Okay. Public comments? Nobody here for public comments? Crowd? Staff?

1:56Speaker 7

All right. So.

1:58Speaker 4

They're public comments, right? Oh, no.

2:01Speaker 7

Yes. No, I don't have any public comments.

2:03Speaker 4

Okay. No public comments. How about the board? Okay.

2:08Speaker 1

We've been on the beach lately.

2:11 – 2:58Speaker 4

It's lovely. And it's not crowded anymore. And the crowds that I've seen there were just, last week, a lot of kids still here before they went back to school, just families, just like you'd see in some kind of painting. And the kids were all digging their holes and jumping around. And it was really a nice crowd and very respectful. Hopefully we'll have some good weekends, which we will, the weather holds up. Okay, let's move on to the consent agenda. Approve the minutes from the regular meeting on June 23rd, 2026. I have a motion to approve.

2:58Speaker 2

Motion to approve.

2:59Speaker 4

We have a motion to approve. Do I have a second? Second. Second. Any discussion? All in favor, say aye.

3:09 – 3:24Speaker 4

All opposed? Motion carries. All right, we'll go to the regular agenda. Discussion in action to provide a recommendation to City Council regarding a beach and dune permit at 1202 Padre Boulevard, Lot 2C, in the Miramar and Sandpiles subdivisions.

3:25 – 4:25Speaker 7

Okay, hello guys. If you guys remember back in June, we did lot 2D in this same subdivision. So this is lot 2C. This is going to be a 22-story condo building. A majority of it's gonna be on the east side of the doom protection line, but everything's gonna be west of the historic building line. They're not doing a walkover yet. This is all just part of the building, just like the last one, because they're gonna meet with the other people and do it together. So just like the last one, there's rubble on the site, so there's no mitigation that's supposed to be happening. and the GLO provided their comment letter the day after I posted the agenda, so I do have that available if you guys would like to see that. Any questions?

4:26Speaker 6

No, can you just put the GLO letter on the screen for us?

4:30Speaker 7

Yep, right here. Can you guys see it?

4:36Speaker 6

Yeah, thank you.

4:48Speaker 7

And let me know if you want me to scroll, because there's like two more bullet points.

5:26 – 5:49Speaker 4

any questions okay um i'm looking at the um the location so um the the lot immediately to the south of that with vegetation was what we dealt with a couple of meetings ago right yeah i think like the line is like right here

5:50Speaker 7

It's like half and half.

5:51 – 6:06Speaker 4

Yeah, okay. And then is all of that area that's not redlined in, does that belong to Denny's?

6:07Speaker 7

So the red line is the dune protection line, so they're just indicating where that is.

6:14Speaker 4

I'm looking at a different slide here.

6:20Speaker 4

I'm looking at the projected locations showing no current improvements.

6:26Speaker 7

Okay, I don't have that up.

6:30Speaker 5

It should be a couple. Keep going on your slides.

6:34Speaker 7

Yeah. Is that the only one you have? Yeah, it's the only one I have. I brought that up.

6:37 – 7:11Speaker 6

So, Stormy, why don't you look at this one or turn your screen? to a different image. So you're looking at the same one. Go. You can see the survey. This is the one that she has up there. And she said this is the dune protection line. They're not proposing to do anything seaward of that bulkhead. It's just this area that falls into that dune protection line. And back here, like you said, on Padre Boulevard is Denny's and the old Miramar.

7:13 – 7:28Speaker 4

Okay, so... Okay. I wanted to discuss the location, the footprint of the project.

7:28Speaker 7

Yeah, she just gave me the... Pardon me? She just gave me the packet, so which one were you talking about?

7:36Speaker 4

Well, let me see if there's a number or something. Yeah, it's... Well, I don't know if there's a...

7:47Speaker 6

It is the image that says updated imagery of project location showing no current improvements. That's the slide he's looking at.

7:56Speaker 7

Gotcha. So yeah, that's the footprint of the entire... That's the red line is the footprint.

8:01Speaker 4

Yeah, that's the footprint. They go all the way to the boulevard.

