Uh like I said, I'm Sandra Marks and I'm a senior VP at Clayco Construction, but also I'm part of the leadership committee with the ALS Association. And I'm also very involved this year and last year as a chair of the annual gala. Uh May is May aware is is ALS Awareness Month and my husband, who many of you all may know or have heard of, Cozzie William Marks III died last year after a 5-year battle with ALS. And from the time Cozzie was diagnosed until his death, the ALS Association was a major supporter from helping him with the care that he needed to the equipment that he had to have as his disease progressed and certainly upon his death. Many also knew him from the things that he did in St. Louis. He was the chair of the Annie Malone Board of Directors for many years. He was the deacon of Antioch Baptist Church and very involved. And then he was the son of Cozzie William Marks Jr., who's a renowned educator here in the St. Louis Public School District. So, the ALS Association has

been an important part of our family's life and I want to make sure people are aware that this month like every month, people continue to suffer from this. A very good friend of ours who I want to honor today, Bishop Calvin Scott, passed recently from the same disease. So, please consider getting involved if you aren't already. There's so many ways to be involved. Two that I want to make sure people are aware of. June 27th is the ALS Walk in Forest Park. We're going to have a Cozzie's Corner and I hope to see many people will supporting these organizations that do so much and then in November at the Chase Park Plaza will have the ALS game on gala. So please look for more about it and I really appreciate the opportunity to not only honor my husband but to make people aware of how important this month is to so many. Thank you.

Good good morning everyone. Thank you uh Mr. Acting President. I had to think, what do I call you? So, Mr. Acting President uh Shane. Uh I am humbled and I am honored because we have a young man that has been the sleeping giant for our city for quite a few years. And so, I think we need to take the opportunity to recognize him as a whole. I want to thank his family for being here to support him and thanking Andre because Andre does a lot of backdoor stuff that people don't even know he does. So, I want to make sure that we recognize them and we honor them and let them know how we will miss them humbly. And we will always reach out to him to check on him and his family and make sure that he's taken care of. So, uh at this time I'll let him speak.

You all excuse my little Oh. Madam Clerk, will you please read the resolution? Resolution number 16. Sorry. Resolution number 14, honoring Kenneth Roberts. Whereas stand by quiet on the set in 5 4 3 2 1 Q, Kenneth Roberts, the longest serving video engineer in the communications division at STLTV, has heard that countdown thousands of times while dedicating 33 years of service to the city of St. Louis. And whereas throughout his career, Ken has been instrumental in advancing the station through the ever-evolving landscape of television technology. From VHS to Super VHS to DVC Pro and ultimately to digital formats, his leadership has helped guide STLTV through each major transition. And whereas in STLTV needed a remote production truck to cover live events, Ken delivered. Through his dedication, hard work, and vision in building the 4401 production truck, STLTV was able to expand its capabilities and produce impactful programming. And whereas one notable example is the STL JFL Monday Night Football Series which showcase young athletes ages 7 to 13 from City Recreation, the Herbert Hoover Boys and Girls Club, the Matthew Sticky Boys and Girls Club, and throughout the St. Louis Metropolitan area. In 2002, this program earned an Emmy nomination for best live

sports coverage alongside KSDK Channel 5 and Fox 2. And whereas Ken's expertise and performance as a video engineer have contributed significantly to STLTV earning numerous local and national awards, solidifying its reputation as one of the premier government access channels in the country. And whereas in 2015, Ken developed and implemented a solo operational system from broadcasting Board of Aldermen Committee meetings in the Kennedy Hearing Room and Leisure Room. Later in 2022, he oversaw the installation of an upgraded video production system in both the Kennedy Hearing Room and the Board of Aldermen Chambers. This upgrade introduced the capability for Aldermen to participate in meeting virtually via Zoom. And whereas Ken is widely known for his meticulous attention to detail in production setup, over the course of his tenure, STLTV has produced more than 15,000 television programs. Meaning Ken has likely performed over 10,000 camera white balances to ensure top quality broadcast. And whereas on May 1st, 2026, Ken retired from his distinguished career as a video engineer, stepping away from behind the camera to embrace a well-earned retirement with his wife, Janine, of 53 years, their loving family of children and grandchildren. Now, therefore, be it resolved by the Board of Aldermen of the City of St. Louis that we pause in our deliberations to recognize and celebrate Ken's outstanding career and lasting contributions to STLTV. Although no one could fade to black on this performance, we wish him all the

allow him to share a few words. What? Excuse my little ratty notes here, but I can't leave anything to chance with my memory being what it is these days. Uh I want to thank everyone that that was involved in this. Uh it's an it's quite an honor. And uh I've seen so many uh people come up here and and receive these through the years and never really imagined that uh the day would come when it would be me. Uh I came to the city as their first per performance videographer from a sports background and eventually took a job as a full-time video production specialist. Uh, in a few years I qualified for the job of video engineer and uh with with the resolution I there's no need for me to to recount the the the things that I've done. They they pretty much covered it all. But one of the things I'm most proud of is the fact that there are any number of young people who came through the channel that that I I mentored and and helped to go on to uh successful careers in in the television business. Uh, alongside my career at at STLTV uh, I had a career in sports television for some I guess 30 but 40 plus years now. Uh baseball, football, hockey and Olympics. Uh What is it? Um, presidential and vice presidential debates, papal events and uh

Uh, I'm most proud of my beautiful family as you see here though. Uh, they're my pride and joy and my oldest grandson Shawn walked across the stage last night and received his certification his certificate [applause] uh from North County Tech and this evening he gets his Here's diploma. And so I'm so proud and privileged. I've I've truly been blessed. Blessed to have an amazing career and blessed to have an amazing family. Thank you.

