we shall not let it pass, is that Councilman Pai was very active before becoming a member of the council in terms of his community activism. And he actually got legislation passed before stepping onto the council. And many of us had concerns about this young fella coming on board, might have been moving a little bit too fast, but we found that he was very knowledgeable, very capable, and it was a pleasure to work with him and watch him grow extremely fast on City Council. And he was definitely an asset to the City of Stonecrest and greatly appreciated by those who interacted with him. And I respect him for what he has given to the City of Stonecrest. And I say congratulations and Godspeed, sir.

Yes, ma'am. Citizens wishing to make a public comment may do so in person. Citizens may also submit public comments via email to cityclerk at stonecrushga.gov by 2 p.m. on the day of the meeting to be read by the City Clerk. All members of the public wishing to address the City Council shall submit their name and the topic of their comments to the City Clerk prior to the start of any meeting held by the city council. There is a three minute time limit for each speaker submitting or reading a public comment. Individuals will be held to those established time limits. And our first public comment is from Terry Phi.
Y'all, I definitely will say, After that wonderful thank you, I kind of feel like I gave my 30 silver to the Romans, so to speak. To Stonecrust, the last six months have tested our resilience as we have navigated complex challenges in the absence of the city manager. Some were par for the course, others we brought upon ourselves, but we faced these hurdles together. not as elected officials, not as employees, not as residents, but together as a community. Because of that united strength, that long transition period, we have finally reached the finish line. And crossing that line demands the very thing we hear about all the times in campaigns, accountability. Voters elected the city council to ensure honest and effective oversight over this city, over the operations of Stonecrest. The path fulfilling this obligation has not always been easy, and I take full responsibility for any failure during this chapter. We find ourselves now at a turning point, With the impending appointment of the new city manager, our trajectory will be set in its foundation defined long after we are gone. That future deserves a clean break from the past. That is why, after much consideration, I feel the time is right. It made the difficult decision to step down and accept a new professional opportunity out of state. I do not revel in the choice to leave my home. Not at all. But I believe that this is the best course of action for our community and myself, with my final day being this Monday, May 25th, 2026. Stonecrest has the opportunity for a fresh start, and I truly believe that. And this service has been the honor of the lifetime. Walking our neighborhoods, supporting our families, attacking the issues of the day, that gave me purpose in my life. Serving alongside of you, whether for every disagreement, every agreement, I felt like I was working with pride for my community, and I was never prouder than ever. We paved so many roads, enhanced so many parks, and brought so many homes for future families. And I truly urge any of you who wish to serve in this seat and wish to serve for this community, do so. Reach out, do the work, and be there. The baton is there, and you just need to reach out to serve it. To my council, I pray for your continued success and that the best days are ahead of you. I pray that peace be amongst you in my absence and that the guiding principle of your decisions be the future of this community. I am proud to call so many of you neighbors. And to every single person, I say thank you so much for the heartfelt messages this weekend and the love that you have shown me in both friendship and my defense. Now, let us release the Romans from their long anxiety, since it trades their patience too much to wait for a resignation of a young man. Good evening, ladies and gentlemen. My name is Faye Cofield, and I have been a homeowner in South DeKalb for 47 years and in what is now Stonecrest for over 30 years. Quite frankly, Stonecrest has been a disappointment. After nine years, residents deserve to ask serious questions. what exactly have we gained from becoming a city we were promised that new business growth franchise fees permits and economic development would reduce the burden on homeowners instead residents are now facing higher taxes with basic exceptions remain expectations remaining unmet over the last 10 over the last nine years Well over $100 million in taxes and fees has flown through this city, not including federal COVID and ARPA funds or splash money for roads. Yet many roads are still in poor condition and major corridors like Lithuania Industrial Boulevard were built without proper landscaping or lighting. In some areas, lighting was actually removed. Where has the money gone? The city gave $1.2 million to the Board of Education, but residents still do not know specifically how that investment benefits Stonecrest taxpayers. Another $500,000 was given to DeKalb Tech, and again with little explanation or measurable benefits to the people who live here. More than five years ago, the city purchased land at Evans Mill and Salem Road and promised a public park. To this day, nothing meaningful has been developed there. After almost a decade, we still do not even have a proper welcoming sign for Stonecrest along the major corridors like Panola Road and the freeway. Residents are still coming before this council asking for basic infrastructure like sidewalks. Last week, a citizen stated her organization had contributed over $150,000 towards a project that still has not been built and requested the return of those funds. That situation alone should concern every taxpayer in the city. At the same meeting, another citizen complained about the lack of sidewalks along NOLA Road, one of our major arteries. And finally, residents still do not know how much was paid to settle the Metro Green lawsuit or what actions have been taken regarding the serious corruption connected with that matter where it was alleged someone received $50,000. At some point, residents must stop accepting promises and start demanding results, transparency, and accountability. It is time for Stonecrest to return to unincorporated DeKalb. Thank you very much.

