Okay, it is 5.30 on August 19th, 2026.
Do you want to call, roll call? Yes. Chair Meishan?
Present.
Vice Chair McBride?
Committee Member Chavez?
Committee Member Ehrman?
And Committee Member Sugar?
Here. Okay. Just on the agenda and order of business, I just want to remind everyone that only... Hey, how are you? Hello. If you want to speak later, can you fill out a card? Thank you. I just wanted to remind everyone that only one person can talk at a time. because it's being recorded, so we need to keep that in mind. So next is the approval of the minutes. Do I have a motion to approve the minutes?
Motion to approve.
Is there a second?
Second.
All those in favor say aye.
Any opposed? Motion carries.
Okay, and on to the discussion items. Rudy, do you want to go over staff introductions again?
Yeah, so I know Mr. Chavez wasn't here for our meeting in June. So something I wanted to implement is YEAR TO THE COMMITTEE MOVING FORWARD WAS EVERY MONTH I WANTED TO BRING A STAFF MEMBER BESIDES JUST ME AND CARLOS THAT YOU GUYS SEE EVERY MONTH ANYWAY BUT I WANTED TO BRING A STAFF MEMBER AND GIVE THEM THE OPPORTUNITY SO THEY COULD SEE THE DISCUSSION THAT GOES ON HOW THE COMMITTEE OPERATES THE THING THAT WE GO INTO DETAILS WHAT NOT AND THEN OBVIOUSLY WITH WITH THAT INDIVIDUAL BEING HERE YOU CAN SEE WHAT THEIR OPERATIONAL duties are. And you can see last time I brought Matthew, he was the facilities coordinator. Tonight I brought Alex, he's the parks and recreation coordinator. He oversees pretty much all the programs. He's very knowledgeable in athletics. So, I mean, Alex, if you want to speak and introduce yourself, let them know what you
Nice to meet you guys. My name is . I've been here since 2022, so about almost five years now. I oversee all the programs and athletics programs on a day-to-day basis. That just means me dealing with scheduling programs, making sure all of our facilities are Working properly so we can run all of our programs all the way from adults to toddlers. Dealing with making sure rec track is all set. So that's my day-to-day is where I deal with aesthetics and programs. If you guys have any questions about that, feel free to ask me. I'm an open book. Thank you.
In addition to that, Alex cut it short, but he deals with day-to-day, if we get resident complaints, parent complaints, if they have needing help with the coaches, he does the interaction with the vendors. He coordinates, he helps finalize contracts when we need to submit them to commission. Those are just some of the things he does. And then obviously, he's one of the individuals that's actually present for the practices and games. on a week-to-week basis. So he's pretty much hands-on for programming when it comes to time of service time. So I brought Alex tonight so he could get a better understanding. Now he knows all of you and if you guys ever have any questions regarding programming, feel free to contact Alex and he can assist you with that. And then obviously he could gain some knowledge to see what we actually discuss and what we talk about at the committee meeting. All right.
Nice to meet you. Nice to meet you. I see some familiar faces, but hopefully you guys start recognizing me more often and seeing me around.
any more introductions this is carlos he's the assistant director nice to meet you Okay, so is that it for our staff introductions? Thank you.
I mean, if you guys have any questions for Alex, feel free, or if you want to do it offline, I mean, that's fine as well. I brought him just for that.
Yeah, great. Next is bus service continuation, which was...
Yes, so last year we did have a charter bus that provided transportation during the school year for the children from here to Ruth K. Broad, Last commission meeting, it got approved. We worked out all the details so far. The school provider, I mean the bus provider is called Carlos and Susan Bus Transportation. We currently have a registered list of children of 72. The bus is only able to take 44. We did get confirmation that it is a yellow school bus, so it does all have the safety precautions, things that we needed that we didn't have in the past. And then now we're starting to finalize parental guidelines for the parents that we're going to send out just pretty much like a detailed rules and regulations of what we want the children to be able to behave. and then obviously the awareness, and then we're also putting the waiting list, what's the procedures of when a child can be called off the waiting list, because we have a big number and unfortunately we can only take 44 because we only have one bus. But that is currently in progress. It's operational and it's been running since Monday. Knock on wood, we haven't had any resident complaints, no children complaints, and the vendor hasn't brought anything to our attention as of now. I want to say the last two days we're averaging between 30 and 35. 30 and 35.
Children. You said that there's 40.
That's the cap. So we have an intent. That's why we made a policy and procedure for like a parental guideline. We're giving children four days that they can miss in the month. Four days. Four days. That's going to be the guideline. That is the guideline. They could only miss four days of not participating on the transportation and then we would have to look into adding somebody off the waitlist because the waitlist is, we have like, we have 72 and we only service 44.
How many were able to fit on the previous bus?
Is she talking loud enough? She's okay.
So we did not get that invoice yet, but once I get the invoice, I can share it with you guys. We haven't got the invoice yet. The first one.
Rudy, how does that compare with last year?
In what?
The number of kids that started.
Remember last year, we weren't, I don't think, we didn't have a school bus. We had a charter bus. So it fit 50. Compared to a school bus, it only fits 24. But.
Was it filled at that time, the charter bus, with 50?
Last year, I don't think we ever had 50 in total, but we ranged. We were always in the ballpark, but we never had perfect every week 50 children.
I'd say a solid 38, 40 average. We're averaging 38 to 40 kids.
So it sounds like the current bus should be adequate.
Madam Chair, who's taking attendance that we would have documentation to show that the child missed a day?
Correct. We have staff in the AM with the attendance roster documenting the children that are on and off the bus.
And is this the regular full-size? I've seen videos of it, but it wasn't showing the whole bus. Is it a regular full-size? It's a 66 passenger bus.
Correct, but we can't fit all 66 because we can't put all three kids to a seat because we don't have all small kids. We have middle school kids in there, too, and we can't fit them, too. So we came to the accommodation of just 44. So there are empty seats? It's a good call. There's not empty seats.
It's a good call. Could they have?
I mean, we haven't had a full bus yet. But if we do get to 44, I'm sure we won't fit. Because we remember we have a mixture from second grade to eighth grade. And once you get to the middle school kids, you can't put three to a seat. The second graders, you can put three to a seat, but we don't have all second graders on that bus.
Okay, thank you.
Is there talk of getting a second bus?
As of now, no, not to my knowledge. Maybe down the line, if parents really make it a necessity that they need it, it'll probably be brought up.
So last year was the same amount, right? Average, $33.5 million.
Unless we promote it, then we'll get more kids, right? We've sent out an e-blast to all the parents. We've contacted all our participants in our programs. It was at the commission meeting. It's not really much more marketing.
I don't think there's a need of...
That would be nice. Parents would have to bring that up to the commission or to myself so then I could present it to the commission. If there is no demand. I mean, if we're not maxing out that bus every week with 44, probably not.
Was there a waiting list last year when you had the coach bus?
Yeah, there was a waiting list as well.