You know, you know that we've had to fight to keep STLTV, which was called other things in the past, that there were a lot of people didn't want the Board of Alderman to be on on the television. They had to fight for you, had to fight for money. But, I want to thank you personally for the time and efforts that you guys put in and work ethic that you have. And you are the people that make it possible for the city of St. Louis to bring its government to the people. The people who cannot come down, who have to work or whatever they have an opportunity to watch what's going on. So, I thank you so much and I hope that now your family gets to some of your time. The lovely family. Congratulations to Was that your son or grandson that's graduating? And hopefully you'll have a lot of time to do family things as much as you have for the cities of St. Louis and the members of the Board of Alderman. Thank you again. Thank you.

Elevated 11, thank you so much. That's music to my ears. So, um so my honored guests are quite a few people. Um this week we celebrated over at the Veterans Tiny Homes project. they're opening the second block of of Aldine Avenue. So they began in the 3700 block where I was raised and it's so amazing every time I go over there that you know, I can still identify where our home was and so um our veterans do so much for us and we keep saying as a nation that we respect and we love our veterans but we are not doing nearly enough when we have so many veterans who are actually part of our unhoused population. So whenever there is a veterans organization um that you can give to or you move to to do something for we've got them right here in our own house in our own city right there on Grand Avenue and Aldine Avenue between now the 37 and 3800 block of Aldine. You can go over and take a tour. You can actually go over and uh meet with the with veterans. You know, they like company too. And so I want to encourage us to really wrap our arms around our veterans the way that we say we do. Um my next honored guest when I walked in and I saw the birthday and a balloon and the flowers I was just so taken aback and I thank you all so so very much. So you all are my honored guests today. But I have a little story for you about sunflowers. Um a little over uh half a decade uh no, I'm sorry half a century oh ago

uh I was born in a small town in Steel, Missouri which is in Pemiscot County in the Bootheel. So I'm a Bootheel girl. I was born at home. My grandmother Fredonia Pugh uh was the um midwife that delivered me. And my mother's plan was to name me after her, but my grandmother begged her, "Please, don't name that child Fredonia." Because everybody called my grandmother, the midwife, Miss Free. And so, she just felt like that shouldn't be my name. So, there was a cousin named Laura there, and so I ended up being named after Laura Pittman. And, um, I was born in May, so they gave me the middle name May. That's what country people do.

And so, um, but one of the things and fondest memories that I have every summer of spending down south with my grandmother is that every year she had a garden of sunflowers. And as the season went on, we would be able to go out with her and pick them. She would soak them in salt water and then bake them in the oven. And but, you know, we're simple country people. We had electricity. We did not have indoor plumbing. Uh, in the summer, my job was to go out and I had to jump up cuz the the pump handle was up high and I was too short. And [clears throat] so, I would jump up and grab the handle and I'd start getting that water going. My grandmother would always say, "Now, child, let that water run a little while." But, I liked the taste of the orange water that came out first. It had a sweeter flavor, uh, to it. And so, that's a fun memory. Not having an indoor bathroom or indoor running water. Those are actually fun memories that I have and taking pictures of, of unusual spiders and things like that, bees that you see there that you would not see here, uh, in St. Louis City. And not having all of the amenities that most people in this room can't even imagine, um, having, you know, not or not having, you know, a a on Sunday. If you didn't drive to town, you listened to uh, church on the radio and as soon as church went out the radio went off. But what they gave us instead was conversations. Many great conversations. Our grandparents actually talked to us. They passed on oral tradition, which we don't see as much now anymore. And so I am grateful for all of the mornings that she would get up and make me a cup of tea that we drank out of real China. And I'm sure somebody gave it to her. But but it was

real China that we we had tea in the morning. And she taught me how to churn butter and how to make bread. And you know, all of those things that we take for granted, walking to or driving to a grocery store to make those things happen for us. I'm glad that I've had a portion of my lifetime to be able to live in a very natural way that did not have so much technology. I want to thank you all once again. I feel the love and I love you on purpose. It ain't nothing you can do about it. And I'm very appreciative. Thank you. Thank you, Alderman. [applause]

So individuals that come in on a per performance typically per performance are like you know part-time employees. They don't get

So this would only be for uh full-time civil service employees in the city of St. Louis. I agree. I would say that um actually the charter kind of does not approve of part-time pay performance. They encourage people to have full-time jobs, and especially in forestry, it's been a travesty for many, many years that we have part-time pay performance when there's actually a need for forestry all year long. All right, but thank you anyway. And I will add um and maybe a little bit off topic, but as we talk about forestry, you'll see in this budget coming up there was an amendment made to reduce some of those part-time pay performance uh in collaboration with the mayor, comptroller, and president to turn those to full-time uh employees. I I appreciate that. They should turn them all because during the winter there's plenty of work that needs to happen, especially in much of North St. Louis, because they get so busy they only cut front yards, not backyards. So, you have all these people living next door to these uh properties that have not been cut in years. And so, if we really want to clean up the community and make it so the citizens want to stay in our community, we need to keep uh uh people working full-time um and so that we can clean the LRA properties up or any of the other properties that they're only cutting the front yard as a shortcut to um saying that they cut grass when they don't. So, I I appreciate it. I will be voting present for another reason, but I just wanted the people to know that it wasn't everybody, but I hope in sometime soon that we stop doing part-time pay performance and start doing full-time employees because certainly we have so many vacancies, places where we need to
