RECOMMENDATION Approve the minutes from the City Council special meeting of August 3, 2026

26-0982 APPROVE RESOLUTION AUTHORIZING THE CITY ATTORNEY TO ENTER INTO AN AGREEMENT FOR LEGAL SERVICES WITH THE FIRM OF ZIMMERMAN LAW P.C.

RECOMMENDATION It is recommended that the City Council adopt a resolution approving an Agreement for Legal Services with the firm of Zimmerman Law, P.C.

26-0780 ADOPT A RESOLUTION AUTHORIZING A CONDITIONAL MATCHING CONTRIBUTION TO SUPPORT THE SERVICE FIRST OF NORTHERN CALIFORNIA, INC. (SFNC) APPLICATION TO THE CALIFORNIA DEPARTMENT OF HEALTH CARE SERVICES (DHCS) BEHAVIORAL HEALTH CONTINUUM INFRASTRUCTURE PROGRAM (BHCIP) ROUND 1 AWARD FOR THE SFNC RECOVERY CENTER LOCATED AT 807 NORTH EL DORADO STREET, STOCKTON, CA 95202

RECOMMENDATION It is recommended that the City Council adopt a resolution to: Authorize a conditional award of $300,000 to support the Service First of Northern California, Inc. (SFNC) application to the California Department of Health Care Services (DHCS) Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 award for the SFNC Recovery Center located at 807 North El Dorado Street; and Authorize the City Manager to submit a letter of support to the Department of Health Care Services (DHCS) confirming the City's conditional commitment of funds and approval of the site change, subject to SFNC compliance with DHCS requirements; and Subject to SFNC's compliance with DHCS requirements, authorize a grant of $300,000 to SFNC for the SFNC Recovery Center located at 807 North El Dorado Street; and Authorize the City Manager, or designee, to take all necessary and appropriate actions to carry out the purpose and intent of the resolution, including the execution of grant documents and subordination agreements.

26-0739 ACCEPT THE ANNUAL HEALTH BENEFITS REPORT AND ADOPT THE MONTHLY PREMIUM RATES FOR THE CITY'S 2027 EMPLOYEE HEALTH PLANS

RECOMMENDATION It is recommended that the City Council approve a motion to: Accept the Annual Health Benefits Report for the City's medical, dental, and vision plans; Approve the recommended monthly premium rates for the City's 2027 employee health plans; and Authorize the City Manager or their designee to take the necessary and appropriate actions to carry out the purpose and intent of this motion.

26-0809 APPROVE A MOTION AUTHORIZING AGREEMENT WITH GLOBAL RETIREMENT PARTNERS, LLC d/b/a SHUSTER ADVISORY GROUP, A HUB INTERNATIONAL COMPANY FOR INVESTMENT AND RECORDKEEPING ADMINISTRATIVE SERVICES TO SUPPORT THE CITY'S DEFERRED COMPENSATION PLANS

RECOMMENDATION It is recommended that City Council approve a motion to: Authorize the City Manager, or designee, to execute a three (3) year Memorandum of Understanding (MOU) with an option to extend for two (2) additional one (1) year terms between the City of Stockton (City) and Global Retirement Partners, LLC d/b/a Shuster Advisory Group, for administrative services to support the City's 457(b), 457(b) Part-time, Temporary, Seasonal, and 401(a) Deferred Compensation Plans, not to exceed $48,000 per year paid directly from the Deferred Compensation Plan with no cost to the City; and Approve findings which support and justify an exception to the competitive bidding process pursuant to the Stockton Municipal Code Section 3.68.070(A)(3) where the City held a competitive Request for Proposals. It is further recommended that the City Manager is hereby authorized to take necessary and appropriate actions to carry out the purpose and intent of this motion.

26-0810 APPROVE A MOTION AUTHORIZING AGREEMENT WITH ALLIANT INSURANCE SERVICES, INC. FOR BENEFITS CONSULTING SERVICES

RECOMMENDATION It is recommended that the City Council approve a motion to: Authorize the City Manager, or designee, to execute a three (3) year agreement with an option to extend for two (2) additional one (1) year terms between the City of Stockton (City) and Alliant Insurance Services, Inc, for benefits consulting services, not to exceed $750,000.00. Approve findings which support and justify an exception to the competitive bidding process pursuant to the Stockton Municipal Code Section 3.68.070(A)(3) where the City held a competitive Request for Proposals. It is further recommended that the City Manager is hereby authorized to take necessary and appropriate actions to carry out the purpose and intent of this motion.

26-0721 APPROVE FINDINGS AND AUTHORIZE THE SOLE SOURCE PURCHASE OF GE ORBIT 900 MHZ RADIOS FROM APPLIED TECHNOLOGY GROUP, INC. FOR THE MUNICIPAL UTILITIES DEPARTMENT (CITYWIDE)

26-0786 ADOPT A RESOLUTION OF INTENTION TO ANNEX TERRITORY AND TO FORM A NEW ZONE IN THE STOCKTON CONSOLIDATED STORM DRAINAGE MAINTENANCE ASSESSMENT DISTRICT (DISTRICT 1)

RECOMMENDATION It is recommended that the City Council approve a Resolution of Intention to: Provide intent to annex territory to a Municipal Improvement District and to form the Stockton Consolidated Storm Drainage Maintenance Assessment District No. 2005-1, Tra Vigne West, Zone 16 (Attachment A), to maintain and operate storm drainage improvements. Specify that the public interest would be served by establishing the Zone and levying annual assessments for the costs to maintain and operate the storm drainage improvements. Preliminarily approve the Engineer's Report, approve a proposed boundary map (Attachment B), and appoint the Engineer of Work. Set the Public Hearing date on October 27, 2026, and direct the City Clerk to mail public notice to the affected property owners by September 11, 2026, at least forty-five days before the hearing date. It is also recommended that the City Manager be authorized to take appropriate and necessary action to carry out the purpose and intent of this resolution.

26-0865 ADOPT A RESOLUTION TO AUTHORIZE A THREE-YEAR SOLE SOURCE AGREEMENT WITH INSOURCE SOFTWARE SOLUTIONS, INC. FOR AVEVA SOFTWARE SUBSCRIPTION, MAINTENANCE, AND SUPPORT SERVICES FOR THE MUNICIPAL UTILITIES DEPARTMENT (ALL DISTRICTS - CITYWIDE)

RECOMMENDATION It is recommended that the City Council adopt a resolution to: Approve findings pursuant to Stockton Municipal Code Section 3.68.070(A)(4) supporting an exception to the competitive bidding process for InSource Software Solutions, Inc. as the sole source vendor for AVEVA software subscription, maintenance, and support services. Authorize the City Manager, or designee, to execute a three-year agreement with InSource Software Solutions, Inc. for AVEVA software subscription, maintenance, and support services in an amount not to exceed $180,000.00. It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

26-0838 APPROVE RESOLUTION ACCEPTING A DRIVING UNDER THE INFLUENCE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM GRANT AWARD FROM THE STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY IN THE AMOUNT OF $435,000

RECOMMENDATION It is recommended that the City Council approve a resolution to: Authorize the City Manager, or designee, to accept a Driving Under the Influence Selective Traffic Enforcement Program grant award from the State of California Office of Traffic Safety in the amount of $435,000; Authorize the City Manager, or designee, to execute Grant Agreement PT27208 and all related documents to carry out the purpose and intent of the grant award; Amend the Fiscal Year 2026-27 Annual Budget to increase the