So you have 72 kids? registered but you have 44 that are allowed to go 44 44 okay and right now well like nine are missing or eight right or home or more correct okay and so it's four days right and then you you move to the we we it's four days of
You get to miss four days in the month, not the week.
But if one kid misses four days now this first week, then they're not really interested and you can put someone else in. You can, we can, yes.
But it hasn't been the same kids missing, though.
And is it possible, maybe this is a stupid idea, sorry, but is it possible to say or promote that maybe there's like a walk-in in spaces?
This first week we've allowed... children to go to the bus stop and parents have been on standby. So if we don't reach the 44, we'll let, if they're registered in our roster, we'll let them know.
Okay, but yeah, but they just go there and just wait and see if there's space? And then do you get the bus full? No. Okay, because people know.
At the moment, every child that's been at that bus stop has been able to enter the bus because we haven't reached 44. Okay.
Do you still have two bus stops?
Yes.
The same two?
Same two.
Any other questions?
So maybe we can promote it, the waiting list, not the walking in. They know.
We told them. We told them that if 44 do show up that are registered, they got priority. Okay. So it's pretty much like a 50-50 shot. But as of today, the ones that have shown up, they've all been able to ride the transportation.
Yeah, it's kind of weird because 72 registered and then they didn't show up there. Okay.
Thank you Rudy. 4C is the recap on water safety then?
Yes, so this past Monday we did a collaboration with Bay Harbor and Bell Harbor, a water safety event. police officers on site, we had our mayor and the other town and village mayors as well. Pretty much it was just basic safety of understanding about water, the children, what to look for as a parent, pretty much to promoting always, if you're at, all drownings pretty much happen at home, not at public places, because there are always eyes, there's multiple eyes in public locations compared to your house. But a total I want to say 35 between residents and town and village staff were all present. But it was a great event. Some things I didn't know that was brought to my attention that I'll be sharing with my kids. But just so you know, it was a great turnout and it was a good event.
What was the thing that you want to share with your kids?
That whole, they promoted like when you have house parties, like a designated driver when you're out with your friends, they had like a designated water watcher. And I've never, like all the house parties I've gone to with children, at least with the parents, we've never thought of that. I know I have never thought about like a designated pool watcher.
Yeah, great idea. When was it held?
At the community center. Okay.
Thank you. So moving on to 4D, opening of the kitchen cafe at the community center. So I've had, and we have a speaker card. Freddy, would you like to?
Good afternoon, everyone. Well, I've been resident for a long time.
My apologies. Name another for the record, please.
Freddy, I live on 9065. I've been president for several years. I've been chasing for the last four years the Cantina concession. I have submitted several times offers, proposals to two different governments, not only one but, you know, with the opposition or the opposition, with the different government that we have in the recent four years. I sent the proposal several times and no answer, no realistic, decent or concrete answer from the city. I have a history of remains from day one, person, people, names, who I sent the proposal and who are, When I've been a provider for the city as a sport and discipline, I pretty much run a surfing school here in Surfside, which have a lot of events together with the city. I know pretty much everyone in here and I've been filled with respect by the city. because I think when we write an email, it needs to be answered in a serious manner. I am a professional, I work on the cruise industry, and if I don't respond in 24 hours, I'm out of the game. So I think it's time to, if you give me the last opportunity, because this is going to be my last opportunity, trying to reach out to the city and provide a solution, and trying to utilize the underuse of the community facilities because basically we have a lot of facilities but we don't know, we don't use them properly. So I think it's time for us to give something back to the community. I don't think it's fair if you go to a swimming pool you can't even have a drink because there's no drink in there. There is a machine that we can provide food to the community, concession, we can do caffeine for the community, we can help the community, we can go utilize the canteen and realistically promote something nice for the community, for whoever goes to the community center to have a pleasant time. Starting with a variety of natural juices, things that we do really need to the person who wants to access the place so if you give me the opportunity i will i already submit the communication account please submit the proposal the menu can be you know You are, if the ceiling is interested, please.
So. Rudy, what is the process? I know that we've mentioned it before.
So that has been an ongoing discussion about the concession stand. We did a full evaluation of it. There's some things that need to be replaced and repaired inside of it. Some things need to get put back into code as well, because I know it's been not used for multiple years now. in the sense of your proposal and your menu, that you could probably provide it to me and I could evaluate it. I know the residents are interested in veggie options, kosher options, and then some residents do like regular traditional food as well.
Just like simple.
Yes, if you put that in your menu. I have a big variety of options for the city to address.
Correct. If you send me that, I could probably help you see what next steps are going and to see when that will be actually operational to start a proposal. That's the best route. If you could just send that to me. I apologize, I don't know who you, contacted in the past. I mean, that's why I don't know who it was in the past, so I apologize for that, but if you send me that information, I could try to share it with the people that need to have eyes on it.
So you are the point person to start with?
Well, right now, the consensus stand is not operational, but if he wants to send a proposal in the menus, I do have that list of individuals that... Those are just things that we would have to sit down and review and then I still need approval to have that concession stand open. Okay.
From us or the commission?
No, commission. Commission have brought it up and they've had discussions, but nothing's been finalized.
Do we know exactly what needs to be fixed in there?
There's a few items in there, Marianne.
So there are, it's been identified?
Yeah, building has gone in there, I've gone in there, code has gone in there, and public works has gone in there.
So everything's identified? We would just have to... Do the upgrade.
Yeah.
Well, we still, I don't think we've had a, well, it's not operational. So fire inspection hasn't been in there and Miami-Dade County hasn't been in there.
Wouldn't they be the last to inspect it?
Of course. They need to certify that to be operational.
Yes. Do we have any time frame for this process? As of now, no.
Do we know what the holdup is? The commission would have to want to really push for it and make it. operational and actually have a concession stand and then everything we would have to replace or repair whatever needs to be in there and then we would have to get the licensing certificates to make sure it's operational to actually be able to sell food and beverage.
Do we need a motion from our committee to move forward to get it operational? Yes. To make it operational, can we?
Operational, no, but we could make it a discussion item for the commissioners. Okay.
Just one question, because you told me when we met that there was something big about the line that you have to install. That's part of the thing. To be able to get. Those are part of the things that we need to correct for it to be operational. Okay, but one question is if the menu doesn't include cooking, actually cooking, right? And if it's just heating or something like that, do you still need to do that job, yeah?
Well, yeah, you need a license to sell food and beverages.
Oh, yeah, yeah, but not through the line. Except in the other repairs. You know, because you have to break the ground. Is it the grease trap one? Yeah, the grease trap, yeah.
That should have been done anyway. Yeah.
Was it done wrong the first time, or was it just used?
No, it's just been in place for years, but that's one of the things that needed to be corrected. But there was a cafe there or something.
The code was updated, I think.
You can't throw grease in the trash, so they had to take it off-site to want to know if you're cooking grease. Do we know why it closed?
I'm not too sure.
