got to hold them to the standards that we deem appropriate. And they have the opportunity to be good stewards. So at the town celebration at the 96th Street Park a few months ago, maybe six months ago, members of the youth council stood by the waste receptacles and had conversations with folks. That's great. I'm not suggesting that vendors do that, but it is a best practice. If you want to maximize capture, it takes that extra bit of effort because we're educating people as they are making the decision what to do with their waste products. Well, here's my ask. But for our next meeting, Let's put together a list of features that we think are important.

Yeah, I would go through the three. I would go through the contracts and identify what you see. And again, to me, it was pretty simple. It relates to single-use plastics. It could be requirements for service wear items. It's also a best practice if somebody is going to host an event that they prepare a solid waste plan as part of their submittal. We don't want to add burden to the town administration. but for to be the steward to make sure that the right actions are in place. So for the next meeting, if you could go through the checklist, identify what you think is reasonable, and if this information can possibly be shared with the town administration so we can get their thoughts. No real action for this meeting. Yes.

No problem. So moving on to the Sustainability and Resiliency Initiative, this is a table that you've all seen before. We don't have much time left, but there are some items that are listed as immediate priorities. We're already into the next fiscal year. The likelihood, especially with the current... The budget passed. The budget passed. But while there may have been resistance to hire the chief resilience officer in the past, I'm not sure that an acting interim town manager is going to want to carry this. We had invited him to this meeting. But we will be in this position nearly up for that. The town's green management plan, it would be great to get updates on that. Advocating for beach re-nourishment, I think that we're years behind that advocacy, so that's another item for the town administration. I'm not sure that anything is cooking with Syracuse University, so it may be worth reaching out to them. A member of the committee or former member of the committee may be able to do that, but it really should be coming from the town. Increasing intra-governmental cooperation is another. opportunity. We talked about reef protection, certainly greening town operations. Months ago, more than a year ago, we had a presentation, multiple presentations from a composting vendor that could very easily start at town facilities. They could similarly also offer the subscription service in our town. It does not conflict with any of our current practices. It would be a great benefit and something that the town could promote. But I would suggest that the town first lead by example and look at opportunities to bring compost in within town operations, which then dovetails to what we just talked about, town events, anywhere where there's food. let's lead by example and show people how easy it is to compost and then we just talked about the solid waste recycling management so we have multiple agenda items on that it would be great to put together a program if the town has the capacity to do it themselves great if you need support from from a consultant There's plenty out there, including a woman who unfortunately is not able to sit on this committee, but Gigi Gutierrez has offered her services, I'm not sure at no cost, but she has offered her services and she certainly understands the programs and how to communicate with various audiences.

I remember that there was supposed to be an analysis conducted internally by Public Works, an audit of some sorts, to see, do we have any update on that, or is that something that we need to bring up as a... This perhaps maybe requires to come back on our next meeting, but I feel like what the Florida Beverage Association is doing is and it's part of an approach to tackle our challenges and improvements in our city but then there's what can we do in-house right how do we set the tone as leaders and set an example because we can put stickers all day long and try and control the individuals which is a lot more difficult but our employees and our staff need to comply with what is expected. And so on different occasions it's been brought to my attention and I've witnessed myself that in multifamily areas, in the home areas, and in the areas that lead to the beach, that the staff is commingling the garbage. And so I understand that if it's mixed already, then you can't recycle, but there's occasions where it's not even being checked. but we need an auditing process so that we can educate the staff and that we could, again, lead from a top-down approach. And it's not just happening here, it's happening around the United States in different towns. There's been several news articles that have covered something similar.

She's not always available, but that is our platform. So looking for volunteers, it can be on any topic. We missed the opportunity to talk about America Recycles Day, which is on the 15th. This was last week. So it is an opportunity. It doesn't have to be long. As a matter of fact, you've probably seen them in the Gazette. It's a short blurb. When Gigi gets really enthusiastic and then much longer, it's available online and you can get the rest of the story through a link. So it really just needs to be a couple paragraphs or a couple bullets and it can be of anything.

There may not be a full-time town manager until after the election. So there was discussion at the last commission meeting about whether they're going to go on a national search or not. They now have a contract person. I don't know what the title is, acting or interim town manager.

But it's month to month. And there was discussion. Are we really going to go out on a search when there may be a new commission in March? I didn't stick around long enough to know what the outcome of that discussion was. But it does create some challenges for any expenditures. I think so. But what I would suggest is that, well, let's go through the list and shout out any that we are specifically endorsing from sustainability and resilience. These are the legislative priorities from last year. So that's what was conveyed to our lobbyists. We did that. No, the commission. So we're at arm's length from the lobbyists. It's the commission. With Town Hall, it's the contract. They take policy direction from the commission. So what we want to do is convey this to the commission. It could just be whole cloth. We support all of the legislative priorities from last year. But let's scan through them to see if there are any that are no longer applicable so that we're not advancing something that doesn't make sense. Right.

What number is it? Number 8. Well, we're dealing with that now. Tallahassee is preempted. We live in a world of home rule, or we used to. Tallahassee likes to create local governments for making decisions. They passed legislation last session that essentially would repeal any land use regulations after a date certain, I think it was August of last year, which is devastating because all the changes to our zoning code since that date will be rendered null and void.

So basically it will be a motion to endorse carrying forward the same legislation related to sustainability and resiliency that were advanced last year. And if you have any new ones that you would like to add, now would be the time to share.
