Good evening. My name is Larry Rice. I live on 712 Coachell Street in Surf City, almost. We've been talking for a while about a multifunctional path. I know it's almost as far as JH Patch Road. For the four or five units that Pratio and his partners own, I think there are seven trees that are going to be cut down. I have a good contact person who can move those trees. It costs a bit, but they are the same trees that the company had to plant. They have been there for almost 25 years, they are adult trees. With a tree spade you can move those trees and plant them in one of our parks or several parks. They need some care for the first six to nine months, but I have had a lot of success in Southside Park. There are two stony oaks that I moved 20 years ago when they were still very small, but I moved a lot where I was building a house myself. So I think that the budget, if we can find the means to do that, would be very advantageous. We don't buy a whole young tree that takes 25 years to look like these trees. EHM, we have to start by saving some of our trees, because, you know, trees produce oxygen. We have certainly spoken many times about chapter 4, but I would like to take the specific changes that have been made. I would like to thank Council Member Pelle for cooperating with me. We finished this two days ago and I hope we can continue with this. So, starting with article 1, which focuses on section 4 to 4 of the beach section, we have added consistency to the planning plans for boards and especially for masonry boards. Section 4-8. The formulation with reference to available cooking devices on the beach clarifies. E.H.M. with an emphasis on no open fire and no wood or wood ash. E.H.M. Section 4-9a. I would like to answer any questions about this, but I request the council to approve the contract so that we can sign it and continue the project with a start date around 14 September.

Jeremy Smit, our city planner, will present this. Thank you, Madam Mayor, members of the council. Project P26-10, part of your agenda, is a proposed large-scale terrain plan, provided by the municipality of Surf City. This is phase 2 of the complex for public utilities, located at 1222 NC Highway 210 East. The project provides 42,000 square feet of government facilities for the storage of equipment and materials, divided over four separate buildings on 6.17 hectares of land with the G1 destination. This is directly behind the new building for public utilities at the same location. Again, the building has the G1 destination. The area to the north on the other side of the 210 is designated for more family homes, but is used for in-family homes. The parcels in the west have the destination RP Residentiale Prestaties. And the parcels in the east are ownership of the municipality Surf City with destination G1 Government District and ownership of Touro Enterprises with the destination Gemengd Gebruik. As far as the green plan is concerned, the location is intended to keep a considerable wide vegetation buffer around the terrain. EHM, I was hoping to be able to show it in the PowerPoint presentation tonight. EHM. The required number of parking spaces for this type of use is one place per 10,000. EHM, this is really a special terrain for the storage of materials, municipal vehicles and materials. EHM, again, the project preserves the existing natural forestry. So there was no need for traffic effect rapid portage. This project was proposed during the meeting of the Planning Commission in August and they agreed, together with the staff, to approve this request. EHM, there are a lot of trees being cut down. EHM, and there is a lot of your grunt around and I understand that we have to drive there with material, so you can't leave trees in the way. Again, thank you, Madam Mayor and members of parliament. I have a few things to do with the council and of course the audience. The first point is the CSRM project of the Army Corps. After the implementation of the project agreement on August 17, our staff remains in contact with the property office of the Corps and our project team. We have submitted an offer request for taxation services for the remaining parcels for which inheritance should be obtained. As soon as we have chosen that taxpayer, we will continue the process of inheritance collection with the goal of providing as soon as possible in all property needs. There has also been a request that the municipality pay the Corps for the design issues for the PPA. We are working on the payment process to the Corps, which is part of the PPA and the cooperation with the state of North Carolina. In fact, we carry our share, we request the state to pay their share and they pay directly to the federal government. We do not have to act as an intermediary for this project and the payments to function, which is important because we did not want to make the calculation to be repaid by the state. I wanted to talk to you, again, that amount is $ 525,000. The project for water management Resilience. The construction of the North Shore multifunctional path continues. The installation will be completed in the coming week or so. Cross-points will be marked for zebra paths. Completing road markings and road signs will be added as part of it. As soon as the contractor is done with the project, the sawing of the berms along the route will begin. So that not only sand and gravel remains behind. The project is still ongoing and there are a few additional things that the personnel will complete as soon as the contractor has completed its part. Again, this is part of a much larger project. The contractor will then focus on the section at site 6 on the mainland. And we expect to start on 21 September with the process of drilling under the intercostal road. This requires that large sections of water line be demolished before they are laid under the road. So again, it may be that you see a lot of water pipes that are ready for drilling and placing under the intercostal road. This is just to keep you informed when you see the pipes there. Phase 2 underground project. The work teams are on schedule for the underground project in phase 2 at the EuroG and Innsbets recreation complex. According to the construction planning, there is still about 14 months of work to be done