I mean, I could follow up with the past director and ask questions and actually check on that. But to my knowledge, I really don't have it. THE RIGHT ANSWER FOR YOU.
WELL, AGAIN, THOSE TECHNICAL THINGS ARE REALLY EASY TO RETIRE OR FIX. IT'S JUST A MATTER OF HAVING THE ATTITUDE AND MOVE FORWARD, AND LET'S GET IT DONE. LET'S PROVIDE THINGS TO THEM. AND THE TOWN, DID YOU HEAR THAT?
YEAH, THE COMMISSION NEEDS TO APPROVE THE BUDGET. APPROVE THAT, AND THEY'LL HAVE TO ADD IT TO THE BUDGET, AND THEN... AND THIS IS THE TIME TO DO IT.
So I have another card here. George Kouselos from the same sector.
Yeah, George Kouselos, 1925 Collins Avenue. I've been listening to the dialogue about the cafe since... maybe three terms behind this last term. I think the two things that always sink it are, one, trying to make it something that'll satisfy everybody. I mean, you just can't. You gotta find a solution that satisfies enough people to make it worth doing. You know, the right menu. If somebody's looking for certain things, bring your own cooler at some point, you know? So you've got to find the right combination. Make it possible in other words. Don't try to make it perfect. The other thing is that, like with the buses the other week, if the commission hears it, they will move and they will act. So they're going to need to hear it from the community that this is something they need to be pushing through. Otherwise it won't happen, so... Anyway, that's my advice to you guys. And the menu that's simple, and you know, you've got to have the burgers, or the hot dogs maybe. If burgers are complicated because of a hood, then leave them out. But whatever keeps it simple.
I'd like to, I guess we need, my suggestion is two motions to come from the committee that a fact-finding be done by the health department for construction to see what it needs and the motion would be for the parks department to put out bids to see what this costs. Then you can go to the commission with some solid evidence to say it's going to cost this much because there is a community. It's just something that's been around since I was little. You know, you always went down to the community center, had a lunch and went swimming. And it's been because of equipment failure, not making a profit, things like adding a kosher menu, which threw off a couple of the vendors. And they shouldn't. It's not something totally different. And it was just what I think we need. And also a motion that this move forward, that we have a community center with a cafe again.
Would you be making those two motions?
I can.
Let's start with the first one.
I'd like to make a motion that the committee recommends that we ask the building department, the health department, and the parks director to get together to see what the cafe needs to be operational and up to code and that he is given the opportunity to get some preliminary costs so he can go to the commission and...
So that sounds like two motions to me. That sounds like two different actions.
Okay.
So we can start with your recommending to ask the Parks Department and the Business Department and the Health Department to...
get together and see to review the cafe okay how to get it operational right what to bring it up to code to bring it to code then i guess the second motion second recommendation would be a second for the first one okay second
All those in favor say aye.
Any opposed? Motion carries. And then you have the second one.
Second motion is to actually have it operational. Move forward and get it over.
You don't think we need a motion from us saying that we recommend that the Parks Department is allowed to get preliminary bids just to get a possible cost of what this would cost? And then we recommended it get moving. Two years ago, we brought in the vending machines. It was a good idea. We talked about putting food trucks in. Good idea. But you've got a building there. Let's get it moving. And it's been longer than two years that we've been talking about this. But in the last two years, we've moved forward with the vending. And Carlos has always brought us good numbers with the vending. But like I said, people are tired of eating that. Very much out of the vending machine.
So the 2nd motion would be to get the commission to approve the budget to make it operational.
Well, to get to get bids, you'd have to have at least. But you have to know 1st, you don't like any to get an operation to get an operation.
All I have is proposals and menus from. or individuals that are interested in running an operation.
But we can't, we don't have a kitchen to cook, we can't cook. We got people willing to cook, but we don't have a place to cook.
Okay, so second motion. Can somebody tell me what the second motion is?
Second motion would be that the parks director have the ability to go out there and get a couple bids of what it would cost to actually get it operational.
Okay, can somebody second the motion?
Second.
All those in favor say aye.
Any opposed? Motion carries.
And then the third would be move forward.
Pull the trigger and have it open.
No, no, no, because one thing is to get the information, right? And then get the people that is interested, right? And then choose.
How do we let them know that there is an interest? I mean, to move forward.
I mean, there's a lot of people. It's going to come from us.
Rudy will bring this recommendation forward to the town manager. The town manager will be speaking with the commission, but just do know that this is an advisory committee, so you will be advising us on recommendations to the commission, but the commission will take the last say on that.
Rudy's the head chef.
And get it in the budget.
Or Alex is in charge of cooking. Sometimes. So will that be a third motion? The third motion is to bring it to the commission.
Move forward?
Move forward. We get this done with this commission before we, whatever could happen. Is there a second to that motion? I second.
All those in favor say aye.
Any opposed? Motion carries.
And just for clarification, Rudy, people that are interested in doing that can move forward and with their ideas for the concession stand at this point?
I think the recommendation that I made to the town manager and then moving forward to the commission would be first to let's get it operational and do the necessary materials and supplies we need to get the concessions head open. Once we have that, then we could open it to the residents to submit bids of menus and proposals of how they want to serve and their charge and what the rental fee would be or the lease fee would be or whatever agreements we do, then we could submit that. But to receive MENU THE PROPOSALS, WHILE THAT'S STILL NOT OPERATIONAL, I THINK IT'S DEFEATING THE PURPOSE.
WELL, THAT'S WHAT I WANT TO MAKE CLEAR. CORRECT. KEEP YOUR MENU GOING.
SO FREDDIE HAS TO... YOU CAN THINK ABOUT IT, BUT... WE HAVE A FOLDER OF IT WITH THE INDIVIDUALS THAT OBVIOUSLY WILL STILL GO BACK AND REVISIT THE ONES THAT HAVE ALREADY SUBMITTED THOSE, BUT TO GET ADDITIONAL ONES. I think we should just, before you promote something that's not even set in place yet, get that operation at first.
But can he submit? Yeah, totally. He can send it to me.
I can add you to, I don't know.
You have to, one person at a time.
Well, yeah, I'll communicate with Freddy, and then I'll accept his proposal and his menu, and I can just add that to the already folder that we have already in place. Great. Okay.
I think the good part is at least now you know the steps that are needed before anything can happen. Hopefully that will get moving, but...
Yeah, no, no, it's good to know, like, the process is, we're going to keep the ball rolling, I think.
And get to the right person. Yes, yes. That's key. Any other questions on 4D? Any other comments? Okay. Next is 4E, enhancing senior programming. I brought this up because I want a continuation, especially for adults and seniors. to continue the whole year. Initially, because the kids didn't have a place to go, the Shark Tank was being used for a lot of children programming, but now that is at the 96th Street Park, and adults and seniors need programming throughout the year. So I want to make sure that we have the numbers in the budget because right now, August and September, we have no programming, we have no exercise, no social activities. And this is really bad for seniors. You need continuity, you need socialization, and you need exercise to keep healthy. And this room is available, the instructors are available, so I would just like to reach out again and see if there's any possibility of finding some money to have these exercise programs continue. in September at least, our next programs don't start until October. So again, you know, seniors with the heat, you know, they're just staying inside, melting, no, not melting, but no socialization, no form of activity. And it's really mentally and emotionally needed. So I'm just wondering, Rudy, if there's any possibility of finding money somewhere to do something, at least for September.
