Uh the utility stuff guy
Okay, it's 7:00. Um, so we're calling order uh for Tuesday's meeting. Um Josh Sangel's not here and Alyssa Hall is not here. Um so I guess we'll start with the uh reading and approval of the meeting minutes. Uh did you get a chance to look at the meeting minutes from last? I did. Yes. Okay. You want to make a motion to approve if we had start reading them or we just can make a motion to approve. Are they on the screen already? No, they're not on the screen. Okay. This is this is public information. So, anything that's public information last time we pulled each thing up as we started to read it and then we made a motion. But
so, just so they know what we're talking about. So, you want to make a motion? Yeah, I'll make a motion to approve. I'll second the motion. So, all in favor? I Okay, now I lost that. Sorry, I don't normally do this. agenda or we don't. No big deal. I'll pull it.
Well, that's weird. Where did my stuff go?
Did you already have that up? Well, that's really weird. We lost the whole agenda. Oh, nice. Everything on the Is that anything on the website?
Well, we have meeting notes. Is that going to be the November ones? Are
when you when I turned this on, they were already up. Yeah. No, they're not. So, it's on the main page. Scroll down to consent agenda under news and announcements right there. Yep. Thank you. All right. Back in business. Back in business. All right. We'll start with the uh town police report. readers. Oh, I'm just going to put it up there. And if there's anything that you need to add,
the only thing requesting the stop sign again at Dorsy and Pearl Street never been replaced. It's still the little feet. It should be called. Okay, you're on it. Awesome. I make a motion to approve. Second that. We usually do. We don't need to. I like I don't think we usually do that. Okay. So, maybe we just have to head back. Okay. That's what I did. All right. Fire department. Dan, you have anything to add? It doesn't show where ours is on there before it
and we had a back and forth about the contract. So yeah, I sent the I accidentally handed you guys the wrong contract. Contract. The one I emailed you guys. Yes. Yes. Should be current. It's the same as the current contract. I was having computer problems. Ended up. I do apologize for that. And there it is. Oh, for your I think Do you have the link there? Oh, no. It's not a link.
She did do it early since she was out of town. So, maybe you sent it after she was gone contract.
Yeah, I was I was able to look at that. Um when when does this contract need to be when do you need it by? Um by next month next month. Next meeting we'll do. Okay. Cuz we're I think we're in it went to February last year. That's when we got signed. So I think we can both I think we could sign it and it'd be okay. But if you can wait for a month, we'll just give it to you next time. All right. Four calls. 42 hours of training. We have 16 after 16.
That's not bad. How'd you get that? That's down. Yeah, that's down. I thought that you had less last month or last month we're 17. 17. So, we might need some process. You got guys that are getting older. Yeah. And they're just they're retiring, getting off. They're put in a lot of time. Yeah. You don't have younger people to fill that role in. It's just what it is.
Not the same kind of interest in that stuff. Yeah. Volunteer work in general. Yeah. We usually send out our letter every year. We'll do that. Hopefully, we'll get a few people interested. Okay. Thank you, Richard. Do you have anything?
Um, 17 rentals, which is a lot of rentals for December and four rentals for the Civic Center. And we need to probably control the television remote and put it away somewhere here. Every TV. Oh, where has the remote been? Just kind of hanging out up there. Well, it's right here right now. We got it back here.
So, probably who got locking key mainly just so it doesn't walk away. So it doesn't walk away. So somebody doesn't drop it doesn't pull up stuff that the town has to pay for.
Oh yeah. Yeah. I bet there's some way to do that, huh? Like a Yeah, because we have one at home. Different users or whatever.
Put a code on it. All right. Uh, water report. We don't have it on the display here. So, Of course, you have your uh list down below and your actuals. I can read through them and that's pretty much all the rest of information as far as blows and things like that. But uh for bod for the month of November uh the limits are 25.7 maximum weekly average is 40 minutes limits you have 19.9 total sus or tss max or the average for the month of 70 limits you had 68.6 6 which was close to being out of the and that's actually due to the fact that we only feed chlorine April 1st through October 31st. So we had to quit feeding chlorine and that's led to the increase in the uh suspended solids because it's not killing no al and normally it goes down in the winter time and we can see a difference in the month of December compared to November. So you're still within your limits, but it's it's getting up there.
Yeah. Uh national weekly average of 10 to five, you had 83. Ammonia permit limits uh monthly average is 10.9, you had 3.18. Maximum weekly average is permit limits are 16.4, you had 6.28. And again, uh this infection station runs April 1st through October 31st. So it's out of season. Uh design flow is 0.120 at 120,000 gallons per day. The average was104. Of course we lowered the uh piping in the lagoon to take to discharge more water. So we normally do that in the winter time to get rid of it for the spring rains. So we increase that. Um and the peak design flow of course 120,000 gallons per day. They actually had a maximum pretty much the most important thing is the parameters you know permit limits. So
you have a update on the um hydrants?
