Good to go. Okay. You may call. Good evening everyone. Welcome to the April, what is today? 22nd um meeting of the Stone Crest Development Authority. We will officially call the meeting to order at 6:07 p.m. We will do a quick roll call. I'm just going to go by the order of uh what I see on the screen. We'll go with Miss Joyce Walker

0:51 – 1:30Speaker 1

here. Miss Jennifer Capers, present. Mr. Andrew Shambling present. Mr. Al Ringer here. We've got Mayor Jasmine Cobble. I am here. And our ex officials, we've got Lance Randall here. And our attorney, attorney Laren Wiggins here. And certainly last but not least, Dr. McClendon is with us as well. You don't have to say roll call. You you don't have to say here, but just want to recognize you on the call. Thank you. You're welcome.

1:28 – 2:11Speaker 1

Totally off subject, but I hear is it Am I correct that I hear you are uh a member of the greatest sorority of all time? Uh absolutely. And I I heard the same about you. So talk about that. I'm so sorry, Mayor. That's out of order. That is all that is that is not on the agenda. You know, it's it's possible, Attorney Wiggins, that you are correct. Uh but never never not an appropriate time to acknowledge the first the finest as we are the greatest city on the planet but also the greatest. We would ask for that to be struck from the record. I agree. And you're totally outnumbered and and replaced with a oop

2:09 – 2:49Speaker 1

you're totally outnumbered anyway. There's three of us now. My frat Mr. Ringer is got my back. Absolutely. Absolutely. I know. Well, seeing as uh that's not on the agenda, um we will uh thank you, Dr. Clint, for hanging out with us. Uh we appreciate it. I don't know if you've met the group. I know I had to leave the meeting last month a little early. I don't know if you've met the group. Um but if you'd like to um maybe reintroduce yourself if you haven't done so already and then just kind of let let the development authority know.

2:47 – 3:42Speaker 1

Yeah, absolutely. Thank you so much for for allowing me to attend. Uh I'm Katrina Mlendon. I am the business development manager. I've been on board since uh mid December and um I come from a long line of higher ed uh with wherein I served as dean of economic development, director of business and industry. Uh I've served at a number of the technical colleges TCSG um you know with uh the cap Georgia Pete my technical college Augusta Tech um went down to Tallahassy Community College. I mean I've been in a number of institutions over my 34 and a half years in higher ed and so workforce development is a passion of mine which is as you know a part of economic development. So, um I am happy to be serving and uh I look forward to working with um with with all of you in whatever capacity I can.

3:41Speaker 1

Thank you. Welcome. Awesome.

3:44 – 4:33Speaker 1

Thank you. Thank you. We um and I I can attest to uh her celebrity with Georgia Pont Technical College whenever we do have to go go over there. Uh which is also always an honor. We partner, you all probably know that, but we partner a lot with uh George Pedmont. Um it's a good good group of folks over there doing really good work. Um and we have the uh you know, we contributed, we the city contributed to the uh regional training and logistics center. Uh that's uh over there with Georgia Peont and we did the ribbon cutting not too long ago. Um and uh anyway, just Dr. Brick London is certainly a celebrity in the Georgia Peont Technical College world, so I can attest to that. Thank you.

4:30 – 6:03Speaker 1

Good folks. Good folks. Um well, we do have an agenda before us. Um and as per usual, um we will go into executive session. Um but not before we approve, uh the minutes uh from the March meeting. Hopefully, you've had an opportunity to review that. I'm going to share my screen and share the minutes on the screen for us. Uh not very long. As you know, we are always typically an executive session. Uh, but I'll put them up on the screen. Um, Andrew, not Shambling, but Stone Crest. Andrew, if you'll give me permission to share my screen. Thank you. Go. scroll this up. I've got the minutes in front of us. Um, again, hopefully you've had a chance to glance at it, but um, the meat of it is, uh, right here in the center. Um, so unless there's some changes to it, I'll give you about, you know, a minute or two to reread those. And um if there are any changes or edits to the minutes, I will take a motion to approve the March meeting minutes.

6:01 – 6:27Speaker 1

Make a motion that we approve the March um minutes. That's second. It's been properly moved and seconded to approve the March minutes for the development authority. All those in favor, please respond with yay. All those not with nay. Yay. Yay. Yay. Yay for me as well. Mr. Ringer, did I hear you?