So we've already addressed this for fiscal year 27. We've been adding funds for all the programs across the board. Currently for this fiscal year, it's not necessarily a budget issue. It's a contract issue. contracted because we already have certain contracts in place that our instructors have reached a certain they're they're pretty much their purchase orders are already exhausted their outstanding balance is at zero so we would have to do an addendum right um which that takes it's it's a little time consuming meeting we're already We're already August 19th. By the time we construct the addendum, we present it to the town attorney, they review, we get it back, we have an instructor come in and sign off on it, depending on their availability, we might be closer to October 1st. But can we try? We can try. I just need to know exactly what programs you would want me to work on so I can reach out to the instructor, see their availability, I can add the addendum whenever I need it, I can reach out to them, the town attorney, submit it to them, how they do their review and they submit it back to me, then I have to reach out back to the contractor and get that signed. That normally is a process. I've done it. Frank is aware of the process. Earlier in the year, he asked for one. And how long did we take, Frank, to get that process?
A while to get the extra times and the contract extended.
And that's a free program. Okay. And that program is free.
Which one was that?
I don't want to discuss it right now. Only because I've been asked not to bring it up in here yet. We've enhanced the program, the Mommy and Me literature class, because of a very nice donation from a resident that lived here for a long time that passed away. He left a sum of money. that had to be used for children and for literature. And an attorney contacted Rudy and I, and we've enhanced that program. Instead of one day a week, we've enhanced it to three times a week. And all of the mommies and me and the residents, non-residents, anybody who wants to come to these classes, it's all paid for from this donation from this resident that passed away.
To that, Mary Ann, I actually discussed this with Carlos and Ali. The silver sneakers. Yes. We looked at the calendar for September, and we did have, I know Vivian teaches on Tuesday and Fridays. We wanted to run the program every Tuesday in September, and it was all good, and it was set, and I was ready to implement it. But Vivian, her background screening fingerprinted expired June 21st.
What was she advised about that?
I called her last week and I told her that before she starts teaching again, she needs to come in. But she told me she's on vacation. She's out of town. And I told her as soon as you come in to please let me know so I could schedule you to do that.
So as soon as she gets fingerprinted, because she said she's available.
Correct. But then she could get fingerprinted today, but it takes, I don't know how long. At least two weeks. To get cleared. At least. To the clearance.
Even if it's a renewal?
Yeah, at least two weeks. I want to say it's faster than two weeks, but just given a window, that would be the window.
Can we notify people before these things expire?
HR sent us to this last week with all our vendors. Because we just started working on contracts for the next fiscal year. So we have to cross out all the potentials of who's expired and who's not.
Was there, we talked about last month, a brunch and a trip for seniors. Did that happen over the summer?
Yes, yes.
Is there one in August?
And one in September?
I don't know about September.
No, a brunch for September, no. Well, we have a brunch this Friday.
So if that's successful, can we do September?
We have a cap rate, the max cap is 40. We only have 15 signed up right now.
Everybody signs in at the end.
The day of, yeah. Because I remember we were discussing last meeting about like the bingo. Usually there's like eight or whatnot during these events.
No, our brunches are normally during January through May is our highest numbers. That's when we cap out all the time.
Because of the snowbirds.
Yeah.
But there's a lot of interest. I know people that are currently signing up.
I mean, I'll bring you the numbers next month and I'll let you know.
So if August goes okay, can we do September?
I'll have to see what the budget is left in that GL.
Don't we have money somewhere?
We use it, Mary Ann. We use it for the seniors and instructors. I'm just asking. I'm just asking.
What do we have?
Eliana wasn't scheduled to do Aqua Zumba, and we brought her on. She's been teaching every Tuesday, Wednesday, Thursday. And she was not going to be doing July and August. And she's been teaching. But the numbers aren't there either for AquaZoma.
I'll have to jump in.
Can I ask a question of Alex? I think she's programming. Oh, yes. Alex, these senior programs, when do they, Monday through Friday, all day, nights? What's the...
Yes, so I mean, with our programs, we have them technically Monday through Friday. Earliest that we have is 9 a.m. No, we got Saturday and Sunday too.
Yoga? Correct. Not Sunday.
Sunday we have yoga. Yeah, Monday through Sunday. Every day?
Yeah. What's the latest class?
The latest class that we have would be the 715. Yeah, the self-defense. So that's 715 to 815. Self-defense. Self-defense, Pilates. Tai Chi.
We just added Tai Chi to our program.
Okay, so question. Guys, I see there's a lot of activities, but I don't see those activities happening like the community center should be.
Oh, you have to go to court. fill out a card to talk.
And they might not just fill the writer out, it's a different item.
Do you want to get this name right now? Yes. It's okay. So, we need to move forward on these things to the best of your ability. And also, the tourist board had a Mahjong instructor at the Kites and Bites on Sunday. I don't know if, did anybody go to the Sunday event? Oh, yeah. So, I jumped in there, and it was great, and a lot of people are interested in Mahjong, so.
George is working on it.
Okay, all right.
He actually spoke to us today about it.
Okay. So, I have a lot of information on it. I got the card.
Who was the, is that the teacher?
Yep. Teacher is Rebecca. I think it's on here. I have her card. I'll screenshot it to you.
Well, we have already the current. Oh, you have someone? Like we're already working on a contract and everything.
Oh, perfect.
Yeah.
I didn't know how long you were with that.
Great. But it's for, it's for your 22nd. So it'll start on October 1st. So does that mean October? October 1st, that's when it.
Okay, well that's a new one. Okay, all right. But I was just talking about also trying to, next year we're doing it every month, right? Programs, yes. Okay, no stopping for the adults and seniors.
The federal holidays?
Okay, that's reasonable. Does anyone else have a comment about the senior programming? Okay, so the next item is a discussion of new facilities for the future. So the reason I brought this up is, let's see, Is this on? We have a card for that. George, do you want to speak about that?
Sure. George , 9225 Collins Avenue. You guys are basically going to be the point for figuring out and constantly working on the facility. And probably the tennis center is the logical piece of ground where something could happen. It was the last time around. when the current mayor was mayor. It won't be that building, but there will probably be something there. And what's really important in something like this is that you guys have a strong voice in it, that you guys are going to be more in touch with the programs the town has, the programs the town doesn't have, the programs the town wants to have, how to program it, to meet those things, and to always be realistic about what you can get. Because once the designers come in, it'll be like loading a car with options. And before you know it, your $40,000 car has turned into an $80,000 car. So you guys, you know, you've got to use judgment and everything, but you guys would be really involved in that, and it's probably the funnest thing you will actually work on. And I'm sure something like that will be around the corner this term. Anyway, that's all I have to say.