Good evening. My name is Freddie Broome. I'm here from Georgia Municipal Association, and I'm here tonight to make a special presentation to Councilmember Washington. Councilmember Washington just completed the Municipal Leader Community and Workplace Culture Certificate Program, which is an eight-month program. She joins over now 100 members, leaders from across the State of Georgia that's completed this program, including Mayor Pro Tem Graves. This program is eight months, and it's really designed to get leaders to understand, one, how to identify themselves as a leader, how to become a better leader, and how to be a better servant in their community. So that's the first part of the class. And then the second part of it is to how do you incorporate that into local government? So they have classes on financial management, public safety, community stakeholder engagement, community economic development, human resource management, and then the last part of the class is where they actually do a capstone project, where they bring everything that they've learned throughout the whole program into one final project. We was excited because this is one of the first classes where we've seen a lot of collaboration, and actually Councilmember Washington collaborated with our director of youth engagement, Tavari Turner at GMA, where they worked on how to create a youth council for the city of Stockbridge. Currently, we have over 80 youth councils across the state. So it would be great to see that you have one here in the city of Stonecrest. So with that being said, I would like to bring Councilman Washington forward. And we would like to present her certificate of completion.
Congratulations, Councilwoman Washington. Next on the agenda is Recognition of Achievement for Arabia Mountain High School Students 2026 by Councilwoman Karmesha Smith.
Good evening, Stone Chris. Thank you, Mayor Pro Tem. I think I have some slides. So I had the privilege and opportunity to meet the principal at Arabia Mountain High School along with some of the staff and the students when we, myself, Mayor Pro Tem, and Councilwoman Washington went to a few of our schools within our different districts for Teacher Appreciation Week. And while there, we spoke about some of the great accomplishments of the students at Arabian Mountain High School. And I would like to highlight some of those students and their accomplishments tonight. Today I am honored to recognize the remarkable achievements of our Arabia Mountain High School students during 2025-26 school year. Their accomplishments span across academics, athletics, leadership, film, and art. We began with the DeKalb Film Festival, where our scholars earned some of the highest distinctions in the district. Our best documentary and best overall film was The Silent Classroom, and it was created by Nick Olani, Micaiah Anderson, Zion Wilkerson, Jayden Frazier, thank you and great job and there was also our best silent film winner which was named no service was produced by Jaden Frazier Gerani Thomas Angelina Eam Micaiah Anderson Cameron Weems and these students demonstrated creativity teamwork and exceptional storytelling abilities In track and field, we celebrate our triple jump standouts. In first place, we have Jamin Govan, who earned the first place in varsity county meet. Jakir Canes earned second place, and Destiny Oliver also secured the second place in the girls' events. Their performance highlighted discipline and athletic excellence. For our nation builders, we honor our recipients, Michaela Joseph Glinski, Nathaniel Jackson, Adele Omar, Daniel Adaira, and Nathan Edwards. These students exemplify leadership, service, and strong character. In gymnastics, we recognize Raven Graves, who earned the title Gymnast of the Year and secured a position on the All-County Gymnastic Team. Raven just, I mean Reagan, I'm sorry, Reagan just happens to be the daughter of our Mayor Pro Tem. She was the only athlete from DeKalb County who participated in this gymnastic event. In golf, Nigel Umans had an exceptional year. He was named the GHSA 5A area men's golf champion and placed 16th at GHSA state championship, competing against more than 300 golfers statewide. In tennis, we celebrate Raelynn Gibson for being named to the high school all-county team. Our FBLA team, Future Business Leaders of America students, they also excelled. At the State Leadership Conference, Maria Mosley placed fourth in business law. Layla Wright placed eighth in business law. Naomi Sewell-Ruffis placed ninth in healthcare administration. And Rayla Mills placed 10th in healthcare administration. In fine arts, we recognize several outstanding students. Julia Clark earned the fine arts diploma seal in visual arts. Kenji Jones, Kenji Yenji Jones, and Anthony Sewell received Best in Photography honors. In the Reflections I Belong Art Contest, Janiyah McLean earned first place, Carrie Ann Bellazar won second place, and Santana Martin received third place. Additionally, Jada Spivey, advanced to the state interview stage for the Governor's Honors Program in Visual Arts, which is a significant accomplishment. Each of these students represents the best of Arabia Mountain High School dedication, talent, creativity, and leadership. We are incredibly proud of their hard work and all they have achieved this year. Go Rams!

