Okay. So tonight we have a couple of proclamations, certificates for a group of young men and then uh one young man who we are happy finally made it here. So tonight I I'll start with the undefeated Brewster FC Bobcat 9U team who is with us uh who recently set the bar a little higher for Brewster soccer by joining the EDP. The EDP is the elite development program that's actually involved with US youth soccer structure. Uh so it bridges local play with higher level national competition. So these little guys were undefeated this year and it was the first year we were in the uh program. It was the first year in the program. So congratulations guys. Um so uh coach wrote wrote a little something for me. Uh uh team mom wrote a little something for me. Uh so the Brewster FC, the football club, is making a name for themselves in the soccer arena by bringing this competitive soccer to Brewster. It's a non It's a notfor-profit program fueled by volunteers and support of local businesses. It's competing with some of the best clubs andmies in New York and Connecticut. They had four teams enter the EDP program this year. the 2011 Eagles, the Venom, the Venom and Lightning who are 2014s, and the Bobcats who are 2016s. I like to say nine you because it's easier to understand and know how young you guys really are. Uh so, uh both were won their divisions and will be promoted in the spring. The Venom went 6-1 and one outscoring their opponents 41-11. The Bobcats went eight and0 scored and outscored their opponents 41 to 17. We've got the most goals, huh? Nobody.

So, I'd also like to thank Trinity. Trinity was uh the person who got a hold of me and told me how well you guys did. So, keep it up and enjoy the rest of your soccer careers. Okay. Thank you guys. Now, if you guys could just sit for one minute, I'd like to do my next uh certificate of merit for uh a little bit of an older man who was once your age. Uh so, his his name is uh Connor James O'Reilly. He came to me a few months ago. Uh he had a Eagle Scout project that he had to do and um believe it or not I had a I had to help him uh which was kind of a neat thing. Uh I had to sign some paperwork for him to allow him to do the things that he did uh for this project. Uh so I wrote a little something here for you, but I'm going to read it because it'll show what kind of kid you are. Uh so this letter is in reference to our eagle to your Eagle Scout project here in the town of Southeast. We'd like to recognize and commend you for the efforts and accomplishment throughout this project. Your commitment to the Eagle Scouts and alle allegiance to their rules and oaths is truly impressive. The fundraising efforts you undertook to support your program your project erecting an historical marker at the corner of Miltown Road and Old Miltown Road for the future generations to admire. uh were very well done. You you worked with numerous individuals and town departments to complete this project with further highlighted your dedication, hard work and ability to collaborate with others for the greater good. And I'd like to thank Eric Cypress who helped you with your fundraising uh program and you know I I would assume that made it way easier for you to do what you needed to do. Um

All right, that's good. Hopefully it clears. Um, so, uh, your research with the county and town historians was very thorough and is very informative. So that you are, we are all lucky enough to be able to learn the impact the water systems have on the southeast and other local municipalities here in the county. The workers and the effort involved in all the design and construction required for such an undertaking were impressive. I did not know how important the reservoirs around us were when they put them in. Um, this is only the second marker of its type in the county. It also has a digital and physical exhibit at the Southeast Museum on Main Street in the village. If anyone would like to know all the specifics of Connor's project, check it out at the museum. It's very it's very informative and nice. Uh, your leadership skills in coordinating everyone involved who were many adults uh was exceptional. From the day you first approached me until now, I remained very interested in your work and truly impressed by how you have conducted yourself as a young man. I would also like to mention that throughout all of this, you have continued to excel in your schoolwork and you are highly accomplished cross-country runner uh with many of your teammates sharing in that success. Also, you and six other members were named to the all northern county cross country team. It's very impressive. Uh, thank you very much for your hard work and commitment to yourself, to the Eagle Scouts, and the town of Southeast. So, if you can come on up, Con. Uh, well, I got a LITTLE

So I'd like to make a motion to open the public hearing for proposed local law to amend chapter 54 building construction and fire prevention 54-7 permits and fees. Second. All in favor? I I

So, this is a public hearing. If anyone would like to come up and comment about our false alarm and fire code prevention fees, uh, come on up, please. We're basically just changing a few of our fees. We We do have a considerable amount of false alarms, and false alarms trigger other uh parties to have to get involved. Uh, Robert Cullen, 560 Brewster Hill Road. I wasn't here for this, but um I'm just curious. So, the false alarms like if a business or a residence has a burger alarm going off constantly and there's a police response.