8:05Speaker 4

And that immediate lot to the south is what we dealt with previously?

8:13Speaker 4

That their site goes right up to the Denny's land, or does that include some of the Miramar that's still standing?

8:24Speaker 7

I believe it goes up to...

8:28 – 8:43Speaker 5

If you go to page 11, there's a survey where you can see the lots broken up. And you can see south of lot 2C is lot 2D. But there's a line there that says zone.

8:43 – 8:54Speaker 4

That's right. OK.

8:54Speaker 6

So lot one is Denny's, lot two A is Miramar.

9:00Speaker 5

Even the one next after that page is more detailed.

9:09 – 9:21Speaker 7

Okay. Trying to zoom in. Okay. So yeah, I do believe it goes up to the Denny's. Or that lot that's beside it?

9:22Speaker 4

Yeah, that's a Miramar subdivision. It's still recorded as Miramar, so somebody must own that.

9:29 – 9:43Speaker 7

So what they're proposing for both lots, because this is the entrance, the entrance is also split in half. They don't show that on the footprint, but they're going to share the entrance as well.

9:46Speaker 7

The lot below them.

9:53Speaker 5

So two different buildings are getting built.

9:56Speaker 7

Yeah. So the one in June was the 13-story one. This is a 22-story.

10:03Speaker 5

I thought it was just one.

10:05Speaker 7

No, it's two different ones. Are these projects related? No, I don't think so.

10:11 – 10:37Speaker 6

But it sounds like they're collaborating on the access easement for ingress and egress from Padre Boulevard. And I think I saw in the packet that they potentially are looking at doing the same thing with the beach access. And although that's not part of this today, in the future they have already discussed collaborating on that.

10:37Speaker 7

Yes, so you will see this lot again. Okay. This group of lots.

10:44Speaker 4

And how many stories did you say?

10:46Speaker 7

22, and I think two of them are for amenities. Yeah.

10:52Speaker 4

And they'll be condos? Yes.

10:57Speaker 3

Is it the same owner?

11:02Speaker 4

Well, we have a couple of beachfront lots left.

11:08Speaker 4

Sounds like an exciting project.

11:11Speaker 7

Yeah, it's pretty large.

11:16 – 11:32Speaker 6

As long as nothing is going seaward of the bulkhead and the city and the GLO also has given this a thorough look and approval, then I would make a motion that we approve to pass it on to city council.

11:34Speaker 4

Okay, we have a motion to approve. the recommendation to city council. Do we have a second?

11:41Speaker 2

I'll second.

11:45Speaker 4

Second down here. Okay, any further discussion?

11:50Speaker 5

So the second will be Sarah or Denise.

11:55Speaker 4

Sarah, I think that's what I heard. I had stereo coming in.

12:00Speaker 5

Say it at the same time. All right, okay.

12:07Speaker 4

All in favor? Aye. All opposed? Motion carries, thank you.

12:14Speaker 4

Okay, 5.2, updates on departmental grants and projects.

12:18 – 13:16Speaker 7

Okay, so departmental updates. Usually Christina does this, but she's out today. So we don't have too many updates, but since it's been a while, we thought we'd give you one. So for cycle 29 for CMP, this one was the access engineering for Harbor Circle, Blue Water and Daydream. That one is now complete and is now fully closed out. So this one is now done and we won't get any more updates. So but then from here now we have Blue Water Circle, those plans are now going to be a new construction project that will come up later. And then for Harbor Circle and Daydream, we applied for funding through Cycle 32. We haven't heard from that yet, but we should soon. And once we do, we'll let you know.

13:17Speaker 4

Do you have a location for these accesses?

13:21 – 14:17Speaker 7

Not yet. with me harbor circle is beach access number one at the padre south sangria one blue water is nine okay that's harbor circle yeah okay i'm so i'm trying to abby knows all of these yeah and blue water is nine so okay let's go back to harbor now tell me about harbor what's going on at harbor um we these are just access engineering plans and we have them done and completed engineering's done yeah so the engineering is done so and we applied for construction um funding but we haven't heard back about that yet okay yeah okay and then uh there's harbor and then what's the next one going north uh blue water circles access nine Sun Tide 3? By Sun Tide 3.

