Additionally, I'd like to thank all of the donors who brought water or spent water to make sure that residents were hydrated and had water to flush toilets, wash dishes, etc., etc. Under the leadership of Karen Clifford, she brought all of the neighborhood stabilization volunteers. Board bills for perfection.

17:12 – 18:02Speaker 4

Board Bill number 12, introduced by Alderman Aldrich, President Green, Alderman Browning, Alderman Devotee, and Alderwoman Velazquez, an ordinance to regulate employer and employee working relationships between the City of St. Louis and all employees under the classified service, including a compensation plan, terms, and conditions of employment, benefits leave of absence, and authorization for deferred compensation plan repealing ordinance number 71963 allocating certain other employees to a grade with rate and including an emergency clause this ordinance shall be in full force in effect from and after june 14th 2026 and shall remain in effect until amended or repealed by the board of aldermen

18:04Speaker 6

Alderman from the 14th, you're recognized on the perfection of board bill number 12.

18:09 – 20:35Speaker 7

Thank you, Mr. Vice President and members of the board. I move that we perfect board bill number 12. been moved by the alderman from the 14th seconded by the alderman from the from the first that we perfect board bill number 12. alderman you may proceed thank you mr vice president members of the board board bill number 12 is a continuation of trying to help our city employees what board bill number 12 will do is repeal the previous three percent pay increase and we are creating are putting in place a new 3% pay increase that was done through the compensation study. This ordinance put effect for recommendations that was a citywide classification and compensation study that was done by Evergreen Solutions. This 3% will allow for recommendations including some title changes and adoption of new open pay ranges. This also moves a lot of the individuals in the city of St. Louis where they start and salary will go up. So people that are coming into the city of St. Louis applying for certain jobs, salaries will be a little higher than what they previously were. All employees moving to the open range pay schedule will receive a minimum of 3% pay increase. Some employees will receive more than a 3% as a result of the increase to the minimum of the salary. So this is, like I say, an opportunity for us to support our city workers. This has been an ongoing thing where previous and current administrations are putting in these 3% pay increases to try to help our city of St. Louis and it gives an opportunity for other departments to also opt in, such as the Board of Aldermen, which we have done in the past. I'm really proud about this legislation. I appreciate everybody who signed on as a co-sponsor and also appreciate the mayor's collaboration. I want to give a huge shout out the personnel director, Brian Light, that has worked very hard on this. We just recently did the one-time lump sum, which civil service employees will be getting. And then as this pass, it will go into the FY27 budget cycle, where City of St. Louis employees will be getting a 3% raise, as well as raising the minimum pay for a lot of these positions throughout our City of St. Louis. And that will open up Any questions, Mr. Vice President?

20:37Speaker 6

Any discussion? Alderwoman from the 12th, you're recognized.

20:42Speaker 10

Mr. Vice President, members of the board, if the alderman from the 14th would yield.

20:48Speaker 6

Alderman from the 14th, will you yield the questions from the alderwoman from the 12th? Yes. Alderwoman, you may proceed.

20:54 – 21:19Speaker 10

Okay, thank you. Thank you. You talked about 1st of all, you talked about a open range pay scale. Is that something new or something that has been done before? Because I don't remember that term. Maybe you're using a different term than I am for me. So is that way for people to get paid in the same grade at different levels? Can you explain that to me please?

21:19Speaker 7

Yeah, he was breaking up. I'm trying to figure out what are you saying about open range?

21:28Speaker 10

I'm breaking up. Is that what you say?

21:30Speaker 6

Yes, Alderwoman. Is that what you're saying?

21:32Speaker 10

I'm breaking up?

21:33Speaker 6

That's correct, Alderwoman.

21:35Speaker 7

I can hear most of what you're saying. It's just like it's breaking up as you speak.

21:41Speaker 6

You're kind of grainy.

21:48Speaker 10

I don't understand that. That's from your end.

21:50Speaker 6

That's a little better.

21:53 – 22:32Speaker 10

about open range and that could you give that definition that's what I'll say since you can't hear me I can't ask questions if you can't hear me open range what are you asking about that are you saying the open I asked the question I said I don't I don't recall the term open range. Is that a new term or something I've just forgotten in which people can get paid an open amount between certain amounts in the same pay grade or pay level? Is that what that is?

22:35 – 22:49Speaker 10

Okay, and who is determining that? So if you and I are both entry levels, is that determined by experience? Who makes that determination and what is it based on?

22:51 – 23:14Speaker 7

uh i'm not sure what it's based on i'm sure it'd be based on if somebody put an application in based on resume and determine most likely between the director and the personnel um whoever the director of the department that a person is trying to go into in forestry parks uh health and uh the the director of personnel so then the end of the

23:18Speaker 10

Do you know if it's one or the other or both that would make that determination?