6:31 – 6:46Speaker 1

Did we lose him? Can you hear us, Al? Yeah, he looks like he's on mute. Yep, he got it. There you go. Thank you, Al. Appreciate it.

6:43 – 8:42Speaker 1

The minutes have been approved um for the March meeting. Scroll back. The next item on the agenda, I'm sorry, I move past public comment. Um, I did not receive any notice from the city clerk that there were any comments submitted electronically and I did not see anyone um uh in the waiting room on Zoom or on the Zoom call with us. Now, um so I will assume we didn't have any public comments. Um, we'll move to item B under agenda items, which is members and terms. Um, let me stop sharing my screen real quick. Um, uh, oh, I did something. There we go. Um, Lance and I met earlier this week to kind of talk a little bit about a number of things, but one of them was cleaning up um, the membership discussion. Um, so it appears by our bylaws or our original, uh, the original reinstated SDA bylaws, uh, is that district um, four, which would be you, Andrew, uh, and the chair appointment, which would be me, um, will be up for reappoint this year. Um, actually technically last year. Um, but our charter allows our members to serve in perpetuity until an appointment uh is is made. Um, so we're solid there, but we do want to get the appointments um officially on the books. So, the city council um I will ask the city council to make those appointments um on Monday at Monday's meeting. So, Andrew, we have asked Councilman George Turner uh to reappoint you um again. Uh

8:39 – 9:39Speaker 1

and then actually the city council um prematurely already reappointed me, but we'll do we may do it again just to have uh the appointment done out at the same meeting. Um but we will take care of that on Monday and then we will have um the terms aligned. We're going to stick with the same um four-year term as we have set. So technically, Andrew, you have served a year already of the four years. Um and so have I. Um, so just so you know, the term will end so that we're still on the same staggered schedule um and not complicated. Um, Attorney Wiggins, you and I talked a little bit earlier, but we will also annually um to appoint our uh legal counsel. So I will ask again the city council to take care of that on Monday as well. And then um we will have all of our administrative kind of appointments taken care of. So just wanted to kind of give you an update there. Did I miss anything there, Lance? You on mute?

9:41 – 10:16Speaker 1

No, ma'am. You're on point. Awesome. And I have no notes in front of me, by the way. Score. That's impressive. Total memory. Although, it is leaving slowly but surely. Got way too much in the brain. I need to take some out so I can keep remembering things. But that's the update on um appointments and membership. Any questions, y'all, for that? Um, I don't know if this is the right time, but any progress on replacing the two members.

10:14 – 11:26Speaker 1

Oh, good point. Good question. Um, so it's just one member. We did we did flush that out. Um, it is just one, which would be Elijah, and Elijah was actually u my at large appointment. Um, so Chris serves as district 1. U, Miss Joyce serves as district two. Jennifer serves as district three. Andrew, you serve as district four. And Al serves as district 5. Um, Elijah was the mayor's at large appointment so that there would be six of us and then plus me makes seven, which gives it an odd number. Um, so I need to replace Elijah. Um, and so Lance and I talked about that. Um, and um, certainly if you have some recommendations in mind, um, I've got a few folks that I'm waiting to give me a call back to let me know if they are interested or not. But if you all have any recommendations, certainly um, send them my way. You can just text it to me um, or call either way. Um, but yes, it is we we did look back and kind of true that up as well. It's Elijah who resigned because he and his family moved out of the city. Um, but it was the atlarge appointment. Yeah.

11:24 – 11:46Speaker 1

Okay. I don't know if this is important or not, but in the minutes we had that there were two member spots that needed to be filled. Yeah, we we that was my mistake. Um, okay. That was my mistake because we got a new council member. My mind went to we needed a new appointment, but um

11:43 – 12:26Speaker 1

Councilwoman Grimes appointed Al um while she was still in office and so Al's term is not up. Um, so Al will will continue to serve in district five until the term is up. Certainly, um, if he wants to be reappointed, we'll we'll definitely ask the council member to reappoint him. But yeah, that was that was my misunderstanding. It just because it was a new elected official, my assumption was it there was a vacancy also on the board and it wasn't. See, I do read the minutes. Thank you. Excuse me. So, they're all um Excuse me, mayor. Are they all staggered? So when I guess Yes. Yep. The odds and evens are staggered. Yep.