14:17Speaker 4

That's my reference, the building. I'll give them the building reference. Yeah, thank you. I'm my interpreter.

14:23Speaker 7

And I'm not good with the buildings.

14:25Speaker 4

Okay, next is Sun Tide 3.

14:29 – 14:42Speaker 7

And that one we have construction funding for, which I'll get to in a minute. And then Daydream Circles number 12, and that one's by Castaway? The Palms. Palms, sorry, my bad.

14:42Speaker 4

By the Palms.

14:43Speaker 6

Palms Beach Resort.

14:44Speaker 4

Just north. Just on the north side. Right.

14:47Speaker 6

And the condominium there is Castaways.

14:54Speaker 4

Sounds good.

14:54 – 15:26Speaker 7

I got you. Right, and for CMP Cycle 31, this is where we have construction of Blue Water, which is Access 9. So we got the funding started in July, so we're now getting the bid package together to go out to bid for construction. And that should be releasing soon, probably in the next month, so you should be seeing that here coming up.

15:27 – 15:47Speaker 6

Is that cycle, maybe cycle's not the best word to use here, but once the request for bids go out and we get them back, does that have us looking at a potential spring start for construction? It seems like we're gonna miss the fall window.

15:47Speaker 7

I wanna say more winter than spring, okay. but I'm not 100% on that.

15:58 – 16:09Speaker 6

Okay, well, it'll probably be closed anyway for most of the summer, which is always difficult, and that is a very busy beach access.

16:10Speaker 6

But, you know, it'll be so beautiful when it's done, and everybody will appreciate the updated amenities and additional parking.

16:17Speaker 4

Mm-hmm. And these three accesses have improved parking and then showers and restrooms.

16:25 – 16:58Speaker 7

Mm-hmm. All the bells and whistles. Okay. Yep. All right. And then also under Cycle 31, we got more access engineering plans to be made. And for this one, I have pictures so I can show you. But that one, since it's NOAA-funded rather than the GOMISA, that one won't start until October. But that one's kind of just more... background, like we're just making plans, so.

16:58Speaker 6

Just the engineering.

16:59 – 17:57Speaker 7

Yeah, that's just the engineering. So we have that one for Golf Circle, which is beach access number three. And then we have Surf Circle for beach access number seven. Treasure Island, which is access 11. And then Poinsettia, which is 15. Okay. And for our CAPRA-funded projects, we have for cycle 13, we have dune restoration. We had fencing completed from 10 to 13 and planting from 10 to 19. But planting stopped because it started getting a little warm, so we wanted our plants to thrive. So the project planting we'll pick back up in October and start back up at 19. Any questions on that?

17:57Speaker 4

Do we provide supplemental watering for these plantings, or we just let nature take it?

18:02 – 19:01Speaker 7

Yeah, they water them. Okay. Okay, and then for KEPRA cycle 14, we had our Bayside living shoreline feasibility analysis for the 10 Bayside street endings. We had a public open house in July, and now that we had the public open house, The public opinion now and their data that they collected, they're putting all that together now and giving us some recommendations and some layouts to how the Bayside endings can go. And then once we have those, we're gonna have a second open house so that we can have more public opinion on those recommendations. We don't have a date for that yet, but it will be coming. And that's probably not going to be until late fall, so a couple more months.

19:03Speaker 3

Okay, any questions on that?

19:11 – 19:52Speaker 7

No, I didn't hear anything about that. Sorry about that. Okay, and also under KEPRA cycle 14, we also have the beach and dune monitoring. If you remember, we had the RFQ at the beginning of the year, and we picked our coast for the drone footage to measure our dune growth and vegetation growth. Our first monitoring will be in the second week of September, so that's coming up. We're pretty excited about that. So we're not going to have the data for a little bit, but once we do, we can show you guys.

19:52Speaker 6

Do you know how often she plans to go out?