I'm not so sure. Fire fire. So, all right. So, it's just for the fire department because in town you have to have if you're a business you have to have a fire system, right? So, so if the fire department goes to a location numerous times um like overnight or whatever, who So, who gives the summons out then? Someone from the fire department or Well, we have a record of the alarm going off. That would be so we get a record um each month of where the false alarms were and then we issue the um after the fact the violation after the fact because basically then we have to go right Jerry Sheramic has to go out and make sure.

Okay. So and then when the people get the summons they go to court or pay a fine um who gets the money? The town. The town. Okay. Well, it goes to the courts, right? Well, the courts go to the courts. Yeah. Right. So, I'm just wondering if it would make more sense, it would be fair to to the fire department, the fire district if they would get a percentage of the money since they're the ones that have the expense with the fire trucks, fuel personnel that have to respond. Yeah, I don't know if that's ever been brought up, but that is definitely a conversation we probably could have with them. Okay. I mean, I'll bring it up. So, I'm bringing it up now. I did I just think that would be fairer because the town's really got nothing to do with it. So, it's the fire district that's got the expense.

So, and Bob, this is to increase all the fines because um I guess I think this is a fact that since we've started finding a lot of the calls have reduced especially like I know the castle um they used to have if I could be a little bit more clear. there was a section in 54-7 which actually had uh permit fees and and um it was in a statute and it should have been in a fee schedule. So we now have them in the fee schedule that that was adopted at the uh at the organizational meeting. This is just to amend that section. So it it reflects that for the a fee for um for it's it's a like a dry cleaning establishment is X

rather than have it set in statute that could be changed from a year to year in the fee schedule. That's really what this we we did the the the alarms alarm uh fees a long time ago. Right. But this is this is to increase the false alarm fees, right? That's not No. Okay. There were building department um fees that were in the code that we put into the fee schedule and then we need to amend the local law so that it's recognized that they were removed from there and put into the feast. Correct. But weren't they also increased? Is that the chart there? So the there's a discussion tonight for the false alarm fees.

So, if a certain business has numerous false alarms, you know, like the money, if they pay a fine, I think a percentage of the money should go to the fire district since they're the ones that have the expense having to respond. Um, is there like you get three times a month or one time a month any freebies or I I'm familiar with some other communities where they, you know, if you set an alarm off, they give you like one free. It's actually first, second, third, fourth, fifth, and sixth. Okay. So, there's a Okay. So there's and and there's there's a warning first. Yes.

And how about like the school district? Are they exempt from fees or the school district, let's say, or nonprofits or churches or I think I think they are exempt by uh by state law. Okay. They're they're they're governed under the education law and there's very little we can do to uh to impact the um the school district. Okay. No, I was just curious. They're not even required to to um register their fire alarm with us. They're not required. Right. Okay, that's fine. All right. Thank you. I just think going that would be a discussion maybe with the fire district to give them some of the money. Well, is it can you disperse funds from like the town court to an entity?

It comes in as a it comes in as a block of money. It's not that if you want to internally account for it certainly there's something that could do budgetarily and have that money you know as an alarm fund to go to the you know the fire district. It would just go to reduce the the taxes that we pay as as residents to the fire district. Okay. I was just curious because I know at least it used to be with the IMA with the village of Rooster with parking tickets that the town would give the village a percentage of the money when the fees came in or well the village would give the town money because they were doing the work. Right. Okay.

Now in the town of Southeast with fire alarms, our our employees are the ones that actually going out and issuing the summer. Right. So, but the fire department's spending the money and going out. So, we can go right into the work discussion. And tonight, our first work discussion is the Highway 284 agreement uh for Brewster Heights. So, um this is basically just uh a checklist for what the highway department is going to take care of uh up in Rooster Heights uh for general repairs and paving. So, uh, the sum of 225,000 will be set aside to expend for the primary work and general repairs. Um, and this is including uh, Lincoln Road, Wilson Road, Nancy Road. Uh, basically it's setting the money aside so he can Mike can take care of these roads. Um, I don't see anything wrong. He he's also getting more chip money that has nothing to do with this. He spoke about it today. So yeah, this is something that he does every year.