Thank you, George. And my thoughts, having been on the commission at the time, we were trying to develop a new tennis center. But again, no one was really watching over the money and the cost, and it just became too prohibitive with the cost. But I think we need to keep things like this in mind. At some point, the tennis center will be renovated, I believe, so what kind of things do you want in there? One of the other things, and these are things that people are coming up to me since that got active in the exercise program. Also, the reason these classes are important is we have no fitness facility either, a place to work out. So maybe we could be thinking about the next location or where we could put equipment so that we have a fitness center.
Do we have space at the second floor of the 96th Park? You have what?
Oh yeah, yeah.
Not for a weight room. Are you referring to like a workout area?
Yes, a gym. like with weights and like yeah bicycle yes i don't think i don't think the second floor is does it hold the weight it's not meant for that like to drop weights on that but that's what i mean in the planning process if we planned for that second level to hold that weight it could have been a gym or maybe a first floor could have been a gym so are we sure it doesn't but these are the things you have to keep in mind
Pardon? We do programming at our second floor, so we wouldn't be able to put... Oh, so you do have... We have programming there, yes.
What kind of... Just out of curiosity, what kind of programming?
We have the Snapology in there. We have the... Stories and... Yeah, Stories and Me. The what? The Mommy and Me class is in there. We have the Snapology in there.
What is Snapology?
It's like a...
It's a robotics class.
Like an enhancement class for children to build like robotics.
As for children again. Okay. Yeah.
And then when it rains, all our residents, we need to get them off the field. If they can't go home, we let them utilize the second floor for safety.
Okay, we need something for adults.
Well, but you're right, because the building right now at the tennis court is really small, and there's space there that you can have a structure that is not three floors, but two stories maybe. Right.
I mean, I know the tennis center a few years ago had a blueprint and they had an ideal plan with a weight room and the paddle ball and the lobby area. I don't know when the conversations fell or they stopped.
Commission changed, money got out of hand.
That's a commission discussion.
It was discussed. The renovation to make that into more of an exercise space to make it ADA compliant, it was astronomical cost. According to the manager, it would have been cheaper to tear it down and build a new one.
But maybe that's what we need to look into. Do we tear that down after? It's being used right now. I know, but that building is being used as a rental for Kushner at some point.
What's it being used for?
The town is running it to the Kushner project, so they're using it as an office. Currently? Currently, for $5,000 a month. But at some point, they're moving fast. That'll stop. That'll come to an end. And maybe we can start looking at ideas of placements. Maybe it's a teardown, because the blueprints for that house, they wanted bathrooms. They wanted saunas. And you would have to, between the women's and the men's, you'd have to walk around in a towel. to get from, they were on opposite sides of the room. I mean, we were trying to fit something in that really wasn't worth it. So to me it's a tear down.
It needs to be renovated. I have another floor.
I don't think it needs to be renovated. I think it needs to be demolished. It's three courts.
It's been three courts my whole life already. It's enough. The whole thing. I think it needs to be demolished. There's not enough.
It needs to be put in place.
Could I add some perspective on the tennis court? Quickly?
Is there a vote? Is it okay?
Yeah. Yes. There's enough room for a rectangular building there. You get rid of the tennis building that's there now, and you go up toward Veterans Park. So there's enough room for something. Where the previous project kind of went off the rails was it started out as a simple idea of building a table, so to speak, on top of the existing thing and putting some pickleball courts on the roof. The problem is the pickleball courts are actually far bigger than you actually think. So they overlap the tennis courts. So now you have to lift it up even higher to clear the tennis courts so you can actually play tennis without hitting the roof. And that created a whole other floor in there. So now there's a floor that needs to be programmed. So the building's just growing because you're putting the pickleball courts about 40 feet up in the air, plus whatever enclosure they would have to keep the ball from going into Collins Avenue. And then you also have the problem that this pickleball court is cantilevering out over the tennis courts by a decent amount, the width of this room almost. And unlike a regular structure where you can do that, when it's a pickleball court and you have a dynamic load of people playing, It gets worse, and this thing wants to be a diving board. Not that it's structurally unsafe, but no one's going to want to be out there. So this thing was turning into like this Pentagon project that just spiraled out of control. And it collapsed because that administration or that commission came to the end, but it was also kind of collapsing in its own way. So that's kind of where you guys come in and make sure that You know, it's the thing that we need.
Yeah, but as Marianne has a good point, because we need facilities that are going to be used by the majority of the residents, right? And the peakable curves, I don't know if those are something that everybody uses. A lot of people don't like it. They prefer to go play paddle, so we're going to have the issue with the residents Okay, why not paddle courts? Oh no, I want pickable, pickable courts, right? So that's an issue. So maybe we come together and we say like, okay, so I think like a gym. What do we need? I think like a room for this, room for that, or these activities, and then we come up with an idea, and then someone builds a, I don't know, like a plan or something. And then, you know, we have a vote from the residents, right?
The commission, I don't know. Could I recommend that this is added to the agenda next month, that over the next month we think about what we would like to see in this room so we could forward that to the commission saying there is a need for it.
Like you said, the tennis courts have been around for 100 years and same thing. The thing is that there's never, when it's busy, there's not enough. And people fight over the pickleball and the tennis because it's mixed into one court. And as far as a gym with the workout stuff, no offense, but when they built the community center, they built it with the intention of possibly having a second level. There was no reason in the world to limit themselves the way they did. There's so much beautiful space there. It could have been a big room. They could have rented out the space for weddings and bar mitzvahs and whatever. And instead, they just made like, it's not a hospital. You have a whole amazing piece of property there on the ocean. You could have made money off of it.
Like they did for many years with the old community center.
The old community center was horrible.
It met 40-year certification.
Well, it smelled like bleach and I was scared to take my kids to the gymnastic classes in there, but yeah, I did it anyway.
And also, the tennis court is the entrance to Surfside, so we can probably have a really nice architect, really good architect, and create something really nice, right? Yes.
Have you seen a two-story tennis court?
Yes.
Yeah, yeah.
I don't think so. I don't know. When you play. Yeah, I guess so. I don't know. I think I... Control your ball.
I don't know. Well, they have fences, you know. Yeah.
Very high fences. The best community center I've ever seen that left me amazed was Palm Beach Gardens. If you ever get a chance, Google Palm Beach Gardens community center.
Well, that's a good idea to look for other... Well, we don't have that space.
That's the best community center I've ever saw.
But that's the whole purpose of this item, is to maybe further discuss it.
I mean, many years ago when I sat here, we recommended to the commission that when they tore down those, the townhouses were across the street from the tennis courts, and nobody was buying the property, that we recommended the tennis court actually be extended on both sides of 88th Street. And commissions changed, and it went away.
