26-0961 APPROVE MOTION TO AUTHORIZE COOPERATIVE PURCHASING AGREEMENT AMENDMENT NO. 1 FOR FACILITIES MAINTENANCE, REPAIRS, AND OPERATING SUPPLIES (MRO), INDUSTRIAL SUPPLIES, AND RELATED PRODUCTS FOR VARIOUS DEPARTMENTS

RECOMMENDATION It is recommended that the City Council approve a motion to: Approve findings pursuant to Stockton Municipal Code Section 3.68.070 in support of an exception to the competitive bidding process. Authorize the City Manager to execute Standard Agreement Amendment No. 1, in the amount of $175,000, with Sid Tool Co., Inc. doing business as MSC Industrial Supply Co for facilities maintenance, repairs, operating supplies, industrial supplies, and related products for various departments. It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

26-0988 APPOINTMENT OF INTERIM CITY CLERK

RECOMMENDATION It is recommended that the City Council approve a resolution appointing Bonnie Paige as the Interim City Clerk for the City of Stockton and authorize the Mayor, on behalf of the City Council, to execute an employment contract with Bonnie Paige setting forth the conditions of employment (Exhibit 1 to the Resolution).

26-0922 AUTHORIZE THE CITY MANAGER TO EXECUTE A LEASE FOR LINDEN LIBRARY WITH MAGNASCO INVESTMENTS

RECOMMENDATION It is recommended that the City Council adopt a motion authorizing the execution of a three-year lease with Magnasco Investments for the Linden Library facility, with a mutual option for an additional three-year term, and authorize the City Manager to take all appropriate and necessary actions to carry out the purpose and intent of this motion.

26-0900 APPROVE A RESOLUTION TO ACCEPT AND APPROPRIATE BROWNFIELDS COMMUNITY-WIDE ASSESSMENT GRANT FUNDING FROM THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY

RECOMMENDATION It is recommended that the City Council approve a resolution to: Authorize the City Manager to accept and appropriate grant funding from the United States Environmental Protection Agency (EPA) in the amount of $500,000 for the FY 2026 Brownfields Community-Wide Assessment Grant Program; and Authorize the City Manager to take appropriate and necessary actions to carry out the purpose and intent of this resolution including executing, on behalf of the City of Stockton, all required contracts or agreements with the granting agency, provide additional information and furnish such documents as may be required, execute all documents and amendments or extensions pertaining to the grant project, and make all required appropriations in compliance with and for the purposes stated in the Project Agreement.

26-0958 APPROVAL OF A TEMPORARY RECRUITMENT AND RETENTION INCENTIVE AND SIDE LETTER AGREEMENTS FOR POLICE TELECOMMUNICATION CLASSIFICATIONS IN THE STOCKTON CITY EMPLOYEES' ASSOCIATION AND THE STOCKTON MID-MANAGEMENT / SUPERVISORY UNITS

RECOMMENDATION It is recommended that the City Council adopt by resolution the attached Side Letter Agreements between the City of Stockton (City) and the Stockton City Employees' Association (SCEA) and the Stockton Mid-Management/Supervisory Level (B&C) Unit. The side letters establish a temporary recruitment and retention incentive for eligible employees in the Police Telecommunication classifications through June 30, 2029. It is further recommended that the City Manager be authorized to take any appropriate and necessary actions to carry out the purpose and intent of the resolution, including implementation and funding of the side letter agreements.

26-0959 APPROVAL OF A TEMPORARY PROMOTIONAL INCENTIVE AND SIDE LETTER AGREEMENT FOR FIREFIGHTER ENGINEERS IN THE STOCKTON FIREFIGHTERS' LOCAL 456 UNIT

RECOMMENDATION To encourage current employees in the Fire Department to promote into the Firefighter Engineer classification, it is recommended that the City Council adopt by resolution the attached side letter agreement between the City of Stockton and the Stockton Firefighters' Local 456 unit, effective July 1, 2026. The side letter establishes a temporary promotional incentive of fifteen thousand dollars ($15,000) for eligible employees promoted to a Firefighter Engineer classification. It is further recommended that the City Manager be authorized to take any appropriate and necessary actions to carry out the purpose and intent of the resolution, including implementation and funding of the Side Letter Agreement.

26-0976 APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF STOCKTON AND THE OPERATIONS AND MAINTENANCE UNIT

RECOMMENDATION It is recommended that the City Council adopt by resolution the attached successor Memorandum of Understanding (MOU) with the Operations and Maintenance Unit effective July 1, 2026, through June 30, 2029. It is further recommended that the City Manager be authorized to take any appropriate and necessary actions to carry out the purpose and intent of the resolution, including implementation and funding of the successor MOU.

26-0977 APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF STOCKTON AND THE TRADES AND MAINTENANCE UNIT

RECOMMENDATION It is recommended that the City Council adopt by resolution the attached successor Memorandum of Understanding (MOU) with the Trades and Maintenance Unit effective July 1, 2026, through June 30, 2029. It is further recommended that the City Manager be authorized to take any appropriate and necessary actions to carry out the purpose and intent of the resolution, including implementation and funding of the successor MOU.

26-0882 ADOPT A RESOLUTION AUTHORIZING THE PURCHASE OF A PUMP FROM G3 ENGINEERING, INC. FOR THE WASTEWATER RECOVERY CENTER NITRIFYING BIOTOWERS (CITYWIDE)

RECOMMENDATION It is recommended that the City Council adopt a resolution authorizing the purchase of a spare pump for the nitrifying biotowers from G3 Engineering, Inc., of Granite Bay, CA, in an amount not to exceed $186,319.15. It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

26-0820 APPROVE MOTION TO AUTHORIZE CONTRACT CHANGE ORDER NO. 6 FOR CITY OF STOCKTON CUSTODIAL SERVICES (CITYWIDE)

RECOMMENDATION It is recommended that the City Council approve a motion to authorize Contract Change Order No. 6, in the amount of $1,078,975.13, with Imperial Maintenance Services, Inc. of Stockton, CA, for City of Stockton Custodial Services, Project No. OM-22-005. It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

26-0853 ADOPT RESOLUTION TO AUTHORIZE THE ADA CURB RAMP INSTALLATION PROJECT (DISTRICTS 3, 4, 5, AND 6)

RECOMMENDATION It is recommended that the City Council adopt a resolution to: Approve Notice of Exemption No. NOE24-26 under the California Environmental Quality Act for the ADA Curb Ramp Installation, Project No. WD26004. Approve the plans and specifications for the ADA Curb Ramp Installation, Project No. WD26004. Award a Construction Contract in the amount of $545,000 to Modernscapes Innovations of Oakley, CA, for the ADA Curb Ramp Installation, Project No. WD26004. It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.
