26-0894 ADOPT RESOLUTION AUTHORIZING CONTRACT AMENDMENT NO. 3 TO CONTRACT NO. 419000674, PURSUANT TO THE SHASTA UNION HIGH SCHOOL DISTRICT COOPERATIVE AGREEMENT, WITH UBEO WEST, LLC, FOR THE CONTINUATION OF A THREE (3) YEAR LEASE, MAINTENANCE, AND SERVICE AGREEMENT FOR CANON COPY MACHINES

It is recommended that the City Council approve a resolution to: 1. Approve the findings pursuant to Stockton Municipal Code Section 3.68.070 supporting an exception to the competitive bidding requirements to utilize the Shasta Union High School District (SUHSD) Master Enabling Agreement; 2. Authorize the City Manager to execute Contract Amendment No. 3 to Contract 419000674 with UBEO West, LLC for the continued lease, maintenance, and service of the City's Canon copy machines for a term of up to three (3) years, in a total not-to-exceed amount of $489,220.00. It is further recommended that the City Council authorize the City Manager to take all appropriate and necessary actions to carry out the purpose and intent of this resolution.

26-0903 ADOPT A RESOLUTION AUTHORIZING THE CITY ATTORNEY OR DESIGNEE TO ACCEPT DEEDS AND GRANTS OF REAL PROPERTY AND INTERESTS THEREIN

It is recommended that the City Council adopt a resolution to rescind Resolution 2026-03-31-1203, adopted on March 31, 2026, and authorize the City Attorney or designee to accept deeds and grants of real property and interests therein, effective immediately, and to consent to the recordation thereof.

26-0912 ADOPTION OF A RESOLUTION APPROVING CITY MANAGER JOHNNY R. FORD FIRST AMENDED EMPLOYMENT AGREEMENT

It is recommended that the City Council adopt a resolution: 1. Approving the First Amended Employment Agreement for Johnny R. Ford, City Manager for the City of Stockton. 2. Authorizing the Mayor, on behalf of the City Council, to execute the First Amended Employment Agreement setting forth the terms and conditions of employment with Mr. Ford, effective August 20, 2026. 3. Authorizing City Staff to amend the City of Stockton salary schedule to reflect the increase to the City Manager's base salary and implement the other terms and conditions in the First Amended Employment Agreement.

Approve the minutes from the City Council meeting of July 7, 2026

26-0839 APPROVE A MOTION AUTHORIZING THE FISCAL YEAR 2026-27 LIBRARY VENDOR POOL AND AGREEMENTS EXCEEDING CITY MANAGER AUTHORITY (CITYWIDE - ALL DISTRICTS)

It is recommended that the City Council approve a motion to: 1. Approve the Fiscal Year (FY) 2026-27 Library Vendor Pool, as identified in Attachment A, establishing the approved vendors and anticipated annual expenditures for library print, digital, and electronic materials. 2. Authorize the City Manager, or designee, to execute new agreements, renewals, amendments, contract change orders, purchase orders, and other purchasing documents necessary to procure library materials from the approved Vendor Pool during FY 2026-27. 3. Approve findings supporting an exception to the competitive bidding requirements of Stockton Municipal Code (SMC) Section 3.68.070. 4. Authorize the City Manager, or designee, to take all necessary and appropriate actions to carry out the purpose and intent of this motion.

26-0231 RESOLUTION AUTHORIZING THE SUMMARY VACATION OF A PORTION OF RIGHT-OF-WAY EASEMENTS ALONG EIGHT MILE ROAD AND HOLMAN ROAD

It is recommended that the City Council adopt a resolution: 1. Approving the summary vacation of a portion of right-of-way easements along Eight Mile Road and Holman Road; 2. Authorizing the filing of a Notice of Exemption No. 06-26 under the California Environmental Quality Act for the vacation of a portion of right-of-way easements along Eight Mile Road and Holman Road. 3. Authorizing the City Manager, or designee, to take all the necessary and appropriate actions to carry out the purpose and intent of this resolution.

26-0722 RESOLUTION AUTHORIZING THE SUMMARY VACATION OF A PORTION OF RIGHT-OF-WAY ALONG ARCH ROAD AND SOUTH 99 FRONTAGE ROAD AND RESERVING A PUBLIC UTILITY EASEMENT

It is recommended that the City Council adopt a resolution: 1. Approving the summary vacation of a portion of right-of-way along Arch Road and South 99 Frontage Road; 2. Authorizing the filing of a Notice of Exemption No. 21-26 under the California Environmental Quality Act for the vacation of a portion of right-of-way along Arch Road and South 99 Frontage Road; and 3. Reserving a public utility easement for the benefit of Pacific Gas and Electric Company; and 4. Authorizing the City Manager, or designee, to take all the necessary and appropriate actions to carry out the purpose and intent of this resolution.

26-0852 APPROVE A MOTION AUTHORIZING A FIVE-YEAR DISPATCH SERVICES AGREEMENT WITH THE SAN JOAQUIN COUNTY JOINT RADIO USERS GROUP AND ALLOCATING ONE ADDITIONAL FIRE BATTALIEON CHIEF - ADMIN TO THE FIRE DEPARTMENT GENERAL FUND

It is recommended that the City Council approve a Motion to: 1. Approve a five-year Agreement for the City of Stockton to provide dispatch services to the San Joaquin County Joint Radio Users Group (JRUG); and 2. Allocate one (1) additional Fire Battalion Chief - Admin position to the Fire Department General Fund; and 3. Authorize the City Manager to take necessary and appropriate actions to carry out the purpose and intent of this motion.

26-0883 APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF STOCKTON AND THE WATER SUPERVISORY UNIT

It is recommended that the City Council adopt by resolution the attached successor Memorandum of Understanding (MOU) with the Water Supervisory Unit effective July 1, 2026, through June 30, 2029. It is further recommended that the City Manager be authorized to take any appropriate and necessary actions to carry out the purpose and intent of the resolution, including implementation and funding of the successor MOU.

26-0870 APPROVE MOTION TO EXECUTE AN AMENDMENT TO THE TWO-YEAR AGREEMENT WITH FORENSIC ANALYTICAL CRIME LAB FOR GRANT AWARD MODIFICATION IN AN AMOUNT NOT TO EXCEED $13,094.09.

It is recommended that the City Council approve a motion to: 1. Approve findings pursuant to Stockton Municipal Code (SMC) ☐3.68.070 support of an exception to the competitive bidding process; and 2. Authorize the City Manager to approve Standard Agreement Amendment No. 3 with Forensic Analytical Crime Lab (FACL) to provide the Stockton Police Department (SPD) with the additional funding from the Grant Award Modification in an amount not to exceed $13,094.09; and It is further recommended that the City Manager be authorized and directed to make any and all expenditures and appropriations on behalf of the city