So when I met with Rudy, I remember I talked about maybe partnering with Miami Beach. Well, no. It's Miami Beach, right?
City of Miami Beach? Yeah.
Because, you know, they have this piece of land there. The parking. They use it as parking for trucks sometimes, right? But it's just a piece of land just there.
Where is it located? Yeah, but it's 87th. Oh, 87th.
I forget Miami Beach. 87, 86, I don't know. It's empty. It's empty all the time.
It's a parking lot. Well, sometimes they use it when they're doing filming and they park all those trucks there.
But they have parking spaces there.
Yeah, but it's used for the crew and whatever, for the filming. And that's... What else is there? Sometimes there's a fire truck thing going on there. I don't know. And that's where the COVID station was.
Because you know that the tennis courts there, we can fit more.
Yeah, but we have big problems with Miami Beach because Surfside over the years has not accepted Miami Beach and Miami Beach doesn't accept Surfside. It all starts with the library. Come on. I couldn't even get a library card for my kids when they needed it.
So maybe we need to add a library.
We might have to do that. Well, no. I mean, that's the problem when we try and collaborate with them. They will probably give us a hard time and say we were kind of snobby because we didn't want Miami Beach people using our stuff. That's the issue.
So should we bring this back for this discussion?
The tenants?
For any facility.
but I you know that house that they purchased they kind of purchased underneath the rug without telling anybody it's kind of a strange thing what occurred with that house I don't really think anyone wants to go into that house and work out and do a sauna you know I mean it's like weird it's not a health club or knock it down and build something well if you see where it's located it would make sense and a lot of people are going to hate me
tear them apart and just expand the parking lot and just get rid of that history of liking of parking and parking spots. What's the exact street it's on in the house? It's just here.
Right here, Harding and the 93rd.
Just behind the parking lot for the town. Just here.
Oh. After the parking lot.
After the parking lot, you have two houses.
Oh, so yeah, it should be parking.
Yeah. And then, you know, a lot of people complain about missing parking spots. For sure.
Well, it's actually zoned for parking.
It's zoned for parking, but it's a house.
I know.
It's going to be a tough one.
Well, the town is trying to get the other house, too, I think. So, between the two houses. But... Think about it and maybe we can come back with locations like that and what to do with it.
Do we have like the inventory of the... Oh yeah, we have it. I saw it somewhere. The town properties or the properties that are... Well, the piece of land that is owned by the town. I think we have a map. The house? I think we have a map, right? Of the parks and everything. I don't know if the house is listed there. It used to be in here.
And there's no rooms in the community center where you can put like that rubber floor and put some weights and whatever there. There's no extra space. Because, you know, at the Bell Harbor new community, whatever you call it, they, I took a tour of there when it first opened and they did not put a gym and supposedly now they did put a gym, I guess, because people complained. Because it didn't make sense. And they have a big space.
I was going to say they have a nice space.
Well, we could have had that too. Yeah, I know. We only had the larger room, the shark tank, and the smaller room, the fishbowl. And they don't have weight room equipment in either one.
No, I'm aware.
So maybe we bring ideas?
Yeah, yeah. We'll expand on it. Is that good?
everybody yes like that idea okay and then and maria 4g oh yeah well i just i take my dog to that dog park and i was in there the other day and i don't i mean there's nothing i don't think we could do about it i know the town i saw them cleaning and i saw them doing the grass and whatever but People don't pick up after their dogs. I'm not going to take my dog in there. It's dirty. It's not hygienic. I think that's insane. The whole idea is they can be in a shady spot and play maybe with some other dogs and people in the community talk to each other. And I went in there and I was like, oh my God, you don't want your dog stepping, eating other people's, other dogs' poop. I mean, it's filled with poop in there. Really? So I stopped taking him in there? I mean, that's the least that somebody can do.
How is that maintained? I mean, not to put it on.
So we have staff rotate throughout the day and check it and dump the trash. But we do have signage and we do tell residents, please, like, because they're not, we don't have a staff permanently staffed. Is there a camera there? No, the camera that... At the park. At the park, yeah. But the dog park, we tell residents all the time... Maybe you should put one of those signs that says you're being watched.
Yeah. Just clean up after your dog.
Sometimes human eyes are better than you're going to be told on.
Yeah, I mean, I don't care who it is. Yeah, I agree. What's the point of having it?
Yeah, I mean, our custodians, I mean, we have three custodians on the roster. They're doing a fine job. That's not on them. It's not, but they do their best to keep it clean, but they do take care of four facilities. Well, five. They take care of Althorn, the Dog Park, 96th Street Community Center, and the Tenant Center. And then when it's peak season and it's constantly the park and the community center are always operational, We try to make sure those facilities are clean and then they make their rounds to the other facilities.
Are there cameras there?
I just asked them that.
The dog park?
They could get violated and then have to do community service and pick it up.
It's fine with me.
Do the cameras at Hawthorne Park work? There's cameras at the 96th Street Park also, right? What?
Yeah. No one's looking at them, right? You have to make a police report. And then you could gain... They'll give you...
Does it sound them? Why? What happened at Hartford Park? I live right across the street. There's these little terrorists that come every night. Teenagers? They're not supposed to be in there. It doesn't get locked. The gate is jumped at times.
It's the easiest. They're not jumping a gate with e-bikes inside.
Are these people?
I'm still waiting for them to come.
They come in with their electric scooters and bikes in that park.
What?
One person at a time? I yell at them. I'm like, get out. What? Wait, they go long? Inside. Oh, yeah, yeah, yeah. There's cameras.
So why shouldn't it be locked at night if it's for tots?
They don't care. They just jump in. Oh, I see what you're saying. They're lighting fireworks. Fireworks? I don't know, like every night something else. And I've made so many police reports. You haven't seen them race?
They race on my street.
Oh, I'm like, they race and everything. I've seen them in the evening time with their e-bikes.
Yeah, but I didn't know they would do something so... No, they've been like targeting my house. They'll come at 10.30 at night and smash on the door and throw things and whatnot. Oh, wait. I've made many police reports. You don't know how to rake them? No. I have numerous cameras. It doesn't help. By the way, I have them on camera. I show it to the cops. Me too. They're like, they're underage. There's nothing we can do. And also sometimes, I'm like, can I take care of it?
It's not Surfside, kids. You don't want to do that. It could be also Bay Harbor kids.
My son has the, in the back, he goes fishing, so.
I've been posting, I've been posting those kids' faces next door. Oh, no, no, no. Not now.
older than 16, you think?
I'd say they're between 9 years old to like 14, 15.
Okay, so you know about Bay Harbor with their signs and we don't have those signs.
Oh, about the e-bikes? Yeah. Yeah. No, even the cops told me it's illegal, but we don't enforce it.
But if they had those signs, they would have to enforce it, correct? That's PD.
They do enforcement.
I know very well because my son used to have an e-motorcycle. That's illegal. The e-bikes are not legal. And there's code. Yeah, there's code. There's like a code. You can read it. And it depends on the type of vehicle and the speed they can get to. If it's a pedal bike, that doesn't go more than 20 something, 20 miles.
