County Commission - Regular Meeting

a lot of moving parts and pieces to that eight and a half million dollar project. That's right. And they had some sub, they had different elements of the company involved in it. Right. I can see them work. One might have billed, they might have double billed. Right, yeah. Easily done. They'll pay for that maintenance. Go up front and ask them for it again. Okay, appreciate everybody coming out here today. Must not be any controversial things on the agenda, considering that our audience is a little bit slim as far as in-house, but it could be everybody's watching us online. There's probably a big crowd out there online today, mainly to address this 9-1-1 board meeting, which is going to be kind of short today. Before we get started, though, if you'll bow with me, I'll ask God to bless the proceedings of our meeting. before you again dear lord just uh honored and uh that you're our god dear lord and uh just blessed dear lord for your with your grace god we thank you for all the things that you give us in life dear lord we know that everything comes with you uh god we're just talking about uh the issues of uh people passing on dear lord a lot of us have uh got have had sicknesses in our families and uh uh some of those people have passed on and the lord would just lift those families up to you and friends dear lord as they uh struggle with that loss but we know dear lord that uh uh that if their their place was right with you dear lord that their their immediately went with you and their life is better no matter what what the situation so god we lived lift that process up to you also in believing in everlasting life dear god we also thank you for protecting us in our uh help in other ways in our families dear lord our financial health our physical health dear god we just lift all of those things up to you and lay them at the feet of jesus ask all these things in his name amen amen and ask our veteran a better and better in here you'll get to be a veteran Okay, thank you so much. Before we get completely started, folks don't understand sometimes the elements of this job. I was enjoying my off day yesterday. I was on a holiday yesterday. Did y'all get a holiday? Labor Day. So I was enjoying my holiday. Commissioner Jeff Brown over here called me. And there were some issues over here at the courthouse. So sometimes the holidays interrupted. All I had to do was set my team down. But Jeff had to go respond because there was some problems.

Did you get your double time pay?

I got my double time pay. But we don't like to charge for that unless we work. I'm not sure I can work for 15 minutes, but I think you might have had a little more time invested. A little bit. Appreciate you falling out for that project. Why do they have them on? They seem to have them on weekends and holidays somehow or another, but our air conditioning system over here at the... Court, I witnessed the air conditioner. Was that fire alarms went off? The fire alarms went off. We have to respond to those. It could actually be a fire. Thank goodness most of the time it's not. But we respond to those. We have to get staff to respond. So business goes on. I don't care what time of day or whether it's a holiday or whatever. So that's part of the process. Today, before we go into a regular commission meeting, we have scheduled a 9-1-1 meeting. The St. Clair County Commission serves as the 9-1-1 board, the board of directors of this communications district. And we'll have that meeting first, and I'll call that meeting to order of the St. Clair County Communications District. And if you look at your handout there, you've got an agenda on there. And there's actually nothing to approve at this meeting. Staff has recommended we hold off even. We thought about approving it maybe with county attorneys pending his review. But it might be better just to hold off and put it on the next work session to discuss and see if we work out exactly what the issues were on that. So just as an update, we'll work on that with staff. the county attorney make sure that we've got that that uh request for payment tomorrow it was when it's 19 000 something like that wasn't a big it wasn't a big deal anyway so there's something a lot greater we had to address it might be a little more concerning but we'll handle that at the next work session and then at the next uh at the next meeting so with that entertaining motion to adjourn have a motion have a second second probably moved to second and we adjourn the meeting of the communications district Motion carried. Now we'll move on to reports. And you've got a printed out report here from the county engineer. So Clay Phillips, county engineer, you're up for your report.

First item is just update on the crews and projects. As stated Thursday, the PAVE crew within the Copper Springs and Lazy Vee Lakes area, they put the mat down, tar and gravel mat, last week, last week and a half, and this week they're going back to those same areas and they're putting the surface treatment down this week and probably into next week. Base crew has moved and they're starting the Evergreen culvert project today on Evergreen Road and the detour maps and everything's been supplied to the EMA and the other bus board of education transportation department. And that project could take as much as two months before we can get the road back open. We're moving fast as we can. And also, so the Kerr Road 411 project, I've verified today that the contractor is due to move in this week to start their dense grade base work and the paving work on top of that.

They've been on with that project, aren't they?

Ain't nobody worked down there in two weeks. Well, it's been hot. I guess that's what it is. Or it's because of the rain. Now it's too hot. I don't know. If that other bunch better be there this week and get started. Yeah, barrels, they, them barrels, like I told you, they've hit every barrel down there and every barrel laying out everywhere.

Are they back down today?

Oh, yeah, people right down there hit them again. They knocked them all down, which way.

all right then the next small item is the our cmac project to improve the sandy road us 411 intersection so we're moving forward on the environmental document the final work to for the dewatering of the utility relocation of the water line the utility portion of that project that's been approved so they just need to finalize the environmental document basically so they can move forward with the water line relocation project. After that is finished, they'll move forward on letting the construction portion of the project that's due to be let in June of 2027. Moving on to item number two, just for informational purposes, we did get an advertisement into the St. Clair News Aegis for the abandonment of the west end portion of Hearst Road, the dead end portion. It's the advertisements for a public hearing, and the public hearing is scheduled for the October 13th Commission meeting, right before that meeting. All right, item number three is consider a scope agreement with Atlas Technical Consultants for the Engineering Services for the Riverside Bridge Replacement Project in the amount of $258,030.

Okay, item number four is considered agreement with the City of Riverside. for St. Clair County to manage the Riverside Bridge Replacement Project on the city's behalf. And Riverside is going to use the last year's and this year's part of the commission's county grant money to municipalities for their portion of the local grant match. And that's going to be a total of $150,000.

Item 7 is considered approving bid 2027-01. It's for our aggregate that we go to the quarries and pick up. And I have a letter where I'm recommending Wiregrass Construction Company and the quarry at Whitney Junction.

bid number 2027-02 for our asphalt emulsion. That's for a tar that we do our tar and gravel paving with.

Okay. I don't want to consider amending policy 16 to the minimum value of which items are required to be inventory to 500. It's currently 250 certain equipment and technology based item value under 500 will be inventory. The amended policy will be an effective day of October the 1st, 2026.

As discussed in our work session, this changes the values of those items that will be listed on our inventory. That doesn't mean we're not keeping up with these. The funeral's tomorrow at 9 o'clock at a little church over in, I'll put it on the Facebook page, but let's see. Yeah, the name of the

cemetery and all that he will be at is bold springs presbyterian church it's on highway 119 between leeds and uh and too late for us located all righty i won't be able to make it got got some other ones going on too that's not only that me and clay will be in a meeting at nine o'clock in the morning down there and leave with the mayor and some other people i got you so we'll be down here at nine o'clock but uh Ted, I'm sorry.