19:57Speaker 7

I believe it was quarterly and if there was ever a big storm.

20:00Speaker 6

Okay, quarterly is good. Then we'll hit all the seasons. Yep, that's the plan. Okay, thank you.

20:07Speaker 4

Was this the...

20:10Speaker 6

It was the woman who went private, and she brought that data and showed us what she can do. It was really impressive. Yeah.

20:18Speaker 4

So she's already working?

20:20Speaker 7

She will be here in the beginning of September. We'll be the start of it.

20:27 – 20:50Speaker 4

Well, I can tell you that the dunes look pretty good from the beach side. I mean, they are just – I've got a map from – 2002, it shows the dunes, and then 2012. And that looks like a different town. It's just amazing how much dune growth has occurred in that 20-year period.

20:51Speaker 7

And we're all protected for it.

20:53Speaker 5

I have a question about the planting of the plants. Who's planting them?

21:00 – 21:14Speaker 7

We have under contract coastal transplants and they grow native vegetation and then plant them out here. And then they also do the dune fencing as well.

21:15Speaker 5

So there's like a particular way to plant them?

21:19Speaker 7

Yes. I believe it's like one per square foot. So they have to be like spaced out in a certain amount of ways. And then that way they have enough room to thrive.

21:29Speaker 5

I just think it'd be something cool to actually do.

21:33Speaker 6

Oh, for the volunteer aspect.

21:36Speaker 5

They have people volunteer for this?

21:38Speaker 6

Surfrider used to collab with...

21:40Speaker 5

I remember that and that's why I'm wondering...

21:45Speaker 6

Steve's a really nice man, right? Steve? Yeah.

21:49Speaker 2

Sarah, I've gone through the process if you want. Really? Yes. We had for mitigation and so.

21:55Speaker 4

Yeah. What is that grass they stick in? It's got a few hairs sticking up. What is that grass?

22:01Speaker 7

I'm not good with my vegetation.

22:02Speaker 5

I think it's on there. It's written on there somewhere from Flanders.

22:07Speaker 4

Not a broad leaf. It's a real narrow leaf because of the sun there. What's it? Sorry.

22:14Speaker 7

Herpanicum, I believe, is the grass.

22:18Speaker 4

And it's native.

22:19Speaker 7

Yeah, it's native.

22:20Speaker 4

Native to the beach?

22:27 – 23:11Speaker 7

Okay. All right. And next we have more dune restoration. But this is with the National Fish and Wildlife Foundation. This is going to be on the second mile or the south mile of beach. And so the grant contract was just executed. But this is more, unlike the CMP and KEPRAs, there's not really a timeline. So this is gonna be more late fall, early spring when they get to it, if that makes sense. But it's gonna be exactly like the other dune restoration with the fencing and the planting.

23:11Speaker 6

That's just from a different funding source? Yep. Okay.

23:15Speaker 4

And the angle we're looking at, that boardwalk going north, Will be the area.

23:21Speaker 7

Well, it's going to be south, going south.

23:25Speaker 4

Going south on the boardwalk?

23:28 – 23:44Speaker 6

Yes. There's plans, though, to do dune restoration from, that's Beach Access 21 in front of Seabreeze. But there is a plan to do dune restoration from Seabreeze Access 21 north.

23:46 – 24:23Speaker 4

yeah it's already in place okay yeah yeah you can see the fencing in the picture it's a very shallow Beach It's a good progress there. There was flat beach all the way to the building. The waves would come up and splash during some storm surges and the high tides. Yeah. Very good.

24:45 – 25:32Speaker 7

It's getting bigger though. Okay, and then with the Restore Act, we have the boat ramp. A lot of you, or all of you, I can't remember, were at the grand opening. So we're anticipating the project closeout soon, but we just have a couple little things here and there. So the gate was installed for the closing times for parking, and then we're evaluating the attendant dock elevation because right now it's still a little high when we have low tides. So we're figuring that out. The hours are 5 a.m. to 10 p.m. So, what is it?

25:32Speaker 4

What was that comment about low tide?