23:23 – 23:53Speaker 7

I mean in the past from what I've heard it is from department heads that have worked with the director and we have a new one that they work together to believe if employee deserves a higher wage they have to work with the personnel director on that because you know we also have pay grades if you go too high you may go over a pay grade which changes the title of that actual position, but it would be in collaboration with the department of personnel and whatever department that an individual is going out to apply for.

23:56 – 25:26Speaker 10

I remember something of that happening at the board. We wanted to give our secretaries raises. And I think what happened is that that's how they all became executive secretaries because there was something that they said we couldn't give them a raise. So we made them all executive secretaries, I think, because formally only the person who sat back in the back with the senior made a higher pay level than everybody else. And that was quite unpopular. The other thing is that is this, going to encompass the 3 percent raise we just gave everybody, or would it also encompass anything that might come later if we found out we could give bonuses? What does this cover? What's the range that this covers? I guess that's the question I'm asking. is it for the year for and i think you said in the um in the um in the board bill that it is until we change it so could we change it say six months from now if we wanted to and you was waking up a little bit again change what to say uh if i'm hearing you correctly that's I will try to find out if you are you going to intend on passing this bill today suspending the rules no ma'am okay then I can just ask you later I'll be fine with that thank you okay any further discussion Alderwoman from the 7th

25:36 – 25:52Speaker 6

Alderwoman from the seventh. Madam clerk, am I correct in that she has her hand up?

25:55 – 26:29Speaker 6

Alderwoman from the seventh, you're recognized for discussion on board bill number 12. Alderwoman from the 7th, we saw you on camera briefly. Your hand is up. Are you wanting to speak on board bill number 12?

26:32Speaker 11

Yes. Yes, I'm sorry. Thank you, Mr. Vice President.

26:39 – 26:58Speaker 6

Added as a co-sponsor is what I heard, I think. The Alderman from the 7th would like to be added as a co-sponsor to board bill number 12. No notice. Thank you. Any further discussion? Alderman from 13th. Alderman from the 13th, you're recognized.

27:00Speaker 10

Mr. President, I think it's something wrong with the internet or something because everybody is being chopped up. Their voices aren't clear.

27:13Speaker 6

We actually heard you pretty loud and clear, Alderwoman.

27:17Speaker 10

Today you did, okay. Thank you.

27:24Speaker 6

Thank you, Alderwoman. Any further discussion? Alderwoman from the 11th.

27:29 – 27:42Speaker 9

I too am having the same issue. It's going in and out. I was actually knocked off earlier and got back on to the meeting, but it's really choppy this morning.

27:45 – 28:04Speaker 6

OK, we actually could hear you pretty well, Alderwoman from the 11th. But I will ask the clerk's office to take a look into SLTV. But we are almost at the end of our agenda at this point. Is there any further discussion on board bill number 12?

28:09 – 29:51Speaker 7

seeing none madam alderman you're recognized to close thank you mr vice president members of the board again board bill 12 is just the annual three percent pay raises that we have been doing for the last several years i think this is there's been a lot of work done between the personnel department and Evergreen Solution to come up with this compensation study. Again, a lot of our positions throughout the city of St. Louis will be lifted to where maybe like a forestry worker start, and I'm not clear on the numbers, but say they start at 40. A lot of different departments minimum now will be lifted maybe to like 45 or 46. people that are coming in starting higher as well as this 3% would raise a lot of our employees throughout the city of St. Louis. This is another way I think from city government is trying to show that we're trying to be competitive with a lot of other regions and other places that, you know, pay higher. But we appreciate our city workers. We know our city workers work hard every single day from the Board of Alder to Forestry to streets to every department work very hard and not being compensated in the way that they should. It was excited that we was able to get the one time lump sum across the finish line that will be going on people checks very soon. And then if you're a civil service employee, And this 3% would be a 3% that would go for all employees throughout the city of St. Louis. So I appreciate the individuals that signed on as a co-sponsor of the mayor and ask my colleagues for their favorable consideration on board bill number 12.

Thank you. Resolution number 35 is a resolution commemorating the beginning of Pride Month here in the city of St. Louis. This year, the 8th Ward has the honor of hosting the kickoff of Pride Month at Four Hands Brewery, and Pride Fest will also be taking place downtown from June 27th to June 28th. So this resolution just acknowledges both the kickoff of the event and the fantastic kickoff of Pride Month that we'll be having here in the city of St. Louis. So I wanted to make sure we acknowledge that here. I would like to thank Alderman Aldridge and Vice President Cohen for being co-sponsors on this resolution.