Yes. Uh actually I uh was telling Tim told me that I anticipate them being installed in the next week. The two high Franklin Street and one by the uh other than that pretty slow. All right. Clark treasury report. And Alex has requested that we do a conflict of interest form for every and then Neptune came and um worked on the water tower, the antel tower.
And this last read I had 100% reading. Fabulous. You were like, "I'm so thrilled." I bet. Me, too. So thrilled. So, it was the antenna on the tower. Yes, it was the antenna on tower. We had something, you know, it seemed like it it started acting up really bad after those bad storms went through. So, I say something happened there and actually worked better than it did before. Oh, great. They picked a great day to do it. I know. That was I didn't think they'd actually do it on that windy day, but they did.
Think those people that get up high on those they're built different. Oh, yeah. True. I would not. Okay. Um, we need to renew the attorney's contract. Okay. And We need to elect a president for 2026 and also there's a 2026 appointee for the SER board.
What do you mean? We have to appoint somebody for the SERC board. Yeah. And then of course the neptism policy as well. You've been working with the SEC, right? I've done some, you know, some things. You can do that. We need a person. That's what she's saying. We have to elect a person be on the surface seat. You want to be the you want to be the board or you want it's like you want to be elected. We can do that. We need that.
Did you happen to print out the contracts or the Alex's stuff or No. Yeah. There's a contract for Alex's.
This is Alex's contract. We can do the that conflict of interest after the meeting is fine. This really hasn't changed. Can I sign this? And not without Josh's on the board who's going to be president next year or this year.
Well, feel like when you don't show up to defend yourself. You can make sure You have anything else?
Decide who's going to be president and and I guess I don't know you have to deal with whoever president. Well, last month when we discussed it, Josh said he was not opposed unless either one of us wanted to step forward. I don't think we did this month, did we? No. So, so I'll propose that Josh Single remain our president for 2026. And I second that. All in favor? I
I Who's going to text it? I think he already knows. Kind of made it clear last month. Yeah. Okay. We read the There's the attorney contract. Are we trying to sign this tonight? Right. Same rates. Same rates. I'll be on that. If you want to You want to elect me or should I elect myself? You elect yourself.
Okay. I'll elect myself to the service board unless you really want to do it. Okay. So, the rates and everything are the same as last year for Alex. Yeah. So, yeah. Yeah, it's the same.
Okay. I think this looks like one signature. I don't know if you want to print his name under Josh's since she can't really read his signature. anything of concern in here that we need to address or look at or
process of doing our annual report things that need to be doing great. Good. You know, we're using the system the way it's supposed to be used. Was that that? Awesome. Okay. You have to basically certify that nobody that
no best interest in anyone that we're related to. Hello. Is there a resolution number we need to add to this or it's kind of weird?
I don't think so.
Okay. All right. You get a chance you can fill out the rest of your information on there. You're doing conflict of interest. Yeah, there's a conflict of interest forms that each one of you need to fill out.
Oh, that's a that's a conflict of interest. Just everybody needs to fill one out. This is the first time. There's one underneath there for you, too. You get this spare must be for Josh. Yeah, probably. Yes.
This is part of the attorney. What's that? a lot of paperwork tonight.
We want an annual disclosure probably, right? Yeah. So this is like contract vendors. I mean so none you're not supposed to hire anybody that's related to you. Yeah.
This is so weird because it's not really We have anybody?
Okay. you put in 38.
Well, a lot of it's not Yeah. really applicable. Yeah. It doesn't fit to you just in an age form everybody. Mhm. I mean contracts vendors. I said none. I mean we don't currently have anybody. Five and six seem like NA just seven as well. Approval of appointing officer
eight is is that them to be completed by the public servant was appointed by an elected public servant or the board of trustees or a state supported college or university.
Is that is that a them filling that out or eight I guess it's us. We're the public servant.
I don't know. Who's the elected official? I haven't done anything because none of this makes any sense. Says elected official sign where elected official. Okay.
To the best of my understanding, I have filled this house. There you go. All right. Any other papers down there? You already did the neatism one, right? Um, no. No. This one right here.
Oh, yeah. We did that. Yeah. This is the next. Yep, we did that. All right.
Yes. I do that.
It's has to do with YMCA. I got a call on six o'clock from the director. the one that had 40 new beds out there, seasonal beds uh for campers and they need the town's permission because they go to the health department and the health department requires that. So, they basically need a letter stating that uh the town's is able to take on 40 new beds for the YMCA. the YMCA,
the Y camp, I guess. So, this is like like they're putting new um cabins and like so additional beds. He said 40 beds. They're adding 40 beds. They're adding 40 beds and they need the town's approval. Yeah. Is it like one of these things where the sewer count like septic is based off beds and heads kind of thing? Similar. Yeah. I was going to say cuz they don't Why would they need our permission? according to what they So they could have the potential to have 40 more campers. Yeah. People, you know, 40, not 40 sites, 40 beds.