Can we speak more about the creation of the Arabia Mountain High School and their whole program? They are unique within the Cab County, not just South Cab, but within the Cab County. And I believe it's one of the few schools period that had a 100% graduation rate. And I think they had a 99.9% secondary education qualification for the students. And I think the other 0.1% went to the military. So the uniqueness of this school in Stonecrest, South DeKalb, shall not go unnoticed. Any disciplinary issues can cause a student to be dismissed immediately. So they don't have a discipline problem at Arabia Mountain. And I think this has a lot to do with the success of that school is that they have taken charge of providing the type of guidance and discipline that is needed in all of our schools. So this is one example of what can be done when there's a commitment to do it. So look closely at Arabia Mountain for greater things to come. Just wanted to through two sets worth in.

So, this evening I bring before you for a decision the purchasing card policy. We discussed the purchasing card policy at the finance committee meeting. Also, amendments and suggestions were added from the last work session to the purchasing card policy. Some of the changes that were made were to the definition of employee. We added authorized cardholders to the list of authorized cardholders, which included the deputy city manager or designee. We removed the bonding requirement and added credit and background check. We added the details behind the credit and background check requirements. Also, we added a little bit more detail to what is considered an emergency and natural disaster. I believe all the changes suggested have been included in this policy, and now we have it up for decision and approval.

This is just to approve the parts that will consider amendments. And I know you have the whole document before us to approve. And all of your changes that we talked about in the finance committee meeting are here. And did we make any other amendments?

I would like to request that we defer this item to our work session. We received this on Thursday, and it's a ton of information. To go through and I don't know that I don't think I know that, as a Council. We need a little bit more time.
So Councilwoman Smith, I know this came before us several times, but it was some corrections that I believe staff was going to work on, and we did just get the revise. matrix fee study recently. So I will ask that we defer it to the next council meeting for a decision. But if we have any questions in between now and the next council meeting, maybe we can schedule a meeting with Ms. Franklin or Ms. Q to discuss, but be ready for a decision by the next council meeting. That works for me. I think the last time this was put before us, we didn't have some of the numbers or recommendations from finance at that time. Am I right or wrong there?
Councilwoman Smith, you did have the recommendations for finance. We were asked to work together to review to make sure that those numbers were OK. We have met and there were some recommendations to the numbers and we made those recommendations in the in the Excel spreadsheet. So in there were updates also during that time from Parks and Recreation. So if you could review those numbers as well, that will be helpful.

I do support the deferral, but I kind of wanted to hear them out. Just the way I function, I like to hear it again and again. The more I hear it, the more it will sink in. So I don't think it's going to be too long. And I would like to hear them out this evening and defer it for decision at a later time.
So Councilman Turner, we have discussed this several times, but if you would like to, this was for decision only, not for discussion. But if you would like to hear it again.
Well, when it's for decision, it also includes discussion and with the ultimate desire to get a decision. But I think it has been determined that we're not ready to make a decision on this matter this evening. But the more it is discussed, because it is a lot to digest. There's something like 25 pages, I'm sorry, 65 pages of matrix to digest. And it takes some of us longer than others to digest it all. But if you want to move on, then so be it. But I want to hear it. But majority rules.
Majority rules. Director Q and Director Franklin, are you prepared to present the information?
We have a limited amount of slides that would just give you a general overall overview of what we're going to present as far as the matrix, but the detail information is in the packet. So if you have any questions, we're just giving you a general overview. So the details will probably will be beneficial if we met, if you have those specific questions, Councilman Turner, respectfully.
And I'll tell you where I wanted to get to with this. And in your matrix, you have the master fee schedule for the arborist and park. That has raised quite a bit of community concern.
Do you want to provide me with what the concern is?
Well, the concern is that with the development, commercial developments, yes, the Alvarez has a tremendous role to play to make sure that we are protected in that right. The concern has come from just the average constituent who has to scrape up enough money to take down a tree. And once they take the tree down, they come to find out that they owe more in fines for having taken it down than it cost to get it down. And they should have known, but in many cases, they don't know the penalty for cutting trees of a particular size. And to make sure that our penalties for violating the tree cutting ordinance is reasonable, because some, and they may have exaggerated, but in the thousands of dollars they've had to pay for cutting down one tree, and we want to make sure that the fee is reasonable for The average citizen who cuts down a tree versus a developer who comes down and clear cuts a whole subdivision want to make sure that it is something that is acceptable and reasonable to our average homeowner because it I've heard it more than just once or twice and I've gone by to look at a few trees and the question is Was it a good service to have the tree removed? And if it was, then why am I paying a penalty for having cut it down? I'm no expert in that area, but I want to make sure that we consult the experts and we do what is right for our developers and what's right for the average citizen who decides to remove one or two trees. whether they should be removed or not. I don't want to debate that, but I do want to know that they are not being overly penalized for making that decision to remove a tree.
Thank you for that councilman Turner, the tree preservation ordinance does data differentiate between the fees that are assessed to a regular homeowner i'll just say regular homeowner compared to a developer, we have several developers that will.
say it does not.
It does have. It does have a distinction okay. How many trees can be cut down from a homeowner without fees. and the number of trees that can be cut down in excess of the three, I think it's three or four annually without a fee based on the homeowner and the need, of course. Most of our homeowners will state that they are not aware of a tree preservation ordinance, which again, this ordinance has been in existence while we have been working with DeKalb County. So this is not new, but it is being enforced. So I think the question is enforcement. um we do have developers we have one here now um that we do have several meetings and um they have questions as well as reference to our ordinance but we also are trying to preserve the trees in the city of stonecrest and um that takes a bit of work so it's penalties for that I'm not saying that, you know, we're not benefiting the community by understanding their dilemmas and the trees and that they may cut that may be for the safety of their home. And we understand that. And I think that this ordinance and the fees that are assessed with that will establish that normalcy in creating those fees.
And that is something I wanted us to talk about. How does it compare to other municipalities or counties in terms of the harshness of the penalty? And from what has been described to me, I thought it was a bit harsh. But again, we have to validate what's been reported. And I wanted a little time to be able to do that as well.

