Petition by Paces Comfort Cooling, LLC to annex TMS# 138-00-00-013 located at 507 E. 5th North Street, and totaling approximately one (1) acre.

Currently zoned TRM, Transitional Residential District, in Dorchester County and requested to be zoned G-B, General Business, following annexation into the Town of Summerville’s municipal limits. (Council District 2) Planning Commission held a public hearing and made a recommendation to approve the annexation and zoning at its meeting on February 23, 2026. Planning and Development Committee voted to move the item to full Council with a recommendation for approval at its meeting on March 9, 2026.

Introduction of Bills and ResolutionsItem 9.a

First reading of an ordinance to rezone TMS#137-07-16-009, located at 115 S. Magnolia Street, totaling approximately 0.67 acres, and owned by Magnolia Bed & Breakfast LLC, from GR-2, General Residential (2 units/acre), to D-MX, Downtown Mixed-Use (Council District 2).

Planning Commission held a public hearing and made a recommendation to deny the rezoning at their meeting on February 23, 2026. Planning and Development Committee voted to move the item to full Council with no recommendation at its meeting on March 9, 2026.

Introduction of Bills and ResolutionsItem 9.b

First Reading of an Ordinance conveying by Quit Claim Deed a portion of TMS: 130-10-00-066 containing 0.04 acre (1,762 SF) to Dorchester County for the sum of $12,335.

This conveyance is necessary for the widening of Highway 78. Request from Legal Department.

Send to Planning Commission: Amendment to the UDO to clarify that election signs can be displayed 30 days prior to the first day of early voting for an election or primary until 7 days following the election or primary date.

The Planning and Development Committee voted to move the item to full Council with a recommendation to send to the Planning Committee.

Authorization for Town Administrator to enter into a license agreement with CarWin for CarWin’s paid use of 10-15 parking spaces on the top floor of the Town parking garage, with special exceptions to dates of use.