on that project. Last week, the staff held a neighborhood meeting to discuss and answer questions about the project, the safety in the park and other issues. As a result of this meeting, the municipal staff agreed with the contractor to limit the working hours and to switch off a flash light on the security camera system. The PUP project phase 2. As we just discussed, the contractors started on location with the construction of the ground for phase 2. The access from H2O Place has been realized and there are temporary restrictions for the opening times set for the disc golf course during the week to ensure the safety of visitors and keep them out of the vicinity of the roofing of trees for the Charlotte Avenue rainwater project. So with the decision-making of the council this evening, we are looking forward to continuing with that project. Our fourth project of the same kind that will be completed. This will now tackle four of the five flood-resistant locations that were identified a few years ago via the Resilient Coastal Communities program. And once again, as I mentioned in the contract, the personnel requests, due to the financing and the subsidy deadline, to start work on 14 September. Communication will be shared with the residents in this area and will also be posted on the website and social media. Traffic rules will be in place to lead traffic in good ways during the implementation. And as noted, we are striving for substantial fulfillment within 45 days after the start of the project. In addition, the city is asked to give a presentation about the successes of the RCCP in Surf City during a upcoming conference in New Bern. I will therefore be present in the name of the city and present, and Jeremy and our supervisor for rainwater management will join me. It is a free conference where we can go and we will cooperate with colleagues and hopefully learn some other best practices from other communities in the state that have participated in this. I would like to talk about traffic management. I have also contacted E.U. to come to a city meeting and present their findings on the project for road dosing and the study of light optimisation and they have asked E.U. to present this during the work session in October. So we can assume that this is here and some of their data E.U. and activities discuss what they have been looking at all summer here in Surf City. Another E.U. important point is the purchase of the ladder car. So the Ladderwagencommissie has completed its work and is ready to make an order for a manufacturer for the follow-up route. Chief Commissioner Wilson will present during the work session of the Council in September to discuss their process, the order for the material, as well as an order from Financiën about a plan for financing that purchase. The annual audit is currently underway, so our auditors were here last week to work together with the staff to prepare their annual report for the council. Every year the city is obliged to have an external audit of our finances and processes. Last week, the city held a pre-bid meeting on Segment 5 of Gbeds Road. Mr. Rijs had already reported that a number of shareholders attended the meeting, which is a good sign for a competitive bidding process. In addition, we have received the Hersine rainwater permit and we are still waiting for one last heritage service for the segment. So the project is going well. Good evening, my name is Melissa. I live on James Avenue and I am here to express my concerns about the security cameras here in Sur City. I understand that there must be a balance between public safety and privacy. I fully understand that. These cameras are often called automatic signature plate knowers, flat cameras or axon cameras. There are countless suppliers. Whatever you call them, I want to discuss three risks for our community through these cameras. Number 1. Internal abuse and stalking. There are countless reports of police agents all over the country who search these databases for their ex-partners. They stalk them and search for data from people who are not suspected of a crime. I think that's a big problem because there is limited surveillance. There is little public information about it and we shouldn't be afraid that the police will stalk us. So that's number one. Number two, I want to talk about mistakes and AI hallucinations. This technology reads symbols incorrectly. It is known that artificial intelligence can also hallucinate. Do you want to know the scale of this? Flat cameras capture 2 billion images a day. They reach a margin of error of 1%. That's 20 million errors a day. That means 20 million possibilities that an innocent person is accused of a crime. And that happens too. When that happens, the innocent must pay thousands of dollars for a lawyer to prove his innocence. We therefore need a kind of mediation process or arbitration process to avoid those costs due to a machine error. So that's number two, errors. Number three, this surveillance system exposes us to privacy and an honest process. The fourth amendment still means something here. We are not China. We are not Russia. We are America, the country of freedom. Our government should investigate specific crimes on the basis of a reasonable suspicion. Not just collecting data about every citizen who goes to church, goes to work or brings children to school. Following innocent people in their daily lives, for sure, is not public safety. It is actually government interference. My request to the council is first of all, I personally want to get rid of those cameras. That will happen, probably not, since the state has just decided to finance cameras throughout the state. I think it is very important for the city that we hold an open forum or a work session to understand this technology, how we use it locally and how everyone in the whole country can access our local data without us knowing it. Someone could, for example, look up my signature in California, Washington or the federal government. They are now even saying that private companies get access to our local data. So I think we really need to be able to discuss this. And I would personally like to volunteer for a work session or committee to discuss these concerns and find a protection framework for all of us.
