Mr. William, Ms. Claudine, they're like a second pair of aunties and uncles to me over in the 10th Ward. I've had the honor of serving them since 2012. First as their committee woman, then their elder woman in the 26th and now the 10th. Their family is in town celebrating, again, the 50th anniversary of the Hill-Smith family. So I would like to welcome the Hill-Smith family as my honored guests. And my second honored guest just made it to the galley. Please welcome William C. Thank you, Madam President. Board Bill 60 is a companion piece of legislation to Board Bills 52 and 53, which we discussed at our past two meetings, I believe, actually, which are appropriations over to Metro. They're not related to the Green Line. They're related to their annual appropriations for operations and would ask for our colleagues' favorable consideration.

Now, president members of the board, I will continue to vote against all by state appropriations, green line, or whatever, because this is another 1 of the long term lies that was made to North St Louis. And then we just go on about our business as though it was not a lot of bold face to lie about funding Metro link and North St Louis and people take that for granted so much. So that during. COVID, we had the former mayor have an event at Forest Park Community College. When the people in North St. Louis complained about how far it was, one of her staff members says, well, just get on Metrolink and ride over. The lady came and said, excuse me, we don't have Metrolink in North St. Louis. Things that people take for granted, We don't have and in this case, it was a lot and on top of that, that would have been bad enough. It was a lie that they were going to fund it next. But that by state, then, and the city spent 70 to 100Million dollars on a failed what should have been a little trolley bus. is just the total disregard for a whole part of the city that uh was all in in the beginning of metro link uh actually did more to help metro link by having to go through long-term hearings about digging up graves of black people up near the airport and moved them which was very contentious And all of that to get here 35 years later, and not 1 track has been laid in North St. Louis and not only that, but the current by state CEO, president trying to call me to imply that that was never a line that was supposed to go from. so all the way down to Natural Bridge, all the way down Natural Bridge to downtown. Unfortunately for him, since I was there and he wasn't, I actually have all the stuff that we have, and many other people who were on the board at that time know that that's what we agreed to. South St. Louis had their own line and they were supposed to meet downtown. For us not to have even a single track is ridiculous, so I will be continuing and protesting against anything that Bi-State is seeking for funds, and especially as they now, members of this board pushed this big bus theory as though that takes the place of the MetroLink that was promised for North St. Louis. You will continue to disregard us if we don't have any voice that says this is not right. This is not right. I'm, of course, requesting a roll call. So that I may vote no in protest, not because it's going to stop anything because I want to have that conversation each and every single time that when you lie and you have ongoing lies for 10, 20, 30 years, and you do nothing to make it happen, but you feel comfortable in spending 70 to 100Million dollars on a boondoggle. That means you don't care about 1 part of the city.

Elder woman from the 10th. Thank you, Madam President. Before I mention my events, can I please ask for a moment of silence? I just want to thank my colleagues for allowing me to suspend the rules to introduce this resolution. in honor of Mother Leola Atkinson, who was an anchor in the West End in the former 26th and now 10th Ward. In our culture, you know, some mothers just have a special touch about them, but there's another title that we have in our culture that is very enduring. Many will know it. She was the Candy Lady. And so when you have a candy lady in your community, you touch an immeasurable amount of families, generations, people from close that can walk to you or far if they visiting. And she was just a soul that will truly be missed in the West. And I'm praying for her children, grandchildren, great-grandchildren, her church family. And I would, again, ask for us to just hold a moment of silence for Mama Lottie.

Thank you. I also want to mention up in the galley in the blue shirt for my colleagues that may not have met her yet. That is KJ. That is our new liaison to the streets department. Tell her the needs that you have in the street department. Because listen, she's met a few of mine just within less than a week's time. So thank you for being here, KJ. And on Monday in the Tenth Ward is our one-on-one meeting that we have at the last Monday of the month. I am so excited to welcome my colleague from the Fifth, Alderman Devotee, to be our guest speaker, not only to talk about Prop M, but people want to hear about how we work together down here. And I tell them all the time about even in the differences, we are alike in so many ways with our constituencies and with their needs. And so opportunities like this um that we create on the last monday of the month for our neighbors from all eight neighborhoods in the tenth ward to come together have been so valuable thank you ottoman devotee looking forward um to monday it will be from 6 30 to 7 30 at memorial presbyterian church 201 South Skinker Boulevard in the Whitehouse-Skinker neighborhood under the direction of Reverend Greg Johnson. And along with Alderman Devotee, we will also have the League of Women Voters of Metro St. Louis, representatives from our second and fifth districts of the St. Louis Metropolitan Police Department. All neighborhood improvement specialists from the 10th Ward will be present, as well as an update from the St. Louis City Recovery Office. I hope to see you there.