25:37Speaker 7

During low tides, the attendant dock is still a little high for people to be getting in and out.

25:42Speaker 4

Oh, okay, the dock down below.

25:44Speaker 7

Yeah, just the little one that people can use to get in and out of their boats.

25:53Speaker 4

How is the parking situation?

25:56Speaker 7

It's been interesting.

25:58Speaker 6

I know, I know.

26:00 – 26:28Speaker 4

I'm on the phone with the city every other day. I called in, a whole family had parked out there and they were fishing in the channel and they were using the fish cleaning table as their bait deck as they were cutting and having a ball fishing. And almost every day people are parking in there. And there's so much signage. I would thought, oh, this is overkill. No, it isn't.

26:30Speaker 1

Yep. Are we going to have another loading here at a different level?

26:37 – 26:52Speaker 7

That's the question that we're figuring out because if we have another one that's a little lower and out, it kind of goes into where we're leasing into the water. So we're figuring out how to do that right now.

26:52Speaker 1

And the drain for the cleaning table, did we figure that out?

26:56Speaker 7

Oh, I don't know about that.

26:59Speaker 6

Is there not a drain for the cleaning table?

27:01Speaker 4

No, there isn't.

27:02Speaker 4

There's a drain for the table, but not for the ground.

27:05Speaker 1

Oh, okay. Pooling up. In the restrooms, are those, do we have any?

27:11Speaker 7

No, there's no update on that. Not yet, but when we do, we'll let you know.

27:20Speaker 1

Are we going to install cameras? I'm sorry. Are we going to install cameras at any time?

27:23Speaker 7

Yeah, we're looking into that as well.

27:27Speaker 4

Maybe. the fines they've given out could go to the shoreline department and help with them.

27:34Speaker 7

That's an idea.

27:37Speaker 4

They're writing tickets now, right?

27:39Speaker 7

Oh, that. They don't tell me that.

27:42Speaker 4

I think grace period is over.

27:44Speaker 3

Yeah, that's a good idea.

28:00 – 28:14Speaker 1

You know, another thing I noticed, too, is they stole our nozzles the first day at the cleaning table. Are we maybe, I know at the accesses we have those little punch that lasts, you know, the water comes out for like 30 seconds.

28:14Speaker 6

Yeah, like the auto-on.

28:16Speaker 1

Yeah, are we thinking of, and I can just see them leaving the water on, too. People do.

28:22 – 29:25Speaker 7

Most likely we will be doing that. The shoreline guys are actually pretty good at fixing little things like that after the construction's done. So they're pretty good at doing that. So, okay. Any other questions on that? All right, we got, I think, one more. And finally, last but not least, we have, with the venue tax project, we have the wind and sports, water sports venue. So our construction contract has been executed, so construction should start any week now. Okay. week yeah and week now so um we are anticipating a groundbreaking but i don't we don't have a date for that yet so yeah you'll get an email and everyone will be posted so but yeah that's everything i know we saw some some proposed uh building

29:30 – 29:53Speaker 4

pictures way back when i think have they that's all the been scrapped and we have a new design and and this is where it's going to go right here in front of us with this grassy area and then what this area to the left is that Is that just some flatlands that catch water on high tides?

29:54Speaker 4

So we won't touch that?

29:56Speaker 4

We're just going right here?

29:57Speaker 7

Yeah. I think it's straight out.

29:59Speaker 4

And there's another little pool stream right here to the north, right?

30:10Speaker 7

I don't think it goes over to the north that high. So it's just straight out.

30:14Speaker 4

Oh, our project?

30:15Speaker 7

Mm-hmm. Yeah.

30:16Speaker 4

Oh, yeah. Yeah. Okay. Yeah. Well, that'll be newsworthy. Yep. Get a lot of attention. Okay.

30:29Speaker 7

All right. Any other questions?

30:33Speaker 7

Okay. All right. I believe that's everything.

30:38Speaker 4

Okay. Thank you. Very informative today. And the next item is adjourn the meeting. The meeting is adjourned. Thank you for coming.
