Town Council - Special Meeting

I expected that Kade would be here, but he doesn't need to be. Okay. Welcome to the special meeting of the Springdale Town Council. Today is Friday, February 20th, 2026. We are in Springdale at the Canyon Community Center. The time is 1 pm. With us from the town, we have Robin Romero and April Radits. On the dis we have Pat Campbell, Randy Eton, me, Barbara Bruno, Jack Burns, and Kyla Topam. And I would entertain a motion to approve the special meeting agenda. Okay. I I'll um give you all a bit of an announcement and update. So, Tom and Rick and I met to talk about the transition yesterday or the day before. And Tom's official day as town manager will be March 25th. Uh until that time, he'll be working alongside Rick trying to learn all the all the things he needs to learn. If there's anything that you need a quick answer on, go to Rick now. He'll involve Tom if he should. And vice versa, if it's a longer term thing, go to Tom and he'll involve Rick if he should. And um there will be a meet the new town manager event here in this room on March 27th from 1 to 2. It'll be a pretty casual open house with some snacks. Okay. So, with that, we'll move on to our item of business, which is request to sell and serve alcohol in the town field as required by town code section 7-6-13E located at 126 Lion Boulevard for the St. Patrick's Day event. The applicant is Kate Campbell with Zian Canyon Visitors Bureau and the staff contact is Robin Romero.

Great. Thank you. Um so basically this as as you said it's Kate Campbell on behalf of Zan Canyon Visitors Bureau that is requesting to be able to have his St. Patrick's Day um event out on the Springdale Town Field and they are requesting that they are able to serve alcohol. The alcohol will be provided by Zion Brew Pub which is the second agenda item for their local consent. Um in the staff report we include um the summary and um event outline and also that they have um insurance listing Springdale as the insured party.

So they've met all of their requirements. Okay. And you want a motion for this? Yes, please.

Town council has reviewed and approves the request by Kate Campbell Zion Canyon Visitors Bureau to sell and serve alcohol in Springdale Town Field located at 126 Line Boulevard at Springdale on March 21st, 2026, finding that the applicant has complied with section 7-6-13E of the Springdale Town Code and authorizes the mayor to sign. And do I have the right company because I know he switched that around a bit. Is that is it Zion Canyon Visitors Bureau? Is that who's asking for it or is it Yeah. So it Yeah, it's Zion.

And the next item of business is a request for local authority consent for a single event permit for Zion Canyon Brew Pub for the St. Patrick's Day event located on the Townfield at 126 Lion Boulevard in Springdale. Thank you, Mayor. So, this is the second piece of um the large outdoor event permit for the alcohol. Basically, it is just um Zion Canyon Brew Pub asking for uh local consent to be able to serve alcohol on the Springdale Field. And I note that the alcohol is beer and wine. They won't have a full bar. No Irish whiskey. No, no Irish whiskey here. Yeah. So, it would actually only I'm not making that motion then. Um alcohol. I think I remember last year we had to kind of talk about that that um Yeah, he wanted to do more.

It's festive. That's fine for daytime. Yeah. Well, the whiskey at night. Okay. So, um is there a motion? Um mayor, wait. Um something that the council ought to maybe restaurants.

Spotted dog. doing this today. There have been times in the past where you know what you got. We're just going to sign it. Do you have a preference if you would you be comfortable next year when they come back they say that I'm fine with that person

and too especially when it's one that has happened annually I mean this has been happened for a lot of years if it's big events on the field that is kind of a oneoff. No, I would think that should come to us. But something that's that's annual like this regular basis on a regular bas.

Yeah, I think that's that's appropriate. Yeah, makes sense. Any objections? And and that may right just to go back that if it's new, never been tried, we may want to look at that. Well, I think we should look at it. Yeah. Okay. Is there a motion? Pat's not going to make it. Somebody else. A little hesitant because there's no whiskey, but I'll give it a shot. Town council as a local business licensing authority has reviewed this local authority consent for a single event permit request on February 11th, 2020. know February 20th, 2026 and gives written consent to the Alcohol Beverage Services Commission to consider the issuance of a temporary single event permit to Zion Canyon Brew Pub LLC located at 126 Lion Boulevard, Springdale, Utah to store, sell, offer for sale, furnish, or allow the consumption of an alcohol product on the event premises of the applicant under the following authorities. Utah State code section 32B-9-201 and authorizes the mayor to sign.