They're going more than 20 miles.
No, but they're capped by the manufacturer. So even the police, when they stop them, no, really. Because they went through four calls with the police.
I'll tell you an article where we changed the gear ratio and we changed the voltage of the batteries. And it's still a pedal bike. It's been a fight for me for two years with the chiefs.
So can I just get back to 4G and ask Rudy, can you think of any solution for the 93 Street Dog Park?
I'll bring it up to the custodians to see if they can make the rounds more consistent, but we would probably need to send a notification out to the residents, just be mindful and be courteous to other dog users and residents. Does it make sense to put a camera?
Who's going to watch it?
I would just put it because, you know, if they see...
Right, if they see, then they might...
Someone is doing that right there. We can put something saying like, hey, this is... I mean, I don't really think...
I don't think dog poop is a violation.
Well, that's what my next question is. Is there, you know, any legal thing about...
I could ask ADN, I could ask code compliance, but I don't think there's a fine.
Like a statute or a fine? Can you find out about that?
I think sometimes there's something. Yeah. Because that's what's littering. Have you heard about that? So you have to register your dog with the town and bring poop. So they analyze it, they do a test, and then when they find poop, They go and check. Oh, we don't do that.
Oh, the DNA. No, no, no. We don't do that.
But I mean, I don't know. You might be in charge of that. There's code around the not picking up a third dollar. Yeah, we definitely don't have that on data.
I know for sure we don't have that.
We can ask the code compliance. Yeah. Yes.
So can you look in?
We have a Google sign-up.
Can you look into co-compliance and see? Yeah, I'll ask her tomorrow.
Okay. There's a fine for that.
Okay. And then are we finished with 93rd Street? Yeah, sure. Do you think that's a good solution to start finding out?
Either that or I'm going to say something myself when I'm standing there and I see it with my own eyes.
Okay. Presidents just need to be responsible for their dog.
If I might go back, there is a section in the code, section 10-32, committing of a nuisance. It says removal of proper disposition. Removal of proper disposition for animal, fecal matter required when dog defecates in public and private property and fines scheduled for violation. So there is something in the code.
So put a fine sign up.
Near a camera. Is that in a property like a home?
On public and private property. Okay. So it is power board code, yes.
So we cannot, or public or town, whatever.
I do not know. That will probably, this is something the commission will have to do. But I would say you talk to code and the manager.
So they will have to be literally caught. Yeah. Doing the action to sign, quoting that regulation might just help.
Yeah, we need the sign that quotes that.
There's a sign right before you brought it to the dog park. Yes.
But with the violation, when you have a violation in the code number, then... It's, you know, it looks a little bit more serious.
Yes, but the officer has to see you.
Has to see you, yeah.
It's different when it's a facility where you can see like a storefront or something like that so you know who it is. But it's different when it's just a poop on the floor, you don't know whose dog did it.
Even if they were caught on camera?
I don't know about that. So that will be a question for code of compliance and PD staff.
Even if an officer sees it, the officer also has to take the time to stop, get out, and actually issue that fine.
Well, that's enforcement.
Yeah.
That's why they have to... Well, they can get a warning.
Yeah.
Yeah. Does it say how much to fine it? Is there a fine, or?
It does not specify here. Okay. Yes, that will be a code question.
Marianne, maybe we can look at it, or we talk to code compliance, to Carmen, Kim, whoever, and then if we need to change something, we just, you know.
Okay, we'll follow up on it. Yeah. Yeah. Okay.
Because I dealt with those things in my front yard, too, so.
Do we need a motion for that or not?
I mean, you cannot direct staff. You can ask staff to make a recommendation. You can make a motion for it. You would like to recommend somebody here to speak to, Carmen?
Okay, so... Or as a manager?
Do you want to make a motion?
Yeah, I want to make a motion for... Me, Carlos, whoever you want. Oh, Carlos, who do you want? Carlos. No, I mean, it's on your side. Yeah, it's good, Judy.
Sorry, Carlos.
I didn't know it was going to you. It's all fine. It's a nice park, and it's a... Yeah, yeah.
That's how it's going to turn out. If we can finish this motion.
Yes? Did you finish the motion?
To go to code compliance about the fines related to not picking up. Call it what it is.
Second. So we could ask for code to increase control. All those in favor say aye. Aye.
Aye. Any opposed? Motion carries. Any new business? There's no new business. Okay, public comments.
We have a speaker, Hillary Feldman.
Yes, Hillary Feldman, 9341 Collins Avenue. We've had this discussion. I've talked to Rudy. And the issue has to do is I'm a swimmer, swim every day, actually. But recently, particularly, I mean, this has been a problem for a while, but there's been a lot of accidents in the pool that have closed the pool for quite, you know, for a one that's closed it from like five to eight, right? And just people apparently not following the rules and things like that. And the question is, is there something that we can do to enforce, to make sure that the kids are wearing proper diapers and making sure that it's, you know, it's a center that everybody can use as much as possible. I mean, obviously some things happen, and I understand that, but not when it's happening on a regular basis. And I don't know really what your thoughts are in terms of...
So as a... She's referring to this month, we've had a lot of incidents with children having poop or snow incidents in the pool. And we've had... closures because obviously we need to apply the chemistry and the chemicals back to the pool to level everything out. With that, Hillary, I also want to bring to light that this month we had the shul present for summer camp. Last week they were there off-city and we had an incident and we had an incident earlier, so the attendance at the pool has increased with children. Now that kids are back in school, our numbers drop. They're not at the facility as much. But we are enforcing or trying to make it known and knowledgeable to the parents when we see younger children, please have the proper diapers in place. We're reminding them. We cannot go into the restroom with the parent and the children to see what they're doing, but we try to catch them when they walk in. Thankfully, knock on wood, we're trying to reduce the numbers. and see how to move forward.
I have a question. Is this in the top pool?
We've had incidents both in the top lot and in the main pool.
Because we used to have a sign at our pool at a condo saying kids with diapers weren't even allowed in the pool.
No, for the younger kids, they have to wear the wet diaper, the little swimmers. Swim diapers. The swim diaper, yeah, the little swimmers.
So that prevents this?
It doesn't prevent it, but it doesn't let the leakage of the poop or if they have diarrhea or whatever the case. Throw-up is a different issue. Yeah, throw-up is a different issue. Oh, wow, you have that also? Parents will feed their children before they come to the pool, and then they come to the pool, how's the... As a parent, you're supposed to wait 30 minutes. But when they arrive, we don't know when they ate or they did eat or anything. So if they ate at home, they come to the pool, they swallow the water, and then it comes up.
full poop duty also. So there's communication.
I got them all. Because we don't have a concession to feed them. So when they come to the pool and they're throwing up chicken and rice, I know it wasn't from us. We didn't feed them. So it's harder to prevent that from a child from throwing up. But thankfully this month we only had one of those.
