OK so this is a meeting of the local planning agency. This is to discuss and consider recommendations to city commission regarding an ordinance dealing with exterior color palettes.

good evening mayor vice mayor commissioners members of the local planning agency the ordinance that's before you tonight addresses the city's regulations for exterior color and materials of buildings the city has been regulating the color materials building since 1998 and in that original ordinance the purpose was stated to be beautification of the city so So today the regulations for color reference a Sherwin Williams color deck, specifically the fundamentally neutral color deck, and it has 160 colors that are allowed. So today all of the colors of all buildings have to be within those allowable colors. Recently we were contacted by the Sherwin Williams store locally. and because their customers are coming in asking for the city's color palette this fundamentally neutral deck but unfortunately it was discontinued a few years ago so we started looking into updating the ordinance and in that review there's a few other things that we can address at the same time so the ordinance that's before you does three specific things First the color and material regulations currently live in the general code of ordinances in chapter 150 But the proposal is to move these regulations into the land development regulations of chapter 265 or the zoning code By creating a new article called architectural and design standards This is because the regulations function as development standards that are reviewed by zoning during the permitting and site plan approval process and And moving these regulations also provides procedural clarity for any applicant who wants to vary from the regulations. So now they can come and request a color or material variance to be considered by the city commission. Second, the ordinance proposes to allow for accent colors, specifically that 25% of the exterior wall surface can be black, dark brown, or dark gray. This reflects the current architectural trends, where the modern boxy architecture is typically painted a white or a very light color. And then a darker trim or projection is applied, which visually enhances and softens the architecture. So by allowing accent colors, it will provide more flexibility to homeowners and builders while preserving the city's overall aesthetic goals. Finally, the definition of the city color palette is created. And it establishes that the palette will be adopted and amended by resolution of the city commission. This provides efficiency for the process to update the palette because now it can be updated by resolution of the Commission rather by ordinance which requires two readings so attached in your agenda packet is the proposed city color palette document and We worked directly with Sherwin-Williams to take that old color deck and update the numbering system to the numbering system that they use today. And we also added information for all of the colors to make color matching with other brands and materials easier. So should this ordinance move forward tonight for first reading, then during second reading, a companion resolution will be presented to adopt the city color palette. So overall, this ordinance is going to modernize the exterior color and material regulations. It will enhance procedural clarity, and it will continue to support the high quality architectural standards of our city. I'm available if you have any questions.

So just want to to clarify something. So if somebody wanted to use bear paint, right, they could do it because I see that you have the combination for the actual color, you know, with the color palette provided by Sherwin Williams. Is that correct? Let's say they don't like Sherwin Williams and they want to use bear. They could do that, right? As long as the color matches.

That's correct. And the ordinance actually says that it has to be colors harmonious and compatible with the color palette. We just use Sherwin-Williams as a reference point. So in no way are we requiring that brand.

Are we promoting or? Yeah. OK. All right. I just wanted to make that clear. Thank you.

Are there any particular colors that are excluded from this? Let's see. It's a pretty inclusive color palette.

So if you review it, and again, this will come to you for consideration as a resolution if you want to remove or add any colors. But it's generally very neutral, very soft colors. There's nothing bright, no neons, nothing dark.

There's no neon green.

No dark browns.

Right, and that's why we're proposing to have the accent colors to be black, dark brown, and dark gray. But I provided that to you to have an opportunity to review it. So when it comes back to you by resolution, if you want to add or remove any colors, we can discuss it at that time. OK.