Do you think they could have a rep come talk to us about it? I mean, I don't know. I don't know. He just called me at six o'clock. He got the number off the website. Um, and I was like, well, we're having at 7. I'll bring it up. Who? Who is it? Is that Mark? Yeah, Mark. Yeah. Does the water go out? No, the water doesn't sewage. Yeah, there's a lift station out there by the on the road. Yeah. Flat fee every month for actually
scallop. They have an agreement with the town and then they have like a quite a substantial payment they make every month for their spring time or whatever. We'll we'll contact them that way we get a better increase in volume. Well, I mean I think I don't know what their cease he said seasonal so I don't know when the camp season starts when it ends but seems like that you you probably have a few months to gather information to October.
Okay. So you got, you know, if you want somebody I can, you know, text him and tell him that you you would like somebody to come and talk. Yeah, that'd be great. They could just show up at a meeting or write off exactly what it so we can have something. Yeah, just a little more information. It's kind of strange, but yeah, okay. Like, let me check on that. Yeah, that's basically what I said. Yeah. Yeah, if you don't mind communicating that with them and then Yeah, I can do that. They can show up or at least write something up or you know compose an email to the group or whatever works for them. But okay, just so we can have something to add to our agenda and everything and
Exactly. Okay. Thank you. So, I need to read this out loud. We don't have it on the No, this is second reading. We have one we read last. No, not for public records for commercial purposes.
This is an ordinance um number 2025-14, an ordinance to prohibit the use of public records for commercial purposes. Whereas Indiana Code 5143, the access to public records act provides that a person that has the right to access information regarding the government and the official acts of public officials and employees and that government officials have a responsibility to provide that information. Whereas the town of St. Paul makes every effort to comply with the Indiana Access to Public Records Act. Whereas the town receives requests for public records from individuals and entities that use or attend to use the public records from the town's electric data storage filing systems for commercial purpose. Whereas, in order to respond to a request for public records contained in the town's electronic data storage filing system to be used to commercial purposes, the city commits considerable time, resources, and taxpayer money. Whereas Indiana Code 5143 specifically permits the town to prohibit to prohibit the use of public records requested under Indiana code 5143 for commercial purposes. Whereas pursuant to Indiana code 5143 commercial purpose includes to sell, advertise or solicit the purchase the purchase of merchandise, goods or services or sell, loan, give away or otherwise deliver the information obtained by the request to any person for these purposes. And whereas the provisions of public records for commercial purposes is not an essential function of a rep representative government and such
provision unnecessarily exhaust public resources for the benefit of profit business. Now herefore be it ordained by the common council of the town of St. Paul, Indiana that section one, any individual or entity receiving public records or information pursuant to a request made under Indiana code 514-3-3 shall not use the records or information for commercial purposes. This prohibit this prohibition does not apply to the use of such records in connection with the preparation of publication of news for nonprofit activities or for academic research. Section two, when the town reasonably believes the intent of the requesttor of public records is to use those records for commercial purposes, the city may refuse the request. Section three. This nor this ordinance shall be in full force and effect from and after its passage and approval on publication according to law. Passed by the common council of the town of St. Paul, Indiana this blank day of blank 2025. So this is wrong. Um
yeah 26. So we we'll add the 26 on there. Actually this is ordinance 2025-14. So it would need to be 614. The first reading was in December. So the second readings, right? You want to make it first approved. Okay. That way we can just Yeah, that's kind of All right. You want to make a motion to approve for that? I'll make a motion to approve ordinance number 202614. I guess it' be 25 since we did it last month.
Okay. First reading was last month. All right. I second. All in favor? I Okay. Okay. Okay, I need to backtrack track here on the SER C. So Josh did this last year and I see that their meetings are dates. They do second Wednesdays of the months of January, April, August, and October. And I cannot do Wednesday meetings. Okay. Because of another job.
Okay. So, I don't know if we want to maybe can we table this and talk about it when Josh is back and see if he minds to continue or maybe. So, I was thinking I read it was Josh I was like well maybe I can still do it just to take something off of his plate but it's the second Wednesday of the months of January, April, August and October. All right, I'll do it then. So, I can do it. Sure. Sure. Yeah. Sorry about that. I didn't I should have figured that out. So, we'll have to get a new form. Now, if you want, I I can come by the office and sign it.
It looks like they want all of our signatures when I looked at the bottom of it, too. So, we can if it doesn't have to be in, I don't know if we can wait till next month's meeting and then that way all three of us could sign. Yeah, we'll do that like clean sheet and everything since Josh isn't here to sign anyway and and he may have input as well being that he's been on the board for the last year. There's that back on that as well.