Nick is I don't mean to be a pain here, but I don't see is I get a lot of complaints about Lincoln Road. I see North Marlin. I don't see Lincoln. Lincoln's the first page. There's there's four of them and then there's two more on the last two pages. Oh yeah. Do you have all three pages? Yeah. I think it's north like that's north road from Allen to Lincoln. Marlin Road from Allen to Lincoln. Okay. So, he may not be doing Lincoln, which is which is fine. I just, you know, I don't want to get beat up. So we can go right into the next discussion for the New York State Office of Parks, Recreation, Historic Preservation, and Rehabilitation, replacement, and or installation of playground and similar play structure grant for Scalpino Park and uh funds transfer approval. So, uh, last couple weeks ago, I sent something to Jared. Jared checked it out and he, uh, he has spoken with Millennium about this particular grant. I believe the grant is due in, uh, maybe June. Uh so when when we talk to um Dave Jenkins down at Millennium, he he gives us his uh his assessment of is it worth going after? And he's he's uh he told us he really feels it's worth going after this. So it would end up being a little playground set up at Scalpino Park. Uh and the fee for them to write the grant is 3,300. Um, I'm not sure exactly how much the grant total is, but we would be responsible for I think it's 30% of

I think it was 200,000 and 20%. 20% potentially. We're on the hook for 40, but it'd be well worth it. Yeah. Yeah. Jared uh has something already picked out because he'd been looking at these things for a while. So, that's what that's all about. And Millennium's had a pretty good track record of success. So, I'm good giving it for sure. Okay.

All right. So, the next discussion is the waiver of a 30-day waiting period for filing liquor license application back beyond at 223 Federal Hill Road. Basically, uh when somebody goes for a liquor license in a town, the town uh has the right to make them wait 30 days. So, I I guess we could check it out. Uh, but this is basically to to to wave that 30-day uh waiting period for them so they can get right to it. We've never waited 30 days as far as I know. So,

well, the law requires them to notify us and they can't file their application for 30 days after we received notice. So, we're waving that 30-day period. So, they can as soon as they get this tomorrow, they can file with the state authority. Yeah. Yeah. I'm just was just saying it's customary for us to do it. And I think they said for every day we make it faster, we can get a round of golf in. So hurry up construction three years.

Yes. Uh okay. So then the next discussion is the uh false fire alarm fees and late fees which we kind of touched on already because I went backwards there. Um, so it's it's a raise in alarm fees for the second, third, fourth, fifth, and sixth um, alarm. When I got here, gez, that list was long. It was long every month. But since I since Chris and I did believe Denise has been helping her, have been on top of that, the list is very short. Um, and the list actually got a little shorter in the past couple of months because ASENO uh was setting alarms off like crazy when they were doing their construction. So now they're done with their construction and they're not setting off any alarms. Uh, so but you know, it ends up like Bob was saying, it ends up being some money and uh we're just trying to align all of our uh fees. So that's what that was. what we've done in a number of situations uh Nick um with when they've been brought to court for failing to pay these fees um we some of them have been substantial amount a number of uh of accumulations and we'll enter into a civil compromise where we'll pay a civil penalty of x number of dollars rather than having a you know having criminal charge technically against

Yeah. Yeah. They're happier to pay a civil penalty. That'd be too I don't want to go to uh I also had wanted to add an administrative fee for late Oh, that's payments. We normally send them out um in dece for renewals. We send them out in December. We give them the month of January to December and January to get them back to us. If at that point they don't, we send them a notice in February. They actually have February. So that's two months really. And then at that point I after that starting in March I would like I had wanted to put in an administrative fee of $25 per month. Okay. Yeah. That's on the top. Yeah.

Uh so he he he bought the piece of property on the corner of uh Fields Lane and Dean's Corner

and he basically is went to the planning board and he needs us to uh approve him to basically do the same thing over there. I spoke with Tom Le Perch and they are okay with it. And that leads me into the supervisor's report. We don't have the closeout numbers. Uh but I talked to Ron and we we are I'll say it out loud way closer than I thought we would be. Um, so you know, he'll he'll have all the numbers for next meeting.