12:24 – 13:09Speaker 1

Okay. Yep. So 1 13 and five. Now Lance and here's now I'm really testing my memory. 1 three and five is up in 27. That's what I thought. Is that right, Lance? And I think two four and mayor were uh Yeah, those four months was February 2025. All right. 25. But yes, uh Jennifer, they will they should always remain staggered so that we have a quorum at any time. Yeah, that's what I thought. Okay, thank you.

13:07 – 13:26Speaker 1

Yeah, we try to mirror it kind of with the city council uh where even in our charter the districts are staggered. So, I think I think we nailed it. We'll see. Any other questions on U members and appointments?

13:29 – 14:02Speaker 1

All right. If none, we will go into our favorite place, which is executive session on real estate. I'll take a motion to go into executive session, please, for real estate. Make a motion that we go into executive session for real estate. I second that motion. Thank you. Probably moved and seconded to go into real estate go into executive session for real estate. All those in favor, please respond with yay. All not with nay. Yay. Yay.

13:59 – 14:47Speaker 1

Thank you. I yay for me as well. Um just a reminder to uh go on mute until we get into uh the breakout room. Uh, and then, um, once we all get in there, uh, we'll be done recording and then we can come off mute and chitchat. And then, of course, he will I'll give Andrew a call. Let know we want to come back and then you should start see everybody coming back into the main room. When we do that, please also mute until we get back into the main room. Okay, Stone Crest. Andrew, if you'll take us out, you should again see a icon pop up on your um, computer that says something like leave room or go into room. Just click that. I don't know. Sometimes we just automatically flow over there, don't we? Um, so we'll see. We'll see what technology does today.

14:50 – 15:18Speaker 1

I thought he said to call in or do something after we to come out. Yeah. To come out of executive session and come back into this one. Yeah. Because he won't be in the breakout room with us. He's in he's in this room with us now. Did anyone receive an invite to the breakout? Not yet. Nope.

15:22 – 15:33Speaker 1

You sure he's still there? That was him talking. Yep. Okay. Okay. I just got mine. Andrew, I got Andrew. Yep.

2:25:22 – 2:26:07Speaker 1

One, two, three, four, five. Al had to drop. So it should just be four members unless I see all four of us. Len, Lance, Andrew, D Mlennon. Okay. All right. SDA, I'll take a motion to come out of executive session and return to our regular meeting. I make a motion to come out of executive session and return to our regular meeting. Second. It's been properly moved and second to exit executive session, come back to our regular meeting. All those in favor, please respond with yay. All those not with nay.

2:26:06 – 2:26:40Speaker 1

Yay. Yay. Thank you all. I al ask also ask there we go getting late for a motion to accept the minutes from executive session. I make a motion that we accept the minutes from you said from executive session. Yep. Oh yeah. Okay. I make a motion that we accept the minutes from executive session. Who's going to second?

2:26:36 – 2:27:17Speaker 1

A second. Thank you. Yes, because it's executive session, there will be summary minutes prepared. Um, but because executive session, they are closed minutes. Um, but it's been properly moved and seconded to accept the minutes from executive session. All those in favor, please respond with yay. All those not with nay. Yay. Yay. Yay for me as well. Miss Joyce, I think we lost her. Thank you. I can see her on my screen. She may be on mute. I see her name but not her face. Her video. Okay. Nope.

2:27:19 – 2:28:04Speaker 1

Okay. Maybe she'll Well, we're getting ready to adjourn, so she didn't really have to come back. Um, we just made We need to We'll need to accept the minutes from executive session from this meeting at the next meeting because we'll need four. Okay. For that to pass. Okay. All right. We have exhausted uh everything on the agenda. So, as long as all hearts and minds are clear, uh call for adjournment. Uh 8:35 p.m. All those in favor, please say yay. All those not, you can stay. We will not yay. Yay. Yay. Thank y'all so much. Thank you, Lance. Thank you, Len. Thank you, Dr. McClendon. We appreciate you. Thank you, Andrew. Good night. See y'all. She got back. Good night.