All right, let's move on to old business. So we did the second reading and then second review and signing of St. Paul volunteer fire department contract. So we can I guess we can go ahead and sign it without Josh's um signature
for the what? The contract for the fire department. Well, I thought we just said we were going to wait till next month on that. Right. But it's on the old B. It's on the business here. So, we've already This is the second review and signing. So, he already we already did the first review last month. Yeah. So, I'll make a motion to approve the contract for the fire department. Okay. I'll second. All those in favor? Hi.
Hi. Um, I have no I have no updates from the monthly grant update. Um, do you have anything for comprehensive plan updates?
Um, we've had we're ticking along with everything on that. We've had um a steering committee meeting. We've had the open house and all the meetings with local businesses and for what they call those even. I'm blanking out on it. So, we're checking the, you know, all the items off the task list. The next thing that's up is I think next week we have another steering committee meeting. I believe 13th. The 13th. Is that what the date is? It's a It's a Tuesday, isn't it? Still need to get the word out on that survey. Yes. We need to post the link. I know I saw that she had emailed you about hanging it when Santa was around.
I posted it and there were I saw two people that were downloading the information doing the survey while they were waiting. Awesome. Yeah, the next meeting is Tuesday, January 13th at 6. So there's half the people in this room will be there. I think that's all I have really for that. All right. Well, that that's it for old business. Um, opening up to public comment. Anybody have anything? I have a tree of concern.
A tree of concern. Tree of concern. of my house. It's been dropping limbs and narrowly missing my car. It's missed my house before. It's been there about a hundred years and it's out out in the street. Okay.
And I was wondering what I can do to maybe help get it trimmed up. I don't know if I'm able to see picture of it. This tree is uh out front.
Oh yeah, I know that tree. It's quite a large one. What what are you suggesting? Well, I'm suggesting just trimming maybe this limb off, maybe a couple others. Yeah. Take that big limb out. So, is it located? Okay, let me show you. Where it is? Yeah, that's right. The property line is the inside of the sidewalk. Yeah. And you can see it's clearly out in the street.
What's in the That's a road in in the road. That's in Washington Street. Yes. It's kind of weird. A tree right in the middle of the road. Okay. Um I honestly don't know what the how that would I wouldn't see I would see that being Town's tree. I mean, he's right. The property would be on the side of There's a on sidewalk. There's a large limb up in the top that's ready to fall out. And there's quite a few people that park cars right around here next door neighbors.
So is that parking like would that be pardon me? Is that parking underneath that tree? Yes, under the tree on the other side is parking. It's the business area of town. So Oh, it's up. It's up here. Yeah. I'm trying to just just go go across the tracks to the store and turn left. Okay. And it'll be right down on your right before the end of the block. That's how long it's been there. Those are Model A's parks.
Oh, wow. That is a big tree. All right. It's an old tree. I'm just trying to get some relief. I talked to Kenny Moody a little bit. He's going to see what it cost to cut a couple of rooms off. Yeah, that's what I was saying. I mean, just sh I mean, I'm not First place we start is a quote. I'm I'm not looking at taking the whole thing down or anything. You've got somebody willing to give us a quote. If you can call me with one, we can Okay. Talk about it. Sure. I don't see it being an issue. I mean, obviously. So, it's in front of a home, not a business, though. It's in front of a home. Yes. Okay.
I'm just thinking like for all the way. Well, it used to be businesses right up to there. Okay. And as they turn businesses into residences, which we should have an ordinance, businesses when the the upstairs can be a residence, but the bottom should stay a business. Otherwise, the whole town will turn into a apartment. Yeah, that's just another thing. All right. Yeah. If you uh if you have somebody willing already quote us, let us know and we can All right. We can come to an agreement.
Sounds good. I would think we'd be able to come up. Yeah. I'm just not sure how that works. Like I'm thinking about just driving down any roadway, you know, like trees on the other sides of the sidewalk, but if they're in front of your house, you know, like I've still taken care of those trees. This one's clearly in the road, though. It is in the road. But it's like if is it public parking or or private parking? I don't know. Like I have to go over there and look because I don't just just thinking in the way that if you do it for one, you have to do it for all is what I'm thinking. So, I just don't know what the take is on that, you know, like I know one last survive
the tornado. Oh, Donnie probably knows a couple that won't. Yeah, we we'll look at the tree. Like I said, if if you can get a quote to us, I'm sure we can come up with some agreement. Okay, sounds good. Anybody else got anything? That's all the fun we're going to have tonight. Motion to uh close out the meeting. Meeting. I'll second it. All right. All those in favor? I. All right, guys. Everybody. Thank you.