So, our first resolution is to uh the local law amendment to chapter 54 building construction and fire prevention 54-7 permits and fees. Now therefore, be it resolved, the town board of the town of Southeast hereby adopts local law number one of 2026 pursuant to the municipal home rule law to amend chapter 54 of the town code entitled building construction and fire prevention section section 54-7 to reference certain permit fees enumerated in said section of to the official town fee schedule. And be it further resolved that the town clerk be and hereby is authorized and directed to enter said local law in the minutes of this meeting and in the code books of the town of southeast and give due notice of the adoption of said local law by filing such with the secretary of state of New York within the time required by law. So moved.

our next resolution is the uh liquor license waiver of notice agreement uh requirements. Now therefore, be it resolved, the town board of the town of Southeast hereby waves any and all rights it may have to substantiate and procedural compliance with section 64 of the alcohol and beverage control local control law regarding notice to the municipality in connection with the application of Backo Beyond Inc. in connection with a proposed on premise liquor license by the state the New York State Liquor Authority. And be it further resolved that the town clerk is hereby authorized and directed to forward a certified copy of this resolution to the New York State Liquor Authority 80 South Swan Street 900 Aubony New York 12210-8002 and to the attorney for Backo Beyond Inc. Fourth Width. So moved.

is the highway 284 agreement for Booster Heights. Now therefore, be it resolved that the town board agrees to the amounts and allocations of road improvement and capital expenditures for fiscal year 2026 as set forth in the attached forms of highway law 284 agreement submitted by the highway superintendent which are made a part hereof and be it further resolved that an affirmative vote by a majority of the town board shall be deemed equivalent to the execution of an agreement by the majority of the town board as contemplated by Highway Law 284 and execution of a copy of this resolution by the highway superintendent shall be deemed equivalent to fully executed agreement as to expenditure of highway funds for the 2026 fiscal year and contemplated by highway law 285 uh 84 I'm sorry and be it further resolved that the town clerk shall enter this resolution into the minutes of this meeting and that fully executed copy hereof shall be filed in the office of the town clerk as directed by highway law 284 and be it further resolved that the town clerk is hereby directed to deliver a certified copy of this resolution to the highway superintendent forth whip. our next resolution is the uh authorization settlement of 2022 uh proceeding DMV condo 1 LLC and DMV condo 2 LLC. Now therefore, be it resolved that the town board of the town of Southeast does hereby accept the recommendations of its professional adviserss and authorizes the town attorney to execute a stipulation of settlement consent judgment andor order on consent in accordance with the said recommendations for the following DMB condo 1 LLC tax ID 68-2-1.10 1000. Uh the index number and year is 500787 and the year was 2022. The assessment is 514,900. The settled assessment is 3 326,500. Excuse me. The uh second is the DMBB condo 2 LLC 68-2-1.101 500 786 the year of 2022 assessment was 5if 514,900. The settled assessment is 326,500. And be it further resolved that the town attorney is hereby authorized and directed to execute any and all stipulations, consent orders, or other documents necessary to reflect the foregoing settlements. Our last resolution is the author authorization management of Millennium Strategies and Applications for parks funding. Now therefore, be it resolved that the town board of the town southeast hereby accepts the proposal of Millennium Strategies LLC in the amount of 3,300 to prepare a grant application for submission to the New York State Office of or Parks of Parks Recreation and Historic Preservations for Recreation Grant Funding under the 2026 New York plays program. Two, authorizes the transfer of 300 3,300 from the appropriate contingency budget line to the appropriate recreation budget line. And three, authorizes the supervisor to execute any and all memoranda memor memorial memorializing the engagement of Millennium and any and all applications or other documentation necessary and proper in the application for the grant or grants under 2026 New York plays program. and be it further resolved that this resolution shall take effect immediately. So moved.