So what is the solution for that?
Throwing up? I can't stop throwing up. No, no, no, no, no, no. The other. The poop incident, we are reiterating to the parents, please have the younger children with little swimmers. So if they do have an accident, it stays kind of like contained in their butt, in a sense, and it's not coming out of their swimwear since the pool. When they have to do the swimwear, it's fine if they have an accident in the pool because it won't be released into the water. When they're just wearing their bathing suit, or their swimming trunks, it gets all over the place.
How disrespectful.
So it's more educational, right?
It's just a reminder to parents like the proper attire to wear when you have a younger kid. If you know your child is still body training put the proper bottoms on them so they could enjoy the pool and everybody else around them could enjoy the pool.
Suggestion, maybe to just, I don't know, have a pack of little swimmers.
We have. We do. So we also offer that too. If we see a younger child and we ask the mom or dad, hey, do they have the proper bottoms? No. We have the voice and we'll give it to them. Yeah, there's no excuse. Good thought. There really is no excuse. Yeah, there's no excuse for that. It's just the parent being knowledgeable and respectful to everybody else. Places, yeah.
So in these things, do you think that more campaigns on Nextdoor or just like, I don't know, social media or something will help? I'm just educating people because it's just that.
When Cindy puts out things, I think people read it. The announcements about meetings or the announcements about events. Only one person can talk at a time.
But I mean the food thing, right?
Remember not to bring your kid. He ate like two minutes.
Yeah, because it's not really something to ask when somebody comes in, like, hey, when did your child eat last? No, no, no.
Just in the campaign, saying, like, hey, if you're at school and you're H, da, da, da, or you have kids that's H, remember these rules. Because we want to avoid the pressure of the rule.
We don't have a feeding rule on our rules, though.
No, I mean, you know, when you see a TV commercial and they say, hey, you know, the best practice is for this. And you tell them, like, hey, bring your diaper or your swimwear or whatever. Remember not to eat before going into water because you're going to throw up.
I mean, sometimes it's not even food. I mean, kids just swallow the water and they throw up.
I mean, there are certain things, but I think the issue, I mean, I've heard this from the lifeguards, is they feel that people don't listen to them. And yesterday one of the lifeguards was really, you know, kind of going on and on and, you know, particularly visitors. So the people who are coming from the hotels. Yeah. And I don't know whether we can go to the hotels and say, these are a list of our rules so that people know that, you know, and you can have them sign that this is your, you know, that's, you know, these are our rules that you can't abide by them. That's a good idea. you're not going to be able to stay here.
That's a good idea. With that, also, Ms. Henry, the few accidents we've had with children poop, we don't even know what child it is. Because no parent is going to raise their hand and say, that's my kid. Wow. I mean, somebody's, well, anyway.
I mean, sometimes it bothers me.
Oh, the Marriott. Marriott doesn't have their own pool?
Yeah, it's on the roof.
Any hotel guest that's staying in the Tunnel Surfside can still use the facility. Because they go to the beach in there.
And also the Grand Beach, I think, people. It's been happening then. But I think people, I mean, and then, like, the same thing, rules. I mean, I know the jacuzzi has been closed. I don't know what the deal is with that, whether it's going to get fixed. But kids, I mean, there are these rules, but, you know, like, you have to be a certain age. I'd say, you know, half the time they're, you know, nobody is enforcing them. Nobody's saying this is not, you know. So some lifeguards will enforce it, and others don't. And the kids know, and they're like looking. As they're going in. So it's basically more communication and more enforcement. Right. And just, yes. I mean, these are the rules. And I think you had mentioned that you were going to put out maybe a letter or something like that.
I'm going to have a conversation with all the aquatic team just so we're all on the same page in regards to enforcing rules and how we enforce the rules.
Yeah. I mean, because I think we also have more lifeguards that are not. like, as consistent?
I mean, these days? Yeah, so we need a friendly reminder of we need to enforce the rules and we need to all enforce them the same way. Right, because some of the people... Not pick and choose. Right. Okay.
Rudy, when you walk into the pool area, is there a sign that says these are the rules?
There's rules to the top lot area, main pool area. Okay. They're both posted. Okay. It's a big... Yeah. It's a little like that. It's on that TV.
But are they at the front? When you walk in? And I think a lot of, you know, especially guests.
Now, I can't force somebody to read the rules.
No, no, no. But you can encourage them. I mean, you can say, here are, you know, we do have some of these.
Don't they have to check in when they come? So when they check in, send the paper and say, these are the rules. Maybe you can have them sign it in that moment. Have them sign the paper in that moment and say, oh, yeah.
We're actually making now, Carlos actually implemented this code of conduct.
That's good. That's part of it.
So now when you renew now in October, when you renew now in October, because every 30th, September 30th, we have everybody renew their households, it'll be part of the waiver. So you sign that code of conduct. Just once, right?
Yeah, but I'm not talking about the residents. I'm talking about the people that come from the hotels. Because when they come, they're not coming with an ID card. No, they still got a sign.
Oh, okay. That's what I'm saying. They still have to sign.
Right. Everybody has to sign. Oh, but those rules need to be big.
Like on a big paper, these are the rules. It's going to be like a cell phone bill. If you want to read it, you read it, but you're signing.
Yeah, but you can still encourage it and say, you know, we do, you know. And especially during holiday seasons and things like that when there aren't even more people around. It's, you know, you know, just saying. Rules are posted.
I recommend it, but if you keep walking and ignore what I'm telling you.
So what would your follow-up be on that? for the poop rolls. Can you add something to the rolls? Or is there anything that is currently on the rolls like that?
I don't see anything about diapers.
So for example, let's say that they sign the code of conduct. Is there a fine or something that we can establish?
No, there's no fine for a child pooping. Well, not for the parents. It's a child pooping, no, there's no fine. No, but because they didn't wear the diaper.
For baggy bags, you can. No, I just learned about this when these kids come and verbalize my house. This is something you can do to their parents.
Pooping is not really breaking the law. The kid poops in the pool and go yelling. But not wearing the swimmer.
That's not breaking the law. No, no. It's not breaking the law. It's just a fine. It's not a fine. It's just like a... You get a school book.
So what would you say you can do? Anything additional to help with the law?
We're just trying to share an awareness to the parents. and just keep reminding them about the little swimmers and continue that all the guards are enforcing it all together and not just how they said pick and choose when to enforce something and when not to enforce something. As for the throwing up, I really don't have a solution in terms of suggestions. Any recommendations?
But I don't think, I don't have to. You can't plan on that. Yeah, I'm saying it also, it's life. Sometimes the kid's going to throw up.
You can't plan on that, but you can plan on having a swimmer on it. Yeah, that's what I mean. So, any other public comments?
And so when is our next meeting date? Is it September 22nd? Yes. 2026? I'll fight that again.
Motion to adjourn? Second. All right.
Nice meeting.
All right. Thank you.
Thank you, guys.