The new business will not take very long. As a part of the ordinance in Division 2 for plat approval in Section 14-87, any final plats in the requirement must be presented before mayor and city council for approval. The requirements that are met in this division have been met. for resolution SDP-25004. This is an amended preliminary plat for Crestview, Crestwind at 7259 Hayden Quarry. The plat had been previously approved with a prior request of a phase one being 127 lots. The developer has amended that preliminary to include 192. lots for the townhome construction. So when there's a difference between the preliminary and the final, the amendment has to take place. The preliminary I am presenting before you today for 192 townhomes and you will also see and be for decision the final flat for the 192 townhomes for phase one. Do you have any questions?
Yes, Director Q, you said in the final plat we'll see an amendment for 192 townhomes?
Actually, for SDP-25004 is the amended preliminary plat. Because the preliminary plat has to match the final plat, the amended preliminary is submitted before you first for a decision. And then in B, the final plat is being submitted for the same subdivision with 192 plats. They must match. But we're going to make a decision for A first.

And I believe in our previous discussion, it had something to do with the truck storage, whether it shall be gravel, whether it shall be paved. We went with all gravel at one point in time, and we changed that to all paved. I believe the last resolution was they shall be paved. So is this going to be all paved? Are we at that point of discussion yet?
We're at that point of discussion, but after one of the conditions to have it paved would be to combine based on the usage.

We would not have brought the parcels or the combinations before mayor and city council for signatures if they had not met the requirements as stated in our ordinance.
And I know for some of these measures, we do have a checklist, and we check off what has been met, what has not been met. And maybe I missed it here, but that would be helpful if we had that. Just what you just said, is that in order to qualify, you must meet all the P's and Q's. And if you can check them all off, then It's a done deal, essentially, unless there's something monumental that can interfere with the approval. But I can accept that, that there is a checklist of sorts, and all the boxes have been checked. And if that is the case, then the only reason to wait is to get additional information, and I don't think there's no rule against that either, other than a 30-day delay or 15-day delay for additional information. But if all of it is there, there's nothing else to get.

We are hoping to establish a hotline and a website so that anyone who wants to report the sighting of These feral hogs can report them, and we can map where they are because they're going to have to be trapped and disposed of, to put it mildly. So the more education you can get on it, the better. That seminar was to take place in this chamber, but there was a conflict with another meeting, so we were probably going to be across the hall. And if there's an overflow, we will find an overflow room to make it happen. Councilwoman Smith will give you more information on it as well. So this is on the website. Let everyone you can think of in Stonecrest know about it. DeKalb County is cooperating with us, and we have outside agencies that are working to make this happen. Some people chuckle when we mention it, but this is a serious problem, and it's only getting worse. I get pictures seen like every other night on my trail cam and my backyard cameras of these feral hogs making their way through my yard. So if they're coming through my little yard, you can imagine what they're doing in Arabian Mountain and in some of the larger I won't call it rural, but open area, that's what they're looking for, is a place to feed and raise their young. And they raise at a prolific rate of roughly six pigs per litter, and a six-month-old pig can have pigs. So you do the math. And with that, I yield.