Okay. So that is that and we're going to go into new business and uh I have business that's new. I'm going to do my best to get through this. Uh I apologize if this takes me a minute. Um, so after many long and thoughtful conversations along with a great deal of personal reflection, I've decided to step down and resign from my position as town supervisor. I'll remain for as long as I as needed to help my replacement move forward and learn what our commitment here is for Southeast. I am hopeful that in the future I may have the opportunity to serve the town in a different capacity. Uh please understand this was a a very difficult decision at times painful decision. Nevertheless, it is one I had to make. Um it's going to get carried away for a second. Sorry. Uh I've always gone after what I wanted. Sometimes almost to a fault. When I set a goal, I dig in and do the necessary work to achieve it. No matter Sorry, Kathy, I got her all choked up. Uh, no matter what motivated the goal, I always gave it my best. And in the end, knowing that I put everything into it and pushed beyond my comfort zone, I was at peace with myself. One of the wisest things I've learned from those experiences is that I have certain limitations. Uh, and the peace within myself all stems from acceptance of those limitations and knowing it's okay to have them. Uh I came into the this position with a high level of uncertainty with clear goals in my mind and heart and I truly believe I and we have accomplished most of them. Coming into

this job I saw a community divided and my goal was to bring us back together in today's world where often we too often forget what it means to stand together and be a community that helps one another grow. In my heart, I feel confident that as a group, we have the town heading in the right direction. The only real way to accomplish this or anything meaningful in life is to have strong foundation of like-minded people who are focused on the greater good rather than the individual interest to find a healthy balance. Uh, as a society, we need to move away from me me and refocus on us and we. Um, I've also learned that no matter how short or long my invol involvement is in something may be, there's always a reason. And whether the reason is for me or for the people I share the experience with, it's a reminder that it's not always about me. Um, I'd like to take a moment to speak about the people around me. Uh, I want to thank the members of the town board for their patience, for working through the challenges with me, and providing me with the guidance when I needed it most. I want to recognize the members of our other administrative boards and advisory committees who have demonstrated a great commitment to the community of Southeast. To all of the employ all the town employees, uh, thank you. And while I'd like to recognize each of you individually, doing so would take some time. So what I'll say is I have been genuinely impressed by your dedication and level of commitment and I wish you all a continued success moving forward. I'd also like to thank the residents of Southeast for all the encouragement,

Lastly, I'll finish with this Will Stevens. Even though sometimes I had to pull a tooth. I'm not sure I can put this into words, but here goes. I know dealing with me came with the job. Yet, you never once made me feel that way. You were inspiring, respectful, and exactly what I needed to help me know that I was able to do this. You're a good man and I hope the residents of Southeast truly understand how fortunate they are to have and had and continue to have generations of the Ste Stevens's families as a part of this community. So with that, I'd like to thank you all for the opportunity to serve. I'll always be proud I was in this role and able to uh represent Southeast. Uh I'm not disappearing. I've talked to the town board. I'm gonna do what I can to help my replacement make a u smooth transition. Uh and uh you know I I think we're going to be okay. I'm not uh I'm not the uh what is that saying with sliced bread? Uh I'm not the sliced bread. Somebody else can come in here and do it with the help of you guys. Uh so thank you. They came by the school uh last week so we could highlight our capital projects, the improvements with the um the students are going through the steam uh the PEC of course our ROSI group. Uh related to them a week from today, next week is the area 10 regional managers inspection. This is a highlight of the RATI program. They come in and they test the kids on all the things they've been involved in, all the work, the storage. I mean, every person has a part to play and this is a is a giant event and it usually comes off extremely well and then afterwards they have a, you know, a ceremony with the families there. They do the drill march and the team and they have a full march through and it's it's a very incredible event. If you've never been to, I would suggest you uh do get through. Um, with the storm approaching, I would just ask everybody to be prepared in case something was to happen on Monday. it wouldn't be our fault. You know, there's nothing we can do when it's, you know, a foot or two of snow, but just you be prepared in advance in case the school does make these decisions. And uh with these also conditions, we would ask everybody to look out for our buses, the roads being dangerous as it is, um we all know there's dangers related to the buses. Hey, um has has um you remember when they first rolled out the uh cameras and the tickets? Yes. Has it gotten any better? Yes and no. Yeah, the numbers are behind. I think a big part of it is they're still in um at the last traffic safety meeting, they said the uh they're have to currently negotiate with each county the enforcement piece. Right now, you write the ticket and if you pay, it's great. If you don't, now it has to go to the traffic courts. And that's every county has to be negotiated differently to allow the process to transpire. And it's, as far as I know, that's still going on.

So, I've been pushing them and yelling at our state representatives if we can get to the stage or even the cameras and that would have much more effect.
